Friday marks a week since the hurricane made landfall in the southern state of Texas. Harvey eventually weakened to a tropical depression, but dumped a record amount of rain and flooded the state's largest city, Houston, and surrounding areas.
The storm has left at least 39 people dead and forced about 42,000 others to evacuate.
Houston Mayor Sylvester Turner said on Friday that ongoing releases of water from 2 reservoirs could keep about 20,000 houses flooded for up to 15 days.
The number of homes damaged has already topped 150,000.
Flooding has also disabled cooling equipment at a chemical plant near the city, causing explosions and fires.
No residents have been injured, but concern is growing over the likelihood of more blasts.
US President Donald Trump on Friday asked Congress to approve a 7.85-billion-dollar support package. He also designated Sunday a National Day of Prayer for the victims of the storm.

South Korea's presidential office said the 2 leaders talked on the telephone for about 40 minutes on Friday night.
Moon called the North's latest missile launch a serious provocation that violated UN Security Council resolutions. Pyongyang test-fired an intermediate-range ballistic missile over northern Japan on Tuesday. The missile fell into the Pacific Ocean.
The two leaders agreed to apply maximum sanctions and pressure on North Korea to stop its provocations.
They reaffirmed that the 2 nations along with Japan will continue to work closely together to bring Pyongyang to the dialogue table for a peaceful resolution of the North's nuclear issue.
Trump and Moon also noted the need to boost South Korea's defense capabilities to counter provocations by the North.
They agreed in principle to increase the payload and range of South Korean ballistic missiles to the levels sought by Seoul.
The current bilateral guideline calls for a maximum payload of 500 kilograms and maximum range of 800 kilometers. The South Korean military reportedly wants to double the maximum payload to one ton to destroy an underground facility where members of the North Korean leadership would take shelter in the event of an emergency.

Russian President Vladimir Putin says the international community should resolve North Korean issues through talks.
Putin was referring to the North's accelerating nuclear and missile development. He released his views in the article on Friday ahead of a BRICS summit in China. The summit of China and 4 other emerging economies starts on Sunday.
Putin said the policy of putting pressure on Pyongyang to stop its nuclear and missile programs is misguided and futile. He went on to say that provocations, pressure, bellicose, and offensive rhetoric is the road to nowhere.
He stressed his stance of working together with China, which also calls for dialogue with North Korea.
Some observers say Russia's insistence on dialogue stems from its deep concern over increasing US military influence in Northeast Asia. Japan is planning to deploy a new land-based US missile defense system known as "Aegis Ashore."
Putin is due to meet Japanese Prime Minister Shinzo Abe next week in Vladivostok, Russia. Putin is likely to relay his stance on North Korean issues to Abe.

France's Foreign Minister has warned that North Korea will have the ballistic missile technology to strike Europe within months.
Jean-Yves Le Drian on Friday expressed grave concern over Pyongyang's missile and nuclear programs in a local radio interview.
The minister suggested that North Korea's aim to develop missiles that can carry miniaturized nuclear weapons will be a reality within months.
He stressed that everything must be done to implement the latest UN Security Council sanctions resolution against the North.
Le Drian said he held telephone talks with his Chinese counterpart Wang Yi on Thursday, and the ministers agreed on the need for a diplomatic solution to the problem.

Honda Motor says it has agreed to pay 605 million dollars to US car owners for costs related to faulty Takata air bags.
The Japanese automaker announced the economic loss settlement on Friday.
Honda will spend about 200 million dollars on finding owners with unrepaired cars, and 80 million dollars on reimbursing rental car fees and other expenses.
Other Japanese makers --Toyota, Mazda and Subaru -- reached similar settlements in May. Nissan Motor agreed on a payment in August.
Honda's settlement is the largest of all carmakers as its recall covers more vehicles.
The US National Highway Traffic Safety Administration says only about 40 percent of the air bags subject to recalls have so far been repaired.

Japan is set to step up its management of Pacific bluefin tuna resources following an international conference on the conservation of the species.
The meeting in South Korea laid the path for increasing catch quotas in the future. Delegates agreed to a Japanese proposal to raise the quotas once recovery of the stocks is confirmed. They also set a new target to increase tuna stocks more than 7-fold by 2034.
The agreement on quota relaxation is largely attributed to Japan's acceptance of the new goal on tuna stocks.
Japan came under criticism after its catch of young bluefin tuna exceeded its annual quota earlier this year.
Tokyo is set to introduce penalties next year to tighten regulations on tuna resources.
One expert warns Japan could find itself excluded from international quota relaxations if it repeatedly fails to observe its catch limits. Professor Isao Sakaguchi of Gakushuin University says it's important Japan boosts its fisheries management so that it can secure its quota.
