Prime Minister Shinzo Abe says he has instructed government officials to consider countermeasures for the action taken by South Korean plaintiffs over a wartime labor suit.
Abe was speaking in an NHK TV program about a court application that was filed last Monday to seize some of the assets of a Japanese steelmaker, Nippon Steel & Sumitomo Metal.
The plaintiffs say they were forced to work at steel mills during World War Two.
In October, South Korea's Supreme Court ordered the steelmaker to pay damages.
Abe said the application is extremely regrettable, and his government takes a serious view of the matter.
He said the decision by South Korea's top court is invalid under international law.
He reiterated Japan's position that any right to claims was settled completely and finally when diplomatic relations were normalized in 1965.
He said his government will respond to the latest move in a resolute manner. He also said he has instructed officials to consider concrete countermeasures that are based on international law.
Abe also referred to trade negotiations with the United States. Last month, the Office of the US Trade Representative released a list of its objectives for the bilateral talks. It said the US will seek a provision to prevent Japan from devaluing its currency.
Abe said Japan and the US sorted out this issue in the negotiations on the Trans-Pacific Partnership. He added the future trade talks will be based on the agreements that have already been reached between the two countries.

In a bid to calm the protesters, Macron announced last month that he would cancel the fuel tax hike and raise the minimum wage.
But those measures have failed to satisfy yellow vest protesters.
Leaders of the protest movements from throughout the country met for the first time in Marseille on Saturday.
After the meeting, a representative of the protesters told a news conference that the objective is to consolidate the power of protestors to achieve something bigger in the future.
He said that they will lead the movements into a unified political force.
