Russian President Vladimir Putin has stressed the legitimacy of his country's annexation of four Ukrainian regions exactly one year after the unilateral move.

The Kremlin released a video address by Putin on Saturday to mark one year since the annexation.

Putin expressed his gratitude for residents of the four regions, saying their firmness and determination have made Russia stronger. He said Russians and residents of the regions are one people and will overcome any challenges together.

Last September, Russia orchestrated what it called "referendums" in the Ukrainian regions of Donetsk, Luhansk, Zaporizhzhia and Kherson. Russian President Vladimir Putin declared the annexation of the regions on September 30.

Russia has designated the date by law as a day to celebrate the annexation. A concert and other events took place in Moscow's Red Square on Friday, ahead of the anniversary.

Kremlin spokesperson Dmitry Peskov announced that Putin will address the nation with a video message.

Moscow has been improving infrastructure and promoting Russian-style education in the occupied areas in the four regions. It switched the currency to the ruble and issued passports for residents, asserting their Russian citizenship. It also staged what it claimed to be elections earlier this month to coincide with Russia's nationwide local elections.

Putin held an online meeting with newly elected governors, including those from the four Ukrainian regions, on Thursday. He said the elections there were held in accordance with Russian law. He also said it was an important step toward fully integrating the regions into Russia.

Putin is apparently trying to justify Russia's invasion by claiming it to be a war to defend its territory as Ukraine is stepping up its counteroffensive to take back the four regions, as well as Crimea. The southern peninsula was unilaterally annexed by Russia in 2014.

The International Paralympic Committee has decided to allow Russian and Belarusian athletes to compete in the Paris Paralympics next year in an individual and neutral capacity.

The IPC made the decision at its General Assembly in Bahrain on Friday.

IPC officials voted against maintaining a full ban of the two countries, imposed after Russia's invasion of Ukraine in February last year.

They then voted in favor of partially suspending the membership of the countries for two years.

As a result, Russian and Belarusian athletes will be eligible to compete as neutrals, without using national flags, emblems or anthems.

IPC President Andrew Parsons expressed his hope that, leading up to the 2024 Paralympic Games, the focus "can now be very much on sport and the performances of Para athletes."

Ukrainian presidential adviser Mykhailo Podolyak criticized the IPC's decision. He said it would prolong the war and increase the level of Russia's mass violence in Ukraine.

Meanwhile, the International Olympic Committee has yet to decide whether to let Russian and Belarusian athletes participate in the Paris Olympics.

Armenia has asked the International Court of Justice to make sure that Azerbaijan does not persecute ethnic Armenians in a disputed region between the two nations.

Azerbaijan took military action on September 19 over the Nagorno-Karabakh region. Armenia lost in the conflict, and many ethnic Armenians have fled their homes, fearing oppression by the government of Azerbaijan.

Meanwhile, there is concern over whether the rights and lives of the remaining ethnic Armenians in the region will be protected.

The ICJ announced on Thursday that Armenia asked the world court to indicate provisional measures for Azerbaijan to preserve and protect their rights.

Specifically, Armenia requests that Azerbaijan refrain from taking any measures that could violate the International Convention on the Elimination of All Forms of Racial Discrimination.

Armenia also demands that Azerbaijan refrain from any action to displace ethnic Armenians in Nagorno-Karabakh.

Azerbaijan's foreign ministry revealed on Friday that it has invited relevant UN agencies to visit Nagorno-Karabakh.

UN spokesperson Stephane Dujarric confirmed in a regular news conference on the same day that the Azerbaijan government and the United Nations have agreed that a UN mission on humanitarian assistance will take place over the weekend.

He said the UN team will seek to identify the humanitarian needs of both people remaining in the region and those leaving it.

Japanese government officials are making final arrangements to seek a court order to dissolve a controversial religious group formerly known as the Unification Church.

The culture ministry's advisory panel could discuss the issue as early as October 12.

Ministry officials have been looking into the group's alleged dubious marketing practices and solicitation of large donations from its followers. They formally asked it questions and interviewed former followers.

As a result, they appear to have concluded that the group's practices meet the requirement for a dissolution order.

The law stipulates that the court may order the dissolution of a religious corporation when it commits an act, in violation of laws and regulations, which is clearly found to significantly harm public welfare.

Government sources say there is enough objective evidence that the group's practices were systematic, malicious and incessant.

If the government requests a court order, it will be the third case for an administrative agency to seek the dissolution of a religious group for violating the law. The previous cases included the Aum Shinrikyo cult, which launched a deadly sarin gas attack on the Tokyo subway system in 1995.

If the court issues the order, the group will lose its status as a religious corporation and no longer be entitled to tax benefits, such as the exemption of real estate tax. But it will be able to conduct religious activities.

The former Unification Church argues that its activities are not systematic, malicious or incessant, and do not meet the requirement for a dissolution order.

The spotlight fell on the group after the fatal shooting of former Prime Minister Shinzo Abe last year. The suspect told investigators he believed Abe had close ties to the group. His mother made huge donations to it and he claimed this ruined his family financially.

Prosecutors in Nagoya, central Japan, have once again declined to indict immigration officials over the death of a Sri Lankan woman at a detention facility.

The prosecutors made the decision on Friday following a fresh investigation into the case of Wishma Sandamali.

The 33-year-old Sri Lankan was being held for overstaying her visa. She died in March 2021 after complaining of ill health.

Her family filed a criminal complaint against 13 officials, accusing them of homicide. Prosecutors concluded in June 2022 there was no basis to bring charges against them.

The family requested that an inquest panel made up of randomly chosen citizens review the decision.

The panel determined in December that the prosecutors' decision was unjust. The panel said although the officials cannot be charged for homicide, their actions could have constituted professional negligence resulting in death.

On Friday, the prosecutors said the officials cannot be charged with professional negligence resulting in death because they were unable to foresee and avoid Wishma's death.

The immigration bureau in Nagoya says it is not in a position to comment on the judgment or decisions of investigators.

The lawyer representing Wishma's family, Ibusuki Shoichi, says the decision to drop the case is unacceptable.

He says it's as if the prosecutors have effectively declared that they do not hold immigration authorities criminally responsible even if a detainee is overlooked and abandoned to die.

He says the family will not tolerate the unjust decision and will keep fighting to hold those responsible to account.

A real estate firm involved in the planned redevelopment of the Meiji Jingu Gaien district of central Tokyo says it will postpone its plans to cut down and transplant trees at the site until at least early next year.

The project led by Mitsui Fudosan calls for the felling of 743 trees, all more than three meters tall. The developers previously said they planned to start in September by cutting down some 50 trees and transplanting about 90.

The Tokyo Metropolitan Government, which has approved the project, has instructed the developers to conserve the trees as much as possible. It requested them on September 12 to submit a concrete review of their preservation policy before commencing the tree removal.

On Friday, Mitsui Fudosan officials visited the Tokyo government office.

They later told reporters that project operators will comply with the city's request. They said they will submit a review of their plans at the year-end or early next year. The decision will postpone the start of tree-felling and transplanting until at least the beginning of next year.

The officials also indicated they may reduce the number of trees to be cut down by altering the design of a new rugby stadium planned for the site.

The Mitsui Fudosan officials also referred to a heritage alert issued in early September by the UNESCO advisory panel, the International Council on Monuments and Sites, or ICOMOS.

The alert says the project will seriously impact the sustainability of the avenue of trees known as Gingko promenade, and calls for an immediate halt to the plan.

The officials acknowledged the panel's view and the need for a review of the tree preservation policy, but complained that ICOMOS had unilaterally issued its alert based on its own understanding.

Taiwan has launched its first domestically developed submarine that it hopes will enhance deterrence against the Chinese military.

Taiwan's President Tsai Ing-wen named the vessel "Hai Kun" at a launch ceremony in the southern city of Kaohsiung on Thursday. Construction of the submarine began in 2020.

Tsai said that a domestically built submarine is more than just a goal and is the concrete realization of Taiwan's resolution to protect itself.

She said submarines are important equipment for what she called the navy's "asymmetric warfare" capabilities.

Tsai's administration has been pushing the strategy of having highly mobile capabilities to deter pressure from China's massive military force.

Her remarks come as China is increasing its military activities, including aircraft carrier drills, in the waters around Taiwan.

The names of chief or deputy representatives of liaison offices of the United States, South Korea and Japan were mentioned at the ceremony, indicating the countries provided some form of support for building the submarine.

The firm that built the submarine has not disclosed details of the vessel's capabilities. The submarine was partially covered for the ceremony. Media crews were not allowed to take photos at close range.

The Hai Kun is expected to go into commission in 2025 after tests at ports and at sea.

A US soldier who fled to North Korea in July has been released. On Wednesday, US officials said he is under their custody.

Private Travis King was stationed in South Korea and he ran across the border into the North after joining a civilian tour of the Joint Security Area at the Demilitarized Zone that separates the two Koreas.

He had previously spent time in prison in South Korea for assault and was supposed to return to the US to face further discipline.

On Wednesday, North Korean authorities said King felt the US Army's treatment of him was "inhuman" and that he grew "disillusioned." They had found him guilty of "illegally intruding."

Officials with the Biden administration said King is in "good spirits and good health."

US State Department Spokesperson Matthew Miller added that North Korea refused to communicate over the matter but stressed that the US made no concessions to secure his release. He thanked diplomats from Sweden and China for their help.

Miller said, "I do not see this as a sign of some breakthrough. I think it's a one-off with them be willing to return this private."

The Defense Department still has to decide what will happen to King.

NHK says it will not make new requests to entertainers from scandal-tainted Japanese talent agency Johnny & Associates to perform in its programs for the time being.

NHK President Inaba Nobuo announced the policy at a news conference on Wednesday.

The talent agency earlier this month apologized and admitted that its late founder Johnny Kitagawa had sexually abused minors over many years.

Inaba said the public broadcaster asked the agency last week to appropriately and promptly compensate the victims and take action to prevent recurrences.

On Johnny & Associates' entertainers, the president said those who already have contracts with NHK will continue appearing in its programs.

But he said the broadcaster will not make new requests for the agency's entertainers to take part in its programs until it is confirmed that the agency has thoroughly implemented compensation to the victims and measures to prevent recurrences of the abuse.

A team of legal and sexual abuse experts enlisted by the agency has pointed out the Japanese media's silence on the issue, saying it played a role in the problem.

Some Japanese commercial broadcasters have also urged compensation and action against recurrences. They requested the agency to consider a name change.

Tensions between China and Vietnam are rising in the South China Sea. The Vietnamese government has lodged a protest against Beijing. It criticized China for installing vessel identification systems in the waters around the disputed Paracel Islands.

Chinese media outlets have reported that the authorities installed automatic identification stations at two locations. They say the step was taken to ensure that ships can operate safely around the islands.

Russia's health authorities say they are considering the suspension of seafood imports from Japan following the release of treated and diluted water from the damaged Fukushima Daiichi nuclear plant.

The authorities issued a statement on Tuesday. It says they are considering joining Chinese restrictions on the supply of seafood from Japan, taking into account the possible risks of radiation contamination.

China started the suspension after the release began on August 24.

The Russian authorities also revealed that they have discussed with Chinese officials the safety of seafood exported by Japan.

The officials said they sent a letter to Tokyo to call for negotiations on the matter and asked the Japanese side to provide information by October 16 on the method of checking tritium and other radioactive materials.

The Russian authorities said the final decision will be made after negotiations with Japan.

The officials have announced they would tighten quarantine and distribution controls on Japanese marine and processed products.

The Fukushima Daiichi nuclear power plant suffered a triple meltdown in the 2011 earthquake and tsunami. Water used to cool molten fuel at the plant has been mixing with rain and groundwater.

The accumulated water is treated to remove most radioactive substances, but still contains tritium. Before releasing the treated water into the sea, the plant's operator dilutes it to reduce tritium levels to about one-seventh of the World Health Organization's guidelines for drinking water.

Takahashi added that his agency will monitor the situation and continue to work on attracting visitors from China.

Police in Japan and the government's cybersecurity center have warned that China-linked hackers are launching attacks on governments and firms.

The National Police Agency and the Japan National Center of Incident Readiness and Strategy for Cybersecurity, or NISC, on Wednesday released an advisory concerning the BlackTech hacking group with the US National Security Agency and other US entities.

The group has been active since 2010. It is believed to be attacking governments in East Asia, including Japan's, as well as the US administration, to steal sensitive data. The telecommunication sector has also been subject to attack.

The NPA says suspicions that BlackTech has carried out attacks against Japanese organizations have surfaced.

The warning notes that the hackers have exploited routers when targeting companies by gaining access to the internal networks of their overseas subsidiaries to infiltrate the headquarters' networks, their primary targets.

The advisory recommends upgrading devices and monitoring for changes to firmware.

Researchers in India have been unable to communicate with the country's unmanned lunar probe, since it entered a dormant state earlier this month. Chandrayaan-3 became the first probe in history to successfully land near the lunar south pole in August.

A rover attached to the lander went exploring after the probe touched down. It spent two weeks examining soil and rock components on the surface.

The solar-powered vehicle was put into 'sleep mode' when night fell on the moon. The duration of both a lunar day and night is two weeks.

The Indian Space Research Organisation expected the probe to wake up when the sun came out last Friday. But it says it still cannot make contact with Chandrayaan-3.

The temperature near the moon's south pole can drop to minus 150 degrees Celsius or lower after sunset. Observers say the probe may not have been able to withstand the extremely harsh environment.

ISRO believes it may be extremely difficult for the vehicle to resume operations. But the organization has praised the probe's achievements. It says Chandrayaan-3 will remain on the moon forever as India's "lunar ambassador," if it does not wake up.

A court in South Korea has dismissed a request for an arrest warrant for the leader of the main opposition party, Lee Jae-myung. The country's prosecutors were seeking his arrest on breach of trust and other charges.

Lee, who heads the Democratic Party, is accused of corruption in connection with a land development project while he was a city mayor. He is also alleged to have been involved in a company's illegal cash remittances to North Korea.

The decision came after a court hearing attended by Lee on Tuesday. Prior to that, the opposition-controlled National Assembly last week passed a motion to give consent to the arrest.

Indonesia is set to unveil new rules designed to curb social media's expansion into its e-commerce market. The move is aimed at protecting local businesses. It is believed to be a response to TikTok. Southeast Asia's biggest economy wants the Chinese video-sharing app to be a social media platform only.

Indonesian President Joko Widodo delivered a video address on Monday. He suggested that offline markets need to be protected from the impact of e-commerce.

Current trade regulations do not specifically cover direct transactions on social media. TikTok's parent company says that each month the app is used by 125 million people in Indonesia and 325 million individuals across Southeast Asia.

The new regulation will ban the sale of imported goods, priced below 100 US dollars, through cross-border services on e-commerce platforms. The government has indicated that it will shut down social commerce companies that do not comply with the regulations. TikTok says it has asked the government to reconsider.

North Korea's UN ambassador has denounced the security cooperation among Japan, the United States and South Korea, calling it a military alliance resembling NATO.

Ambassador Kim Song addressed the United Nations General Assembly on Tuesday.

He said, "The formation of the tripartite military alliance among the US, Japan and the 'Republic of Korea' has put into practice its long-sought ambition for 'Asian version of NATO,' thus introducing a 'new cold war' structure to Northeast Asia."

Kim also hit back at earlier remarks made by South Korean President Yoon Suk-yeol at the General Assembly in which he condemned North Korea and Russia for pursuing military cooperation.

Kim said the development of equal and reciprocal relations between and among independent sovereign states is not an issue for the "Republic of Korea" to interfere in "as it is no more than a colony of the US."

Observers say Kim's usage of South Korea's official name could be interpreted as a sign that Pyongyang officially views it as a different country now.

The ambassador said, "the military security situation in and around the Korean Peninsula was driven closer to the brink of a nuclear war."

Kim added that his country must accelerate the buildup of its self-defense capabilities to impregnably defend itself.

The Philippine coast guard says they have conducted a "special operation" to remove a floating barrier installed by China near a disputed shoal in the South China Sea.

The Philippines last Friday confirmed the installation by the Chinese coast guard of a 300-meter floating barrier, held up by white buoys, near Scarborough Shoal.

The Philippines' National Security Council on Monday instructed the coast guard to remove the barrier. It said the barrier was blocking the entrance to the shoal and was posing a danger to Philippine fishing boats, and that its installation was a violation of international law.

Footage released by the Philippine coast guard shows a diver cutting a rope attached to the floating barrier. The coast guard said any action that hinders the livelihoods of Philippine fishermen amounts to a violation of international law and the country's sovereignty.

Hong Kong customs officials have arrested six people for allegedly attempting to smuggle Japanese seafood into mainland China.

The officials last Friday seized a fishing boat and apprehended its captain and five others.

China has kept in place a total suspension of Japanese seafood imports since August 24, when the release of treated and diluted water from the Fukushima nuclear plant into the ocean began. Meanwhile, Hong Kong has its own export and import control system and allows imports from Japanese prefectures other than Fukushima and nine others.

The customs officials said the ship's cargo included Japanese seafood, vegetables and fruit, as well as goods from India. They said those goods were worth roughly four million Hong Kong dollars, or more than 500,000 US dollars.

The customs officials didn't give details on where and when the Japanese seafood was caught and the catch was landed.

India is hosting its exhibition of domestically produced drones, highlighting the country's efforts to strengthen its defense and security with unmanned aerial vehicles.

The Indian Air Force and the Drone Federation of India held demonstration flights at an air base in the northern state of Uttar Pradesh on Monday.

The organizers have invited officials from friendly countries as well as international media crews to the two-day event.

Japan's health ministry has approved a new Alzheimer's drug that targets a specific cause of the disease.

Lecanemab was jointly developed by Japanese firm Eisai and its US partner Biogen. It is designed to slow the progression of the disease by reducing the accumulation of amyloid beta protein in the brain.

Eisai applied for the ministry's approval in January. On Monday, the ministry gave its formal approval after its expert panel endorsed the drug in August.

Candidates eligible for the treatment include patients with mild cognitive impairment who have not yet developed dementia, as well as patients in the early stage of Alzheimer's disease.

The drug has already been approved in the United States, where its average cost is about 26,500 dollars per year. The price in Japan has not yet been determined.

Japan's Central Social Insurance Medical Council is expected to decide on whether the drug will be covered under public insurance and on its price within several weeks. Lecanemab may become available to patients by the end of the year.

A man riding on a bicycle has died after colliding with a passenger car on an expressway in Yokohama City near Tokyo. Police say that he may be a cyclist who came to Japan to take part in cycle messenger world championships events.

The collision occurred at past 3 a.m. on Monday near a junction on the Yokohane Line of the Metropolitan Expressway that connects Yokohama and Tokyo's Haneda Airport.

The driver of the passenger car reportedly told police that he could not stop in time as the bicycle suddenly appeared from the connecting Mitsuzawa Line.

The cyclist is believed to have entered the expressway by mistake.

Police say his personal belongings show that he may be a 31-year old US resident who was taking part in the Cycle Messenger World Championships events, which were held in Yokohama from last Wednesday through Monday.

Those who work for courier companies and deliver items by bicycle participate in the annual events, including races.

Organizers had been calling on participants to ride on the left side of the streets and wear helmets in Japan.

This season's first auction of blowfish has been held in the western Japanese city of Shimonoseki, heralding the arrival of the traditional winter delicacy on the market.

The auction was held early Monday morning at the Haedomari fish market, which handles largest amount of the wild torafugu variety in Japan.

The first auction is held around this time every year to coincide with the start of blowfish fishing season in the Sea of Japan.

The auction began at 3:20 a.m. Buyers put their hands through a sleeve worn by the auctioneer, and communicate how much they are willing to pay by touching his fingers.

Monday's blowfish catch was around one-third of the seasonal average because of warmer seawater.

The highest price was 22,000 yen, or roughly 150 dollars, per kilogram. That is 40 dollars higher than last year.

The president of a local fish dealer, Goda Yuichiro, says he expects demand for blowfish from overseas tourists and restaurants to increase, now that the impact of the coronavirus pandemic is waning.

He says the fish market wants to satisfy demand for the product.

One month has passed since the operator of the Fukushima Daiichi nuclear plant began releasing treated and diluted water into the Pacific Ocean.

The first round of the release ended on September 11.

The nuclear plant suffered a triple meltdown in the 2011 earthquake and tsunami. Water used to cool molten fuel has been mixing with rain and groundwater that seeps into the damaged reactor buildings.

The accumulated water is being treated to remove most radioactive substances, but still contains tritium. The treated water is stored in more than 1,000 tanks.

Before releasing the treated water into the ocean, the plant's operator dilutes it to reduce tritium levels to about one-seventh of the World Health Organization's guidance level for drinking water.

The operator says it discharged 10 tanks or nearly 8,000 tons of treated water in the first round.

The storage tanks were 98 percent full before the release. But following the discharge, the amount of stored treated water decreased for the first time since the 2011 accident from 1.345 million tons to 1.338 million tons.

Ever since the start of the release, Tokyo Electric Power Company as well as central and local government officials have been testing seawater and fish samples from multiple points offshore from the plant.

As for the seawater, they say the concentration of tritium has been 10 becquerels per liter at the highest so far. This is far below 700 becquerels per liter, the level set by the utility for suspending the release.

Analyses of fish samples also showed all below the detectable level of 10 becquerels.

The utility plans to carry out four rounds of the water discharge during the fiscal year that ends next March. A total of 31,200 tons of water will be released -- the equivalent of 40 full tanks.

That makes it impossible for the firm to have fresh fish caught in the morning shipped to customers by evening for higher profit margins.

The firm is now considering exploring markets in the Middle East and elsewhere, as well as strengthening its sales in Japan.

But the path to recovery is uncertain, as it is not easy to find new business partners and domestic demand for expensive fish is limited.

The president of Yamaharu says his company is at a loss.

He says he hopes Japanese politicians would do a better job persuading China and Hong Kong to rethink their policies.

The head of a plant equipment manufacturer in Gifu Prefecture said the firm is eager to employ graduates from the world's top class college. He noted that the company's low name recognition is making it hard for the firm to hire engineers in Japan.

A student who attended the fair expressed interest in Japan, saying the country is making the world better through technologies. He said he wants to choose the company to work for not by salary but by the technologies it owns and the projects it works on.

A Japanese government survey has found that about 10 to 20 percent of adults infected with the coronavirus had aftereffects, including cough and fatigue, for more than two months after infection.

A team from the health ministry surveyed about 195,000 residents aged five to 79 in Tokyo's Shinagawa Ward, Yao City in Osaka, and Sapporo City in Hokkaido. About 30 percent of them responded.

The percentage of adults who replied that they had been infected by last September and suffered from post-COVID symptoms for more than two months afterwards was 23.4 percent in Sapporo, 15.0 percent in Yao, and 11.7 percent in Shinagawa.

The team surveyed children aged five to 17 in Sapporo and Yao.

The rate of those with post-infection symptoms was 6.3 percent in both municipalities -- lower than in adults.

A member of the team, Doctor Iso Hiroyasu from the National Center for Global Health and Medicine, said the large-scale survey confirmed that many people infected with the virus are suffering from prolonged symptoms.

He also said that such symptoms apparently have an effect on lives of some people. He added that he will further study how symptoms change with the passage of time, in addition to continuous treatment.

A Japanese sake maker known for its Dassai brand opened a brewery on Saturday in Hyde Park in New York State.

Asahi Shuzo, based in Yamaguchi Prefecture, western Japan, built the facility. Its Dassai Blue brand sake will hit New York store shelves on Monday. A 720-milliliter bottle will go for just under 35 dollars.

The brewery says it will use sake rice imported from Japan at first, but there are plans to use Arkansas-grown rice in the future.

Asahi Shuzo CEO Sakurai Kazuhiro said at a news conference that he wants to increase the presence of Japanese sake in the United States.

Sake is growing in popularity in the United States. In May, a US firm opened a large-scale sake brewery in Arkansas. An industry group says there are now more than 20 such establishments in the country. The New York Times has published a report stating that "Sake is booming in America."

China's seafood imports from Japan have fallen sharply due to restrictions imposed by Beijing in response to the release of treated and diluted water from the Fukushima Daiichi nuclear power plant.

The release operation began on August 24. The Chinese government opposes the discharge and instead of calling it "treated water" it uses the term "nuclear-contaminated water."

It is demanding Japan immediately stop the water release and communicate with all stakeholders, including neighboring countries.

Customs authorities in China have tightened import restrictions since July. It has also suspended all imports of Japanese seafood since the start of the discharge.

The value of China's imports of Japanese marine products in August dropped more than 67 percent from the same month a year earlier, to about 3 billion yen, or about 20.2 million dollars.

Protests have become violent as well. Pieces of brick were thrown at the Japanese embassy in Beijing immediately after the discharge in August. There were rumors swirling around that massive protests were being planned in China but as of now no such protests have materialized.

An onslaught of negative reports being broadcast on state-run media have also died down after a month.

But Japanese government sources say the Japanese embassy in Beijing still receives 5,000 to 20,000 prank calls a day.

Tokyo is telling Beijing to deal with the issue.

The Ukrainian military says it carried out an attack on the Russian Navy's Black Sea Fleet headquarters in Crimea during a meeting of senior leadership of the fleet.

The General Staff of the Ukrainian Armed Forces announced on Saturday that its air force attacked the command headquarters in the military port city of Sevastopol the day before. It also struck Russia's anti-aircraft missile systems and military equipment over the past day.

Ukraine's Special Operations Forces wrote in a social media post that they made it possible to "timely and precisely" strike the headquarters during a meeting of the leadership. They added that the attack left dozens dead and wounded, including the senior leadership.

British public broadcaster BBC cited a source from the Ukrainian Air Force as saying the attack was carried out using cruise missiles supplied by Britain and France.

Since Russia unilaterally annexed Crimea in 2014, the peninsula has served as a strategic hub for the country as the home port of the Black Sea Fleet. It also represents a symbol of power to President Vladimir Putin.

Ukraine's National Security and Defense Council Secretary Oleksiy Danilov suggested the Ukrainians will step up attacks on Russian military facilities in Crimea.

Japan's Foreign Minister Kamikawa Yoko has urged UN member nations to quickly put the Comprehensive Nuclear-Test-Ban Treaty, or CTBT, into force, calling it an "urgent priority."

Kamikawa delivered a speech at the conference of foreign ministers on facilitating the CTBT's entry into force at the United Nations Headquarters in New York on Friday.

The treaty has been ratified by 178 states, but has not come into effect because the United States, China, Iran and other countries have not ratified it.

US media report that President Joe Biden told his Ukrainian counterpart Volodymyr Zelenskyy that Washington will send the Army Tactical Missile System to Kyiv.

The two leaders met at the White House on Thursday. At the time, a senior White House official announced a new US assistance package to Ukraine valued at up to 325 million dollars. But its planned list of items did not include the long-range, surface-to-surface missile system known as ATACMS.

The missile system has a range of up to 300 kilometers. Ukraine has repeatedly requested the system.

On Friday, NBC News quoted several US officials as saying Biden had informed Zelenskyy about the provision of the system.

The US Treasury Department has announced that two new working groups, on economic and financial issues, have been established with China.

A statement released by the department on Friday said the economic working group will be led by the US Treasury and the Chinese finance ministry. It said the financial working group will be led by the US Treasury and the People's Bank of China.

The two sides will hold regular vice-ministerial-level meetings and report to US Treasury Secretary Janet Yellen and Chinese Vice Premier He Lifeng.

The statement says the formation of the working groups builds on the consensus reached between Yellen and He during her visit to Beijing in July.
The establishment of the two working groups also follows US Commerce Secretary Gina Raimondo's trip to Beijing in August.

Raimondo met with Chinese Premier Li Qiang and other leaders to discuss business ties and national security concerns.

Afterwards, she said the US will not negotiate on matters of national security, and will ensure that US companies are treated fairly.

Attention is focused on whether the two countries will be able to improve relations amid their ongoing conflict over advanced technologies such as semiconductors.

A fire and explosion at a factory in southern Taiwan has killed at least 4 people and injured more than 90 others.

Fire department officials in Taiwan say they received a call on Friday evening reporting a fire at a golf equipment manufacturing plant in Pingtung County.

Taiwan's economy ministry says the factory uses rubber and paint as raw materials.

The four who died were firefighters battling the blaze as an explosion collapsed a factory building.

Ninety-nine people, including employees, were injured, and 6 people are unaccounted for.

The fire department will continue searching for the missing people, and investigate the cause of the fire and the explosion.

Hiramoto says his group has been subjected to online slander and defamation since it was founded in June. He is using the group's website and other venues to demand an end to the harassment.

Hiramoto visited a police station on Friday to ask for help, and said he will prepare to lodge criminal complaints.

Hiramoto said he and other members of the group are becoming anxious about the increasing slander and defamation. He added that other members are also planning to have consultations with the police.

NHK has learned that the organizer of the 2025 World Exposition in Osaka expects construction costs for the expo site may balloon to some 230 billion yen, or about 1.55 billion dollars.

That would be a rise of about 300 million dollars from the previous estimate, and the second increase in the estimated costs.

The Japan Association for the 2025 World Exposition said earlier the total costs would be about 1.25 billion dollars.

The central government, Osaka Prefecture along with Osaka City, and the business community are to equally share the costs.

Sources say the association has come out with the latest estimate after examining the rising materials and personnel costs, and is discussing the figures with the three parties.

The sources say the association continues to scrutinize the costs, and thinks the total could still change.

The construction costs were initially set at about 840 million dollars at the current exchange rate, but in 2020 the figure was raised by about 1.5 times to some 1.25 billion dollars.

An increase in the costs means taxpayers will have to shoulder a heavier burden, if the cost-sharing plan remains unchanged.

Test runs have started in an extended part of the Hokuriku Shinkansen bullet train line that is set to open along the Sea of Japan coast next March.

The new section links Kanazawa Station in Ishikawa Prefecture to Tsuruga Station in neighboring Fukui Prefecture. Hokuriku Shinkansen trains now run between Tokyo and Kanazawa.

East Japan Railway's test train named "East i" arrived at Awara-Onsen Station in Fukui Prefecture, around 9:30 a.m. on Saturday. JR officials and local representatives welcomed it.

Fukui Governor Sugimoto Tatsuji said, "The Hokuriku Shinkansen has finally come to Fukui Prefecture."

He said the prefecture will do its utmost to prepare for the opening, including improvements in local transportation networks.

JR officials say the "East i" train will run at a slow speed of around 45 kilometers per hour to examine tracks, overhead lines and other facilities and arrive at Tsuruga Station at night.

Test runs are scheduled through December 9.

Meanwhile in southwestern Japan, the Nishi Kyushu Shinkansen Line marked the first anniversary of its opening on Saturday.

The 66-kilometer line between Takeo-Onsen Station in Saga Prefecture and Nagasaki Station in Nagasaki Prefecture opened on September 23, 2022, as the shortest Shinkansen line in the country.

More than 200 people attended an anniversary ceremony at Takeo-Onsen Station on Saturday morning. They sang a birthday song and let off party poppers in celebration.

Around 30 counters opened for the sale of specialties from Saga and Nagasaki. Visitors were enjoying food, sake and other items.

Year-long renovation work on the signboards of Tsutenkaku Tower in Osaka, western Japan, has been completed. The landmark illumination tourist attraction has now improved flexibility.

The tower operator says neon lamps have been replaced with more than 400,000 LED lights, making the signboards more flexible in displaying colors.

One side has a newly-installed digital signage that is 32 meters high and three meters wide.

The operator says the display's features include the free choice of the size of letters, and messages available in languages such as Japanese, English and Chinese.

Osaka Governor Yoshimura Hirofumi attended the sign-lighting ceremony on Friday, along with Kojima Keiji, the president and CEO of Japanese electronics giant Hitachi, which took part in the renovation.

The tower's signage was lit up at around 6:30 p.m. local time.

Kojima said the tower has been a beacon to the local community, and believes it will continue to be a guiding light into the future.

Officials hope the tower's renovation will contribute to the areas' revitalization as a bustling tourist destination.

Nippon Television Network Corporation, or Nippon TV, has announced it will make anime maker Studio Ghibli its subsidiary by becoming its largest shareholder with 42.3 percent of the voting rights.

Studio Ghibli is known for producing films by renowned director Miyazaki Hayao.

The broadcaster plans to make the studio its subsidiary from October 6. Nippon TV will send executives, including a president, to run Studio Ghibli.

Nippon TV has frequently aired productions by Studio Ghibli since 1985, when Miyazaki's "Nausicaa of the Valley of the Wind" was shown on TV for the first time.

The broadcaster notes that both sides reached the decision through their efforts to look for successors to Miyazaki and producer Suzuki Toshio.

Nippon TV officials say they believe they can preserve the brand value of the animation studio.

Suzuki plans to resign as the president of the studio.
He says that now that Studio Ghibli has grown into a much larger entity than they ever imagined, it is no longer able to operate without powerful help.

He says the studio has been facing the need to find people for its top posts, and he thought all the parties concerned would accept the idea of Nippon TV taking over the management because of their long-standing ties.

Suzuki said they agreed with Nippon TV that they will concentrate on creating films while entrusting the management of the studio to the broadcaster. He said both sides agreed to further deepen their ties while preserving this framework.

Suzuki also says he has found it very difficult to nurture promising directors who are capable of succeeding Miyazaki, although he has made various attempts to do so.

Suzuki says Studio Ghibli is unique because it only creates films. He says creating excellent TV animation series will be indispensable for training talented young people. He says his studio definitely needs executive managers who are able to produce such series.

Taiwan's defense ministry has announced it is monitoring moves by China's military, and it specifically mentioned it is watching the actions of Beijing's ground forces in the province of Fujian.

The ministry said on Thursday evening that a total of 20 Chinese aircraft had operated in airspace around Taiwan that day. It added that some had crossed the median line of the Taiwan Strait.

It also stated that Taiwan is monitoring the movements of China's rocket force as well as its ground force near Dacheng Bay in Fujian Province.

Every morning, Taiwan's defense ministry releases the number of Chinese aircraft and the number of vessels that have been spotted in the past 24 hours.

It also makes special announcements when it detects a large number of military planes approaching Taiwan or other unusual moves.

But it is uncommon for the ministry to mention the name of a place where Chinese forces have been deployed.

Taiwan's Central News Agency says some analysts suggest there is a possibility that relatively large numbers of Chinese troops are gathering. Other analysts reportedly think that Taiwan is trying to deter moves by the Chinese military by revealing information that it has obtained.

The prime minister says those issues are particularly difficult for people in what's known as the Global South.
And he says their voices need to be heard.

Asked how he assesses the influence of China in Africa, Kishida said, "We are closely and carefully watching what China is doing in Africa and its influence on the countries in the region. Japan hopes to deepen its ties with African nations through a meticulous approach, in a respectful way."

Japan is serving a two-year term on the Security Council as a non-permanent member.

And Kishida is making another push for reform, urging permanent members to refrain from using their veto.

He also repeated his commitment to realizing a world without nuclear arms, what he called "his life's work." He hosted talks earlier this week on banning the production of fissile material used in such weapons and in other devices.

Kishida announced that Japan will create a fund to support institutions and think tanks.

He wants researchers to find ways to accelerate the move from deterrence to disarmament.

South Korean President Yoon Suk-yeol has denounced military cooperation between Russia and North Korea, calling it "a direct provocation" against his country.

Members of the Association of Southeast Asian Nations have begun their first ever joint military exercise. The drills are taking place on some Indonesian Islands. Jakarta asked for the exercise to be held. It holds the rotating chair of ASEAN this year.

Most of the ASEAN members are taking part in the drills as observers. Timor-Leste is also participating as an observer. The country has been admitted to ASEAN "in principle." The exercise will take place through Saturday.

Admiral Yudo Margono is the commander of the Indonesian National Armed Forces. He said that the drills are not combat operations, as ASEAN is more concerned with economic issues. He also said that the training sessions will focus on disaster relief and humanitarian activities.

The drills will be conducted on Batam Island and on the Natuna Islands. The Natuna Islands are located in waters south of the South China Sea.

Chinese ships have entered Indonesia's exclusive economic zone in recent years.

The joint exercise comes amid rising tensions with China. Beijing released a map with a "10-dash line" in August. The line accords with the Chinese government's claim that Beijing has jurisdiction over almost all of the South China Sea. Several ASEAN members have rejected the map.

Japan's government will continue to call for the early release of a Japanese businessman detained in China on espionage charges.

Chief Cabinet Secretary Matsuno Hirokazu spoke to reporters on Thursday about the man in his 50s who was detained in March in Beijing. The employee of Japanese drug maker Astellas Pharma was initially put under surveillance at the facility where he was being held.

But the Chinese authorities revealed earlier this month that he is now under criminal detention and is being investigated for alleged espionage.

Matsuno said the Japanese government has been providing as much support for the man as possible, including meetings with Japanese consular officials. He said officials will continue to deal with the matter appropriately.

Japan's Crown Prince and Princess Akishino have started their trip to Vietnam to mark 50 years of diplomatic ties between Japan and Vietnam.

West Japan Railway and SoftBank are to jointly start bus platooning trials on public roads using autonomous-driving technology.

Platooning involves vehicles traveling together, keeping a constant distance between them with the help of automated driving support.

The companies say two buses will run on public roads in Hiroshima Prefecture, western Japan, starting in November. The service will connect a train station and a university campus. Only the second bus will be driverless.

The companies say they decided to experiment on public roads after conducting tests since 2021. Those resolved issues such as a braking problem and the timing of opening and closing the doors.

A West Japan Railway official said the aim is to run commercial services by the middle of the decade.
