Indonesian President Joko Widodo said at the outset that ASEAN and China must build and maintain mutual trust in order to realize concrete cooperation. He said trust and cooperation can be a positive force for regional stability and peace.

Premier Li said China respects and places importance on its relations with ASEAN no matter what changes occur in international affairs. He said differences in opinion should be settled through dialogue.

The talks took place behind closed doors.

The leaders are believed to have discussed setting a code of conduct for the South China Sea -- a topic the two sides have been discussing for more than 20 years to prevent clashes in the disputed waters.

Exchanges were also expected over China's new map laying claim to most of the South China Sea. Some ASEAN members have reacted sharply to the map, recently published by Beijing.

Issues involving the South China Sea are also likely to be discussed in an ASEAN-US meeting, to be attended by US Vice President Kamala Harris.

Japan's Prime Minister Kishida Fumio is also due to hold a meeting with ASEAN leaders on Wednesday.

Japanese Prime Minister Kishida Fumio has explained to China's Premier Li Qiang about Tokyo's position on the discharge of treated and diluted water into the sea from the damaged Fukushima Daiichi nuclear power plant.

Kishida spoke with Li briefly on the sidelines of ASEAN meetings in Indonesia on Wednesday.

Government sources say Kishida explained Japan's stance that the safety of the water being discharged is scientifically ensured, and asked for China's understanding. China has been strongly opposed to the water release.

Sources also say Kishida and Li reaffirmed that their countries will aim to build constructive and stable bilateral relations.

Earlier in the day, Kishida explained the safety of the water discharge and sought understanding for it at the Japan-ASEAN summit.

Kishida also attended the ASEAN Plus Three Summit -- a meeting involving the leaders of ASEAN, Japan, China and South Korea -- where he referred to China's suspension of all imports of Japanese seafood.

He called China's move extreme, saying he will request scientific evidence-based measures and provision of accurate information.

Meanwhile, China's state-run Xinhua News Agency reported that Premier Li clarified his country's position on Japan's release of the water during the ASEAN Plus Three Summit. Xinhua reported that Li urged Tokyo to handle the matter responsibly.

The Fukushima Daiichi nuclear power plant suffered a triple meltdown in the 2011 earthquake and tsunami. Water used to cool molten fuel at the plant has been mixing with rain and groundwater.

The accumulated water is treated to remove most radioactive substances, but still contains tritium.

Before releasing the treated water into the sea, the Tokyo Electric Power Company dilutes it to reduce tritium levels to about one-seventh of the World Health Organization's guidance level for drinking water.

Japan's Prime Minister Kishida Fumio has announced an initiative to promote cooperation with Southeast Asian countries, which includes capacity building projects for 5,000 people over the next three years.

Kishida delivered a speech at the ASEAN-Indo-Pacific Forum in Indonesia on Wednesday.

Kishida said the ASEAN Outlook on the Indo-Pacific shares fundamental principles, such as transparency and respect for international law, with a free and open Indo-Pacific, which Japan has been promoting.

He said the capacity building projects cover a wide range of areas, including transport infrastructure such as railroads and ports, digitalization, maritime cooperation, and supply chain resilience.

Kishida said Japan will grow together with ASEAN countries by promoting technical cooperation with them and strengthening networks.

He expressed hope to build a future in which "Japan and ASEAN can co-create new social values."

Kishida also mentioned a special summit with ASEAN that will be held in Tokyo in December. He said Japan hopes to launch with ASEAN members a new vision for the general direction of their relations and cooperation in the coming years.

Japan has successfully launched an H2A rocket carrying an X-ray satellite, as well as a probe that will attempt to make the nation's first lunar landing.

The domestically produced rocket lifted off on Thursday from the Tanegashima Space Center in the southwestern prefecture of Kagoshima at 8:42 a.m., Japan time.

Shortly before 9 a.m., the rocket put into orbit the space observation satellite called the X-Ray Imaging and Spectroscopy Mission, or XRISM. It was developed jointly by Japan's space agency JAXA, the US space agency NASA and others.

At around 9:30 a.m., the rocket placed the probe -- known as the Smart Lander for Investigating Moon, or SLIM -- into orbit at an altitude of roughly 620 kilometers.
Tasks for the unmanned probe developed by JAXA include demonstrating accurate landing techniques and examining moon rocks.

The probe is scheduled to enter lunar orbit in three or four months' time and attempt a landing in January or February.

If the mission is successful, Japan will become the fifth nation in the world to land a probe on the moon.

This was Japan's first liftoff of a large rocket since the failed debut launch of its new flagship H3 rocket in March.

JAXA had since taken measures to ensure the success of the H2A launch, including stepping up checks on parts shared by the two rockets.

Japan's H2A rockets boast a 98 percent success rate -- among the highest in the world -- when improved H2B rockets are included.

NHK has learned that arrangements are being made for a meeting between Russian President Vladimir Putin and North Korean leader Kim Jong Un in Russia's Far East.

The information comes after The New York Times reported on Monday that Kim plans to travel to Vladivostok later this month to meet with Putin, citing senior US officials and other sources.

Russian government sources told NHK on Wednesday that candidate sites for the summit include Far Eastern Federal University on an island off central Vladivostok.

At the university, the Eastern Economic Forum international gathering is scheduled to be held for four days from Sunday. Security has already been tightened there.

Sources at the university revealed on Tuesday that students and others entering the campus have been instructed to take coronavirus tests.

Topics in the summit will likely include the North's possible supply of weapons to Russia as Moscow's aggression in Ukraine continues.

The sources said a visit by the two leaders to military facilities in the region is being considered.

But the Russian government sources added that the North Korean side has a history of changing plans, indicating discussions on the meeting will continue.

It would be the second summit between the leaders, following one in 2019, also in Vladivostok.

Taiwanese President Tsai Ing-wen is visiting the Kingdom of Eswatini, the only African country that maintains diplomatic relations with Taiwan, and expressed her eagerness to expand ties with the continent.

Tsai is in Eswatini to celebrate the 55th anniversary of the country's independence.

On Tuesday, she met Eswatini's King Mswati III and oversaw the signing of three cooperative documents, including a memorandum on support for female entrepreneurs.

The Taiwanese presidential office says the king thanked Taiwan's support for Eswatini and vowed to continue efforts to have Taiwan join all UN bodies.

Tsai later attended a gathering of Taiwanese from across Africa.

She pledged to steadily implement "Project Africa" to help facilitate the work of Taiwanese in Africa.

She added the next time Taiwan's president visits Africa, countries other than Eswatini could be on the itinerary.

"Project Africa" aims to deepen cooperation between Taiwan and African nations in various fields. It was launched by Tsai after her previous visit to Eswatini five years ago.

Taiwan is trying to counter China's growing influence in Africa. Taiwan has opened a representative office in Somaliland, which unilaterally declared independence from Somalia.

An online exhibition promoting a nuclear-free world has opened, set up by a group of survivors of the atomic bombings of Hiroshima and Nagasaki.

The Japan Confederation of A-and H-bomb Sufferers Organizations, or Hidankyo, says the threat of nuclear weapons is increasing as Russia's invasion of Ukraine continues.

The group's Assistant Secretary General Hamasumi Jiro said the world must be informed of the consequences of nuclear weapons now more than ever, amid the heightened risk of nuclear weapons being used.

The exhibition, made up of about 50 panels of photos and texts, was set up by the confederation and other non-profit organizations.

It features items displayed in the past by the group at the UN Headquarters and elsewhere. Online visitors can see images of the devastation in Hiroshima and Nagasaki immediately after the bombings.

The site is available in Japanese and English to highlight the efforts of the survivors and others whose aim is to realize a world without nuclear weapons.

Officials say that the English site has been accessed mainly by overseas viewers in the US.

Crowdfunding is helping to manage the site with hopes of soon making it available in the languages of nuclear states such as Russia and China.

China's Ministry of Natural Resources published this year's version of the country's standard map last week.

Japanese architect Ban Shigeru says he will cooperate in building a surgical ward belonging to a hospital in the western Ukrainian city of Lviv to provide treatment to people who have been injured in Russia's invasion of the country.

Lviv Mayor Andriy Sadovyy and the world-renowned architect unveiled the plan in a news conference on Tuesday in Tokyo.

They said they aim to start the construction of the hospital ward using Ukrainian timber next summer. They said they hope to raise about 80 million dollars for construction costs, and are counting on support from the international community.

The mayor reportedly asked Ban to design the building.

Ban stressed that "We need to build immediately, even before the war is ended."

Sadovyy said Ukraine is fighting to protect its independence and needs Japan's experience, indicating his wish to apply Japan's knowledge and technologies to improve medical care.

About 150,000 internally displaced people are said to be living in Lviv after they fled Russian attacks in the eastern and southern parts of Ukraine. The city has a population of about 700,000.

More than 15,000 injured people have reportedly received treatment in the city.

South Korea's intelligence agency says Russian Defense Minister Sergei Shoigu likely proposed during his visit to Pyongyang in July that Russia and North Korea hold a joint military drill together with China.

The National Intelligence Service presented its analysis at a meeting of a parliamentary committee on Monday.

According to a lawmaker who attended the session, the intelligence agency said it has information that Shoigu made the proposal when he met North Korean leader Kim Jong Un in the country's capital Pyongyang in late July.

It is unknown how the North Korean side responded to the plan.

But earlier on Monday, South Korean evening newspaper Munhwa Ilbo reported that there is a strong prediction that North Korea, China and Russia will conduct three-way naval exercises in the near future.

The intelligence agency also said North Korea will likely continue to instruct forces in South Korea opposing President Yoon Suk-yeol's administration to campaign against Japan's release of treated and diluted water from the crippled Fukushima Daiichi nuclear plant.

Japan and Israel have held a forum in Tel Aviv to promote cooperation between businesses in the two countries.

Noa Asher, CEO of NTT Innovation Laboratory Israel said, " We believe that the platform that was created by D-ID can be used for many different products and services. There is a lot of possibility and potential for the collaboration."

Israel is home to many startups and is dubbed the Silicon Valley of the Middle East. About 90 Japanese firms have made inroads into Israel seeking new business opportunities.

Thailand is finally set to inaugurate its new cabinet after months of political limbo since May's general election.

Prime Minister Srettha Thavisin took office last month. The Royal Gazette published on Saturday the list of 34 cabinet members following endorsement by King Maha Vajiralongkorn.

Srettha's Pheu Thai Party will lead the new coalition government comprising 11 parties, including pro-military factions. It won the second-most lower house seats in the election.

In the new cabinet, Pheu Thai holds the major defense and foreign portfolios. The pro-military faction maintains its presence with posts directly tied to its interests, such as agriculture and energy.
A political expert says Srettha will have a hard time managing his administration, given that it includes pro-military parties with which his party has long been at odds.

Srettha and his cabinet are due to take an oath at an audience with the king on Tuesday.

The prime minister says he will miss the summit meeting of the Association of Southeast Nations this week. He will send a foreign ministry official in his place.

The trial of a man accused of carrying out a deadly arson attack on a Kyoto Animation studio four years ago is set to begin on Tuesday.

The July 2019 attack on Kyoto Animation's studio in Kyoto City left 36 employees dead and 32 others injured. Aoba Shinji has been charged with murder and arson in what is the deadliest murder case since 1989, the year in which the earliest records are available.

It has taken four years for his trial to start because the suspect himself suffered serious burns and spent time in hospital recovering.

The focus of the trial, which opens at the Kyoto District Court at 10:30 a.m., is expected to be on whether the suspect had the capacity to make a correct judgement at the time.

Prosecutors argue he was mentally competent, citing the results of a psychiatric evaluation. The suspect's defense team will likely contend he was mentally incompetent and seek an acquittal or lesser sentence.

It remains to be seen what Aoba will say during the trial regarding his motive. The suspect told investigators he set fire to the Kyoto Animation studio because it plagiarized his novel. The studio says he had entered a writing competition but was eliminated in the screening stage. It says there are no similarities between Aoba's work and any of its releases.

Kyoto Animation President Hatta Hideaki said he feels grief over the deaths of employees and feels sorry for the hardship other workers endured. Hatta said he expects the court to rule appropriately in accordance with the law.

The man accused of staging a deadly arson attack on an animation studio in Kyoto City has confirmed the charges against him in the first session of his trial. But his lawyers entered a not-guilty plea and are contesting his legal responsibility.

The July 2019 attack on the Kyoto Animation studio left 36 employees dead and 32 others injured. It was the deadliest murder case since 1989, the earliest year for which records are available.

Aoba Shinji is accused of pouring gasoline into the studio and starting the inferno. He faces multiple charges, including murder and arson. The case has taken four years to come to trial as the defendant suffered serious burns during the attack.

The trial, which involves lay judges, began at the Kyoto District Court on Tuesday. The 45-year-old defendant, wearing a face mask, entered the courtroom in a wheelchair.

Aoba confirmed the facts laid out in the indictment. He added that he did not think so many people would die.

The lawyers said that due to a mental disorder, the defendant could not tell right from wrong at the time of the crime, and was unable to stop himself from staging the attack.

Prosecutors refuted the argument, saying Aoba was fully capable of being held criminally responsible.

In their opening statement, prosecutors referred to Aoba's claim that his idea for a novel was stolen by the animation studio. They said that although it may be true that the defendant was delusional at the time, they will prove that the crime was committed not because of any delusion, but as a result of a misguided grudge against the studio.

The court is due to hear from doctors who have evaluated the defendant's mental state.

Attention is also focused on what Aoba will have to say about the background of the case and the motive for the attack.

Japan's Supreme Court has ruled against Okinawa Prefecture over a landfill project to relocate a US military facility. Okinawa opposes the construction of the new airfield within the prefecture.

The court on Monday rejected Okinawa's appeal against a high court decision that upheld a state directive to demand the prefecture approve a design change to the landfill plan.

The change is needed to solidify soft ground found in the reclamation site off Henoko in Nago City to relocate the Futenma Air Station from the densely populated area in Ginowan City. Okinawa's refusal to give its approval halted the reclamation work.

The top court decision will now oblige the prefectural government to approve the revision, effectively leading to the resumption of the reclamation work.

A group of people who say they were sexually abused by the founder and president of Japan's leading talent agency, Johnny & Associates, have sent a requests list to the agency that includes setting up a panel to pave the way for compensation.

A team of outside experts probing the allegations against the late Johnny Kitagawa confirmed last Tuesday that widespread abuse against minors occurred over long periods.

The experts urged the agency to set up a program that will compensate the victims.

The group of alleged victims met reporters in Tokyo on Monday, where they announced they had sent the list.

They said they also asked the agency to set up a panel including expert members that the victims' group and the agency each nominate.

They say the panel should comprise two groups. One would focus on shedding full light on the allegations and clarify where the responsibility for the alleged abuse lies. The other would hold a dialogue with the victims and provide relief, including compensation and address issues such as their psychological distress.

They requested that a fund to be set up for these purposes, and that the agency and the current president of Johnny & Associates, Julie K. Fujishima, contribute to the cause.

They also requested voluntary financial contributions from media organizations, including TV stations.

The group disclosed plans to submit a claim soon for human rights relief to the Japan Federation of Bar Associations. They also announced they are preparing to take their case to prosecutors, and in the event the talks collapse, they plan to file a civil suit.

The head of the group, Hiramoto Junya, said they proposed that the panel be active for ten years, so that victims who hesitate to come forward can have time to speak out.

He added that he wants the panel to create a framework to work with the victims to help them, rather than have the talent agency provide relief on its own.

Johnny & Associates earlier announced it will hold a news conference on September 7.

Former Russian President Dmitry Medvedev harshly criticized Japan at an event on Sunday to commemorate victory over the country in World War Two, as Tokyo steps up sanctions against Moscow over its invasion of Ukraine.

September 3 is the day after Japan signed surrender documents in 1945. Earlier this year, Russia renamed its commemoration day as "the Day of Victory over Militaristic Japan and the end of World War Two."

The foreign ministers of Japan and Jordan have agreed to strengthen bilateral economic and security ties, and closely cooperate to stabilize the Middle East region.

Japan's Foreign Minister Hayashi Yoshimasa met with Jordanian Foreign Minister Ayman Safadi in Amman, Jordan, on Sunday.

Hayashi expressed concern about heightened tensions between Israelis and Palestinians. He explained to Safadi about Japan's confidence-building efforts in the region, a concept known as "the corridor for peace and prosperity."

Safadi said he appreciates Japan's efforts, and agreed to cooperate with Japan in stabilizing the Middle East.

A North Korean media outlet has reported that two long-range strategic cruise missiles were test-launched at dawn on Saturday toward the Yellow Sea.

The South Korean military said on Saturday that the North had fired cruise missiles toward the Yellow Sea.

India's space agency says the country has successfully launched its first solar observation satellite.

The Indian Space Research Organisation says the Aditya-L1 spacecraft took off from the southern state of Andhra Pradesh around noon on Saturday, local time.

Aditya is the ancient Indian Sanskrit word for the sun.

The spacecraft will travel for about four months to reach the observation point about 1.5 million kilometers away from the Earth.

The spacecraft is equipped with devices that use ultraviolet light and X-rays, and will observe the sun's atmospheric conditions, which are said to exceed one million degrees Celsius. It will also study flares, or explosions that create surges on the sun's surface.

Last month, India became the first country to successfully land an unmanned spacecraft, the Chandrayaan-3, near the moon's south polar region.

Indian Prime Minister Narendra Modi released a message saying "After the success of Chandrayaan-3, India continues its space journey." He added, "Our tireless scientific efforts will continue in order to develop better understanding of the Universe for the welfare of entire humanity."

India's economy is growing rapidly and the country is demonstrating its high technological capabilities, including in space development and research.

An exhibition about the Himeyuri students -- young Japanese women mobilized to nurse wounded soldiers during the 1945 Battle of Okinawa -- has opened in the US state of Hawaii.

The Himeyuri Peace Museum is showing the exhibits for two days starting on Saturday, at a venue in Honolulu which holds an annual event showcasing Okinawa's culture and products. The exhibition is the first of its kind outside of Japan.

In the closing days of World War Two, 240 students and teachers from two girls' schools in Okinawa's Naha City were mobilized as the Himeyuri Student Corps by the Japanese Imperial Army. More than half of its members lost their lives.

Display stands feature photos and illustrations of the Himeyuri students, showing their school life before mobilization as well as them caring for wounded soldiers under harsh battlefield conditions.

Some displays introduce a Hawaii-born teacher who led the corps, while others showcase the surviving students who moved to Hawaii after the war.

A number of Hawaiians, including some with roots in Okinawa, visited the venue.

One woman of Okinawan descent said she was able to learn information about the history of Okinawa that she did not know.

Another woman visiting Hawaii from Canada said it was important to learn about the histories of different countries. She added that she hopes such an exhibition will also be held in her country.

Nakahodo Masanori, the head of the foundation operating the Himeyuri Peace Museum, said he was glad to see many people show interest in the displays.

He described the exhibition as meaningful for peace, and said he believes it is necessary to hold more such events overseas.

As warm and moist air surrounding the storm is flowing into the Kanto and Tokai regions, heavy rain with thunder is likely.

Weather officials are calling for caution against landslides, swollen rivers, flooding in low-lying areas, lightning strikes, gusty winds, and hail.

Kirogi is expected to weaken to a tropical depression on Sunday afternoon.

The Nobel Foundation has reversed its earlier decision and is disinviting the ambassadors of Russia, Belarus and Iran to attend this year's Nobel Prize awards ceremony in the Swedish capital of Stockholm on December 10.

The foundation made the announcement on Saturday, reversing a decision made just two days earlier.

The foundation had said on Thursday that it would invite the ambassadors of the three countries. It noted that "the achievements recognized by the Nobel Prize require openness, exchange and dialogue between people and nations."

The three countries had not been invited to last year's awards ceremony.

An online exhibition promoting a nuclear-free world has opened, set up by a group of survivors of the atomic bombings of Hiroshima and Nagasaki.

The Japan Confederation of A-and H-bomb Sufferers Organizations, or Hidankyo, says the threat of nuclear weapons is increasing as Russia's invasion of Ukraine continues.

The group's Assistant Secretary General Hamasumi Jiro said the world must be informed of the consequences of nuclear weapons now more than ever, amid the heightened risk of nuclear weapons being used.

The exhibition, made up of about 50 panels of photos and texts, was set up by the confederation and other non-profit organizations.

It features items displayed in the past by the group at the UN Headquarters and elsewhere. Online visitors can see images of the devastation in Hiroshima and Nagasaki immediately after the bombings.

The site is available in Japanese and English to highlight the efforts of the survivors and others whose aim is to realize a world without nuclear weapons.

Officials say that the English site has been accessed mainly by overseas viewers in the US.

Crowdfunding is helping to manage the site with hopes of soon making it available in the languages of nuclear states Russia and China.

Families have gathered at an agricultural park in southwestern Japan to harvest grapes that are said to have the longest bunches in the world.

The variety called Nehelescol produces big bunches that can be as long as 90 centimeters and weigh 3 kilograms.

The harvest season has come for the fruit at Ruru Park in Kitsuki City, Oita Prefecture.

Participants carefully chose their bunches, as only one is allowed per person due to the limited number of grapes.

A mother with two children from Oita City said the grapes were sweet and refreshing.

NHK has learned that Japanese students sent letters to the United States to express appreciation for relief aid after the Great Kanto Earthquake, which hit Tokyo and surrounding areas on September 1, exactly 100 years ago.

Japan received relief assistance after the massive quake from countries around the world, including the US.

A research team at Tohoku University in northeastern Japan says it found a total of 744 letters written in English by Japanese students.

They say the letters were kept by descendants of US President Calvin Coolidge, who was in office from 1923 to 1929.

They also say a group named The Japan Students Association called on universities and other schools across the country to write the letters, and sent them to the US government in May 1924.

In the letters, the students express gratitude for the US aid and say they will pass their thanks on to their descendants. They also say their towns were destroyed by the quake but that they are determined to restore them.

Japan at the time had chilly relations with the United States, where there was a movement to expel Japanese immigrants. But the US provided Japan with generous assistance, including goods and cash donations.

The research team says the students may have been trying to improve relations between the two countries by sending the friendly messages.

Team leader Ono Yuichi of Tohoku University's International Research Institute of Disaster Science says the letters show that bonds between people, irrespective of social situations or international relations, are important for building peace.

The South Korean military says North Korea launched several cruise missiles toward the Yellow Sea early on Saturday.

The Religious Corporations Act says that if a corporation refuses to reply to inquiries by authorities or makes false statements, its representative official will be fined up to 100,000 yen, or about 680 dollars.

The ministry says it has issued more than 600 queries to the group, covering matters including organizational management, property and income, and donations. But sources say the group refused to answer some of the questions, citing the freedom of religion and other justifications.

The ministry is now considering asking the Tokyo District Court to fine the group.

It would be the first time the government has sought to ask for a fine in connection with its legal authority to question a religious corporation. The group can appeal a court decision to impose a fine.

Weather officials in Japan say the country's average temperature this summer was the highest since records began 125 years ago.

The Meteorological Agency made the announcement on Friday.

The average temperature from June to August was 1.76 degrees Celsius higher than the 30-year average. In northern Japan, it was three degrees higher.

Niigata Prefecture's Itoigawa City recorded the country's hottest night ever on August 10, when the temperature did not fall below 31.4 degrees.

Nighttime record highs were observed in 248 locations nationwide.

Sea surface temperatures around Japan also rose one degree higher than the average. That's also the warmest since records began in 1982.

Last Monday, a panel of scientists working under the meteorological agency described this summer as "abnormal."

They attributed the hot weather to high-pressure systems that often spread across the country.

North Korean media say leader Kim Jong Un visited a military command post where a drill aimed at occupying South Korea was being conducted.

The ruling Workers' Party newspaper Rodong Sinmun said Thursday that Kim visited the training command post of the General Staff of the Korean People's Army on Tuesday.

The report says the drill involving the entire army was launched on the same day. It said it was carried out in response to US-South Korea joint military exercises running from August 21 to 31.

The report said Kim studied the drill plan aimed at ''occupying the whole territory of the southern half" of the Korean Peninsula.

It said Kim also examined in detail a plan for ''disrupting the entrance of outside armed forces in contingency'' and carried a photo of him pointing at a map of the Korean Peninsula and talking with officers.

The report says Kim "stressed the need to pay the greatest attention" to dealing heavy blows to the enemy's war command center in the initial stages of operations to paralyze their will and ability to fight.

On Sunday, Kim visited the navy command and delivered a speech. He hinted that North Korea will strengthen its naval forces by deploying tactical nuclear weapons.

The administration of US President Joe Biden has approved the first-ever US military transfer to Taiwan under a program normally used for sovereign states.

The Associated Press said the State Department on Wednesday notified Congress of the aid package, worth 80 million dollars, under the Foreign Military Financing, or FMF, program.

Taiwan can purchase military equipment and receive training from the United States using the FMF funds.

US House of Representatives Foreign Affairs Committee Chairman Michael McCaul welcomed the move. He said in a statement that the weapons will not only help Taiwan, but will also "strengthen the US deterrence posture" and ensure US national security from "increasingly aggressive" China.

The application of the FMF program for Taiwan is expected to draw sharp reactions from China, which opposes US military aid to Taiwan.

Friday marks the centenary of a devastating earthquake that shook Tokyo and surrounding areas, leaving more than 105,000 people dead or missing.

The magnitude-7.9 Great Kanto Earthquake on September 1, 1923 caused violent tremors, tsunami, mudslides and extensive fires. A Cabinet Office report says the quake flattened upward of 100,000 homes.

In 1960, the government designated the date as Disaster Prevention Day to raise public awareness of the importance of preparedness for quakes, tsunami and other natural disasters.

This year, the government will hold a drill simulating its response to a major quake that could hit Tokyo or its vicinity.

The exercise is based on the scenario of a magnitude-7.3 quake hitting central Tokyo shortly after 7 a.m. and triggering powerful jolts across the greater metropolitan area.

Cabinet ministers and other government officials will gather at the prime minister's office and set up an emergency disaster response taskforce. They will confirm the extent of damage and how authorities are responding.

They will also hold a teleconference with officials of Sagamihara City, Kanagawa Prefecture, to find out the extent of damage and what assistance is required.

Prime Minister Kishida Fumio will then call a mock news conference to explain the government's response and call for cooperation from the public.

Other disaster drills will take place across Japan on Friday. They will include joint-response training in Sagamihara City, which will bring together firefighting and rescue officials from Tokyo and three neighboring prefectures, as well as five major cities.
