Former Nissan Motor Chairman Carlos Ghosn has been released on bail after spending over 100 days in custody. He has posted nearly 9 million dollars and walked out of a Tokyo detention center.

Ghosn stepped outside at around 4:30 PM local time on Wednesday. To the surprise of many, he was wearing a worker's uniform, a blue cap and mask.

He's facing a number of bail conditions.
The 64-year-old can't leave Japan.
He's prohibited from contacting people involved with the case.
And he must submit to video surveillance and internet restrictions.

Ghosn has been charged with aggravated breach of trust and underreporting his compensation -- allegations he denies.

The court made the decision to free Ghosn on bail on Tuesday. It was his third request but first with a new legal team he hired last month.

One of Ghosn's lawyers has a reputation for winning acquittals in high-profile cases.
The team filed the request last week, pitching measures to ensure Ghosn won't flee or destroy evidence.

Ghosn also needs court approval in advance to attend board meetings at Nissan or Renault.
He oversaw the alliance between those carmakers and Mitsubishi Motors.

But following his arrest, Nissan and Mitsubishi ousted him as chairman. Renault kept him in the top post, but he eventually resigned in January.

US researchers say they believe North Korea is rebuilding structures at a rocket launch facility in Tongchang-ri in the country's northwest.

On Tuesday, the group 38 North and the Center for Strategic and International Studies released analyses of satellite images of the Sohae Satellite Launching Station.

They focused on a large square structure on the launch pad and the engine test stand. North Korea reportedly started to dismantle the two structures in July and August last year after the first US-North Korea summit in June.

Researchers say commercial satellite imagery taken on Saturday showed the rail-mounted transfer building on the launch pad being rebuilt. Walls have been erected and a new roof added to a building believed to be used for assembling ballistic missiles.

They also noted that at another facility for testing ballistic missile engines, the vertical test stand has been reassembled.

A researcher with 38 North told NHK that dismantling the Sohae station was part of denuclearization steps that North Korea promised to the US, so it is not a good sign that Pyongyang has started rebuilding the facility.

The researcher said the move suggests North Korea is losing faith in negotiations with the US.

Senior foreign ministry officials of Japan and Russia have failed to narrow their differences over four Russian-held islands claimed by Japan.

Japanese Senior Deputy Foreign Minister Takeo Mori and Russian Deputy Foreign Minister Igor Morgulov met in Moscow on Tuesday.

They exchanged opinions on concluding a peace treaty that would include a solution to the territorial issue. Their discussions were based on the outcome of last month's meeting of the foreign ministers of Japan and Russia.

This is their second time Mori and Morgulov have met to discuss the matter as the special representatives of the leaders of their countries.

But diplomatic sources say the two sides remain divided over the sovereignty of the four islands.

Mori and Morgulov are scheduled to hold strategic dialogue in Tokyo on April 2. The foreign ministers of the two countries will also meet in Japan in the near future.

Russia controls the four islands. Japan claims them. The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

Russia demands that Japan recognize Russia's sovereignty over the four islands, as a prerequisite for moving the negotiations forward. But Tokyo says it will not accept the demand.

The European Union on Tuesday settled on a new framework to screen foreign investment into the bloc. The system aims to prevent the outflow of important technology, with China in mind.

The EU hopes the system will protect strategically important technology and infrastructure in critical sectors.

Under the framework, the European Commission can ask every member nation to submit information on whether an investment poses a threat to security or public order. The body will then issue an opinion.

But that's the extent of the bloc's sway. The final decision on accepting the investment is left to the individual member nation.

It remains to be seen how effective the system will be. Several members, including Greece, Hungary, and Portugal, have deepened ties with China amid debt struggles, and may not want to push away investment.

Pakistani officials say they have detained 44 members of an Islamic militant group that claimed responsibility for a suicide attack last month on Indian security forces in Kashmir.

The Pakistani government made the announcement on Tuesday. Officials also said the country's ambassador to India will return to his post after being recalled on February 18 due to worsening ties between the two countries.

Reinstating the envoy and cracking down on militant group Jaish-e-Mohammad are being seen as part of Pakistan's efforts to de-escalate military tensions with India.

Tensions rose after India bombed what it said are militant targets in Pakistan following the February 14 suicide attack. The incident killed 40 Indian soldiers in Indian-controlled Kashmir.

Pakistan shot down two Indian fighters and seized a pilot in the region on February 26 to retaliate. Pakistan returned the pilot to India on Friday.

Pakistan's military said on Tuesday that it had blocked an Indian submarine from entering its territorial waters the previous day.

India has sent more troops to Kashmir and other areas and remains ready to attack Islamic militant strongholds.

A former school operator in western Japan has pleaded not guilty to charges of defrauding the central government through subsidies related to construction of an elementary school.

Former Moritomo Gakuen president Yasunori Kagoike and his wife Junko were indicted for defrauding the government, Osaka Prefecture and Osaka City, both in western Japan, out of about 1.5 million dollars in subsidies related to the school and its kindergarten.

At the start of his trial at the Osaka District Court on Wednesday, Kagoike called the arrest and detention of him and his wife politically motivated and intolerable. He said they lost everything due to an attempt to keep them silent.

Kagoike told the court that they were arrested just to turn public attention away from a serious scandal involving the government of Prime Minister Shinzo Abe and the Finance Ministry.

Moritomo Gakuen made headlines in 2017 after it was found to have purchased state-owned land at a price well below market value to build an elementary school.

Kagoike pleaded not guilty to charges of defrauding the government, saying he had no intention to deceive.

As for subsidies in relation to its kindergarten operation, Kagoike partly admitted to receiving money he should not have received, by submitting applications involving false reports.

Kagoike's wife pleaded not guilty to all charges.

Wednesday marks exactly six months since a powerful earthquake hit Japan's northernmost prefecture of Hokkaido.

The quake occurred on September 6. It registered an intensity of 7 in the town of Atsuma, the highest on the Japanese seismic scale. It caused 42 fatalities.

890 people from 352 households are still living in temporary housing in Atsuma, Abira and Mukawa.

On Wednesday, people living in temporary facilities in Atsuma prayed to observe the half-year anniversary. Staff at the town's volunteer center observed a moment of silence for the victims before they started work.

Center chief Toshihiko Matsuda expressed gratitude to the many volunteers who have come to help in the past six months. He said he will continue working to revive the community.

Atsuma Mayor Shoichiro Miyasaka is scheduled to broadcast a message over the town's wireless system later in the day.

Japanese architect Arata Isozaki has won this year's Pritzker Architecture Prize, a prestigious award often called the Nobel Prize of the profession.

The jury at the Hyatt Foundation, the prize's organizer, made the announcement on Tuesday.

Isozaki, now 87, is known for his innovative designs that bring together Eastern and Western culture. His works include the Oita Prefectural Library in Japan, the Museum of Contemporary Art in Los Angeles and the Himalayas Center in Shanghai.

Tom Pritzker, chairman of the Hyatt Foundation, said Isozaki is one of the first Japanese architects to build outside of the country "during a time when Western civilizations traditionally influenced the East."

He also said this made Isozaki's works, which were "influenced by his global citizenry," truly international.

The architect is the 8th Japanese winner of the prize. Past Japanese honorees include Kenzo Tange, Tadao Ando, and Shigeru Ban. Ban received the prize in 2014.

The award ceremony for Isozaki will be held in May in France.

Amazon CEO Jeff Bezos has topped Forbes magazine's list of the world's richest people for the second year in a row.

The US magazine releases a ranking of the world's ultra-wealthy every year. It says Bezos and his family are currently worth 131 billion dollars.

Microsoft co-founder Bill Gates is in 2nd place with assets of 96.5 billion dollars.

Bezos recently announced he was divorcing his wife of more than 25 years. US media say the separation could result in a split of his assets.

Forbes got around this by counting the wealth of Bezos and his family together.

The 21-year-old founder of Kylie Cosmetics, Kylie Jenner, is the youngest billionaire ever to make the list, unseating Facebook CEO Mark Zuckerberg.

Japan's richest person is Tadashi Yanai, in 41st place with a net worth of about 22 billion dollars. He's the Chairman and CEO of Fast Retailing, the operator of the Uniqlo clothing chain. Yanai is followed by SoftBank Group Chairman and CEO Masayoshi Son, in 43rd place.

The organizers of the 2020 Tokyo Olympic Games are close to choosing J-Village, a soccer training facility near the crippled Fukushima nuclear reactor, as the starting point of the Olympic torch relay.

The relay is planned to start somewhere in Fukushima Prefecture, which was devastated by an earthquake, tsunami and nuclear disaster in March 2011. The area's recovery is an underlying theme of the games.

The Olympic organizing committee has been discussing various proposals for the relay's starting point, including J-Village.

J-Village served as a base for decommissioning work at the Fukushima Daiichi nuclear power plant after the disaster.

It returned to its original function in July last year, almost seven and half years after the disaster.

The national women's soccer team has held its training camp there.

The final decision on the relay's starting point will be announced as early as later in March.

The relay is expected to start on March 26, 2020 and pass through all 47 prefectures over 121 days.
