People across Japan cast ballots on Sunday to choose local leaders and assembly members as well as two Lower House lawmakers.

National parties campaigned fiercely, framing the poll as a bellwether for the Upper House election in the summer.

In Okinawa, a candidate who opposes the government's plan to relocate a US military base is projected to win the by-election.

Freelance journalist Tomohiro Yara is backed by five opposition parties and a local party in Okinawa.

He is projected to defeat Aiko Shimajiri of the main ruling Liberal Democratic Party. Shimajiri is supported by the LDP's coalition partner, Komeito.

Vote counting has just started, but NHK's decision desk is already projecting some winners based on exit polls and other information.

The Okinawa electoral district includes the planned relocation site for the US Marine Corps Futenma Air Station. The Japanese and US governments want to move the base from a densely populated area to a less crowded coast district. They say that's the only way to reduce safety hazards for nearby residents while maintaining the deterrence of the Japan-US alliance.

But Okinawa Governor Denny Tamaki opposes the plan and wants the base to be moved out of the prefecture altogether.

The by-election was held to fill the Lower House seat vacated by Tamaki when he ran in last year's gubernatorial election.

Four candidates are running in the by-election in Osaka.
NHK's exit poll shows that Fumitake Fujita of Nippon Ishin is in the lead. The party is advocating what's known as the "Osaka metropolis plan," which would abolish Osaka City and reorganize it into special wards just like Tokyo. The party says their plan will cut costs by streamlining overlapping city and prefectural services.

People across Japan also voted in 721 elections to choose mayors and local assembly members on Sunday.

A North Korean foreign ministry official has criticized US national security adviser John Bolton's comment about the North's denuclearization.

In an interview with Bloomberg news, Bolton said a real indication from North Korea that it has made the strategic decision to give up nuclear weapons is needed before any summit between their leaders.

North Korea's Vice Foreign Minister Choe Son Hui called Bolton's comment one-sided, and warned through the state-run media that nothing good will come if Bolton continues to make such improper comments.

The North on Thursday demanded US Secretary of State Mike Pompeo be replaced, blaming him for the failure to reach an agreement in the second summit in February.

The United States has not changed its stance of maintaining economic sanctions on the North until it completely denuclearizes.

The North's repeated criticism of senior US officials is believed to be aimed at drawing concessions ahead of a possible third summit.

The foreign minister of Mongolia, which has longstanding ties with North Korea, says he will urge the country to hold talks with the United States and Japan and to refrain from further provocative acts.

Damdin Tsogtbaatar, who is on a trip to the US, spoke to NHK over the phone on Saturday.

He stressed Ulan Bator 's friendly ties with Pyongyang and revealed that a Mongolian delegation is visiting North Korea to celebrate the 70th anniversary of diplomatic ties.

Asked about the second US-North Korea summit which broke down in Hanoi, he said it was part of an ongoing process and urged observers not be disappointed. He added that Mongolia will continue to offer support and help set the stage for dialogue.

Tsogtbaatar also expressed concern over recent reports in North Korea's state media claiming the country has tested what it calls a "new type of tactical guided weapon." He described it as a provocative act that would have a negative impact on the current situation.

On the issue of Japanese nationals abducted by the North, Tsogtbaatar said his country has supported dialogue between Japan and North Korea and will continue its cooperation.

A Japanese nuclear industry association report shows China had the third-largest number of reactors in operation as of January 2019. It also points to a change in the global nuclear power landscape.

The report, published by the Japan Atomic Industrial Forum, says China has 44 reactors online, an increase of seven from a year earlier.

That follows the United States, which has 98 reactors up and running, and France, with 58.

The report says China is building or has plans to build 38 more reactors as it expands its nuclear-generation capacity to meet growing electricity demand and deal with air pollution.

This contrasts with moves in some other countries prompted by rising costs and safety concerns after the 2011 Fukushima nuclear accident in Japan. Germany is phasing out nuclear power, and France has announced it will reduce its dependence on atomic power.

Yellow vest protesters in Paris have called for more support for the poor, while a huge amount of donations have been pledged to help rebuild the fire-damaged Notre Dame Cathedral.

Demonstrators took to the streets in central Paris on Saturday, saying support for the cathedral has been put before support for people.

Donations to restore the centuries-old structure are coming from a luxury brands conglomerate, a major cosmetics firm, and others.

Local media report that the offers of cash are expected to reach around 1.1 billion dollars.

A 23-year-old factory worker said it is terrible that support for homeless and poor people has been disregarded while a large amount of funds have been raised for the cathedral.

One woman said she has been jobless and staying overnight in a car for the past six months. She said the cathedral of course needs to be rebuilt, but there are more important issues to be addressed.

French media are also reporting public concern over a possible decrease in donations for other charitable works.
