Japan further tightened its border entry restrictions on Friday in an effort to combat the coronavirus pandemic.
The government is calling on all arrivals from any part of the world to self-quarantine at home, hotels or elsewhere for two weeks. Travelers are asked to avoid using public transportation to get to those places. The measures will be in place through the end of this month.
The government also greatly expanded its list of countries and territories subject to entry refusal to 73. It is now denying entry to foreign nationals who visited any of these places within two weeks of their arrival in Japan.
The newest additions to the list include the United States, Canada and Britain. This means that people from almost all areas of Europe will be denied entry. It also covers China and South Korea in their entirety.
Japanese returning from any of the 73 countries and territories will have to be tested for the virus whether or not they show symptoms.
The same arrangement also applies to foreign nationals who are allowed to enter Japan for special reasons, such as having Japanese spouses.
The government is considering securing airport areas, hotel rooms and other places for these arrivals to stay in while waiting for their test results. It is also weighing the possibility of financially helping with the accommodation fees.
The government plans to keep the entry ban list in effect for the time being. It will examine the situation in the future to decide when to end the measure.

Sources familiar with the Tokyo Metropolitan Government's health policy say officials are working to secure hotels for currently hospitalized coronavirus patients whose symptoms are mild.
The sources say doctors will be at the hotels to monitor patients. They add that patients will be hospitalized again if their symptoms worsen.
This measure is intended to set aside hospital beds for patients with serious symptoms even if there is a further surge in the number of confirmed cases.
Tokyo Governor Koike Yuriko told reporters on Thursday that her government wants to prepare more non-hospital rooms for mild-symptom patients.
The total tally of virus cases confirmed in Tokyo stands at 684. This includes the city's largest single-day count of 97, reported on Thursday.
Government officials say that as of Thursday, the symptoms of more than 90 percent of the virus patients hospitalized in the capital were not serious.

The number of new daily coronavirus cases reported in Japan on Thursday stood at 180 as of 6:30 p.m. This number includes a record 97 new cases in Tokyo.
This brings the total number of confirmed cases in Japan to 2,675. They include people found to have the virus during arrival checks at airports, health ministry officials involved in the quarantine of the cruise ship Diamond Princess, as well as those who returned to Japan by chartered planes from China.
When 712 passengers and crew members from the Diamond Princess are included, the total number stands at 3,387.
The number of deaths caused by the virus stands at 82, including 11 from the cruise ship.

France and other European countries hit hard by the coronavirus are seeking to prevent their medical systems from being overwhelmed by surging numbers of patients.
France has confirmed roughly 60,000 infection cases. Its government says 344 seriously ill patients have been transferred by high-speed train or military aircraft to areas with low numbers of cases since late last month.
One such operation took place on Wednesday, moving patients from Paris to the western region of Brittany by rail.
The government has also been sending doctors and nurses from less affected regions to hard-hit areas. More than 30 medical personnel flew from a southern region to an airport in a Paris suburb on a military transport plane early Thursday morning.
The government says a total of 320 medical staff will enter the two biggest hot spots -- the greater Paris area and an eastern region bordering Germany.
A soaring number of people in France and other parts of Europe have been contracting the virus, including medical workers.

The number of people who filed for unemployment benefits in the United States has surged to a new record of over 6 million amid the coronavirus outbreak.
The US Department of Labor reported on Thursday that initial claims for unemployment benefits rose to about 6.65 million for the week ending March 28.
The figure was more than double the previous all-time high of over 3.3 million set the week before.

Philippine President Rodrigo Duterte is warning that anyone who violates the lockdown designed to prevent the spread of the new coronavirus will be shot.
Duterte made the controversial statement in a televised speech on Wednesday night.
"My orders are, if there is trouble or an occasion where there's violence and your lives are in danger, shoot them dead," Duterte said.
Local media say around 20 people demanding food aid were arrested during a protest in Quezon City just hours earlier.
Duterte last month expanded the lockdown of Manila to include the entire island of Luzon. Apart from medical professionals and aid workers, people in the area are required to stay at home.
As of Thursday, the Philippines has over 2,300 confirmed cases and close to 100 deaths.

The United Nations says donors have so far pledged nearly 400 million dollars in funding to fight the coronavirus and it is seeking more aid money.
Stephane Dujarric, spokesperson for the UN Secretary-General, told reporters on Thursday that generous donors have made 374 million dollars in funding available.
He revealed that Japan is providing the largest amount--106 million dollars--and that Kuwait, the European Union and Germany are also among the top five donors.
Dujarric added that "there needs to be global generosity." He said it won't be possible to win the fight against the virus "until all of us are able to fight it."
The UN is asking for funds from the international community as it announced late last month a plan to implement measures worth two billion dollars to contain the spread of the virus.
The world body said an explosive spread of the virus is possible in developing countries where medical systems are vulnerable. It said the measures will focus on improving those systems and setting up sanitary equipment.
Dujarric noted that 10 people have been confirmed infected with the coronavirus in Misrata and Tripoli in Libya. He stressed the need to cease the ongoing hostilities in and around the capital Tripoli.
He also said the World Health Organization is providing support in the Syrian capital of Damascus so more people can be tested.

Germany plans to use anti-flu drug Avigan developed by a Japanese chemical firm for the treatment of pneumonia caused by the new coronavirus.
Officials from the country's Federal Health Ministry told NHK that Avigan would be used to treat coronavirus patients with severe illness.
Frankfurter Allgemeine Zeitung says Germany plans to procure millions of packages of the drug.
Avigan was developed by Fujifilm Toyama Chemical as an anti-flu drug.
China has said its clinical study has confirmed that Avigan is effective for improving the symptoms of pneumonia caused by the coronavirus.

A tweet from the US President has sent oil prices sharply higher. Donald Trump predicted that Russia and Saudi Arabia would agree to a large cut in their output.

Trump's tweet sparked a steep rise in prices of crude oil futures in New York, jumping beyond 30 percent at one point.
Saudi Arabian officials said before the tweet they intend to discuss a possible cut in output.
But Putin denies discussing the matter with the Saudi Crown Prince.
Moscow has been worried that complying with a cut could shrink its market share.

Officials of the International Olympic Committee say that next year's Tokyo Games will use the same venues and schedule order for the competitions, including the marathon and race walk events.
IOC officials, including sports director Kit McConnell and Olympic Games Executive Director Christophe Dubi, held a conference call on Thursday.
The Tokyo Games have been postponed because of the coronavirus pandemic and will now begin on July 23, 2021. The officials said the marathon and race walk events will be held in Sapporo during the last four days of the Olympics. The northern Japanese city was chosen to avoid the heat of Tokyo's summer.
The officials also said they have started negotiations with the event venues so they can all be used for the postponed Games.
Dubi said there will be costs for the Tokyo organizers and the IOC, but stopped short of giving details.
