US President Donald Trump says his officials will consider cutting off funding for the World Health Organization, at least temporarily, over its handling of the coronavirus.

Trumps said that the WHO has failed in its basic duty and it must be held accountable.

He also said that a review is now underway to assess the WHO's role in promoting what he called China's disinformation that might have led to the wider spread of the coronavirus.

The chief of the United Nations says now is "not the time" to stop funding the World Health Organization.

UN Secretary-General Antonio Guterres issued a statement on Tuesday. Its release came after US President Donald Trump said his administration is temporarily halting funding to the WHO, due to the way the organization has handled the coronavirus pandemic.

Guterres said, "The World Health Organization, with thousands of its staff, is on the front lines, supporting Member States and their societies, especially the most vulnerable among them."

He added, "Now is the time for unity and for the international community to work together in solidarity to stop this virus and its shattering consequences."

Bank of Japan Governor Kuroda Haruhiko says uncertainty over the global economic outlook is extremely high, due to the coronavirus pandemic.

Kuroda expressed this view at a news conference on Tuesday, after the International Monetary Fund said it expects the global economy to be far worse this year than it was in 2009, following the global financial crisis.

He said that downward pressure is increasing as governments around the world impose lockdowns and other restrictions that constrain economic activities.

Kuroda noted it is unclear when the pandemic will end, although the IMF expects it will gradually subside and the global economy will start getting back on track later this year.

The governor stressed that the situation needs to be closely monitored for the time being.

Deputy Prime Minister and Finance Minister Aso Taro echoed Kuroda's views.

Aso said it's a race against time to develop a vaccine against the coronavirus. He added that the government must provide support to create one as soon as possible.

Authorities in Taiwan on Tuesday confirmed there were no new cases of the coronavirus infection for the first time in more than a month.

Taiwan had reported a series of infections on a daily basis since the onset of the outbreak, totaling 393 cases as of Tuesday. The death toll stands at six. Most of the patients who tested positive were people who had returned from regions including Europe, the Middle East, the United States and their family members.

Before Tuesday, the last time there were no new cases recorded was March 9.

The authorities began barring foreigners from entering Taiwan on March 19. They subsequently imposed a measure requiring people who entered Taiwan to undergo 14 days of quarantine. Those who do not comply are to be fined about 32,000 dollars.

In Taiwan, local officials help people in quarantine by doing things like going to supermarkets for them. They will also be given an incentive of roughly 460 dollars when they complete their isolation period.

Health Minister Chen Shih-chung told reporters, "The pandemic has not stopped so we shouldn't let our guard down, but this is still something to be happy about."

China says its scientists have moved a step closer toward developing a vaccine against the coronavirus.

Wu Yuanbin, a senior official at China's Ministry of Science and Technology, said at a news conference on Tuesday that a vaccine developed by a Chinese research team cleared the safety screening phase of its clinical trial in March.

Wu said it is the world's first coronavirus vaccine to move to the second phase of a three-phased clinical trial. In the second phase, the vaccine will be examined mainly for its effectiveness.

The team is led by Chen Wei, a researcher at the Institute of Military Medicine under the Academy of Military Sciences.

The vaccine is designed to use another virus to carry genetic material. The academy is now inviting people who wish to become volunteers for conducting the new phase.

Two Chinese firms, state-run Wuhan Institute of Biological Products, and privately run Sinovac Research and Development, are also each developing vaccines.

The Chinese government reportedly approved their vaccines for clinical trials this month.

Wu said others are also preparing to file for government approvals through next month.
