Mudslides claimed at least 2 lives in a city near Tokyo on Saturday, and rain has hampered rescue efforts for around 20 people still missing.

A thousand personnel, including Self-Defense Forces and police officers, continued to search in the city of Atami, Shizuoka Prefecture.

Rain forced them to stop several times. Officials say 19 people have been rescued so far from the sites, and three were injured.

The mudslides travelled nearly two kilometers. Officials say the slides damaged at least 130 buildings, including houses, in their path.

Torrential rain struck areas along the Pacific coast ahead of the mudslides. Atami has already recorded more than its average rainfall for the entire month of July.

Nearly 400 people evacuated from the area. Among them was a man who said, "My house was not swept away but it was damaged. The mudslide was very powerful...just like a tsunami, so it is called a mountain tsunami."

Tokyo's Meteorological Agency said a lingering rain front is gradually moving north, bringing thunder showers to wide areas of the country along the Sea of Japan.

Japan's Prime Minister Suga Yoshihide has told cabinet ministers to do their utmost to save lives, search for the missing and support affected people in the aftermath of deadly mudslides near Tokyo.

Suga and several ministers met at the prime minister's office on Sunday morning. The mudslides hit the city of Atami in Shizuoka Prefecture early Saturday.

Suga said two people have been confirmed dead, two others are injured, and multiple people remain unaccounted for. He also said 19 people are reported to have been rescued, and about 130 homes and buildings could be damaged.

The prime minister said he mourns the lives lost in the disaster and expressed his heartfelt sympathy to those who are suffering.

Suga instructed the ministers to place the highest priority on protecting people's lives and to closely coordinate with local governments.

Taiwan's President Tsai Ing-wen has offered to help Japan following Saturday's deadly mudslides near Tokyo.

The president on Saturday posted a message on Twitter in Japanese.

She said, "I would like to express my sincere sympathy to those who suffered damage. We are ready to provide necessary assistance to Japan at any time."

Foreign missions in Japan have also sent messages.

Australian Ambassador Jan Adams tweeted, "Very sad to hear about the landslide. My thoughts and condolences are with those affected. Thank you to the emergency services workers."

Weather officials are calling on people in Shizuoka Prefecture to remain on alert, after mudslides struck the area on Saturday.

They also said a seasonal rain front is expected to move north, causing heavy rains along the Sea of Japan coast.

The total rainfall since Wednesday in Hakone Town, Kanagawa Prefecture reached 834 millimeters by 5:00 pm on Sunday. The Ajiro District of Atami City recorded 416.5 millimeters.

The total rainfall in areas across Shizuoka Prefecture and the southern Kanto region exceeded averages for the entire month of July.

Officials say that even a small amount of rain could cause landslides. They are warning those who live on slopes and near rivers to evacuate to safe places.

By Monday, they say a seasonal rain front may bring heavy thunder showers of up to 50 millimeters per hour in some areas along the Sea of Japan coast, including northern Kyushu and the Hokuriku regions.

Weather officials have forecast up to 150 millimeters of rain for the Tokai and northern Kyushu regions in the 24 hours through Monday evening. Up to 120 millimeters could fall in the Hokuriku and Chugoku regions, and the Kinki region could get up 100 millimeters.

The Meteorological Agency is warning of landslides, flooding in low-lying areas and swollen rivers.

Sunday marks exactly one year since a deadly record rain hit Kumamoto Prefecture in southwestern Japan. Recovery and reconstruction of disaster-hit areas are slow in coming.

The disaster killed 67 people, including those who died in the aftermath. Two people remain unaccounted for.

As of the end of last month, 3,675 residents of 1,611 households were still living away from their homes. They live in temporary housing and private homes the government rents on their behalf.

About half of the inns and hotels that supported the prefecture's mainstay tourism industry in the affected areas are yet to reopen.
Seventy percent of them sustained damage from the record downpour and flooding of the Kuma River in the prefecture.

The flooding washed away two railway bridges on JR Hisatsu Line over the Kuma River. Seventy percent of the entire route, or an 87-kilometer section, remains inoperable. The operator has yet to start drawing up a recovery plan.

The central and prefectural governments together plan to provide a dam and an anti-flood basin in upstream areas of the Kuma River over the next five to ten years as part of an integrated flood control program.

Even one year afterward, survivors are concerned when another disaster might strike. Some residents are so cash-strapped that they are thinking twice about returning to their hometowns and rebuilding their homes.

The Tokyo Metropolitan Government says it confirmed 518 new cases of the coronavirus in the capital on Sunday.

The daily tally is up 132 from a week ago. Week-on-week increases have been posted for 15 consecutive days.

The seven-day average through Sunday stands at 582.0, 21.9 percent higher than the figure for the previous week.

Tokyo officials say 51 people are in serious condition, one more than on Saturday.

They say that a woman in her 70's has died.

A member of Serbia's Olympic rowing team has tested positive for the coronavirus after arriving at Tokyo's Haneda Airport.

The team is the second delegation with a confirmed case of the virus after two members of Uganda's team tested positive in Japan last month.

The rower in his 30's tested positive at an airport quarantine station on Saturday. His four teammates have been designated as close contacts. All the members have been placed under a two-week quarantine.

Nanto City in Toyama Prefecture on the Sea of Japan coast is planning to cancel the Serbian team's pre-games training it was to host till July 18th.

Japanese authorities have introduced stricter border control measures for Olympians and other officials.

The revision was in response to criticism of the poor handling of the Uganda team. It took three days for the health authorities to identify and isolate the close contacts of the infected member.

Japan's health ministry says lingering fever after coronavirus vaccinations could be a symptom of infection by the virus.

Fever, headache, and other reactions to inoculation are most likely to be present the day after getting a jab. A ministry research team says 2 percent of those who received a Pfizer vaccine and 4 percent of those who received a Moderna shot have developed fever 37.5 degrees Celsius or higher the day after their first shot.

The team says it is so hard to distinguish symptoms of COVID-19 from reactions to vaccination that some people with fever might not get tested for the coronavirus.

The ministry therefore urges people to see a doctor if their fever continues for two days or longer and they have other symptoms of COVID-19 such as coughs, shortness of breath, and lack of smell and taste.

The ministry is also urging medical institutions to test or refer to test labs when they examine people with lingering fever after inoculation.

Japan's foreign minister Motegi Toshimitsu has said that he shared the concern over China's increasing presence with three Baltic countries.

He also said that he agreed with them to move forward with concrete cooperation for a free and open Indo-Pacific.

Motegi met Lithuania's foreign minister Gabrielius Landsbergis on Saturday. Lithuania is the last leg on his trip to the Baltic countries.

During the meeting, the two ministers discussed the situation regarding China.

They shared serious concern over China's unilateral attempts to change the status quo by coercion in the East and South China Seas and over the situations in Hong Kong and the Xinjiang Uygur Autonomous Region.

They reaffirmed the importance of maintaining and strengthening a free and open international order.

After the meeting, Motegi told reporters online that the issue of the East China Sea is not somebody else's problem for the Baltic countries and that they expressed strong sympathy to Japan's concern.

He added that they showed clear support for a free and open Indo-Pacific.

He went on to say that they could agree on advancing concrete cooperation with the EU and the Baltic countries.

Russian President Vladimir Putin has updated the country's national security guidelines for the first time in six years.

Putin approved the updated version of the National Security Strategy on Friday. It was last revised in December of 2015.

The document calls for developing comprehensive partnership and strategic cooperation with China and a special strategic partnership with India.

It says this policy aims to create mechanisms that ensure regional stability and security in the Asia-Pacific region.

It calls NATO's military buildup a threat to Russia. It says that the military dangers and threats Russia is facing are bolstered by attempts to put pressure on Russia, the buildup of NATO's military infrastructure next to the Russian borders, and exercises that practice the use of nuclear weapons against Russia.

It also noted that the planned deployment of US intermediate- and short-range missiles in the Asia-Pacific region posed a threat to the country.

It also called for solid cyberspace security, noting increased espionage activity in Russian cyberspace by foreign special agencies.
