Chinese President Xi Jinping and Russian President Vladimir Putin have met on the sidelines of a regional summit.
It was their first face-to-face meeting since Russia launched its invasion of Ukraine in February.
At the beginning of the talks, Putin said, "Russia greatly appreciates China's balanced position on the Ukraine crisis."
Xi told Putin, "In the face of drastic changes in the world, and in history, China will work with Russia to exert leadership as a fellow major power."
Putin said Russia firmly supports Beijing's "One-China" principle. He accused the United States and its allies of taking provocative actions in the Taiwan Strait.
Xi and Putin are attending a two-day summit of the Shanghai Cooperation Organization. The meeting started on Thursday in Uzbekistan.
This comes as Russian forces continue to suffer setbacks in Ukraine, and Western countries step up sanctions.
It is Xi's first international trip in more than two and a half years. He is preparing for next month's Communist Party National Congress, where he is expected to seek an unprecedented third term as party leader.
Eight nations are members of the Shanghai Cooperation Organization, including India and Pakistan.
Iran is an observer. It is expected to become a full member at the summit.
Last month, one of Putin's closest aides said Russia wants countries in the group to be on the same side, in what he called "the global confrontation."
But some former Soviet republics are keeping their distance from Russia because of the invasion.

Japan's largest opposition party has decided that its executives will not attend the state funeral for former Prime Minister Abe Shinzo.
Constitutional Democratic Party President Izumi Kenta told a news conference on Thursday that the government has not given a sincere explanation of the reasons for holding a state funeral for Abe.
The party had earlier sent a questionnaire to the government, saying that a state funeral would not be appropriate as public opinion is divided on the issue.
CDP Diet affairs chief Azumi Jun said the party executives had hoped to reach a compromise, but they were dissatisfied with the government's curt response.
The questionnaire said that democracy would be under threat if the Cabinet has the power to hold a state ritual. It said a state funeral for Abe should not be held without an investigation of his ties with the religious group formerly known as the Unification Church.
Chief Cabinet Secretary Matsuno Hirokazu told reporters on Thursday that the government had responded to the CDP's questions promptly and thoroughly.
The state funeral for Abe is scheduled for September 27 in Tokyo. The government will foot the entire bill.

Philippine President Ferdinand Marcos Jr. is set to visit the United States next week to take part in the United Nations General Assembly.
A spokesperson of the presidential office announced on Thursday that the president is scheduled to deliver a speech at the United Nations.
As the US and China aim to strengthen ties with the new administration, close attention was paid to which country Marcos would visit first.
In his speech, Marcos is expected to highlight importance of the rule of law considering China's increasing influence in the South China Sea.
The Philippine leader is also expected to take part in economic briefings in New York to meet investors and corporate executives. He is expected to address the country's economic challenges after the pandemic.
His predecessor, Rodrigo Duterte, distanced himself from the US, even though the two countries are military allies. He never visited the country while in office.
This would be the first trip to the US by a Philippine president in six years.
The Marcos administration has sent high level officials to both the US and China to bolster relations with both countries.
