Weather officials call for continued alert as Shanshan weakens

The storm Shanshan, which has brought record rainfall to wide areas, weakened from a typhoon to a tropical depression around noon on Sunday. As warm and moist air continues to flow in, localized downpours with thunder are possible in the Tokai, Kinki and Kanto regions through Monday.

The Meteorological Agency is calling on people to be on heightened alert for landslides and urging caution against flooding in low-lying areas and swollen rivers, as well as lightning strikes and violent gusts, including tornadoes.

The storm has caused extended periods of rainfall. In central Japan, Shizuoka Prefecture's Atami City saw a record 654 millimeters in the 72 hours through 11 a.m. Sunday. That's more than three times the average amount of rain the area has for the entire month of August.

Atmospheric conditions remain unstable in eastern and western Japan. Some parts of northern Japan may see extremely heavy rain.
24-hour rainfall until Monday evening could reach 150 millimeters in the Tokai region, 120 millimeters in Tohoku and Kinki, and 100 millimeters in Kanto-Koshin.

The risk of landslides is also heightened in various areas. Landslide alerts are in effect in parts of Kanagawa, Shizuoka and Saitama prefectures.

The operator of the Tokaido Shinkansen resumed partial operations on all lines soon after 6 p.m. on Sunday, but services could be interrupted by heavy rain.

The Sanyo Shinkansen, linking Osaka and Fukuoka, has been running with services reduced from the first train on Sunday. The operator says it will run as usual starting with the first train scheduled for Monday.

Major carriers Japan Airlines and All Nippon Airways are operating flights almost as usual on Sunday.
They plan to operate as usual on Monday. The carriers are calling on passengers to check their websites for the latest flight information.

Some sections of expressways are also closed.

Expert: Watch out for regional warnings rather than check 'where the storm is'

Tropical Storm Shanshan is causing unsteady atmospheric conditions over parts of Japan and may still dump heavy rain in some regions. A Japanese expert on rain-triggered disasters says it is more important for people to watch out for warnings issued in their own municipalities than to pay attention to the location and force of a storm.

Shizuoka University Professor Ushiyama Motoyuki says he is concerned about too much focus being given in social media posts and elsewhere to the typhoon being downgraded or its location.

Ushiyama says being some distance from a storm does not ensure safety, as downpours could cause disasters, regardless of whether a typhoon turns into a tropical depression or not.

He calls on people to keep updated with the latest weather and disaster prevention information when warnings about heavy rain or other dangers have been issued.

Ushiyama also says people shouldn't drive on flooded roads.

He says that the main risk factors are not only water depth, but also the speed of moving water, which is difficult for drivers to predict when they are behind the wheel.

Ushiyama says a mistaken decision may lead to the loss of life. He says drivers are more likely to think that they can drive through a flooded area during daytime than at nighttime, but they need to exercise restraint at all times.

Rebuilding houses remains challenge 8 months after Noto Peninsula earthquake

Securing housing remains a major challenge in Ishikawa Prefecture and nearby areas of central Japan as Sunday marks eight months since a major earthquake.

The quake on New Year's Day left 341 people dead, including those who died after falling ill due to post-disaster causes. Three others remain missing.

The number of deaths from post-disaster causes stands at 112, including two deaths in Niigata Prefecture.

The total number of fatalities from the quake is expected to rise to 362, after a panel of experts in Ishikawa Prefecture recommended last week that 21 more deaths be recognized as quake-related.

In Ishikawa, the number of people staying at evacuation shelters has decreased as construction of temporary houses progresses. Still, the prefecture faces a shortage of housing, as the number of buildings to be demolished is significantly larger than initially expected.

As of August 27, the number of people staying at evacuation shelters in Ishikawa was 775, about half the figure from a month earlier. The number of buildings expected to be demolished is likely to increase to more than 32,000, up by around 10,000 from the initial estimate.

The neighboring prefecture of Toyama says that while 1,635 structures are expected to be subject to publicly-funded demolition, shouldered by local governments, applications have been made for only around 40 percent, or 703 of them.

Demolition work has been completed for only 18 percent, including cases in which quake-affected owners have chosen a demolition contractor on their own and made advance payments.

The prefecture says the small number is due to many people having yet to decide whether to demolish or repair their houses, as well as a shortage of workers.

China, Philippines trade ship collision accusations

Philippine and Chinese authorities have traded accusations of intentionally ramming each other's coast guard ships in disputed areas of the South China Sea.

The Philippine Coast Guard said on Saturday that one of its large patrol ships was hit by a Chinese Coast Guard vessel at Sabina Shoal in the Spratly Islands. The patrol ship was provided by Japan in 2022.

The Philippine side released videos of the incident. Authorities explained that the Chinese vessel crossed in front of the patrol ship and hit it. They said the same vessel went around the back of the ship several minutes later and collided with it again.

Philippine authorities also claimed that the Chinese vessel then rammed into the side of the patrol ship and damaged the body.

A China Coast Guard spokesperson said in a statement that the Philippine side deliberately collided with the Chinese vessel in a dangerous manner. The statement says its vessel was engaging in law enforcement operations.

The spokesperson added that the Philippines bears full responsibility.

Philippine authorities have sent the Japanese-supplied patrol ship to monitor the shoal since April, as they said they had found signs of China's attempt to reclaim land in the area. They said it was the first time for that ship to encounter a collision.

Research: Carbon emissions from Canada's 2023 wildfires far above 2022 total

A team of scientists has estimated the amount of carbon emissions from Canada's 2023 wildfires was far above the annual total emitted by the country through the use of fossil fuels in 2022.

Smoke from the blazes that burned 150,000 square kilometers caused serious air pollution, wafting across the border into eastern parts of the United States such as New York.

The international team disclosed its research in the scientific journal, Nature. It analyzed satellite and other data, and estimated that the wildfires emitted roughly 647 million tons of carbon between May and September last year.

The team says the amount was more than four times larger than Canada's annual fossil fuel emissions in the previous year.

It also says the volume was comparable to India's annual emissions in 2022, a year in which the country was the third-biggest emitter globally.

The team ascribes the fires to widespread hot and dry weather, and what it calls "extreme" temperatures relative to the historical record. It says "climate projections indicate that these temperatures are likely to be typical during the 2050s."

The team warns, "Such conditions are likely to drive increased fire activity and suppress carbon uptake by Canadian forests."

Ueno Zoo pandas to be treated in China for high blood pressure

A pair of giant pandas at Tokyo's Ueno Zoological Gardens will return to China in late September to be treated for high blood pressure.

Male Ri Ri and female Shin Shin both turned 19 years old this year. They are the parents of twins Xiao Xiao and Lei Lei.

Ri Ri and Shin Shin have been receiving medication since showing signs of high blood pressure last year, but their conditions have not improved.

The pandas are on loan from China until 2026, but the Tokyo Metropolitan Government and the Chinese side agreed that it would be better for them to be treated in their motherland.

They will depart for China on September 29.

A farewell event including an exhibition about their years at Ueno Zoo will start on Tuesday. Officials will also accept messages of goodwill for the pandas from September 15.

Ri Ri and Shin Shin can be viewed at the zoo until September 28. Access to the final session from 3 p.m. will be determined by lottery. Applications will be accepted online from Tuesday.

Tokyo Governor Koike Yuriko said on Friday that she hopes people give the pandas a warm sendoff.
