Japanese Prime Minister Shinzo Abe will meet with Chinese and South Korean leaders in Tokyo on Wednesday.

Chinese Premier Li Keqiang and South Korean President Moon Jae-in will visit Japan for the first time since they assumed their current positions.

The 3-way meeting among Abe, Li, and Moon will take place ahead of the first-ever summit between the United States and North Korea.

Japanese government officials say Abe wants to confirm close coordination among the 3 countries toward North Korea's complete, verifiable, and irreversible denuclearization, as well as its abandonment of ballistic missiles and the resolution of the abductions issue.

Preparations are being made to allow for the 3 countries to release a joint statement at the end of the meeting.

Li will be the first Chinese premier to visit Japan since Wen Jiabao came in May 2011.

Moon will be the first South Korean president, since Lee Myung-bak's visit to Japan in December 2011.

The last 3-way summit among Japan, China, and South Korea took place in South Korea in November 2015. This will be the 7th such meeting.

Abe is also planning to meet with Li and Moon separately during their visit.

Abe is expected to talk with Li about the start of an emergency communication mechanism to prevent an accidental collision at sea, or in the air.

Six Japanese opposition parties are taking steps toward ending their boycott of Diet deliberations over a series of government scandals.

Senior officials from the parties are calling on Lower House Speaker Tadamori Oshima to improve the environment for Diet deliberations so that debate can be resumed.

The Diet affairs chief of the Constitutional Democratic Party, Kiyomi Tsujimoto, met Oshima on Monday. Oshima told her that parliament is under the severe scrutiny of the people, and expressed his willingness to try to break the deadlock.

The opposition parties have stayed away from Diet debate since April 20th.

They have been demanding thorough deliberations to uncover the truth about favoritism, document-tampering and other scandals.

Oshima then met the Diet affairs chief of the main ruling Liberal Democratic Party, Hiroshi Moriyama, to convey the opposition's demand. Oshima urged the LDP to make efforts to normalize deliberations.

Some within the opposition camp say the parties should return to debate soon to look further into the scandals.

They are leaning to end the boycott as a key figure in one of the favoritism scandals is said to be planning to admit some of the allegations against him.

Tadao Yanase, a former secretary to Prime Minister Shinzo Abe, is reportedly going to admit in the Diet that he met officials of the Kake Educational Institution at the prime minister's office in 2015.
Some recently disclosed documents show that they discussed a plan for a new vet school. The institution is headed by a close friend of Abe.

The opposition camp has demanded that Yanase testify in the Diet as a sworn witness.

Some opposition members are also saying that the parties should have a thorough debate on a government-sponsored bill on work-style reforms. They say the opposition should introduce its own reform bill.

Senior officials of the 6 opposition parties are meeting to assess the government and ruling parties' response to decide if they should end their boycott after nearly half a month.

A new opposition party in Japan was created on Monday, following a merger between 2 parties.

The Democratic Party For the People held its inaugural meeting on Monday. It is the result of a merger between the Democratic Party and the Party of Hope. It has 39 members in the Lower House and 23 members in the Upper House. It becomes the second-largest opposition party in the Lower House, after the Constitutional Democratic Party of Japan.

President of the Democratic Party, Kouhei Ohtsuka, and president of the Party of Hope, Yuichiro Tamaki, were chosen as co-leaders.

Ohtsuka said the party was a fresh chance to enhance democracy, improve living standards, and develop the economy.

Tamaki said the party will grill the government more fiercely than other parties, while also presenting new visions and policies.

Before the merger, the 2 parties had more than 100 lawmakers in the Diet. More than 40 have not joined the new party. They include former Prime Minister Yoshihiko Noda and former Foreign Minister Katsuya Okada from the Democratic Party, and former Environment Minister Goshi Hosono from the Party of Hope.

Tokyo Governor Yuriko Koike founded the Party of Hope last September, saying it would reset Japanese politics.

The Democratic Party was the largest opposition party at the time but its leader and former Foreign Minister Seiji Maehara proposed dissolving it to join the Party of Hope.

The party split into 3 groups, with some members becoming independents. The first group formed the Constitutional Democratic Party of Japan, which became the Lower House's largest opposition force after last October's general election. The second group joined the Party of Hope. The third group remained the Democratic Party, led by Ohtsuka.

Officials from the UN aviation agency are on their way to North Korea to discuss Pyongyang's request to open new flight routes connecting the two Koreas.

Two officials from the International Civil Aviation Organization, or ICAO, left Beijing for Pyongyang on Monday.

They will discuss aviation safety with North Korean officials.

North Korea proposed in February setting up new air routes between Pyongyang and the city of Incheon near the South Korean capital of Seoul.

Inter-Korean relations had only just begun to improve at that time with the North sending high-level delegations to the South for the PyeongChang Winter Olympics.

ICAO officials say Pyongyang recently agreed to accept a visit by the agency.

In October, ICAO member states unanimously issued a condemnation of North Korea for repeatedly test-firing ballistic missiles, posing a serious threat to aviation safety.

The agency plans to ask North Korea how it will ensure the safety of civilian aviation in international air space.

Officials of Japan's land ministry have held a drill on how to respond to emergency information about a possible mega-quake along the Nankai Trough off the country's Pacific coast.

Monday's exercise is the first since the Meteorological Agency set up a new system last November to provide information on a huge quake that could strike the region.

The agency will issue an alert when abnormal phenomena are observed along the trough, suggesting the increased possibility of a mega-jolt.

The drill was based on the scenario of a magnitude 7.5 earthquake occurring off the coast of central Japan at 4:30 AM. The agency issued emergency information at 7 AM, as the jolt was regarded as a foreshock.

Under the scenario, a magnitude 9.1 earthquake struck at noon the next day in waters south of Wakayama Prefecture in western Japan.

Following the emergency notice, land minister Keiichi Ishii instructed officials of the relevant regional bureaus to continue strict monitoring of their areas.

Ishii also told them to provide appropriate information to local governments and residents about the increased risks.

Regional bureau officials also took part in a teleconference for the drill to coordinate their responses.

They reported that they had closed flood gates to prepare for tsunami, and sent staff workers to regions that were likely to be severely affected by the jolt.

The agency introduced the new system after the government acknowledged the difficulty of predicting earthquakes in the region.

After consecutive terms as president, he served as prime minister for 4 years before returning to the presidency in 2012 for a 3rd term.

He will have been in power for almost a quarter of a century when his new 6-year term ends in 2024.

Putin's new term begins amid increasing public frustration over widespread corruption.

On Saturday, nationwide protests against Putin took place in response to a call by opposition leader Alexei Navalny. About 1,600 people, including Navalny, were briefly detained.

Russia's relations with the United States and Europe have worsened in recent years, and the country has been subject to heavy sanctions for its actions in Ukraine and Syria.

As a result, the economy has been sluggish and the number of those living in poverty has been increasing. Analysts say the country needs foreign investment if it is to rebuild its economy, and that Putin will have to mend ties with the West if he hopes to drum up interest.

An official with the US Geological Survey's Hawaiian Volcano Observatory says it is hard to tell when the eruption will be over. The USGS is maintaining an evacuation order for about 1,700 residents.

Local officials say they have confirmed 5 buildings were burned and they have detected toxic gases, as lava continues flowing into the woods and residential areas.

As magma shifted through the volcano, a magnitude-6.9 earthquake hit the area on Friday, causing landslides and power outages.

No one has been reported injured so far. But more cracks have been found that could allow lava to shoot into the air.

The eruption has also forced officials to close down a major tourist destination, Hawaii Volcanoes National Park.

A Russian opposition leader and more than 1,600 protesters have been detained at nationwide rallies against Vladimir Putin. The Russian president is on the verge of being sworn in to a fourth term on Monday.

Anti-Putin rallies were held in a number of cities on Saturday, including Moscow, St. Petersburg, and Vladivostok in the Far East.

Opposition leader Alexei Navalny had called for the nationwide demonstrations against Putin's rule.

Thousands of protesters in central Moscow chanted "Putin is a thief" and "Russia without Putin."

Police forcibly removed Navalny when he tried to join the rally.
They also beat demonstrators with batons and hauled them away.

A Russian human rights group says more than 1,600 people have been detained in 27 cities.

Putin won reelection to another 6-year term in March with more than 76 percent of the vote. Navalny was barred from the race.

Putin's opponents blame him for rampant corruption and a stagnant economy. Oil prices are low and economic sanctions over the Ukrainian crisis continue to bite.

North Korea has criticized the US and Japan for using pressure to achieve the denuclearization of the Korean Peninsula.

A North Korean Foreign Ministry spokesperson made the remark via state-run media on Sunday.

The US administration has said it will maintain a policy of maximum pressure on North Korea until the country takes concrete measures for denuclearization.

The spokesperson said the actions of the US are a dangerous attempt to ruin the hard-won atmosphere of dialogue and bring the situation back to square one.

The US Geological Survey says a magnitude 6.9 earthquake hit the island of Hawaii on Friday. Local media says the tremor caused landslides and cut power to around 1400 households.

The quake occurred at 12:32 PM at a depth of 5 kilometers. The USGS says there has been elevated seismic activity around the nearby Kilauea volcano over the past month. It counted 11 quakes since Thursday of a magnitude 4 or over.

The Pacific Tsunami Warning Center in Hawaii observed changes in sea levels between 15 and 40 centimeters at 3 points around Hawaii island.

The Kilauea volcano is in the southern part of the island. An eruption accompanied by gushing lava started there on Thursday. Authorities ordered about 1700 locals to evacuate. Caution is advised against continued volcanic activity.

Kazuhiro Ishihara, an expert in seismology and a professor emeritus at Japan's Kyoto University, says the quake struck in an area that has seen other large-scale seismic events.

He says past quakes occurred due to movements of magma below the volcano and that the action has increased pressure on bedrock. Ishihara suspects Friday's quake occurred through a similar mechanism.

The families of Japanese citizens abducted by North Korea have wrapped up their visit to the United States, during which they called for US help to secure the return of their loved ones.

Koichiro Iizuka was one year old when his mother Yaeko Taguchi was abducted by North Korea.

Iizuka said that when it comes to North Korea, people tend to focus on the nuclear issue, but he believes the families' visit has helped draw more attention to the abduction issue.

He said that the families have received positive comments from the US side, and that they will be closely watching to see what happens next.

Yokota said that the ultimate responsibility for the abduction issue rests on the Japanese government, not the US administration.

North Korea's state-run media has reported that the country returned to the same time zone as South Korea on Saturday, ending its own "Pyongyang Time."

The leader of the defectors' group said that the group had already released 150,000 leaflets early Thursday.

A major travel agency opened a so-called smart hotel in April in Hamamatsucho, central Tokyo, where humanoid robots greet guests at the front desk in English, Chinese, Korean, or Japanese. Robots also perform cleaning duties.

Hotel officials say technology is helping to ease the strain of Japan's labor shortage.

At another hotel in Akihabara, central Tokyo, guests can control lighting, air conditioning and curtains with a smartphone or smart speaker.

The hotel says 80 percent of its visitors are from overseas. It's promoting itself as a technology-friendly place to stay, where guests can get by without any Japanese.

Hotels in Japan are increasingly turning to robots and technology known as the Internet of Things, as the number of foreign visitors rises.

Takuya Yokota, whose sister, Megumi, was abducted, showed his sister's favorite doll to the attendees. He said 40 years have passed since the girl who loved this doll was abducted. He said his aging parents cannot wait for her return for much longer. He called on participants of the symposium to confront North Korea with their courage and strong will.

Koichiro Iizuka was one year old when his mother Yaeko Taguchi was abducted by North Korea.

He said he does not remember talking with or touching his mother. He said his ties with his one and only mother remain torn after these many years. He said abduction is a human life issue and it should not be taken lightly, or overshadowed by nuclear and missile issues.

North Korean defector Ji Seong-ho was also invited to the symposium. He asked the attendees not to forget about oppressed North Korean citizens, saying human rights issues are as important as nuclear issues. He called for international coordination in human rights issues as well.

Also present were the parents of a US student who was detained in North Korea for more than a year and died after he was brought back home with heavy brain damage.

They say they do not want to think their son died in vain.
They urged people affected by North Korea's human rights abuse to stand up for freedom.

The Japan-Africa Public-Private Economic Forum has kicked off in Johannesburg, South Africa. The president of the host nation has called on Japanese companies to increase their presence in Africa.

The 2-day forum opened on Thursday and is being attended by about 1,400 business people and others from Japan and African nations.

South African President Cyril Ramaphosa expressed his high expectations for Japanese investment in Africa, saying the time is ripe for an increased Japanese presence on the continent. Ramaphosa took office in February.

An advisory panel to the United Nations' cultural agency has recommended that places linked to the history of Japan's persecuted Christians be granted World Heritage status.

The International Council on Monuments and Sites gave the highest rating out of its 4-level recommendation scale to the nominated property "Hidden Christian Sites in the Nagasaki Region."

UNESCO's World Heritage Committee is expected to honor the property in a meeting to be held in Bahrain later this year.

The 12 components of the property are located in Japan's southwestern prefectures of Nagasaki and Kumamoto.

They include "Remains of Hara Castle," "Oura Cathedral," and villages where people secretly practiced Christianity despite a ban on the faith from the 17th to 19th centuries.

Japan now has 17 World Cultural Heritage properties and 4 World Natural Heritage properties.

The Seattle Mariners team in US Major League Baseball says outfielder Ichiro Suzuki is transitioning to the role of Special Assistant to the Chairman and will not be on the active roster this year. But sources say the contract allows the Japanese veteran to play next season.

The Mariners announced on Thursday that Ichiro will travel and practice with the team while taking on a supporting role.

The terms of the contract are rare in the MLB, allowing the club to put Ichiro back on the roster if other players are sidelined due to injuries.

The deal also allows Ichiro to continue his active career. His stated goal is to play at least until he turns 50. He is the oldest active MLB fielder this season at age 44.

Ichiro signed a one-year contract with the Mariners, his old club, this spring as some of its outfielders suffered injuries during March training.

But Ichiro's playing time declined as the outfielders came off the disabled list.

After stellar results in Japanese professional baseball, Ichiro started playing with the Mariners in 2001 at the age of 27.

In 2004, he set the MLB single-season record for hits with 262. He also achieved 10 straight 200-hit seasons, the longest in history.

The head of the Asian Development Bank has warned that trade friction between the United States and China could hurt the Asian economy.

ADB President Takehiko Nakao spoke to reporters in Manila, where the bank's annual meeting opened on Thursday.

Events will be held across Japan on Thursday to mark the 71st anniversary of the Constitution. People in favor of or against amending the basic law will exchange views.

The 3 basic principles of the Constitution are the people's sovereignty, fundamental human rights, and pacifism. It has never been amended since it took effect on May 3rd, 1947.

Much of the focus has been on Article 9, which renounces war and states that Japan will never maintain war potential. Some legal experts say the country's Self-Defense Forces violate this clause.

But the government has interpreted the provision as not denying Japan's inherent right of self-defense and allowing it to possess the minimum level of armed force.

Prime Minister Shinzo Abe has said he wants a clause that acknowledges the existence of the Self-Defense Forces. He says that would end all doubt about the legality of the SDF.

In March, members of his Liberal Democratic Party endorsed plans for constitutional amendments, including making specific mention of the SDF. The LDP says it will strive to achieve a broad consensus in the Diet panels tasked with constitutional review.

However, NHK's April polls suggest people are divided on constitutional amendments. 29 percent of respondents said they were in favor while 27 percent said they were unnecessary.

The survey also asked whether discussion on the amendment should proceed. 19 percent said yes, while 68 percent said other issues should be handled first.

He said confidence-building is needed to resume dialogue. He said the Japan-led Corridor for Peace and Prosperity is aimed at supporting Palestine's economic independence.

Abe said he plans to extend this project to help develop logistics networks, and that Japan will provide food aid worth about 10 million dollars.

Abbas said Abe's offers give hope to the Palestinian people.

The World Health Organization says an estimated 7 million people die each year due to polluted air.

The WHO released its latest findings on Wednesday.

It has been measuring average annual levels of PM2.5 and other air pollutants in more than 4,300 cities worldwide.

It estimated that as a result of exposure to polluted air, around 7 million people per year die from such causes as lung cancer and heart disease.

It said more than 90 percent of air pollution-related deaths occur in low- and middle-income countries, mainly in Asia and Africa.

It added that in 2016, household air pollution caused the deaths of an estimated 3.8 million people who used polluting fuels for cooking and heating.

It said indoor air pollution is a serious health risk for around 3 billion people, most of them women and children.

The WHO said air pollution does not recognize borders and stressed the need to promote development of renewable energies.

Japan's Fujifilm Holdings is likely to review its plan to buy the US firm Xerox Corp, after Xerox's CEO and most of its board stepped down.

The 2 companies agreed in January this year that Fujifilm would purchase Xerox Corp and merge it with its existing subsidiary Fuji Xerox. Fujifilm said the move was to increase competitiveness.

But major Xerox shareholders including Carl Icahn have opposed the deal, saying it undervalues Xerox.
Last Friday, a New York court temporarily blocked merger procedures.

Xerox announced on Tuesday it had reached a settlement with Icahn and other opposing shareholders.

The company said its CEO Jeff Jacobson and 6 other board members will step down and be replaced by officials backed by opposition shareholders.

Icahn said in a statement that with new leadership, Xerox will be much better positioned to take advantage of value-enhancing opportunities, including restructuring its relationship with Fujifilm.

Fujifilm has expressed serious concerns over the developments. In a statement, it described the purchase as the best available option, and one that would be of huge benefit to shareholders on both sides. It urged Xerox's new board members to implement the agreed plan.

Fujifilm says it will appeal last week's court decision to block the merger.

Both North and South Korea have begun removing propaganda loudspeakers from near their border, in line with the joint summit declaration made last Friday.

South Korean President Moon Jae-in and North Korean leader Kim Jong Un agreed to make efforts to ease military tensions on the Korean Peninsula.

They declared that all hostile acts, including propaganda broadcasts and leaflet drops, would be stopped and related equipment removed starting May 1st.

The South Korean military on Tuesday afternoon began dismantling loudspeakers installed near the demarcation line.

Military officials say North Korean soldiers are engaged in similar activity at several places across the border.

The South Korean military suspended propaganda broadcasts on April 23rd, before the inter-Korean summit.

This prompted the North Korean military to stop its broadcasts too.

Families of Japanese nationals abducted by North Korea are in the United States asking for help toward achieving the return of their loved ones ahead of the first-ever US-North Korea summit.

A regional bank owned mainly by the Tokyo Metropolitan Government, ShinGinko Tokyo, has begun operations under a new name after merging with 2 other banks.

ShinGinko Tokyo merged with the Tokyo Tomin Bank and the Yachiyo Bank, both based in the capital.

The new bank, Kiraboshi Bank, began operations on Tuesday.

It has total assets of 5.6 trillion yen, or about 51.2 billion dollars, and operates 164 branches, mainly in Tokyo.

Kiraboshi Bank plans to streamline its operations and cut its workforce by about 20 percent from the current 3,100 by fiscal 2022. It aims to focus on advisory businesses for small- and mid-sized companies.

ShinGinko Tokyo opened in 2005 with about 80 percent of its shares held by the Tokyo Metropolitan Government. Shintaro Ishihara, who was then Tokyo Governor, established the bank to help small businesses that were struggling to borrow from major banks.

The Tokyo government injected public funds into ShinGinko Tokyo in 2008 after the bank ran into financial difficulties due to mismanagement.

The new Kiraboshi Bank suffered some system failures on its first day of its business. The bank said some transactions could not be conducted on the ATMs of the former Yachiyo Bank.

Japan's annual summertime "Cool Biz" campaign has started, with people across the country encouraged to dress casually to use less air conditioning.

During the 5-month campaign, the Environment Ministry is urging people to set air conditioners to around 28 degrees Celsius at work and home.

Summer-like weather prevailed in most parts of Japan on Tuesday.

Many men were wearing casual clothes without ties when they arrived at government offices in the Kasumigaseki district in Tokyo in the morning.

At the Environment Ministry, people wore Okinawan open-neck shirts and used fans. A man wearing a Hawaiian shirt and sneakers said he felt cool and comfortable.

The ministry is also running a "Cool Share" campaign, encouraging people to share air-conditioned rooms rather than cool individual ones.

A ministry official in charge of the campaign, Toshihiro Hayashi, suggested that people can help reduce greenhouse emissions by reviewing their lifestyles. He said he hopes people change their ways at work and home.

Japan's government aims to cut household greenhouse gas emissions by around 40 percent from 2013 levels by 2030.
