US Marine Arrested in Okinawa Robbery-Murder

Police in Okinawa have arrested a US Marine on suspicion of robbery and murder.

The suspect is 20-year-old Devin Jacob Ballard.

He is stationed at US Marine Corps Air Station Futenma.

Police say 39-year-old Yagi Anna was found in a hotel room in Naha around 4:30 a.m. on Saturday.

She was pronounced dead at the scene and investigators say she was likely murdered.

Police say some of Yagi's belongings were found abandoned near the hotel and they are treating the incident as a case of robbery and murder.

Security camera footage reportedly shows a man with a shaved head entering the hotel with a woman and later leaving with her belongings.

Investigators later found a man fitting the suspect's description in an entertainment district of Okinawa City, about 18 kilometers from the hotel.

Police say the suspect has denied the allegations. Police are continuing their investigation.

Japan's Vice Minister for Foreign Affairs Funakoshi Takehiro expressed extreme regret over the incident and launched a strong protest during a phone call to US Ambassador to Japan George Glass on Sunday morning.

Glass expressed deep regret and said his country will fully cooperate with the Japanese authorities in their investigation and do everything it can to prevent a recurrence.

Typhoon Choi-wan Approaching Japan's Ogasawara Islands

A large and powerful typhoon is expected to strengthen as it approaches the Pacific islands of Ogasawara between Monday evening and early Tuesday.

Weather officials are advising people to be on alert for high waves and strong winds.

The Japan Meteorological Agency says Typhoon Choi-wan was moving north over the waters near the Ogasawala Islands.

It notes the seas near the isles will be extremely rough through Tuesday as the storm moves closer.

Waves could reportedly reach six meters on Sunday and eight meters on Monday and Tuesday.

Choi-wan could also bring heavy rain from late Monday night through Tuesday.

Up to 100 mm could fall on the islands in the 24 hours through Tuesday morning.

Rainfall amounts are expected to continue increasing after that.

Houthis Claim Strike on Saudi Oil Facility

Houthi rebels in Yemen say they have successfully struck a Saudi state-run oil company in Riyadh.

The Houthis made the claim amid reports on Saturday that smoke was rising near an oil facility in the Saudi capital.

They said in a statement that the strikes were carried out with missiles and drones, resulting in fires breaking out at the targeted sites.

Saudi state-run media say ballistic missiles fired by the Houthis towards southwestern Saudi Arabia were intercepted on Friday.

The Iran-backed Houthis are stepping up their offensive against the Saudi-backed interim government in Yemen.

The Houthis have expanded their control over areas around the Bab al-Mandeb Strait.

The waterway at the mouth of the Red Sea is being used as an alternative route to the Strait of Hormuz.

The strike has raised concerns about instability in the global energy market.

Reuters news agency quoted Middle Eastern and Western officials as saying that Saudi Arabia is planning an offensive against the Houthis in the coming weeks.

Riyadh will reportedly support the operation with airstrikes.

The options reportedly being considered are a focused attack on the area around Bab el-Mandeb or a broader offensive that would also include attacks on multiple fronts in Yemen.

UAE Media: Flydubai Copilot Tried to Conduct Terror Act

A state-run media outlet in the United Arab Emirates has released new details about the mid-air attack aboard a Flydubai flight.

It says the copilot was trying to carry out a terrorist act when he stabbed the captain in the passenger plane's cockpit.

The incident occurred on Wednesday.

The report says the suspect is believed to be an Omani national.

It indicates he attempted to crash the plane during a flight from the UAE to the Israeli city of Tel Aviv. The copilot was transferred to the UAE for interrogation.

He reportedly assaulted the captain with a crash axe in an effort to take control of the aircraft. Such an axe is an emergency tool kept inside a plane.

The news agency reports investigators are working to determine the full circumstances, motives and any links to the incident.

The Wall Street Journal has quoted judicial authorities as saying Oman had previously banned the copilot from flying.

The reason reportedly cited was the concern he had adopted radical ideological views.

The US newspaper says it's unknown whether Oman shared information about the suspect with other countries or airlines.

Brazil Expects Close Presidential Race

Brazil is expecting a close presidential race. Leading candidates include incumbent Luiz Inacio da Silva, also known as Lula, and the son of former president Jairi Bolsonaro.

The first round of voting begins Sunday morning for a total of 13 candidates.

An opinion poll released Thursday puts support for Lula at 42 percent and for right-winger Flavio Bolsonaro at 38 percent.

Lula has vowed to work for equality. He also says he will maintain national sovereignty by preventing superpowers from interfering in Brazil's internal affairs.

Bolsonaro is pushing for tax cuts and stronger security.

He wants to comply with US President Donald Trump's request to cooperate in fighting illegal drugs.

Colombia and Peru have elected right-wingers as president.

They've strengthened ties with the Trump administration as it prioritizes the Western Hemisphere.

If the same happens in Brazil, it could help Trump expand influence in South America, so there is a lot of attention on this election.

Polls close Sunday evening and vote counting begins immediately.

If no candidate secures a majority, a runoff will be held between the top two candidates on October 25.

Japan's Yuzawa Hosts Annual Udon Noodle Event

An event featuring various local Japanese udon noodles from across the country is drawing holidaymakers this weekend.

The annual event, which ends Sunday, is being held in Akita Prefecture's Yuzawa City, known for its Inaniwa Udon. This year, 13 kinds of udon dishes are being served.

Among the dishes is Hippari Udon from Yamagata Prefecture.

As hippari means pulling in Japanese, people use a pair of chopsticks to pull udon noodles from a pot.

They then dip them in a bowl of sauce made with fermented natto soybeans and canned mackerel.

Visitors line up at each stall to enjoy comparing the different tastes.

Japan, N.Korea Clash over Abduction Issue at UN

Delegates from Japan and North Korea have sparred over the North Korean abductions of Japanese citizens. 

They were taking part in a debate at a United Nations committee meeting.

The General Assembly Committee handles human rights issues.

A minister at the permanent mission of Japan to the UN said the abduction issue is of grave concern for the entire world.

The issue of abductions by North Korea relates to the sanctity of human life and must be resolved immediately as the abductees and their families are aging.

Japan maintains that at least 17 of its citizens were kidnapped by North Korean Asians in the 1970s and 80s.

Five of them were returned in 2002 following a summit between the two countries.

The whereabouts of the other 12 remain unknown.

The North Korean representative reiterated his country's position that the issue has been completely and finally settled.

The main reason Japan raises the abduction issue every year in international arena is to distract the international community from its past war crimes.

Kawahara countered saying Japan has repeatedly expressed feelings of remorse and heartfelt apology for its wartime actions.

Last month, family members of the abductees visited Washington to hold talks with US government officials, and call for cooperation to help resolve the issue.

Russian Drones Hit Major Bridge in Kyiv  

Ukrainian President Volodymyr Zelensky says Russian drones have struck a bridge in Kyiv.

He criticized Russia for what he claimed is its newly adopted policy of targeting civilian infrastructure.

Writing on social media on Friday, Zelenskyy said the bridge over the Dnipro River was hit by multiple Russian drones.

He then cited intelligence reports and other sources suggesting Russian President Vladimir Putin said last month that the conflict now has no rules.

Zelenskyy warned that Russia now wants to destroy Ukrainian civilian infrastructure, including bridges and schools.

An NHK team confirmed on Friday in Kyiv that the damage to the bridge caused heavy traffic concession.

The bridge connects Kyiv's west where administrative organizations are located and its east where they are high-rise residential buildings.

And the damage to the bridge is severely affecting people's lives.

Russia's defense ministry has acknowledged the attack.

It says Russia targeted the bridge because it supports the movement of Ukrainian military units and the delivery of military supplies.

Flydubai Captain Recounts Cockpit Attack to Modi  

The Indian pilot who helped avert disaster aboard a Fly Dubai flight that came under attack on Wednesday is speaking publicly about the ordeal.

He says he was determined not to let anyone die.

Smit Machchhar described the incident during a video call with Indian Prime Minister Narendra Modi. Footage of the conversation was released on Friday.

Machchhar was piloting a flight from Dubai in the UAE to Tel Aviv in Israel when his copilot allegedly stabbed him.

The copilot, reportedly an Omani national, is suspected of trying to bring down the plane.

Machchhar, who spoke from a hospital bed in the UAE, said he fought for his life after suffering injuries and collapsing to the cockpit floor.

He said he then focused on reaching the cockpit door for help.

As the plane began to lose altitude, he said he told himself he had to get the door open despite the assault.

Passengers and crew reportedly rushed into the cockpit and subdued the attacker after Machchhar managed to open the door.

The plane made an emergency landing in Saudi Arabia.

The pilot said he was trying to save his own life, but also knew he could not allow anyone on board to die.

The copilot has since been transferred to the UAE, where authorities are investigating the motive behind the attack.

Reuters news agency quoted a senior Israeli government official as saying that Israel is expected to join the UAE-led investigation.

Japan Panel Urges Powers to Block Risky Land Deals  

Concerns are growing about land acquisition in strategically important areas of Japan.

An expert panel says the government should be able to block any deals deemed a security risk regardless of the buyer's nationality.

The panel submitted its recommendations on Friday to Economic Security Minister Onoda Kimi.

The proposal would cover Japan's remote border islands and areas within about one kilometer of facilities considered vulnerable to drone attacks.

The experts say the Cabinet Office should be given the authority to conduct on-site inspections and impose penalties on transactions carried out without government approval.

The ruling Liberal Democratic Party also unveiled its own proposal on Thursday to address the issue.

The government plans to accelerate work on revising relevant laws during the upcoming extraordinary diet session.

G7 Nations Agree to Release Oil Stockpiles  

Leaders of the Group of Seven Nations have seen conflict in the Middle East and energy prices soaring. They've agreed to release millions of barrels of oil reserves.

The leaders met online and said they're committed to strengthening the resilience of global energy systems.

They say they will release 100 million barrels over four months through the International Energy Agency.

And they will start with a substantial release of diesel fuel within the first 20 days.

They say they've agreed not to impose restrictions on energy exports and they called on producers to refrain from actions that could worsen market tensions.

The IEA agreed in March to release 400 million barrels of oil.

The G7 leaders have called on the IEA to monitor the implementation of their plan.

US President Donald Trump wrote on social media that the release of the reserves will begin immediately.

Typhoon Approaches Japan's Ogasawara Islands

A large and powerful typhoon is now over the sea far south of Japan.

It's expected to move north while developing and come closest to the Pacific islands of Ogasawara early next week.

People are advised to be on the alert for high waves from Sunday onward.

The Japan Meteorological Agency says as of Saturday afternoon, Typhoon Choi-wan was heading north-northeast near the Mariana Islands.

It's expected to move north while developing and head toward waters near Japan's Ogasawa Islands on Sunday.

It's projected to come closest to the islands from Monday to Tuesday.

Weather officials are calling on people to be on the alert for high waves.

Winds are also expected to become stronger and people need to be cautious of stormy winds from Monday onward.

The typhoon's path later in the week is still hard to predict, but it will most likely move north in waters east of the Japanese archipelago.

Waves could become high in northern and eastern Japan from around Tuesday.

UN Group Appeals for Aid to Help Yemeni Refugees

A United Nations humanitarian group says relief supplies are urgently needed for the growing number of Yemeni refugees who are reaching the East African country of Djibouti.

Iran-backed anti-government Houthi forces are stepping up their offensive against Yemen's Saudi-backed interim government.

The UN-affiliated International Organization for Migration says over 140,000 people have been forced to leave their homes due to the intensifying fighting between the government and opposition forces. 

The group also notes that more people are reaching Djibouti by sea.

It expects at least 10,000 new arrivals in the coming months.

Alexandre Coissac is the Chief of Mission for the IOM in Djibouti.

In an interview with NHK, he urged people to remain concerned about the situation.

War in Ukraine   Think Tank: Russia Seeks Winter Surrender

Russian forces have launched a round of heavy new strikes against Ukraine targeting energy facilities in Kyiv.

A US think tank says they may be trying to force a surrender this winter.

Ukrainian President Volodymyr Zelenskyy says nearly 190 drones and ballistic missiles were used in the strikes.

The state-run power company released these photos of a power plant.

It accuses Russian forces of trying to leave Ukrainians without electricity and heat.

The Institute for the Study of War pointed out that the attacks come just ahead of winter, which could be a deliberate pressure tactic. 

But Ukraine is ramping up its defense capabilities.

It reached an agreement with Germany to make high-tech drones.

A joint venture company has already begun production at a factory in southern Germany.

It says it's producing a variety of drones, including one that can carry out long-range attacks and another that can strike vehicles.

Putin Sees Mutual Benefits in Japan-Russia Relations

Russian President Vladimir Putin has said that Japan and Russia could be good neighbors if his country's invasion of Ukraine were to come to an end.

He spoke on Thursday in the Russian capital of Moscow while attending an event at which experts discuss the international situation.

Putin's remarks were in response to a question from Abirutaiske, senior fellow at the Sasakawa Peace Foundation.

Putin responded, We view our relations as good neighborly and mutually beneficial.

We have areas of mutual interest.

He also said, We hope that the same attitude toward mutual cooperation in the interests of both countries will eventually prevail on the part of Japan's ruling class, specifically its political ruling class, and on the part of Japan itself.

Putin's comments suggest that he expects ties to improve.

They also appear to be a request for Japan to soften its approach.

In August of this year, Putin visited Etorofu Island in the Northern Territories for the first time.

Russia controls the islands. Japan claims them. Japan protested the visit.

Russia rejects Japan's position. Following Putin's remarks, Abiru had this to say.

The very fact that President Putin spoke about Japan-Russia relations with a forward-looking perspective has a certain significance.

NATO Sources: Russia Letter Contains Nuclear Threat

Multiple NATO sources say Moscow has warned in a letter it may use nuclear weapons if the alliance attempts to isolate the Russian exclave of Kaliningrad.

The exclave faces the Baltic Sea and borders two NATO nations, Poland and Lithuania.

One of the sources told NHK the letter is seen as a Russian response to developments such as a recent NATO military exercise held near Kaliningrad.

The source noted that it's unusual for Russia to send such a document to NATO and suggested Russia may be testing NATO solidarity through non-military means.

NATO Secretary General Mark Rutter said on Wednesday the alliance had reacted to what Russia had sent and that it had urged Moscow to stop the nuclear threats.

Rutter added there is no way Russia can beat NATO because the alliance is so much stronger than the country.

Netanyahu Says Co-Pilot Was Radicalized

Israeli Prime Minister Benjamin Netanyahu has provided new details about the mid-air attack on a FlyDubai flight.

He's told a US media outlet that the suspect underwent Islamist radical indoctrination.

The plane was traveling from the United Arab Emirates to Israel on Wednesday.

It made an emergency landing in Saudi Arabia after sending a distress signal.

The Associated Press released video taken during the plane's rapid descent.

Israeli media report that the copilot stabbed the captain in the cockpit and tried to crash the plane.

Saudi authorities say they're transferring the suspect to the UAE and officials there have ordered an investigation.

When asked by reporters, US President Donald Trump suggested the attack could be linked to Iran, but he did not offer any evidence of such a connection.

S. Korea Launches New Agency, Stripping Power from Prosecutors

South Korea is in the middle of overhauling the way it charges people with crimes.

The former prosecutor's office has been scrapped and the country launched 2 new agencies on Friday to replace it.

The reform means prosecutors will no longer be able to investigate crimes themselves like they have in the past and it gives police more power to carry out criminal probes.

Earlier I spoke with NHK World's Kim Chan-ju, who is outside the Serious Crime Investigation Agency.

Well, this agency is brand new, so the entire area has been bustling all morning.

I've been watching employees arrive here for their first day of work, getting instructions on how to enter the building.

Flocks of journalists have been waiting outside all day to report on this very significant moment for South Korean society.

Earlier this morning, the agency had an opening ceremony to mark the occasion, with senior officials in attendance.

Starting today, this agency will be responsible for investigating some types of serious crime.

That includes offenses related to finance, drugs, corruption and national security.

Meanwhile, the country's prosecutors, who are responsible for indictments and court proceedings, will now belong to another newly established institution, the Prosecution Service.

Now, this is a pretty major structural shake-up, Chan-ju.

Can you explain how that changes the way crimes are investigated?

Most significantly, it means prosecutors will no longer be allowed to investigate crimes themselves.

Until now, if you were a prosecutor in South Korea, you had what's called a supplementary investigative authority.

That means you could tell police what to investigate or do the actual investigative work yourself.

So the former prosecutor's office was responsible for both directing the investigations and deciding who to charge with the crime. But that office has now been abolished.

Under the new system, some cases will be handled by the new Serious Crime Investigation Agency, while police will handle the rest, like assaults and thefts.

Then the prosecution service will decide, based on those investigations, whether suspects should be charged with the crime.

I see, Chan-ju. Again, this is a major reform.

So why did the South Korean government go ahead with it?

For decades, critics have argued that prosecutors hold too much power and shouldn't be allowed to control investigations and the ability to lay charges.

Critics have also accused some prosecutors of acting with political motives.

So the current administration pursued a complete separation of investigative and prosecutorial powers, and that reform was eventually approved in the National Assembly.

And how are people in the justice system reacting to this?

Opinions seems to be divided on what the scope of a prosecutor's power should be.

I spoke to two legal experts to get their thoughts and got very different answers.

There were many cases in which alleged human rights violations, evidence fabrication, or even false accusations were never properly reviewed before indictments were filed and defendants were sent to trial.

In the past, prosecutors oversaw all criminal cases and supervised police investigations.

It was quick and efficient. But stripping prosecutors of their powers and expanding police authority instead is a dangerous move.

Major South Korean media outlets say this reform is happening alongside widespread delays of case processing. And the reform itself has been anything but smooth.

The head of the serious crime investigation agency was tapped to lead by the president, but hasn't yet had approval from National Assembly, so the agency is currently with our leader.

And while the agency is supposed to employ over 2800 people, local media reports say only two-thirds of those jobs have been filled so far.

This reform has been the subject of intense controversy from day one, so how effectively these two institutions can work together will be under close public scrutiny.

Banks in Northeast Japan Weigh Tie-Up

Now, three banks in northeastern Japan are moving toward integration talks.

The discussions involve Aomori Michinoku Bank, the Bank of Iwate and the Akita Bank.

If the deal goes through, their combined assets would top 13 trillion yen, more than $82 billion, forming the region's largest financial group.

A shrinking population and the Bank of Japan's recent rate hikes are intensifying competition among lenders.

Across Japan, more regional banks are rethinking their strategies.

A recent example is the agreement between the Gunma Bank north of Tokyo and the Daishi Hokuetsu Financial Group.

And in central Japan, the Shizuoka Financial Group and the Bank of Nagoya have also agreed to begin talks on a possible tie-up. And in central Japan, the yes.

New Nidec Head Vows Reform at Scandal-Hit Company

The new president of electric parts maker Nidec has vowed to rebuild the company after a series of accounting and product quality scandals.

The pledge came as the firm's auditor declined to give an opinion on Nidec's latest financial report.

Kaida Michio took the post this week after his predecessor resigned.

He apologized for the company's failures and promised reform.

Nidec posted a massive net loss of more than 560 billion yen, or $3.6 billion, for fiscal 2025.

Kaida said he hopes to obtain the auditor's approval of the delayed financial report by the end of the month.

Now, the auditor, PwC Japan, said it withheld its opinion because some Nidec officials involved in accounting irregularities were still involved in the financial reporting process.

Rice Purchases by Japan Wholesalers Hit Record Low

Japan's agriculture ministry says less than 70 percent of last year's rice harvest has been sold to wholesalers. That's a record low and indicates an oversupplied market.

Officials say distributors had sold just over 1.8 million tons of the 2025 harvest at the end of August.

That's 69 percent of the crop, a drop of 16 percentage points from the previous year and the lowest since data became available in in 2013.

The government last year released rice from stockpiles.

That's after the price of the staple food doubled.

The ministry says demand for domestic rice fell as prices rose and more lower-priced imported rice entered the market. Prices of domestic rice have since fallen.

Japan's farmers are now urging the government to buy back the rice it released from stockpiles to improve the supply-demand balance.

US Treasury Yield Hits Two-Decade High

The yield on the 10-year US Treasury Bond on Thursday briefly hit 5.34%, the highest level since 2002.

Investors have been dumping government debt on expectations that rising crude oil prices could keep inflation stubbornly high and the Federal Reserve could hike rates again.

There is also growing unease about the US fiscal outlook.

The government sponsored mortgage giant Freddie Mac says in the week through September 30, the average 30 year fixed mortgage climbed to 7.28%, the highest since November 2023.

If borrowing costs keep rising, it could pose political risks for President Donald Trump's administration as it heads into November's midterm elections.

Requirements for Japan's 'Secondary Capital' Revealed

NHK has learned the Japanese government has set out draft requirements for the country's planned secondary capital.

The designated city is expected to serve as an alternative center for government operations if a major disaster strikes Tokyo.

Government sources said four cities Sapporo, Nagoya, Osaka and Fukuoka currently meet all the draft requirements.

Legislation to allow the designation of a secondary capital was enacted in the Diet in July.

The government now plans to finalize an ordinance that sets specific requirements.

One is that candidate cities be outside areas that could be affected if a major earthquake struck beneath Tokyo or Mount Fuji erupted.

Another requirement is that the population of the candidate city account for at least 1.2% of the country's total.

The city must also be in a prefecture whose GDP makes up at least 2.1% of Japan's overall GDP.

Another requirement is to already be hosting at least half of the central government's 28 types of branch offices.

The city will also need to have special administrative areas similar to Tokyo's 23 wards.

The government plans to announce the draft requirements shortly and invite opinions from the public.

Kurashiki City Weds Sightseeing with Nuptials

In a bid to popularize wedding tourism in a historic setting, a business in western Japan's Okayama Prefecture invited reps from an Australian travel company and other interested people on a sample tour.

This mock wedding ceremony features models as bride and groom.

They're riding on a canal boat in Kurashiki City's famous historical district.

The first stop on the tour was a bamboo garden in a multi-use cultural facility.

Later, the reps took part in a tea ceremony demonstration in an adjoining alcove.

They experienced traditional culture while sipping matcha tea and trying Japanese sweets.

The temperature in Tokyo was just 20 degrees on Friday noon, much lower than the average high.

For the north, people in parts of Hokkaido had the first snowfall of the season.

The first snow arrived at Mount Asahi in Hokkaido on Friday, making it the earliest in Japan.

Footage shows snow and fog blanketing the ropeway station on the mountain.

The thermometer there showed nearly -1 degree Celsius with strong winds.

Autumn colors have been visible on the mountain since last month, and many visitors originally came to take photos of the leaves.

However, a dramatic change in the view overnight both surprised and excited them.

As a low pressure system moves away, snow and strong winds in Hokkaido are tapping off.

Meanwhile, a high pressure system is likely to cover much of the country over the weekend, so sunny skies are expected in many cities including Tokyo.

The highs will be 25 on Saturday and 23 on Sunday.

Now moving to the Pacific, Storm Choi-wan is hitting the Mariana Islands, bringing gusts of over 100 kilometers per hour.

The storm is expected to intensify more and approach Japan's Ogasawala Islands.

Warning level high waves are expected to start on Sunday.

Heavy rain and strong winds will peak on Monday and Tuesday.

In the bigger picture across Asia, a frontal system is lingering along southern China, bringing isolated downpours.

Showers also could be happier in Chongqing, but sunny skies are expected in Seoul and Tokyo.

The Iranian government says it has received a US response to its proposal to reopen the Strait of Hormuz. Tehran made the announcement on Wednesday.

Iran had put forward a seven-day plan for reopening the strait.

Officials from the US and Iran are holding a series of indirect talks with the help of Qatari mediators.

Iranian media outlets report that Foreign Minister Abbas Arachi presented the US response to President Masoud Pejashkian. Details of the response have not been disclosed.

But Reuters news agency on Wednesday quoted an official as saying the document describes a process for returning to an enhanced version of the memorandum of understanding agreed in June.

The report added the official said this includes concrete steps on Iran's nuclear program.

Netanyahu: Pilot Tried to Crash Israel‑Bound Flight  

A flight from the United Arab Emirates to Israel made an emergency landing after it sent a distress signal indicating a possible hijacking.

Israeli Prime Minister Benjamin Netanyahu called it a serious security incident.

British Prime Minister Andy Burnham has indicated that his country could rejoin the European Union.

Burnham told the BBC on Wednesday that Britain's withdrawal from the EU has done more harm than good.

One opposition party leader criticized the latest comments, saying Burnham must stop with all the maybes and start negotiating a better deal for Britain today.

Anti‑Customer Harassment Mandate for Japan Firms Takes Effect  

Now, companies in Japan are required from October 1 to take measures to protect their workers from harassment or abuse by customers or business partners.

So-called customer harassment is defined as behavior that goes beyond socially acceptable norms.

It includes making demands unrelated to products and services, forcing workers to kneel and bow in apology, as well as intimidating them by shouting.

A revision of the labor policy promotion law mandates companies to respond firmly to such abuse and make their policies to protect staff public.

They are also required to inform staff of steps to be taken, such as not allowing a worker who's being harassed to deal with the situation alone.

Firms also have to set up consultation booths and provide psychological care for victims.

One possible penalty that companies which fail to implement measures could face is having their names made public.

BOJ: Sentiment Improves at Large Manufacturers on AI Demand  

Business sentiment improved at large Japanese manufacturers in the three months through September.

According to the Bank of Japan, Tankan survey confidence picked up for the sixth straight quarter supported by AI-related demand.

Now, in the Bank survey released on Thursday, the sentiment index came in at +24 or up 2 points from the previous quarter.

A positive number shows more companies are optimistic than pessimistic.

The central bank polled about 9,000 companies.

Sentiment improved especially in the non-ferrous metals production machinery and electrical machinery sectors on the back of semiconductor demand.

However, sentiment at large non-manufacturers fell two points to plus 35 in the same period.

BOJ Summary: Pace of Rate Hikes Should Accelerate

The BOJ's summary of opinions from its latest meeting shows policymakers indicated the pace of interest rate hikes may need to accelerate.

They cited the rising risk of higher inflation.

The bank raised its benchmark interest rate by 0.25 points to around 1.25% at the meeting on September 18th that's the highest in 31 years.

The summary released on Thursday states there has been a shift in the phase of monetary policy one board member says the bank should shift from encouraging a rise in inflation and demonstrate to the market its determination to prevent upward deviations in prices.

Now, another board member said if signs of an upward deviation in prices are observed, the bank will need to accelerate the pace of rate hikes.

The central bank's next two-day policy meeting starts on the 29th of this month.

China's National Holiday: Fewer Visitors to Japan Expected  

Now Thursday marks the start of China's week-long holiday to celebrate the country's national day.

It's a period when hundreds of millions of Chinese travel, but the number visiting Japan is expected to decline due to worsening bilateral relations.

Now, this railway station in the southern city of Guangzhou was already crowded on Wednesday.

People appeared to have taken a day off ahead of the official start of the holiday week.

Many were heading back to their hometowns.

The Chinese government estimates that people will make more than 2.1 billion journeys during the holiday period.

Now, a museum showcasing rare Japanese models hopes to put fresh fuel into a region long linked with car culture.

This building in Hiroshima Prefecture was an elementary school until it closed six years ago due to a lack of students.

Today the classrooms aren't filled with desks, but with dream cars.

Nine rare models are parked inside, including race-ready machines and a prototype that never made it to the showroom floor.

The museum is the brainchild of Kijima Takao.

He once worked as an engineer for a major automaker based in Hiroshima.

He helped develop the Roadster, or Mazda MX-5, a model that raced its way into the hearts of fans in Japan and abroad and celebrated its one millionth unit 27 years after its launch.

Because of Kijima's deep involvement in its creation, car fans affectionately call him Mr. Roadster.

And now, A swimming world record could be set in Japan this fall, but the athlete behind it isn't exactly a young new phenom.

Takahashi Heishiro has spent decades in the water owning these skills.

And at 90 years old, he's only getting better.

Takahashi has already broken three national records in Japan, but his latest goal is to break a world record in the 50-meter freestyle. He's just 1.1 seconds away.

Japan's New Foreign Labor Program to Start in April  

A Japanese foreign labor program set to launch next spring could face difficulties due to a language proficiency requirement.

Schools and other institutions say they may struggle to meet demand from the program because of a lack of Japanese teachers.

The Employment for Skill Development program is scheduled to start next April.

It will accept up to 420,000 foreign workers over a two-year period.

The program will offer work in construction, nursing care, agriculture, and other fields facing severe labor shortages, but only candidates who meet Japanese language or study requirements will be eligible.

Applicants who do not pass proficiency tests will be required to take at least 100 hours of Japanese classes before starting work, and at least another 100 during the course of the program.

The Immigration Services Agency conducted a survey earlier in the year of about 900 Japanese language schools and other institutions.

Less than 30 percent said they could provide or would consider providing such courses.

The new program will replace the technical intern training program that was in place for more than 30 years.

The old scheme aimed to provide training to foreign workers so they could contribute to development in their home countries.

But some said the program was being used to fill Japan's labor shortages and was not meeting its actual purpose.

First Birthday Bash for Emperor Penguin in Japan

An emperor penguin celebrated her first birthday with gifts of ice in the shape of a heart at a Japanese theme park.

Emperor penguins are classified as endangered on the International Union for Conservation of Nature Red List.

But 19 of the birds currently live at Adventure World theme park in Shirahama Town, Wakayama Prefecture, western Japan.

"Yoyo-chan" turned one on Wednesday. Park staff celebrated the occasion with gifts of ice in the shape of a heart and the number one.

Park officials say the penguin weighed 295 grams when she hatched.

World Weather

Now it's time to check the world weather.

People in parts of the US confronted devastating floods triggered by former Hurricane Polo. Our meteorologist Yuumi Hirano has the details.

After making landfall in Mexico, Hurricane Polo changed into a low-pressure system.

Even though the storm is not a hurricane anymore, it still keeps enough moisture to cause severe flooding in the United States.

The remnants of Hurricane Polo battered parts of New Mexico with heavy rain on Tuesday causing disruptions.

Many people in small towns in the state were forced to evacuate as dams filled and roads flooded.

Many cars were stranded on roads covered with water, while some highways were littered with debris.

The weather department says much of the flooding is expected to spread to nearby states later this week.

The system is moving eastward bringing thunder showers.

The wet weather is also expected in Chicago, Oklahoma City and Houston, but sunny skies are likely in Atlanta, Washington and New York.

The temperature in Washington will be 29, which is almost 10 degrees higher than usual.

Now moving to the Pacific, a new tropical storm formed on Thursday near the Mariana Islands.

The system is expected to bring gusts of over 100 kilometers per hour and up to 200 millimeters of rain. Flooding and power outages could be a concern.

The storm may intensify into a typhoon over the weekend and approach Japan's Ogasawara Islands, so people there should get ready for high waves and strong winds.

In the bigger picture across Asia, monsoon rains possible in Manila and Bangkok.

Cloudy and wet weather may return to Tokyo with a high of only 22.
