Trump Open to Meeting with Putin, Xi

US President Donald Trump says he's open to holding talks with his Russian and Chinese counterparts.

US media outlets have reported that Russian President Vladimir Putin proposed a three-way meeting with Trump and Chinese President Xi Jinping.

Putin reportedly suggested holding talks on the sidelines of next month's APEC summit in China over the situation in Ukraine.

Trump was asked by reporters on Monday whether he had agreed to such a meeting.

He said, No, but I would. And he added that the focus of the talks would be nuclear weapons and not so much for Ukraine.

00:01:00 話者 12/Donald Trump

We would schedule a meeting based on the denuclearization and that's a very positive thing for the world so I would do it if they want to have a I just heard about it if they'd like to have it I think it would be held in China.

00:01:16 話者 1

Trump stressed the importance of such discussions. The three countries possess large nuclear arsenals.

Since beginning of his second term, Trump has repeatedly called for a nuclear disarmament framework that includes not only the United States and Russia, but also China. Beijing is said to be strengthening its nuclear forces.

The White House has announced that Trump advocated for arms control involving the three countries when he met Xi in September.

War in Ukraine
Washington Seeks Peace but Zelenskyy Grows Frustrated

Now, a rift is growing between Trump and Ukrainian President Volodymyr Zelenskyy.

But US Secretary of State Marco Rubio insists his country remains committed to achieving peace.

00:02:02 話者 23/Marco Rubio

We've done everything we can and will continue to do everything we can to help facilitate the end of that war. No one's winning that war.

00:02:10 話者 1

Rubio called on both Russia and Ukraine to make concessions to end the fighting, which began after Russia's invasion in 2022.

Trump once again expressed his dissatisfaction with Zelenskyy.

00:02:24 話者12

Zelenskyy is a man that should have had this war settled a long time ago.

If he would have listened to me, he would have made a much better deal a long time ago.

00:02:34 話者 1

Trump also said that while the US has provided Ukraine with significant amounts of intelligence, it has not received anything in return.

Meanwhile, Zelenskyy claims Ukraine has almost run out of interceptor missiles for the Patriot air defense system.

00:02:52 話者 24/Zelenskyy

Unfortunately, the Pentagon is delaying the delivery of missiles that our partners have already paid for.

00:03:02 話者 1

But he said he still hopes to meet with US officials in Norway in the coming days to discuss military supplies and support.

Zelenskyy also said in a social media post earlier that several waves of Russian ballistic missiles had struck his country.

He said there were no early warnings about the attacks from Ukraine's partners.

Zelenskyy said more than 10 energy infrastructure facilities were damaged and over half-a-million households were left without power.

Japan Launches Martian Moon Mission

Japan is heading to a Martian moon.

And if its mission is successful, it will be the first to ever land a spacecraft on Phobos.

The rocket carrying a spacecraft called Martian Moons Exploration, or MNX, blasted off from Tanegashima Space Center in the very early hours of Tuesday morning.

The rocket eventually jettisoned its first stage and boosters

And, a little over an hour after blast-off, MMX was placed on its trajectory toward Mars.

MMX could be the first-ever spacecraft to land on Phobos, collect samples from its surface and bring them back to Earth.

The Japan Aerospace Exploration Agency, or JAXA, says it spent $350 million developing it.

It's expected to approach Mars around August next year, spend three years observing, then return to Earth with samples by March of 2032.

JAXA says it hopes the mission will help develop technology necessary to explore Mars and its vicinity.

It also hopes scientific observation and analysis of samples would shed more light on the origin of Mars' moons.

Japan's Empress Emerita Michiko Turns 92

Japan's Empress Emerita Michiko has turned 92.

The imperial family gathered for a celebratory event.

The ceremony was held at her residence on Tuesday.

The Imperial Household Agency says this year's event was scaled back.

The agency says the Empress Emerita gets tired more easily and walks for shorter distances.

But the agency also says she has been spending quiet and calm days with Emperor Emeritus Akihito.

In May, the Empress Emerita stayed at the Imperial Villa in the coastal town of Hayama with the Emperor Emeritus. The couple met people along the beach.

The Empress Emerita also keeps up with current events, including reports on disasters and performances of Japanese athletes at international competitions.

The new service, called Teppay, became available on Tuesday.

It's been added to Mobile Suica, the smartphone version of Jr. East's Suica Transit IC card.

Up to now, Suica users could keep a balance of up to 20,000 yen, or about $126.

Japanese Firm Opens UK's First HVDC Subsea Cable Plant

Now, a Japanese company has opened a factory in Scotland for producing high voltage direct current subsea cables used in offshore wind power projects.

It's the first plant of its kind to be built in Britain.

Now, Scottish First Minister John Sweeney was among officials from Japan and the UK who attended the opening ceremony on Monday.

Sumitomo Electric Industries spent 350 million pounds or about $465 million to build the factory at the Port of Naig in northern Scotland.

The plant will make subsea cables used to transmit electricity generated by offshore wind farms to shore.

HVDC cables can transport a high volume of energy over long distances without power loss. The new plant is expected to strengthen the UK's energy security.

We obviously need to have a strong supply chain to make sure that we can meet those demands and those aspirations.

Japan Bill to Cut Consumption Tax on Food Moves to Lower House

Japan's lower house on Tuesday started debating a bill to cut the consumption tax on food amid accelerating inflation.

Prime Minister Takeichi Sanae will attend the session and face questions.

The bill would cut the consumption tax on food products to 1% for two years from April 2027. The rate is currently 8%.

The legislation also includes support payments to workers based on income levels.

Takeichi stressed the need for the tax cut at an Upper House Budget Committee meeting on Monday.

00:11:36 話者 63/Takeichi Sanae

Food and beverage costs have become a particular burden for low-income earners amid higher prices.

The two-year reduction would serve as a bridge until the support payment program is fully introduced.

00:11:52 話者 2

Opposition parties are expected to question the bill's effectiveness in tackling inflation.

They intend to press the government on funding sources and who would qualify for the support payments.

00:12:07 話者 64/Isa Shinichi/Komeito

We are concerned that it is difficult to go forward without first clarifying who will receive the income-based benefits, how much, how they will be funded, as well as the funding source.

The government and ruling parties say the tax cut will provide relief to households as prices continue to rise.

Chinese EV Boom Shakes Up European Market

Now, in Europe, Chinese automakers are making inroads with electric vehicles.

The region is an auto manufacturing powerhouse.

Now, those European automakers are being forced to adapt to a new market reality.

00:13:19 話者 73/Yamada Hiroki/NHK WORLD

We are at the Paris Motor Show.

One of the trends at the venue is affordable and compact EVs.

00:13:28 話者 3

It's one of Europe's biggest car expos.

Yet many of the exhibitors were Chinese brands.

25 were showcased here. That's 50% more than 2024.

The companies say their cars are increasingly popular in Europe.

Our growth is very fast, is very strong. And I would say the demand is so strong that we could even go beyond what we are currently doing.

00:13:55 話者 3

Their market share is growing. Chinese vehicles now account for nearly 10 percent of new car registrations in the EU, a three-point growth in just one year.

That has some European officials worried.

The region already runs a massive trade deficit with China.

00:14:14 話者 75/Ursula von der Leyen/President, European Commission

Some say the second China shock is looming, but it's already here.

00:14:20 話者 3

The EU is hoping to tackle the problem.

Earlier this month, it held ministerial talks with China.

While it had already imposed tariffs on EVs.

They also agreed on import limits for Chinese hybrids and plug-in hybrid vehicles.

As for the European automakers, they're taking a different tack: collaboration.

Take Stellantis, for example.

Three years ago, it invested in the Chinese EV maker Leap Motor.

They have combined their operations and are even producing Chinese cars at their factory in Spain. By jointly procuring parts, they can bring down costs.

They are also selling their cars together at dealerships like this one.

There are over a thousand of them across Europe.

And the cars are proving popular with consumers.

How easy it is to drive, the space inside the vehicle too.

I found it was a good car for my needs and it fits my budget.

00:15:27 話者 77/Danilo Annese/CEO, Leapmotor International

Stellantis is benefiting from the access to the technology that today is one of the most advanced when it goes to BV and hybrid vehicles.

Clearly the two partners are continuing exchanging what are future potential synergies in all domains.

00:15:45 話者 3

One expert says Europe is in a delicate balancing act.

00:15:51 話者 78/Fukao Sanshiro/Itochu Research Institute

Most EV batteries are made in China. For non-Chinese brands, including European manufacturers, it is extremely difficult to compete on cost.

The industry has now entered a stage where companies are trying to determine what added value they can create while building cooperative relationships between Chinese and European players.

France Sets Curfews After Riots

France is reeling from massive protests that descended into riots over the weekend.

They also banned gatherings and demonstrations after 8 p.m. in some areas.

Several other places also set curfews.

They included the northern city of Lille and the southern city of Nice.

Students and other groups continued to protest.

They blocked the entrance to the Louvre Museum. It had to close for the day.

Demonstrators have been demanding that the government deal with rising prices and poor school conditions.

The violence exploded on Saturday after weeks of escalating tensions.

The government says that more than 3,000 shops had been damaged in the unrest.

Ethiopia Tensions May Aggravate Red Sea Instability

Concerns are rising about further destabilization around the Red Sea due to confrontation between the Ethiopian government and anti-government ethnic minority forces.

In September, Tigrayan forces opposing Prime Minister Abiy Ahmed's government seized the major city of Umkele and airports in northern Ethiopia.

The government's troops retook them in October.

Security was tight when an NHK team visited the central part of Mekelle on Friday and Saturday. Government forces patrolled the streets in heavily armed vehicles.

The Ethiopian government claims that neighboring Eritrea is backing the anti-government forces. Eritrea denies the accusation and says it's severing diplomatic ties with Ethiopia.

The two countries have been at odds in recent years as Abiy pushes for access to a Red Sea port. He says landlocked Ethiopia needs the access for its economic growth.

In Yemen, the anti-government Houthi group, backed by Iran, expanded its control to areas around Bab al-Mandab Strait in September.

This move is threatening navigation of ships. Observers say the turmoil in Ethiopia may further destabilize the situation around the Red Sea, a major route of maritime traffic.

World Weather

And now to world weather.

Some rain moved through parts of Japan Tuesday, but people are wondering if more are on the way. Our meteorologist Jonathan Oh has the details.

00:24:55 話者 5/Jonathan Oh

Hello, we had a front that moved through or is lingering over Japan as we went through day on Tuesday and looks like that as it continues to remain across Japan, extending back over toward the Korean Peninsula and into China, it looks like rain will continue to be a part of the story.

And we are talking about some warm air that's coming in from the south.

And so that's when they're bringing temperatures are getting close to 30 degrees for daytime highs in place like Tokyo as we continue into Wednesday,

we're keeping an eye on Champa down toward the south at the moment still in the open waters but it's still going to be coming awfully close to portions of the Okinawa Islands into Taiwan as well so we'll have to keep an eye on that and be prepared as the system continues to approach Tokyo at 29 on Wednesday rains hold with a high of 15 Beijing looking at 14 with sunny skies to go through the middle of the week.

Meanwhile we're looking at an impact of a front that brought some really heavy rainfall into eastern portions of Mexico here's look some video that's coming out from the country as a cold front brought severe weather to the region and according to Reuters, several rivers overflowed and flooded populated areas while a landslide hit a house on a slope and caused a wall to collapse.

Authorities said that classes were suspended since Sunday across parts of the state and the government of that state has urged residents to follow evacuation orders and move to designated shelters.

Now, as we look at the broader picture, it looks like that the rain will still be in the area as we go through Tuesday now up to the north into the United States and even into Canada relatively fair weather in place we're not looking at much in terms of rain maybe some scattered showers into the desert southwest and portions of the southern plains.

But that's just about it looking at temperatures ranging from the mid-teens in the Pacific Northwest to the mid to upper 20s which is relatively comfortable place like Houston and Los Angeles so we're definitely looking at some more like temperatures that are coming and hold into the area as we go through the day.

Hope you have a good day wherever you are.
