They say the number of foreign visitors this year has already topped last year's total of more than 24 million. That marks a record high for the 5th year in a row.
Tourism minister Keiichi Ishii said the milestone was reached on November 4th.
Officials attribute the increase to the relaxation of visa requirements for Chinese and Russian tourists.
They say more flights to and from South Korea and Hong Kong also helped.
Ishii pledged to do more to attract foreign tourists.
The government wants to raise the number of visitors to 40 million by 2020. Annual gains of 15 percent will be needed to achieve the target.
