Japanese Foreign Minister Taro Kono started a 3-day-visit to Bangladesh on Saturday. He is expected to pledge financial aid for Rohingya refugees in the country.


China's presidential envoy has met with a close aide to North Korean leader Kim Jong Un. They are thought to have discussed the North's nuclear and missile programs.

A US weekly magazine says airstrikes by the US-led coalition against the Islamic State militant in Iraq may have killed far more civilians than has been acknowledged.

Japanese Foreign Minister Taro Kono will visit Bangladesh and pledge financial aid for Rohingya refugees in the country.
Kono will start a 3-day visit to the country on Saturday.
More than 600,000 minority Rohingya Muslims have fled to Bangladesh from neighboring Myanmar. Fighting between government security forces and Rohingya militants in the western state of Rakhine broke out in late August.
Kono is scheduled to meet his Bangladeshi counterpart Abul Hassan Mahmood Ali and visit refugee camps near the border with Myanmar.
He plans to offer about 18 million dollars in aid to be used on food and goods for the refugees. He will also push for their early return to Myanmar.
Kono will also call for fully implementing UN Security Council sanctions resolutions to maximize pressure on North Korea. He is also expected to discuss the Indo-Pacific region and urge cooperation to ensure it remains free and open based on the rule of law.

The head of the Chinese Communist Party's international department, Song Tao, arrived in Pyongyang on Friday.
North Korea's state-run TV broadcast images of senior officials of the ruling Korean Workers' Party welcoming the Chinese delegation.
Song immediately held talks with Korean Workers' Party Vice Chairman Choe Ryong Hae. Choe is believed to be closely trusted by Kim.
China says the 2 agreed that their countries need to work together to advance their relations.
Song's dispatch follows a US-China summit on November 9th. It is also the first visit by a senior Chinese official to North Korea in more than a year.
US President Donald Trump earlier expressed his hope on Twitter that China will use its influence on North Korea, calling the visit a big move.
However, officials in Pyongyang are increasingly frustrated with their counterparts in Beijing, who say they will fully implement UN Security Council sanctions resolutions.
North Korean state media said on Friday the country will strengthen its "sacred sword" of nuclear deterrence for self-defense unless the United States abandons its hostile policies toward the North.

Delegates at a UN conference on climate change say they will speed up negotiations on rules to implement the Paris accord.
Friday was the final day of the conference in Bonn, Germany.
In the conference that started November 6th, delegates discussed specific rules to implement the international framework to counter climate change beyond 2020.
They talked about how nations could report on and verify efforts to achieve targeted cuts in greenhouse emissions.
They also discussed ways developed countries could assist developing nations.
Representatives of developing nations expressed concern they may not receive sufficient financial assistance from developed countries, as the United States says it may stop contributing to a fund to combat climate change.
The administration of US President Donald Trump announced in June the country would withdraw from the Paris agreement.
Delegates aim to accelerate talks so agreements can be reached at the COP24 conference to be held in Poland in December next year.

A US weekly magazine says airstrikes by the US-led coalition against the Islamic State militant group in Iraq may have killed far more civilians than has been acknowledged.
The online edition of New York Times Magazine reported on Thursday about civilian victims of the conflict. Reporters studied coalition strikes against the militant group.
The magazine said it visited sites of nearly 150 airstrikes across northern Iraq between April 2016 and June 2017.
Reporters interviewed residents and local officials and analyzed satellite imagery.
The magazine concluded one in 5 of coalition strikes it identified had caused civilian deaths.
The figure is reportedly more than 31 times what has been acknowledged by the coalition.
Officials of the US-led coalition have hailed their military operations in Iraq and Syria as one of the most precise bombing campaigns ever waged.
Coalition officials say over the past 3 years, strikes on the militant group killed 786 civilians. But a Britain-based research group quotes evidence that suggests civilian casualties number around 6,000.
The magazine says the air campaigns may be part of the "least transparent war in recent American history."

Russia has vetoed a UN Security Council resolution to grant a 30-day extension for the mandate of an international inquiry into chemical weapons attacks in Syria.
Experts from the UN and the Organization for the Prohibition of Chemical Weapons have been investigating the issue since 2015.
Last month they compiled a report that said the government of Syrian President Bashar al-Assad used sarin gas in the northwest of the country in April.
Russia has twice vetoed a US-written proposal to extend the mandate of the inquiry by one year. Russia backs the Assad government, and has disputed the veracity of the investigation.
As the mandate runs out at midnight on Friday, there are fears that a thorough probe may not take place.
It is the 11th time Moscow has vetoed a UN Security Council resolution regarding Syria since the outbreak of the conflict in the country.

Japan will expand an anti-pirate base used by the Self-Defense Forces in Djibouti to provide shelter for Japanese in emergency situations, including armed conflicts.
Officials say the countries agreed on Wednesday that Japan will rent 3 more hectares of land adjacent to the base.
The Defense Ministry will also construct a building to provide training in disaster response for the Djiboutian army.
The ministry set up the anti-pirate base in the east African country in 2011.

Fans of Japanese animation are flocking to an event in New York featuring manga comics, figurines and video games.
The 3-day exhibition began in the US city on Friday. Local anime fans organized the event. About 200 booths have been set up to showcase Japanese pop culture.
Thousands of fans gathered, with many dressed as anime characters. They took photos with each other and bought items related to their favorite manga and anime.
Special sessions to talk about the appeal of anime, as well as concerts of anime songs are planned during the event. The organizers say it will attract more than 20,000 people through Sunday.
They also say this is the first event of its kind in New York in a decade, due to the recent lack of hit anime titles from Japan.
One visitor, who dressed as a character from the popular series "One Piece," praised the event for providing a diverse cultural experience. He said he will enjoy talking to many other visitors.
One of the organizers is Peter Tatara. He said by holding an event like this in New York, which is a center of multiple cultures, he wants to demonstrate that anime and manga can become mainstream culture in the future, instead of a subculture.
