A UNESCO committee has decided to register a group of ancient burial mounds in Japan's western prefecture of Osaka as a World Cultural Heritage site.

The decision came at a meeting of the World Heritage Committee of the UN cultural agency in the Azerbaijani capital of Baku on Saturday.

Japan's ambassador to UNESCO, Takio Yamada, and Osaka Governor Hirofumi Yoshimura who were in the audience rejoiced at the decision.

The Mozu-Furuichi Tumulus Clusters which span the cities of Sakai, Habikino and Fujiidera, consist of 49 mounds built between the late fourth and fifth centuries.

Among them is a keyhole-shaped tomb, which the Imperial Household Agency considers to be the mausoleum of Emperor Nintoku.

The mausoleum, which is officially called Daisen Kofun, is the largest keyhole-shaped tomb in Japan.

Experts say that those burial mounds represent high engineering technology in the ancient period, giving an important clue to understanding historical practices in Japan.

Japan will now have 19 World Cultural Heritage sites in addition to four World Natural Heritage sites.

The US Geological Survey says a magnitude-7.1 earthquake has struck the US state of California.

It says the temblor jolted the southern part of the state on Friday evening, local time.

The agency says the quake was centered around the town of Ridgecrest, northeast of Los Angeles. The Pacific Tsunami Warning Center says there is no tsunami threat. A tweet from a local fire department reported one minor injury so far.

The quake comes one day after another major quake shook the same region...causing damage and several injuries.

A stalemate in talks between NATO and Russia is fueling worries over the future of a key nuclear weapons treaty. The agreement is due to run out next month following a planned US withdrawal.

NATO member states and Russia discussed the Intermediate-range Nuclear Forces Treaty, or INF, on Friday at the alliance's headquarters in Brussels.

US President Donald Trump said in February the United States will pull out of the treaty on August 2. The US and NATO accuse Russia of developing missiles in violation of the agreement.

Russia denies the allegations. Earlier this month, it enacted legislation suspending the country's participation in the INF.

NATO Secretary General Jens Stoltenberg stressed after the meeting that discussions are important, especially given the increasingly tense environment. But he added, "We have not seen any signs of a breakthrough."

The new Russian law includes a clause that would allow President Vladimir Putin to lift the suspension.

But fears are growing the two sides will not reach an agreement in time to save the treaty.

The last surviving leaders of the Khmer Rouge regime in Cambodia have appealed a court ruling that found them guilty of genocide.

A UN-backed special tribunal sentenced the two former leaders to life in prison in November last year.

92-year-old Nuon Chea was the right-hand man of the late Khmer Rouge leader Pol Pot. 87-year-old Khieu Samphan was the regime's head of state. Both were convicted of crimes against humanity, namely genocide and forced marriage.

The defendants have appealed their convictions, saying the mistaken ruling infringed their rights.

The Khmer Rouge implemented an extreme form of communism during the 1970s. It is believed the regime killed at least 1.7 million people, one-fifth of Cambodia's population.

Pol Pot died in 1998, but the special tribunal was set by the Cambodian government and the United Nations in 2006 to determine the culpability of other leaders.

The defendants' appeals could prolong the trials. But an NHK reporter says some Cambodians doubt whether the trials should continue as considerable costs have already been incurred, and the people involved are nearing the end of their lives.

People in Japan have held ceremonies to honor hundreds of victims of torrential rains, flooding, and landslides, one year after the disaster ravaged communities throughout the western part of the country.

A large crowd gathered for a memorial service in the district of Mabi in the city of Kurashiki in Okayama Prefecture on Saturday. The area was particularly hard hit.

Participants offered silent prayers for the dead.

Kurashiki Mayor, Kaori Ito, noted that many people lost their lives when floodwaters broke through embankments in the district. She promised to pass on lessons learned from the tragedy to make the city more resilient to disasters.

Kensuke Saito, who lost his mother in the disaster, spoke on behalf of bereaved families. He said he was powerless to help his mother, even though she was nearby when she died.

Saito said his mother had been eagerly looking forward to seeing her grandchildren grow up.

About 470 people attended a memorial service in the city of Kure in Hiroshima Prefecture, where 28 people died.

Kure Mayor, Yoshiake Shinhara, offered condolences to people who lost loved ones. He pledged to work hard to help people get their lives back to normal.

Kumiko Takatori lost her father in the disaster. She said every time it rains, she's forced to remember.

Takatori said she lives now with the belief that there was a reason why she survived. She said she's grateful to everybody for helping her to move forward with her life, even if slowly.

NHK has established that 273 people died and nine remain missing across 14 prefectures.

221 deaths were from causes directly attributed to the disaster, such as landslides and flooding, while 52 people subsequently died from reasons related to the disaster, such as time spent at shelters.

The operator of Seven-Eleven Japan convenience stores has pledged to enhance the security of its new cashless payment service in the aftermath of a major fraud case.

About 900 customers who used the smartphone app "7pay" were the victims of a scam that fleeced them out of around 500,000 dollars.

Seven & I Holdings, the parent company of the operator, says it will introduce a two-step authentication system for new users. It will also lower the maximum amount that users can charge to the app. The current limit is around 2,700 dollars.

After the problem surfaced, the operator immediately stopped accepting new users and suspended the charging of the app via credit cards. It also increased the number of staff to monitor suspicious transactions.

Experts say the measures are not enough.

Seven & I Holdings says it will also set up a security project as soon as possible. The company has appointed a vice president to oversee the project, with help from independent advisers.

The industry ministry is demanding a thorough investigation and says the operator of the app must swiftly introduce changes to prevent a recurrence.

Ministry officials say unless the operator introduces measures that they consider appropriate, they will exclude the app from a new refund program for cashless shopping set to start in October.

A Japan Festival is underway in Sao Paulo.

Brazilians of Japanese descent hold the event every year. The latest is the 22nd.

More than 200 booths have been set up by Japanese firms and Brazilian groups representing different prefectures in Japan.

Visitors can enjoy Japanese culture and foods, including taiko drum performances and popular ramen noodles.

A man who comes every year said he particularly enjoyed the ramen due to the cold weather.

A woman said she loves Japanese culture, especially anime. She was also happy to be able to enjoy Japanese food at the festival.

Brazil has the world's largest population of people of Japanese descent.

One of the festival's organizers, Shinichiro Taniguchi, said anyone with even a single drop of Japanese blood can feel proud. He also said he believes understanding of Japanese culture is growing.

The three-day festival runs through Sunday, and is expected to attract about 200,000 visitors.

Men and women in high heels have run through central Madrid in a competition that's part of an annual festival held by the city's lesbian, gay, bisexual and transgender community.

Spectators and competitors from all over the world gathered on Thursday in Chueca, an LGBT-friendly neighborhood in the Spanish capital.

The unique race has been held for about 20 years as part of Madrid Pride, the city's annual LGBT Pride celebrations. Both men and women can take part, but rules require them to wear heels of more than 15 centimeters high to run down a cobbled street.

Spectators cheered as competitors struggled to run at full speed and maintain their balance.

About 390 dollars in prize money went to the winner.

The race took place despite calls by the country's far-right party to move the LGBT festival from the center of the city to a suburban area.
