World Rugby Chairman Bill Beaumont has praised Japan as the host nation of the world cup tournament, saying the people have been magnificent and warm hosts.
South Africa beat England in the final in Yokohama on Saturday. It's the second country to win a third World Cup after New Zealand.
Beaumont told a press conference on Sunday that his organization will make it possible for all emerging teams to get regular access in high-level competitions.
The head of the organizing committee, Fujio Mitarai, said no one could have imagined the current rugby boom when Japan was selected as the host country 10 years ago.
He also said the event has helped the Japanese people to understand the spirit of rugby, and many people have become fans of the sport.
The next Rugby World Cup will be held in France in 2023.
The two organizations say a record 99.3 percent of the tickets were sold.
An average of 37,877 people attended each game. Three matches were cancelled because of a typhoon.
A total of 1.137 million people visited 16 fan zones across the country to view the games on giant screens.

The fire that destroyed Shuri Castle in Okinawa is likely to have started from the main hall, according to police investigators. An eyewitness saw smoke coming out the first floor of the building.
The blaze raged for 11 hours, engulfing the castle on Thursday. Most of the structures were burned to the ground, including the wooden, three-story main hall.
Investigators told NHK that one of the guards who responded to the security alarm witnessed heavy smoke billowing out of windows on the first floor of the hall.
They say they found a burned electrical panel on the floor. They are now looking into whether the device was the cause of the fire.

Anime fans from Japan and abroad have gathered in Kyoto to say farewell to 36 employees of Kyoto Animation who died in an arson attack in July. The blaze left 33 other people injured.
The event was held on Sunday with the aim of mourning the anime creators and keeping their hopes alive.
Visitors offered prayers at a makeshift altar that was about 30 meters wide.
They each received a postcard from the studio with a message in Japanese and English. The message states, "We will continue to create animations for all over the world that help people have dreams, hope, and impress them."
A 25-year-old visitor from Kyoto said most visitors were in tears. She thanked Kyoto Animation and asked the company to continue what she called its amazing work.
A 20-year-old exchange student from China said Kyoto Animation's work inspired her to come to Kyoto. She said it is wonderful that the company gave fans a chance to mourn and thank the deceased. She said she wants to thank everyone at Kyoto Animation.
The event will continue through Monday.

Chinese Premier Li Keqiang has met with leaders of the Association of Southeast Asian Nations. At the top of the agenda were issues concerning the South China Sea. Some of the member nations have competing claims with China in the sea.
The leaders of the 10 ASEAN members started a series of summits near the Thai capital, Bangkok, on Saturday.
At the meeting with the ASEAN leaders on Sunday, Chinese Premier Li reiterated his willingness to conclude a maritime code of conduct by 2021. The accord is aimed at preventing conflicts in the resource-rich waters.
Li said that progress on the code of conduct will bring long-term peace and stability in the South China Sea.
The Chinese premier stressed cooperation between China and ASEAN is beneficial for all parties involved.
He said that it comes at a time when the international and regional situations are facing complex changes.
China is boosting its military presence in the region. It has built artificial islands and military outposts. Some ASEAN members including Vietnam oppose the buildup. They say it undermines regional peace and stability.
The United States has been sending warships to the South China Sea under its "Freedom of Navigation" operations.
NHK's reporter says Beijing's push for discussions on maritime rules can be seen as a way to exclude Washington from policy on the South China Sea.
The ASEAN leaders will also meet on Monday with delegates from the US, China, Japan and others in the East Asia Summit.
There is a smaller US presence than usual at the meetings. At past ASEAN summits, the US was represented by either its president, vice president or secretary of state. But they are not attending this time. Instead, newly-appointed National Security Advisor Robert O'Brien heads the US delegation.
ASEAN sources say the absence of the leaders could undermine the US presence in the region.
In contrast, China has been increasing its presence. Beijing and Washington have been competing to increase their influence over ASEAN in security and economy. So analysts say China is taking advantage of the US absence to have more say in regional issues.

The Spanish government has offered to help 16-year-old Swedish environmental activist Greta Thunberg travel to Madrid for a UN climate summit. The venue of the conference, known as COP25, was changed to the Spanish capital at the last minute.
Thunberg was on her way to Santiago, Chile, where COP25 was originally set to take place. The conference is due to start on December 2.
Following the announcement of the venue change, Thunberg tweeted that she had travelled halfway around the world the wrong way, and would be grateful for help finding transportation.
In August, the teenager traveled from Sweden to the United States by sailboat. She refuses to fly because of the carbon footprint.
In response to Thunberg's plea, Spanish Minister of Ecological Transition Teresa Ribera tweeted that Spain would love to help her cross the Atlantic.
The Spanish government has not yet announced how it will help. With the conference opening in less than a month, it remains to be seen whether Thunberg will be able to get to Madrid in time.

Iran has unveiled new anti-US murals at the former American embassy in Tehran ahead of the 40th anniversary of the takeover of the compound.
Students overran the US embassy on November 4, 1979, after the Islamic Revolution. They held Americans, including embassy workers, hostage for more than 400 days. The crisis led Washington to sever ties with Tehran.
The paintings unveiled on Saturday replace works that had been on the walls since the seizure of the embassy.
The new murals include one that shows barbed wire instead of French fries in a packet of a US hamburger chain. Another appears to depict a popular American cartoon character holding a gun in front of a pool of blood.
A man involved in creating the murals said one of the messages of the works is the decline of America.
A resident of Tehran said the paintings mirror reality and express the feelings of Iranian people.
Another person expressed concern that they could generate hostility and worsen relations with the US.

South Korea says it has asked the United States for help to improve its deteriorating ties with Japan.
South Korean Deputy Foreign Minister Yoon Soon-gu met US Assistant Secretary of State for East Asia and Pacific Affairs David Stilwell in Thailand on Saturday.
South Korea's Foreign Ministry says Yoon outlined what Seoul is doing to improve relations with Japan and asked for support in these efforts.
The US State Department says the officials reaffirmed the importance of trilateral cooperation with Japan. It says they also pledged to maintain close coordination to ensure the final, fully verified denuclearization of North Korea.
The US wants South Korea to reverse its decision not to renew an intelligence-sharing pact with Japan. The General Security of Military Information Agreement expires on November 23.
It is not clear whether this issue was discussed in Saturday's meeting. But Stilwell is expected to bring it up during a visit to South Korea on Tuesday.
