Japan's Chief Cabinet Secretary Yoshihide Suga says it is regrettable the United States has notified the United Nations of withdrawing from the Paris climate accord.
Suga noted at a news conference on Tuesday that the US is the world's second largest greenhouse gas emitter, but also a frontrunner in introducing innovative and advanced environmentally-friendly technologies.
He said Japan will seek cooperation with the US in dealing with climate change.
Suga also said climate change is a global issue the international community should tackle as a whole, and that Japan believes it is important to steadily implement the accord. He added that Japan will remain actively involved in efforts to tackle the issue.
Environment Minister Shinjiro Koizumi also expressed regret following the US notification of its withdrawal.
However, Koizumi took note that the US is expected to take part in COP25, the UN climate change conference scheduled for next month in Spain. He said he believes COP25 will become more important than before.
Koizumi said Japan intends to be fully prepared for the conference, by studying what it can do to maintain the effectiveness of the Paris Agreement.

Iran's President Hassan Rouhani says his country will resume uranium enrichment activity by starting up centrifuges at its nuclear facility in Fordow as of Wednesday.
Iran had been banned from uranium enrichment at the facility, which is deep underground.
Iran's move would be the fourth break since May from the country's 2015 nuclear accord with world powers.
Iran says it has been denied economic benefits of the deal because of sanctions imposed by the United States.
But Rouhani also made clear the activity will be stopped if parties to the accord fulfill their pledges.

The United States says it is imposing sanctions on nine individuals close to Iran's Supreme Leader Ayatollah Ali Khamenei.
The announcement on Monday came on the 40th anniversary of the hostage crisis at the US embassy in Tehran.
The US Treasury Department says the nine people include the head of Iran's judiciary and the supreme leader's second son.
They will be subject to an asset freeze in the US among other measures. Khamenei himself was blacklisted in June.
US Treasury Secretary Steven Mnuchin said in a statement that the nine individuals are linked to a wide range of "malign behaviors" by the Iranian regime.
The White House earlier warned in a statement of more "crippling sanctions" until Iran changes its "hostile behavior."
The statement noted that Iranian militants stormed the US Embassy in Tehran 40 years ago and took more than 50 Americans hostage for 444 days.
Observers say the US government is trying to emphasize its hardline stance as it marks the anniversary of an incident that shocked America and is still remembered by many.

Chinese President Xi Jinping has spoken out against protectionism and unilateralism.
Xi described globalization as a "tide in history" that cannot be stopped. He was apparently referring to the trade dispute with the United States, in his address on Tuesday to the opening ceremony of the China International Import Expo in Shanghai.
Xi said; "No country alone can resolve tough problems facing the world economy. The right way to address friction and other problems is for countries to engage in discussions and cooperation."
Xi also pledged to further open the Chinese market.
China is promoting the expo, which started last year, as a national project pushed by Xi.
It says businesses from more than 150 countries and regions are taking part. Half a million visitors from home and abroad are expected through Sunday.

Media reports say the US government is considering removing some of its tariffs on Chinese goods. If the Trump administration goes ahead with this, it would be the first such move since the US started to impose additional tariffs on Chinese goods last summer.
The Financial Times reported on Monday that the administration of President Donald Trump is weighing whether to backtrack on the additional 15 percent levies it imposed in September.
In return, the report says, Washington expects Beijing to deliver on promises it made during negotiations last month. Chinese officials agreed to buy more American farm products and review violations of US intellectual property rights.
The two countries are preparing to hold a bilateral summit this month to sign a trade pact. But Trump says the pact to be signed represents "phase one," covering about 60 percent of US-China trade.
Some in the US Congress are calling for action against Chinese businesses that force American companies to transfer their technologies.

Japan's Nikkei Stock Average closed at a new high for the year on Tuesday on expectations for progress in US-China trade talks.
The Tokyo Stock Exchange got off to a strong start after the Dow Jones Industrial Average in New York shot to a record high overnight.
The Nikkei index of 225 selected issues ended at 23,251, up 401 points from Friday's close. It was the first time since October 2018 that the index topped 23,000. Japanese markets were closed on Monday for a national holiday.
The broader TOPIX was up 27 points to 1,694, also the highest of the year.
Market participants say investor worries eased slightly on news that Washington is considering withdrawing some punitive tariffs on Chinese products. They say auto company shares benefited, along with those of other exporters.
They add that many investors remain cautious, however, given the twists and turns in the US-China trade talks so far.

Police and fire authorities suspect last week's fire that gutted Shuri Castle in Okinawa, southern Japan, was caused by an electrical fault.
The blaze destroyed the main structures at the cultural and historical site. The fire broke out in the early hours of Thursday on the northern side of the castle's main hall.
Sources say some of the seven security cameras in the main hall recorded a flash of light that is thought to have occurred when the fire began.
They say moments later, all the cameras lost power simultaneously and no further footage was taken.
Police and fire officials found a charred electrical distribution board during an onsite investigation that began a day after the blaze. They say the device had damage indicative of a short circuit.
Investigators plan to focus their probe on an area near the distribution board. They also plan to analyze the charred device.

Police in Greece have discovered 41 people who are believed to be illegal immigrants hiding inside a refrigerated truck.
Officers stopped the truck for a routine check on a motorway near the northern city of Xanthi on Monday.
The Associated Press reports that 39 of the 41 men are Afghans. One is an Iranian and another a Syrian.
The truck's refrigeration system was switched off, but some of the group complained of breathing problems and were taken to a hospital.
The truck is believed to have crossed the border into Greece from Turkey. Its Georgian driver has been arrested.
Last month, the bodies of 39 people who are believed to be Vietnamese were found inside a truck in Britain.
In Belgium, a refrigerated truck was found to be carrying 12 immigrants from the Middle East and Africa.
Greek authorities are on the alert for immigrants and refugees from Afghanistan, Syria and elsewhere who aim to enter Europe via Turkey.

Speculation is mounting in South Korea that the move is aimed at neutralizing people who might pose a threat to Kim's position.
Kim Pyong Il is currently Pyongyang's ambassador to the Czech Republic. He has been virtually exiled since his half-brother Kim Jong Il was consolidating his power in the 1970s.
Kim Pyong Il's brother-in-law, who is the ambassador to Austria, is also expected to be replaced.
Kim Jong Nam, the half-brother of Kim Jong Un, was killed in Malaysia in 2017. He had been backed by Jang Song Thaek, another uncle of Kim Jong Un, who was executed in 2013.

NHK has learned that scientists in Japan will soon issue a statement warning of an emergency due to a global shortage of helium. The gas is widely used in the research and manufacture of semiconductors and medical equipment.
Helium is non-flammable and used as a cooling agent. All stocks in Japan are imported.
But global supplies became especially tight last year. That was after the US, the world's biggest producer, started slashing its exports, due largely to an industry privatization move. The costs of Japan's helium imports have tripled over the past decade.
In their statement, the scientists will ask the government to quickly set up facilities and systems to recycle and store helium.
Importers put priority on supplying medical institutions and manufacturers.

Evacuation drills have been held in coastal areas across Japan to mark World Tsunami Awareness Day, designated by the United Nations.
In the western prefecture of Wakayama on Tuesday, people joined evacuation drills based on a scenario involving a huge quake along the Nankai Trough off the Pacific coast.
Residents of Hirogawa Town, ahead of their drill, held a memorial for victims of a tsunami that hit the area in 1854. The town is the setting of a folk story that brought the UN designation four years ago. The story goes that on the day, a local merchant warned villagers about an impending tsunami by setting fire to his harvested rice before guiding them to higher ground.
During the drill, based on a scenario of a train stopping in the town after a megaquake, about 300 participants got off a train using ladders and headed to a shrine on a nearby hill.
An elementary school girl said she hopes she will take the initiative in evacuating if a disaster occurs.
