The Japanese government's expert panel on the coronavirus has approved a plan to add Okinawa to a list of prefectures where a state of emergency has been declared.
The southwestern Japan prefecture will be under the state of emergency from Sunday through June 20.
The state of emergency currently covers nine prefectures, including Tokyo and Osaka.
The minister in charge of the coronavirus response, Nishimura Yasutoshi, told a panel meeting on Friday that infections are spreading across Japan, and the health care system is overstretched in some areas.
He said people must use the highest level of caution against the virus. He added that a virus variant first detected in India, and now being found in Japan, is said to be highly transmissible and may neutralize the effects of vaccines and human immunity.
Okinawa is currently implementing less strict anti-virus measures, along with nine other prefectures.
Nishimura noted that the number of new cases and hospital bed occupancy rates show that Okinawa needs tougher countermeasures. He suggested calling for restaurants and bars to stop serving alcohol and asking tourists to refrain from visiting the prefecture.
The panel also approved other plans explained by Nishimura. He proposed that Ehime Prefecture should lift its less strict measures on Saturday as the situation is improving there. The measures were supposed to continue until the end of this month.
Nishimura said the government does not plan to declare a state of emergency for Gifu Prefecture, even though it had been asked to do so. Gifu is currently under less strict measures.
The government plans to brief the Diet about its plans and hold a question-and-answer session at the legislature later on Friday.
It hopes to approve the plans at a task force meeting that will begin at 6 p.m.

A Japanese government panel of experts has given the green light for the health minister to approve the use of two more coronavirus vaccines, one developed by US drug maker Moderna, the other by British-based AstraZeneca.
The experts met on Thursday to assess data from Japan's own clinical trial in addition to those from overseas. They confirmed the efficacy of the two vaccines.
Now, the health minister could officially authorize them as early as on Friday.
People aged 18 or older will likely be eligible. But officials may later recommend a minimum age limit for the AstraZeneca vaccine because of the risk of rare blood clots. The EU drugs regulator published data that shows young people are more likely to develop them.
The Moderna vaccine would be administered at large-scale vaccination sites due to open in Tokyo and Osaka on Monday.
Currently only the Pfizer vaccine is in use as Japan's law requires clinical trials in the country.
Inoculations started in February for frontline workers before broadening to include senior citizens in April.
Less than 5 percent of Japan's population have received at least one dose, a far lower proportion than other G7 countries.
Meanwhile, the government is considering expanding the state of emergency to Okinawa prefecture in response to an urgent call from the governor as he struggles with a rapid surge in cases.
Prime Minister Suga Yoshihide says he will consult an expert panel Friday on expanding it to the southern prefecture.
Nine prefectures are already under the state of emergency, including Tokyo, Osaka, and Hokkaido.
Stricter anti-virus measures will run through the end of May.
Nationwide, more than 5,700 new infections were reported on Thursday, as well as over 100 deaths.

A human rights group in Myanmar says more than 800 people have been killed by security forces in the country since a military coup in February.
The group said that fatalities in the crackdown against pro-democracy protesters reached 802 as of Monday.
It also said an increasing number of people are being killed after taking up arms to fight the military.
The group said that at least seven people, including a 16-year-old boy, were killed by security forces' artillery shelling and gunfire in Mindat in northwestern Chin State in the five days to Sunday.
Local media outlets reported that armed civilians and the military have been fighting in and near Mindat. Last week, the military declared martial law in the town and launched assaults using helicopters. They reportedly used more than 10 detained civilians as human shields in the attack, and took the town under control.
Fighting between armed civilians and the military have also been reported in the central region of Mandalay and the northwestern region of Sagaing.

Japan's Chief Cabinet Secretary says Myanmar's embassy in Tokyo has informed the Japanese government that the passports of two diplomats at the embassy have been invalidated.
Kato Katsunobu told reporters on Thursday that the foreign ministry has received an official diplomatic document, known as a note verbale, from the embassy to that effect.
He said the government is considering how to deal with the matter given the current situation in Myanmar.
Foreign ministry officials say the two diplomats used social media to protest the February 1 military coup in Myanmar.

Japanese dancer Kaneko Fumi says she can hardly express her feelings in words after being promoted to the top rank of Britain's Royal Ballet.
The prestigious ballet company announced Kaneko's promotion to principal dancer on Tuesday. The 29-year-old Osaka native joined the company in the 2010-11 season and has been a first soloist, the second-highest position, since 2018.
Speaking to NHK on Thursday, Kaneko said she had dreamed of becoming a dancer recognized by the world since she was in elementary school.
She became emotional and burst into tears when she was told about the promotion by the director around October last year.
Kaneko underwent surgery twice to treat a ruptured knee ligament. She made a comeback each time after rehabilitation.
She said although it wasn't an easy path, she feels there was nothing wasted and everything that happened to her has made her what she is now.
She said while she was unable to perform due to the coronavirus pandemic, she practiced in the kitchen of her home.
She said she would like to dance while keeping in mind a sense of gratitude to the people who have supported her. She said she aims to become a dancer who is as expressive as an actress.
Kaneko is scheduled to perform in Japan this summer.
