Japan's minister in charge of the coronavirus response says the government plans to encourage the use of coronavirus antigen tests at companies and universities as part of its efforts to prevent cluster infections.
Economic Revitalization Minister Nishimura Yasutoshi revealed the idea in an NHK debate program on Sunday.
The Japanese government says it will distribute up to 8 million antigen test kits to help medical and nursing care facilities swiftly detect people infected with the virus.
Nishimura said cluster infections are more diversified than before, and there are cases of people in poor health spreading the virus at their workplaces.
He said the government wants to increase the use of antigen tests to facilitate quick detection of the virus at workplaces and universities to prevent cluster infections.
Nishimura said the minimum requirements for lifting the state of emergency is that the infection situation has to first improve to at least Stage Three -- the second highest on the government's four-level scale -- then move toward Stage Two.
He said some people are urging caution in lifting the emergency by taking into the account the spread of coronavirus variants, but added that the declaration will have to be lifted some time.
The minister said the government will see whether conditions are met so that lifting the emergency won't lead to another wave of infections.

India's daily COVID-19 death toll has topped 4,000 for the first time, as a surge in coronavirus infections continues to put a significant strain on the country's healthcare system.
The Indian government on Saturday reported a record 4,187 fatalities, as well as 401,078 new infections. The daily tally of new cases has surpassed 400,000 for three days in a row.
Many patients are dying as hospital beds and oxygen for medical use are in short supply.
Local government officials in the capital, New Delhi, say the supply of oxygen is improving as oxygen-generating plants sent by the international community are being installed at hospitals.
But as of Thursday, the amount of oxygen supplied in New Delhi was only about 60 percent of the actual demand.
Indian government officials are working to distribute to each state medical supplies that are arriving from abroad, and enhance medical systems.

South Korean President Moon Jae-in will leave office exactly one year from Sunday. With his approval rating falling to an all-time-low, his ability to find a breakthrough in domestic and diplomatic challenges is being called into question.
Moon took office in 2017 and his term will expire on May 9 of next year. A South Korean president can have only one five-year term.
He strived to improve relations with North Korea and held three inter-Korean summits in 2018. But his efforts for better bilateral relations hit a snag after the second US-North Korean summit broke down in 2019.
His approval rating has fallen to around 30 percent, the lowest since he took office, partly due to soaring real estate prices.
Moreover, his party suffered a crushing defeat in last month's mayoral elections in the capital, Seoul, and Busan, the country's second largest city.
Analysts say Moon is struggling to unite even his own party.
The mainstream faction close to Moon and the non-mainstream faction are vying for power in the run-up to the presidential election slated for March of next year.
Moon could use his talks with US President Joe Biden scheduled for May 21 to gain some momentum for resuming inter-Korean dialogue but so far there has been no prospect of that.
The relationship between South Korea and Japan also remains strained, due to issues regarding wartime labor and those referred to as comfort women.
Observers say it will be difficult for Moon to fix relations between the countries, before he leaves office.

Space authorities in China say debris from the country's Long March-5B rocket has landed in the Indian Ocean and most of it burnt up in the Earth's atmosphere.
They say the rocket reentered the atmosphere at 2:24 UTC on Sunday and was projected to land at a location with the coordinates of longitude 72.47 degrees east and latitude 2.65 degrees north.
The rocket was launched on April 29 to deliver a module to China's space station.
The US Space Command confirmed the re-entry of the rocket over the Arabian Peninsula at about 2:15 UTC. It added that the exact location of the impact and the span of debris are unknown at this time.
NASA Administrator Bill Nelson criticized China in a statement, saying, "Spacefaring nations must minimize the risks to people and property on Earth of re-entries of space objects and maximize transparency regarding those operations."
He added, "It is clear that China is failing to meet responsible standards regarding their space debris."

Myanmar's military junta says it has designated the National Unity Government and its defense force as terrorist groups.
Members of Aung San Suu Kyi's National League for Democracy announced the establishment of the National Unity Government last month. They are calling it a legitimate government that was elected by the people of Myanmar. Aung San Suu Kyi remains in military custody.
On Wednesday, they announced the formation of a unit called People's Defense Force, which they say protects people from the military crackdown.
The military's announcement on terrorist designation was aired on state-run TV Saturday night. It said their acts caused much terrorism in many places. It noted bombings, fires, murders, and threats to destroy the administrative mechanism of the government.
Many people in the country support the groups set up by pro-democracy forces at anti-coup rallies and on social media.
Myanmar's anti-terrorism law punishes people who have been in contact with designated terrorist groups.
Observers say the military is trying to tighten its grip on pro-democracy groups and break up support for them.

Multiple explosions near a school in the capital of Afghanistan killed at least 30 people on Saturday.
The explosions occurred as US troops are preparing to withdraw from the country by this September.
The Interior Ministry says the blasts in western Kabul killed at least 30 civilians and injured more than 50 others. The injured are being treated in hospital.
It says many of the victims are believed to be female students at the school.
Local media quoted security officials as saying that rockets landed near the school and went off.
No one has claimed responsibility. The Taliban have denied the group's involvement.
Washington has ordered US troops in Afghanistan to pull out by September 11, exactly 20 years after the terrorist attacks on the US. The announcement of US withdrawal touched off a flurry of attacks by anti-government militants, raising concern of a deterioration in security.
