Japan is voting in its first general election in the pandemic era. It's an early test for Prime Minister Kishida Fumio, who took office less than a month ago.

Voters are choosing the next members of the Diet's powerful Lower House. By 8 p.m., all polling stations will be closed.

All 465 seats are in play. 289 members will be elected in single-seat districts. Another 176 will be selected through a system of proportional representation.

The ruling coalition went into the election with 305 seats. The Prime Minister has said he will consider it a victory if his Liberal Democratic Party and coalition partner Komeito secure a majority -- 233 seats.

Opposition parties want to take power from the bloc by unifying under one candidate in many single-seat districts.

The United States and France have agreed to work closely together toward a systematic framework to ensure transparency on arms exports amid soured relations.

Ties deteriorated last month after Australia decided to scrap a major submarine contract with France. Canberra opted for US and UK technological support under a new three-way security partnership called AUKUS. French officials criticized the deal, saying they were not consulted beforehand.

US President Joe Biden and French President Emmanuel Macron met in Italy on Friday on the sidelines of a G20 summit taking place before the COP26 UN climate change conference in the UK.

Biden acknowledged the US acted clumsily and without a lot of grace. Macron said it is important to be sure that such a situation will not happen again. He called for stronger coordination and cooperation.

The countries issued a joint statement after the meeting. Their governments pledged to "identify steps to improve the efficiency and effectiveness of defense export authorizations."

Taiwan's foreign minister has met with members of the European Parliament in Belgium and asked for cooperation to further strengthen relations between Taiwan and the European Union.

Taiwan's foreign ministry says Joseph Wu held talks with members of the European Parliament and the Federal Parliament of Belgium in Brussels on Friday.

Wu expressed gratitude for the European Parliament's approval last week of a resolution asking the EU to deepen its political ties with Taiwan. He called it very significant for the future development of relations between Taiwan and the bloc.

Wu called for cooperation in further deepening relations between the sides, including starting investment agreement negotiations.

Wu visited Slovakia and the Czech Republic earlier this week. The Taiwanese government had announced the visit in advance. It is rare for Taiwan to give prior notification of visits by its foreign minister to countries with which it has no diplomatic ties.

NHK has confirmed that Wu visited Poland before heading to Belgium, although Taiwan's foreign ministry has not announced the visit.

China's foreign minister Wang Yi is also on a European tour this week.

China's foreign ministry said Wang told his Greek counterpart Nikos Dendias that it is important to "prevent the attempts of some individual countries to challenge the one-China principle and undermine the political mutual trust between China and Europe."

People in Japan will cast their votes on Sunday in the Lower House election. Preparations are underway at polling stations across the country.

On Saturday, officials in the western city of Osaka were seen at an elementary school gymnasium setting up ballot boxes as well as disinfectants against the coronavirus.

The internal affairs ministry says voting will start at 7 a.m. on Sunday at more than 46,000 polling stations. Times may differ on some remote islands and elsewhere.

This is the first Lower House election in four years. It takes place just 27 days after Prime Minister Kishida Fumio assumed office on October 4.

The 12-day official campaign period ends on Saturday, with street speeches allowed until 8 p.m.

Major issues for voters include responses to the coronavirus pandemic, and measures to revive the economy.

A barrier has been set up in a fishing port in the northern part of Okinawa's main island in southwestern Japan to prevent more pumice stones from drifting in.

The stones began appearing along the coast of the prefecture earlier this month, affecting local fishing and tourism. They are coming from an undersea volcano that erupted in August near the Ogasawara island chain in the Pacific Ocean.

Workers used a boat on Saturday to install the barrier at the entrance of Hentona port in Kunigami Village.

NHK aerial footage shows large volumes of pumice stones drifting offshore.

Work to remove the stones from the port has been underway since Friday. Workers are using power shovels to scoop them up.

The clean-up operation is expected to take two to three weeks to complete.

A fisherman in his 70s said he hasn't been out to fish since pumice stones began arriving.

He said that he is grateful for the removal work, but he is worried whether he can resume fishing as the stones are also drifting at sea.

The US Food and Drug Administration has authorized the emergency use of the Pfizer-BioNTech coronavirus vaccine for children aged five to 11.

The FDA made the announcement on Friday.

Advisers to the Centers for Disease Control and Prevention are now expected to meet next Tuesday to decide whether to recommend vaccination for the age group.

Like older people, children in the age group would be required to get their second shot three weeks after the first. They would receive 10 micrograms per dose, or one third of the amount given to those aged 12 and older.

The CDC says about 8,300 children aged five to 11 in the United States have been hospitalized due to coronavirus infection. It says 146 have died.

A study by the American Academy of Pediatrics shows that about 117,000 children in the country were infected between October 14 and 21. The figure is a quarter of the total.

Attention is focused on whether vaccinating young children will help to curb the spread of infections.

The Port of Los Angeles in the United States says it will start fining ocean carriers whose cargo containers stay too long at marine terminals. The charge, called a "Container Excess Dwell Fee", is aimed at easing congestion that is interfering with supply chains.

Port authorities made the decision at a meeting on Friday.

For containers scheduled to be moved by truck, ocean carriers will be charged for every container dwelling nine days or more. Carriers moving goods by rail will be charged for containers that sit in port for six days or more.

The fine will be 100 dollars per container, increasing in 100-dollar increments each day. The measure will go into effect on November 1.

A number of containers sit at terminals due partly to a shortage of truck drivers. This has forced ships to wait unloaded at anchor.

US President Joe Biden announced earlier this month that the port would be allowed to operate around the clock, as a measure to reduce backlogs. But disruptions to the supply chain continue.

Komuro Kei, who recently married Japan's former Princess Mako, has not appeared on the list of candidates to have passed the New York State bar exam.

The New York State Board of Law Examiners posted the names of those who passed the July exam on its website on Friday.

The Board said it examined about 9,200 candidates, and nearly 5,800 succeeded. The overall pass rate was 63 percent.

Komuro has been working as a law clerk at a New York firm since September, after graduating from Fordham University law school in the state.

Komuro and the former princess registered their marriage on Tuesday, before they embark on a new life in the United States. Komuro is currently in Tokyo while his wife obtains a passport and visa.

A hospital in southwestern Japan disclosed that a pregnant woman wants to give birth without revealing her identity, which could raise legal issues for the baby.

Jikei Hospital representatives in Kumamoto City told reporters on Friday that the woman refuses to disclose her identity and doctors are highly likely to handle a confidential birth.

Hospital officials say they have asked the city government for consultations to come up with support measures. The main issue of concern is if the mother continues to hide her identity, there may be no family registry for the newborn.

Director Hasuda Takeshi said the staff have never taken care of an expecting mother for two weeks who remains silent on her identity.

Jikei Hospital has Japan's only baby hatch, which allows parents who cannot raise children due to financial or other reasons to leave their newborns anonymously.

Two years ago, the hospital started a framework to accept women who want confidential birth as a way to prevent them from delivering babies at home without medical help.

An expecting mother only needs to reveal her identity to the head of the hospital's consultation center.

The hospital says it will tell children of confidential births who their parents are after they grow up and want to know.

Japan currently has no legal framework for confidential births.

The health ministry says to date there has been no known case of such a birth in the country.

Taiwan's President Tsai Ing-wen has confirmed in a US TV interview that US troops have been deployed in Taiwan to train its military.

CNN says the interview was conducted on Tuesday. It comes as China is ramping up military pressure over Taiwan.

Tsai said the threat from Beijing is growing "every day."

Asked if the US support for Taiwan includes the training of Taiwanese troops, Tsai said, "We have a wide range of cooperation with the US aiming at increasing our defense capability."

Tsai also said the number of US military personnel was "not as many as people thought."

CNN says Tsai is the first Taiwan president in decades to acknowledge the presence of US troops for training purposes. The last US troops left Taiwan in 1979, when the US switched formal diplomatic recognition from Taipei to Beijing.

Tsai was also asked if she has faith that the US would defend Taiwan if China were to try to move on Taiwan. Tsai responded, "I do have faith."

Tsai's words are apparently intended to keep Beijing in check. But a sharp reaction is expected from China, which maintains that Taiwan is part of its territory.

China's ambassador to Japan, Kong Xuanyou, has opened an official Twitter account to deepen mutual understanding between the two countries.

Kong tweeted in Japanese on Wednesday that he is happy to have created one more route to connect with the people of Japan.

He posted a photograph of a stone lantern in the embassy compound that was a gift from Japan. He also tweeted that he is from China's Heilongjiang Province and has enjoyed speed skating since he was very young.

The Chinese Embassy in Japan says the Twitter account aims to deepen mutual trust and friendly exchanges between the people of China and Japan.

The embassy also says it will send out messages to respond to Japanese people in various fields who are interested in the progressing Japan-China relationship and China's present situation.

The United States and European nations are becoming increasingly concerned over China's aggressive diplomatic style referred to as "wolf warrior diplomacy."
Chinese President Xi Jinping instructed officials this May to create a humble, credible, lovable and respectable image of China.

The Chinese government restricts the use of Twitter and most Chinese do not have access to the site. But China's diplomats and state-run media have been actively tweeting messages.

South Korea's intelligence agency says North Korean leader Kim Jong Un has lost weight by about 20 kilograms, but he appears to have no health problems.

Kim looked much slimmer when he made public appearances to watch a parade of paramilitary and public security forces in September and other occasions.

Some media outlets in South Korea and the United States have speculated that there was a double of Kim.

South Korea's National Intelligence Service briefed parliamentarians on Thursday about its assessment on Kim's health.

Lawmakers who attended the briefing said the NIS has concluded that Kim had reduced his weight by 20 kilograms from 140 kilograms in 2019.

The agency reportedly used artificial intelligence and high-resolution monitors in the analysis.

The NIS ruled out the possibility of a stand-in for Kim as groundless.

The agency also reported on Pyongyang's nuclear and missile development.

It said there are signs that the North operated its main nuclear complex in Nyongbyon, and it could have reprocessed spent nuclear fuel rods there.

The NIS also said that Pyongyang test-launched for the first time a newly developed hypersonic missile in September, and it will likely carry out additional tests.

Leaders of Southeast Asian countries have voiced their concerns over the deepening conflict between the United States and China over the South China Sea and other issues.

An online gathering of the East Asia Summit took place on Wednesday, involving the members of the Association of Southeast Asian Nations, Japan, the United States, China and others.

One of the major topics was the South China Sea, as Beijing has been stepping up maritime activities there. They include building artificial islands and militarizing them.

A senior member of the Taliban met with envoys from more than a dozen nations on Wednesday.

Acting foreign minister of the Taliban interim government Amir Khan Muttaqi held talks in Qatar's capital, Doha, with ambassadors and special representatives from 14 countries, including Japan, Germany and the Netherlands.

A Taliban spokesperson says Muttaqi asked the countries to recognize the Taliban government.
He also sought their cooperation so that the United States and other nations will lift their freeze on assets owned by the Afghan government.

The meetings come after UN food agencies on Monday warned that more than half of the Afghan population could face acute hunger.

The Taliban appear to be stepping up efforts to build relations with foreign countries to prevent Afghanistan's economy from deteriorating further.

Japan's ambassador to Afghanistan has asked a senior member of the Taliban for support in realizing a swift and safe exit of Japanese nationals from the country.

Ambassador Okada Takashi held talks with Amir Khan Muttaqi, acting foreign minister of the Taliban interim government, in Qatar's capital, Doha, on Wednesday. It was the first official meeting between the Japanese government and a senior member of the Islamist group.

In Doha, the Japanese government has set up a temporary office of its embassy in Afghanistan.

The talks lasted about half an hour.

Okada asked for cooperation to ensure that Japanese nationals in Afghanistan as well as Afghans who worked at the Japanese Embassy and in other roles will be safe in the country.

He asked that those wishing to leave the country be allowed to do so, promptly and safely.

Okada also sought safe passage of personnel who will deliver humanitarian aid from Japan.

He also asked that the interim government respect the rights of women and ethnic minorities and create an inclusive political framework that includes diverse ethnic and religious groups.

According to the Japanese Foreign Ministry, Muttaqi expressed willingness to accede to Okada's requests.

Okinawa Prefecture in southwestern Japan has set up a task force to deal with massive volumes of pumice stones that are drifting ashore, preventing more than 700 of its fishing boats from catching fish.

The first meeting of the task force was held on Wednesday. The emergency team aims to start removing the pumice as early as this week.

The stones are from an undersea volcanic eruption in August along the Ogasawara island chain in the Pacific Ocean. They are affecting local fishing and tourism.

Okinawa officials said that as of Monday, about 750 vessels belonging to 35 local fishery cooperatives could not go out to fish due to concerns the pumice would cause engine problems.

The task force plans to utilize the government's disaster relief program to remove the pumice from ports as soon as possible. It hopes to sign with contractors this week to start the removal process.

Okinawa Governor Tamaki Denny said the prefecture needs to fully cooperate with relevant sectors and called on every party concerned to take necessary action quickly.

China has reacted sharply to a statement by US Secretary of State Antony Blinken urging members of the United Nations to support participation by Taiwan in the world body's activities.

A spokesperson for China's Taiwan Affairs Office, Ma Xiaoguang, told reporters on Wednesday that the UN is an international body of sovereign states, and Taiwan has no right to join, because it is part of China.

He lashed out at the US for making claims that breach UN resolutions and Beijing's "one-China" principle, and send a wrong message to separatist forces in Taiwan.

Ma added that China understands the wishes of its compatriots in Taiwan to take part in international activities and can deal with the matter properly, as it has always done while upholding the principle.

He warned Taiwanese officials to "immediately discard their illusion of aiming for independence with help from the US and other outside forces."

India has expressed concern over China's new law to strengthen border protection.

China last Saturday enacted the Land Borders Law, stipulating that the country will take measures to protect territorial sovereignty and land border security.

The law also says China can build infrastructure related to transportation, communication and defense on its side of the border with a neighboring country.

India's foreign ministry on Wednesday released a statement.

It says, "China's unilateral decision to bring about a legislation which can have implication on our existing bilateral arrangements on border management as well as on the boundary question is of concern to us."

It goes on to say, "We also expect that China will avoid undertaking action under the pretext of this law which could unilaterally alter the situation in the India-China border areas."

India and China have engaged in skirmishes from time to time over construction of roads and military facilities in disputed border areas. A military clash in June last year turned deadly.

Japan's former princess Mako and her husband have started their life as newlyweds at a condo in Tokyo. They are preparing to settle in New York, where husband Komuro Kei works at a law firm.

The former Imperial family member is the eldest daughter of Crown Prince Akishino and a niece of Emperor Naruhito. Mako has become a commoner after marrying her former college classmate on Tuesday.

On their behalf, an official of the Imperial Household Agency filed their marriage registration with a municipal administration on Tuesday morning. The registration marked her departure from the Imperial family.

A procedure at the agency to officially remove Mako from the Imperial family register is scheduled for Wednesday afternoon.

The couple held a news conference on Tuesday afternoon after getting married.

Komuro Mako stressed that her husband is irreplaceable for her, and that the two needed to get married in order to live in a way that is true to their hearts.

Komuro Kei said, "I love Mako." He added that he hopes to spend his life, which he can live only once, with the loved one.

The newlyweds live together and are preparing to obtain a passport and visa for Mako.

Komuro Kei took the New York bar exam in July, with results due shortly. He has secured a job at a law firm in the US state. Mako is reportedly planning to land a job, too.

The couple is reportedly planning to choose a rented studio apartment in New York as their residence.

Traditional Japanese female entertainers have cleaned up streets of central Kyoto to welcome tourists after a coronavirus state of emergency was lifted.

About 50 maiko, or apprentice entertainers, and people from the local tourism industry gathered near the Kamo River on Wednesday. The cleanup was planned by the Kyoto City tourism association and others.

Before the work, Mayor Kadokawa Daisaku told the participants that passing down traditional culture is supported by tourism. He stressed the importance of having a sense of hospitality.

They were then divided into two groups and assigned different streets where they collected trash, including cigarette butts and plastic.
One maiko said she wants people to come to Kyoto and enjoy beautiful autumn leaves and delicious cuisine.

Another said she wants people to visit the newly cleaned city, now that the state of emergency has been lifted.

Chinese Premier Li Keqiang has indicated that Beijing is willing to conclude a code of conduct on the South China Sea with the Association of Southeast Asian Nations.

The Premier also referred to the South China Sea saying that peace in the region serves the common interest of China and the ASEAN members.

In August, the two sides agreed on the preamble of the code of conduct aimed at preventing disputes in the South China Sea.

Beijing is believed to be hoping to negotiate with relevant parties to resolve the disputes without the involvement of the United States and other countries.

Myanmar has opted out of Tuesday's online summit of the Association of Southeast Asian Nations, apparently to protest the fact that its military chief was not invited.

ASEAN leaders are believed to have discussed the crisis in Myanmar, which has been in turmoil since the military seized power in a coup in February. They are also believed to have exchanged views on territorial disputes in the South China Sea and other issues.

Diplomatic sources say no representative of Myanmar joined the meeting.

The 10-nation bloc invited to the summit a senior official of Myanmar's foreign ministry, rather than the head of its military.

The military had repeatedly criticized what it called ASEAN's violation of its principles of noninterference in domestic affairs and unanimity.

ASEAN members rarely skip the group's summits.

China's foreign minister has offered continued support for Afghanistan in a meeting with a senior Taliban official in Qatar.

China's foreign ministry said Minister Wang Yi held talks with Mullah Abdul Ghani Baradar in the Qatari capital, Doha, on Monday. Baradar is the acting first deputy prime minister of the Taliban's interim government.

During the meeting, Wang said China has been urging the United States and other Western nations to lift sanctions against Afghanistan to help the country pursue a path of sound development.

Wang then urged the Taliban to protect the rights of women and children, and keep a distance from all terrorist organizations including the East Turkestan Islamic Movement.

It seeks independence for the Xinjiang Uygur Autonomous Region of China, which borders Afghanistan.

The leaders of the Association of Southeast Asian Nations are to kick off their online summit talks on Tuesday. The situation in Myanmar and Chinese maritime activities are expected to top the agenda during the 3-day talks.

The food agencies of the United Nations are warning that more than half of Afghanistan's population could face acute hunger unless urgent action is taken.

The World Food Programme and the Food and Agriculture Organization issued the warning on Monday in a report on food security in Afghanistan.

The report says that 22.8 million people, or more than half of Afghanistan's population of 39 million, will barely have minimum food, or will suffer malnutrition between November and March, due to serious food shortages.

It cites a combination of drought and the economic situation that has worsened since the Taliban took power.

The paper also says this is the highest number of acutely food insecure people ever recorded by the UN during its 10 years of conducting analyses in Afghanistan.

The WFP says 100 million dollars is needed for emergency assistance for Afghanistan for the next three months.

WFP Executive Director David Beasley said, "this winter, millions of Afghans will be forced to choose between migration and starvation unless we can step up our life-saving assistance, and unless the economy can be resuscitated."

He also warned, "we are on a countdown to catastrophe and if we don't act now, we will have a total disaster on our hands."

Taiwan says its foreign minister Joseph Wu has left for a European tour.

The Taiwanese foreign ministry says Wu will give a speech at a forum in Slovakia on Tuesday and will also meet the president of the Czech Republic's Senate.

Before his departure, Wu touched on the 1989 pro-democracy movement known as the Velvet Revolution in the former Czechoslovakia. He said people in Taiwan are also craving freedom, human rights and the rule of law. He said he finds it an honor to be able to visit the partners of Taiwan.

The former Soviet Union used to exert strong influence over Czechoslovakia, which split in two.

Last week, a Taiwanese Cabinet spokesperson told reporters that Wu's itinerary also includes Poland. But the detailed schedule has not been made public.

The human rights group Amnesty International will close its two offices in Hong Kong amid a crackdown on anti-government movements.

The organization announced on Monday that the local office focused on human rights education in the territory will cease operations on October 31.

The other office, which carries out research, advocacy and campaigning work in East and Southeast Asia and the Pacific region, is due to close by the year end.

The group said Hong Kong's national security law made it effectively impossible for human rights groups in the territory to work freely and without fear of serious reprisals from the government.

It said the vaguely worded law has been used arbitrarily as a pretext to restrict the human rights to freedom of expression, peaceful assembly and association, and to repress dissent and political opposition.

The organization has been in operation in Hong Kong for roughly four decades. In 2019, the group raised voices against police crackdowns on pro-democracy protests.

A number of pro-democracy groups are disbanding in Hong Kong, as they have come under pressure from the national security law.

China and Russia say their navies have held the first joint patrols in the western part of the Pacific Ocean.

The Chinese defense ministry said on Saturday that the patrols took place for seven days through Saturday in the Sea of Japan, the Western Pacific, and the East China Sea.

The defense ministries of the two countries said the joint maritime cruise involved a total of 10 vessels and six shipborne helicopters.

They added that during the cruise, the navies conducted drills of practical use of weapons.

They noted the China-Russia combined ship formation strictly abided by the provisions of international law and didn't enter the territorial waters of other countries during the cruise.

Russia's defense ministry said the patrols were aimed at maintaining peace and stability in the Asia-Pacific region.

It added the group of ships passed through the Tsugaru Strait for the first time as part of the patrol. The strait separates Japan's main island of Honshu and Hokkaido.

Last Monday, Japan's defense ministry confirmed that Chinese and Russian naval vessels jointly passed through the strait.

On Thursday, the ministry also spotted two helicopters taking off from Chinese and Russian naval vessels cruising off the Izu Islands in the Pacific.

The two countries are apparently trying to strengthen their cooperation as the United States has repeatedly conducted drills with its allies in the Indo-Pacific region to counter China's growing presence there.

In the report, the envoy says he has highlighted the necessity to engage with "key individuals" including detained State Counsellor Aung San Suu Kyi and President Win Myint. But he says the military refused because both are now on trial.

He also says he "was warned against recognising, communicating or engaging with entities declared 'unlawful' and 'terrorist groups," including the National Unity Government launched by pro-democracy lawmakers.

The report underscores the wide gulf between the envoy and Myanmar's military. ASEAN recently decided not to invite Myanmar's top general to the upcoming summit, citing the country's uncooperative stance. Myanmar's military denounced the decision.

The Standing Committee of the National People's Congress passed the Land Borders Law on Saturday.

The law stipulates that China will take measures to protect territorial sovereignty and land border security.

The country can also build infrastructure related to transportation, communication and defense on its side of the border with a neighboring country.

The law says that without approval, any organization or individual should not build permanent structures.

The legislation allows the use of weapons against those who illegally cross the border into China and commit acts of violence. It prohibits flying drones near borders.

Japanese nationals living overseas are casting their ballots in the Lower House election.

Ballot stations are set up at 226 locations around the world, including at embassies and consulates. But fifteen sites opted not to open for this election for various reasons, including those related to the coronavirus pandemic.

As of August this year, about 96,000 Japanese nationals were registered to vote overseas.

They can vote in the constituency where they last resided in Japan, as well as in the proportional representation segment.

Russian-led joint military drills have been held in the central Asian nation of Tajikistan near the Afghan border.

The Collective Security Treaty Organization, or CSTO, conducted a six-day joint military exercise that ended on Saturday. A total of 4,000 troops took part in the drills in southern Tajikistan.

CSTO is a Russian-led alliance, with six member nations that used to be part of Soviet Union.

The drills were based on a scenario of an extremist incursion from northern Afghanistan. Response to enemy drone attacks was also on the drill menu.

After the six-day drills, Tajik Defense Minister Sherali Mirzo pointed to the increasing Islamic extremist activities in Afghanistan.
He expressed strong concerns that Afghanistan is becoming a hotbed for global terrorist groups that pose serious threat to security and stability of the region.

Russia is worried about the possible destabilization of Central Asian nations, located around Afghanistan. Among Russian personnel who took part in the drills were those stationed in Tajikistan and its northern neighbor, Kyrgyzstan.

Observers say Russia's military support of these nations, demonstrated in the drills, is an assertion of its influence over the region after the US withdrawal from Afghanistan.

It was issued on Friday after an online G7 meeting hosted by Britain.

NHK has obtained a report compiled by the envoy, Brunei's second foreign minister Erywan Yusof, ahead of the ASEAN summit next week.

Erywan has been negotiating with Myanmar's military leaders over the implementation of the so-called Five-Point Consensus. It is aimed at realizing constructive dialogue among all relevant parties in Myanmar, and bringing an end to the violence that has continued since February's coup.

In the report, the envoy says he has highlighted the necessity to engage with "key individuals" including detained State Counsellor Aung San Suu Kyi and President Win Myint. But he says the military refused because both are now on trial.

He also says he "was warned against recognising, communicating or engaging with entities declared 'unlawful' and 'terrorist groups," including the National Unity Government launched by pro-democracy lawmakers.

The report underscores the wide gulf between the envoy and Myanmar's military. ASEAN recently decided not to invite Myanmar's top general to the upcoming summit, citing the country's uncooperative stance. Myanmar's military denounced the decision.

The UN special rapporteur on human rights in North Korea says North Koreans are facing supply shortages due largely to the country's closure of its borders to prevent COVID-19 infections.

North Korea closed its borders in January 2020. Meanwhile, the country has stepped up its missile development and has repeatedly test-fired new missiles in recent months.

Speaking to reporters on Friday in New York, UN special rapporteur Tomas Ojea Quintana accused the North of continuing to test missiles while its people are seeing their livelihoods collapse.

He warned that children and the elderly are at risk of starvation.

Ojea Quintana said North Korea has never been more isolated from the international community, which he said is having a dramatic impact on the human rights of the people inside the country.

He said he urges the North Korean government and the international community to take steps to "reverse this trajectory."

The official also said he recommends that in light of the pandemic, the UN Security Council should reevaluate its sanctions regime against the North and ease the sanctions if deemed necessary.

The chairman of the US Federal Reserve has expressed concerns about disruptions in the global supply chain. Jerome Powell said the situation may last longer than expected.

Powell made the comments in an online conference. He said the supply disruptions are bound to get worse than they are now. He added that labor shortages are also continuing. He said the situation is likely to continue into next year.

Powell said the FED will decide at a policy meeting early next month about whether to slow down the stimulus measures it had put in place at the start of the pandemic. He added that it is too early to raise interest rates to tighten monetary policy.

Japan's Princess Mako turns 30 on Saturday, three days before she marries a commoner and leaves the Imperial family.

The princess is the eldest daughter of Crown Prince and Princess Akishino. This is the second consecutive year that no events have been planned for her birthday due to the coronavirus pandemic.

Over the past year, Princess Mako has engaged in a range of activities as a member of the Imperial family.

She has attended online lectures about the mental wellbeing of children who experienced the 2011 earthquake and tsunami in northeastern Japan, and others struggling amid the pandemic.

The princess will become a commoner after she marries her college classmate Komuro Kei.

Palace officials say she wants to express her heartfelt gratitude to all those who have met and supported her during her years of public service.

Princess Mako has visited seven countries to promote friendly ties.

She and Komuro are due to have their marriage registered on Tuesday. The pair will then speak to the media.

Komuro recently returned to Japan from the United States, where he was studying law.

The couple plan to settle in New York, where Komuro is set to work at a law firm.

Train services on part of the inner loop of Tokyo's Yamanote Line have been suspended for two days due to renovation work at Shibuya Station. The East Japan Railway Company is calling on passengers to use alternative transport links and allow extra time for travel.

The inner loop between Ikebukuro and Osaki stations via Shibuya Station will be closed all day on Saturday and Sunday. The work over the weekend includes shifting a track and widening a platform. It's part of a project that began six years ago.

On Saturday morning, workers were laying the foundations for a wider platform and moving a track at Shibuya Station.

Train services on other parts of the inner loop will be reduced to about 30 percent of the usual frequency.

On the outer loop, services will be reduced to about 60 percent between Osaki and Ikebukuro stations, and to about 90 percent on other sections.

This is the first time that train services on the Yamanote Line have been suspended for two days.

A seasonal ritual to preserve trees has begun in a northern Japanese city. Workers in Tsuruoka, Yamagata Prefecture, braved cold winds on Friday as they wrapped pine trees with straw mats.

The yearly event helps prevent damage from insects. It begins around the day when, according to the old lunar calendar, the season's first frost arrives.

Six veteran gardeners bound straw mats one by one around 84 pine trees in Tsuruoka Park. The wrapping attracts harmful insects which lie dormant in the straw through the winter. In the spring, the pests are removed together with the coverings.

City official Kamei Hiroyuki said he hopes the traditionally protected pines will remain in good condition for generations to come.

Sixteen pro-democracy District Council members in Hong Kong have been disqualified and ousted after their loyalty oaths were judged to be invalid. This brings the total of ousted municipal-level politicians to 49.

District councillors in the territory are now required to take a mandatory oath of allegiance to the Hong Kong government.

The measure was introduced after the Chinese leadership led by President Xi Jinping revised Hong Kong's electoral law, citing the need for the region to be governed by patriots.

A total of 211 district council members began to take the oath in four groups in September.

The Hong Kong government announced on Thursday that 16 members of the last group had been disqualified after their oaths were found to be invalid. A total of 49 municipal-level politicians have now been ousted.

On the other hand, the Hong Kong government has validated the oaths of nearly 60 pro-democracy councillors.

The government appears eager to demonstrate that the new system is not meant to exclude all pro-democracy lawmakers.

But in reality, many pro-democracy politicians in Hong Kong think they have little chance of participating in politics.

Attention is now focused on how many pro-democracy members will be able to run for the Legislative Council election in December.

Taiwan's government has announced that its foreign minister will visit Slovakia and two other European countries next week.
China reacted sharply to the visit to the countries, which have diplomatic ties with Beijing.

The government said on Thursday that Joseph Wu will go to Slovakia, the Czech Republic and Poland.
Wu will speak at a forum in Slovakia next Tuesday and then go on to the Czech Republic, where he will meet with the Senate president and the mayor of Prague.
A detailed itinerary has not been released.

The announcement comes as a Taiwanese business delegation led by two cabinet ministers is on a European tour. The delegation arrived in Slovakia on Thursday and will visit the Czech Republic and Lithuania through October 30.
The countries are strengthening relations with Taiwan and have provided it with COVID-19 vaccines.
The head of the Czech Senate visited Taiwan last year. Lithuania and Taiwan are preparing to set up representative offices on each other's soil.

Separately, the European Parliament has adopted a resolution asking the European Union to deepen its political ties with Taiwan. It calls on the bloc to play an active role in achieving peace and stability in the Taiwan Strait.

The organizers of the Tokyo Olympics and Paralympics say they blocked about 450 million cyberattacks on their systems and networks during the Games. They say no impact on operations was reported.

The organizers announced the figure at a news conference on Thursday with representatives of telecommunications firm NTT, which was tasked with cybersecurity for the Games this summer.

They said the number of cyberattacks was more than twice that reported during the 2012 London Games, when comparable data were available.

The attacks included denial-of-service, or DoS, types, which involve sending massive amounts of data to disrupt access to webpages, and so-called password spraying to obtain access to systems by guessing passwords.

The officials say they deterred all the attacks, which likely came from a wide range of countries and regions.

The Tokyo 2020 executive director of technology services, Tachi Takeshi, said such attacks are expected to increase further. He added that Tokyo officials want to pass their know-how to their counterparts for the 2024 Paris Games.

Japan's consumer prices rose last month for the first time in 18 months in a sign that higher energy costs are having an impact.

The Internal Affairs Ministry says the Consumer Price Index, excluding fresh food, was up 0.1 percent in September from a year ago.

It was the first increase since March 2020, during the early days of the pandemic.

The main reason was higher gasoline and kerosene costs as a result of more expensive crude oil.

The kerosene price rose 20.2 percent. That for gasoline was up 16.5 percent. Electricity bills were up 4.1 percent.

Ministry officials say rising crude oil prices could be reflected in electricity and gas bills a few months down the road. They say they are watching energy-related price trends closely.

The UN Security Council held an emergency closed-door meeting on Wednesday to discuss North Korea's latest ballistic missile launch.

The council convened at the request of the United States and others following North Korea's announcement that it successfully test-fired a submarine-launched ballistic missile on Tuesday.

US Ambassador to the UN Linda Thomas-Greenfield told reporters before the meeting that the North's activities "are in violation of multiple Security Council resolutions and they are unacceptable."

She also said Pyongyang's missile development "destabilizes the region and threatens international peace and security."

Thomas-Greenfield urged North Korea to resume dialogue with the US, saying, "We have offered to meet North Korean officials without any preconditions, and we have made clear that we hold no hostile intent toward the country."

Representatives from France, Ireland and Estonia also condemned North Korea in a joint news conference.

But UN diplomatic sources say the council could not draw up a statement due to opposition from China and Russia.

The Security Council has similarly failed to present a united front against North Korea at two previous emergency meetings after the country's missile launches on September 15 and 28.

Floods and landslides caused by torrential rain have left more than 100 people dead across India and Nepal.

Officials in the northern Indian state of Uttarakhand say rescue operations are underway to free people stranded by the flooding. Muddy water has inundated large swathes of land after several days of heavy rain.

The military and disaster-management authorities have deployed boats and helicopters but at least 46 people are confirmed dead, with many others still missing.

Prime Minister Narendra Modi took to Twitter to send his condolences. He also said he's praying for everyone's safety and wellbeing.

Meanwhile, in the southern state of Kerala, a series of landslides have killed at least 27 people. And weather officials are warning of more rain to come.

There have also been dozens of victims in neighboring Nepal. Nepal's ministry of home affairs says at least 31 people have been killed, with over 40 listed as missing.

India and Nepal suffer frequent similar disasters during the monsoon season between June and September, but recent years have seen downpours at other times as well.

Heavily indebted Chinese real estate developer Evergrande Group says talks to sell off its property services unit have fallen through.

Company officials said on Wednesday that the negotiations with another property firm collapsed.

The potential buyer disclosed that it briefly agreed to buy a 50.1-percent stake in the unit for about 2.6 billion dollars. But the two sides could not find agreement over the terms of the deal.

Trading of Evergrande shares had been halted on the Hong Kong stock market pending the negotiations, but it resumed on Thursday.

The property giant has missed a series of interest payments on its dollar-denominated bonds since September 23rd.

The firm argues that a 30-day grace period on debt payment has not expired.

Company officials say, however, that there is no guarantee the group will be able to meet its financial obligations.

A Taiwanese delegation led by two ministers has started a tour of three European countries to deepen economic ties.

The delegation left Taiwan on a chartered plane on Wednesday night. The tour through October 30 will take the delegation to Slovakia, the Czech Republic and Lithuania.

Taiwan's foreign ministry says the team of more than 60 people includes National Development Council Minister Kung Ming-hsin and Science and Technology Minister Wu Tsung-tsong as well as businesspeople from IT, precision equipment and other firms.

The ministry also says that in the three countries, the delegation will discuss trade and investment expansion, cooperation over supply chains and other issues.

The three countries provided Taiwan with COVID-19 vaccines. The head of the Czech Senate visited Taiwan last year. Lithuania and Taiwan are making preparations to set up representative offices on each other's soil.

Last month, the European Union announced its strategy for the Indo-Pacific region, which includes efforts to step up economic ties with Taiwan.

Taiwan's foreign ministry also says arrangements are being made for its minister, Joseph Wu, to visit Europe at an early date.

The development will likely draw a sharp reaction from China.

The number of travelers to Japan fell more than 99 percent in September from the same month before the pandemic.

The Japan National Tourism Organization estimates 17,700 people visited last month.

That's down 99.2 percent from September 2019, when 2.27 million travelers came to Japan.

By country, 4,000 people arrived from China, 2,200 from South Korea, 1,700 from the United States and 1,000 people visited from Vietnam.

Japan has banned the entry of most foreign nationals since January, except for those who have special reasons.

The government is now worried that rising oil prices could make matters worse for the tourism industry.

Wada Koichi, the country's Tourism Agency Commissioner, says "Tourism demand suddenly evaporated because of the pandemic. Now, as we head into winter, higher kerosene prices are going to be a big problem. In addition, rising fuel costs could have an impact on public transportation. "

Wada said the Tourism Agency will be ready to assist with various financial support amid the current situation.

Medical institutions in Japan and five Southeast Asian countries have launched a database of genetic information on patients with rare forms of cancer. They hope the data will be used to develop new treatments for the diseases.

Japan's National Cancer Center Hospital is taking part in the initiative, along with 10 medical institutions in the five countries -- Malaysia, Thailand, Indonesia, the Philippines and Vietnam.

Currently, it is difficult to carry out clinical trials for rare cancers, such as childhood cancer, sarcoma and brain tumors because of the small numbers of patients. Collecting the patients' genetic information is also difficult. As a result, treatment methods are currently limited.

Genetic profiles of Asian patients, who have similar characteristics, will be stored in the database after gaining their consent.

Using the collected data, the medical institutions will conduct international clinical trials for new treatments, including drugs tailored to patients' genetic characteristics.

The Japanese side says information on some 2,000 rare cancer patients in the country has already been registered in the database. Data on more than 1,000 patients in Asia is expected to be added annually in the future.

Nakamura Kenichi at Japan's National Cancer Center Hospital said the database will be significant in advancing research and development of treatments of cancers that are particularly seen in Asia.

Japanese pianists have been awarded the second and fourth prizes in the 18th Chopin international piano competition, one of the world's most prestigious classical music contests.

The competition is held every five years in the Polish capital, Warsaw. The auditions of the 12 finalists ended on Wednesday. The jury announced on Thursday that the first prize had been awarded to Canada's Bruce Liu. Japan's Sorita Kyohei and Italian/Slovenian Alexander Gadjiev took the second prize. Japan's Kobayashi Aimi and Jakub Kuszlik from Poland came in fourth.

Twenty-seven-year-old Sorita is from Tokyo. He is studying at the Fryderyk Chopin University of Music in Warsaw.
He has set up an orchestra of young musicians, and launched a paid online streaming service when many concerts were canceled due to the coronavirus pandemic.

Kobayashi, aged 26, is from Yamaguchi Prefecture, western Japan. She started learning the piano when she was three years old, and performed with an orchestra at the age of seven. She reached the final of the 17th Chopin competition in 2015.

The International Fryderyk Chopin Piano Competition is regarded as one of the world's three main classical music contests along with the Queen Elisabeth Competition in Belgium and the International Tchaikovsky Competition in Russia.

The winners of the first prize in previous competitions include Martha Argerich and Stanislav Bunin. Japan's Uchida Mitsuko won second place in 1970.

China has held a ceremony to celebrate the arrival of the Olympic flame in the country ahead of the 2022 Beijing Winter Games.

Secretary of the Communist Party's Beijing Municipal Committee Cai Qi lit a cauldron with the flame during the ceremony on Wednesday. The flame arrived at a Beijing airport earlier in the day after being lit in Olympia, southern Greece, this week.

China will display the flame at the Beijing Olympic Tower before showcasing it from December at related events across the country.

Olympics organizers say they will scale down the route, duration and number of participants of the Games' torch relay to prevent the spread of the coronavirus.
They say the relay will be held only for three days through February 4, the date of the Games' opening ceremony.

The organizers said the relay will take place in Beijing and the neighboring city of Zhangjiakou in Hebei Province, with about 1,200 torchbearers scheduled to take part. The two cities are to host competition venues for the Olympics.

The Beijing Winter Olympics is scheduled to take place from February 4th through the 20th, followed by the Paralympic Games in March.
