Japan's Prime Minister Kishida Fumio is visiting areas in northeastern Japan that were hit hardest by the massive quake and ensuing tsunami in March 2011.
The trip is Kishida's first to the afflicted areas as prime minister. It comes as his ruling coalition and opposition parties step up their campaigning ahead of the national election at the end of this month.
On Saturday, Kishida offered flowers and a silent prayer at a memorial to the victims in the city of Rikuzentakata, Iwate Prefecture.
He was then guided through exhibits at a museum intended to pass down lessons from the disaster.
Later, Iwate Governor Tasso Takuya and others briefed Kishida on efforts by the region to rebuild from the disaster and how the coronavirus pandemic has affected the economy.
Kishida will move to neighboring Miyagi Prefecture in the afternoon. He is expected to visit a factory that produces "kamaboko" fish cakes, a local specialty, in Ishinomaki City. He is also scheduled to sit down and talk with people in the local tourist industry in Matsushima Town.
On Sunday, Kishida will move on to Fukushima Prefecture. His itinerary includes a visit to the Fukushima Daiichi nuclear power plant, which suffered a meltdown accident following the quake and tsunami.

The Islamic State militant group has claimed responsibility for a massive explosion at a Shia mosque in the southern Afghan city of Kandahar on Friday.
Hospital officials told NHK that at least 36 people were killed, and about 70 wounded. The mosque was packed with worshippers for Friday prayers at the time.
In an online statement dated Friday, the Islamic State group said the blast was a suicide bombing carried out by two of its members. It said the attackers were acting on a pledge by the leaders of the extremist Sunni group to attack renegades, a reference to minority Shia Muslims.
The Amaq news agency, which has links to the Islamic State militants, posted a photo of the two purported attackers holding weapons in front of the group's flag.
Islamic State militants have waged a steady campaign of terror since the Taliban regained control of Afghanistan in August.
They also claimed responsibility for a suicide bomb attack on a Shia mosque in the northern city of Kunduz on Friday last week. That explosion killed more than 40 people.

The United Nations World Food Programme has called for urgent action to tackle climate change, warning that rising temperatures could lead to a spike in global hunger.
The WFP made the appeal before marking the October 16 World Food Day on Saturday.
The WFP says many areas around the world are facing a food crisis caused by climate change. It says nearly 1.1 million people in the African island nation of Madagascar suffer from severe hunger due to droughts.
It says more than 60 percent of people in southern Madagascar are farmers, and their livelihoods have collapsed.
The WFP also says that in conflict-affected areas, "the climate crisis exacerbates existing vulnerabilities, magnifying the damage, destruction and despair."
It estimates that a rise of 2 degrees Celsius in the average global temperature from pre-industrial levels will push an additional 189 million people into hunger.
The WFP says, "Conflict is plunging millions into hunger today, but the climate crisis has the potential to dwarf conflict as the main cause of hunger tomorrow."

The president of the European Council said after a phone call with the Chinese president on Friday that the two sides will hold a summit soon.
Charles Michel said he conveyed Europe's concerns to Xi Jinping regarding China's cross-strait tensions with Taiwan, as well as its human rights situation.
A senior EU official said Michel raised the issue of Chinese military aircraft entering Taiwan's air defense identification zone, and China's contested claims to islands in the South China Sea.
China's Foreign Ministry says Xi told Michel that China is "always sincere in developing relations with the EU," but is "resolute in safeguarding its sovereignty, security and development interests."
Michel was quoted as saying the EU is willing to work with China in addressing climate change and other matters of common interest.
After the call, Michel tweeted that the two leaders agreed to hold a EU-China summit and reinforce their dialogue.

A long-serving member of British Parliament has been stabbed to death during a meeting with voters at a church in eastern England.
David Amess, from Prime Minister Boris Johnson's Conservative Party, was knifed repeatedly as he met with voters of his constituency in his district in Essex around midday Friday.
Paramedics tried without success to save him. Police arrested a 25-year-old man in connection with the attack and began investigating the case as a terrorist incident.
Police believe the suspect acted alone. They say they've uncovered a potential motive linked to Islamic extremism.
Amess was 69 years old and had been a lawmaker since 1983, making him one of the longest-serving members in the House of Commons.
Another serving British lawmaker was attacked and killed in 2016. A Labour Party MP was shot dead as the country prepared for the referendum on its exit from the EU.

The US government says all foreign travelers will be required to be fully vaccinated against the coronavirus before they can enter the country starting on November 8.
The White House announced the plan on Friday. A senior official says the new policy will apply to air travel, as well as land or ferry travel from Canada and Mexico.
Air travelers will have to show proof of vaccination before boarding their planes. They will also have to obtain a negative coronavirus test within three days before departure.
The Centers for Disease Control and Prevention, or CDC, says vaccines listed by the World Health Organization for emergency use are accepted under the new policy.
They include the AstraZeneca vaccine, which is not approved for use in the United States.
The Biden administration says it will announce by November 8 who will be exempt from the vaccination requirements. Children under 18 who are not currently eligible for vaccines are largely expected to be among them.
US travel restrictions will become stricter for people arriving from Japan, who are currently allowed to enter the US only with proof of a negative test. Under the new policy, they will also need to be fully vaccinated.

Two Russian deputy prime ministers have visited one of four Russian-held islands claimed by Japan, apparently to prepare for the introduction of a tariff-free zone there.
Dmitry Grigorenko and Marat Khusnullin arrived at Etorofu Island on Friday morning.
The Russian government says the visit is aimed at inspecting a clinic, a fish processing plant and other facilities that are due to install new government-funded equipment.
Russian President Vladimir Putin announced a plan in September to create a tariff-free zone to attract foreign investment in what Russia calls the Kuril Islands. They include four islands that Japan claims as its Northern Territories.
Grigorenko, who's in charge of legal procedures, told Russian media on Thursday that the special preferential zone can be introduced in January 2023 at the earliest.
This is the first known visit to a Japanese-claimed island by senior Russian officials since Japanese Prime Minister Kishida Fumio took office early this month.
Chief Cabinet Secretary Matsuno Hirokazu said the Japanese government has lodged a protest with Russia.
He said the visit runs counter to Japan's consistent position on the Northern Territories and is unacceptable.
The Japanese government maintains that the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

The Japanese government says it is arranging for more hospital beds to be set aside for COVID-19 patients in preparation for a possible resurgence of the coronavirus.
The health ministry said on Friday that it has instructed prefectural governments to be ready to accept 20 percent more patients than they treated over summer, during Japan's fifth wave of infections.
At one time, more than 130,000 people were forced to battle the virus at home or in other places due to a shortage of hospital beds.
The ministry expects the vaccine rollout, combined with the use of coronavirus drugs, will limit the number of severe cases even in a scenario where the virus is twice as contagious as it was in the summer.
Officials have directed prefectures to find out if and why there were any beds allocated to COVID-19 patients that were left empty at the height of the fifth wave. They're urging local governments to ensure the number of beds going to waste is kept as low as possible.
The ministry says in case of an outbreak that exceeds all expectations, the government will be forced to limit ordinary medical services so it can assign more resources to COVID-19 patients.
It has asked prefectures to compile their plans by the end of November.

Chinese space authorities have launched a rocket carrying three astronauts to the core module of a future national space station. The crew will live in the module and work on constructing the station for six months.
State-run China Central Television reported that a Long March-2F rocket carrying the Shenzhou-13 spacecraft took off from Jiuquan Satellite Launch Center in northwestern China early on Saturday local time.
Space authorities said the spacecraft docked with the module shortly before 7 a.m.
The six-month mission will be the longest so far for Chinese astronauts. They will conduct construction work as well as spacewalks and scientific experiments.
The Shenzhou-13 is the second of four crewed missions required to complete the space station. The Shenzhou-12 returned in September with another three-member crew, after a mission of 90 days.
China is rapidly expanding its efforts to lead the world in space development. The country aims to finish building its new orbiting outpost by the end of next year.
