Chinese Premier Li Keqiang has indicated that Beijing is willing to conclude a code of conduct on the South China Sea with the Association of Southeast Asian Nations.

Li attended an online summit with ASEAN leaders on Tuesday.

State-run Xinhua news agency reported that Li said relations between China and the ASEAN members have been developing in a wholesome and steady manner.

He also said China and ASEAN helped each other in the coronavirus pandemic, which has made their ties even stronger.

The premier announced that China is ready to provide coronavirus vaccines and other supplies.

He also indicated that Beijing will work for an early launch of the Regional Comprehensive Economic Partnership that involves 15 countries mainly from East Asia.

Li also called for support for China's bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. Taiwan also applied to join the trade pact.

The Premier also referred to the South China Sea saying that peace in the region serves the common interest of China and the ASEAN members.

In August, the two sides agreed on the preamble of the code of conduct aimed at preventing disputes in the South China Sea.

Beijing is believed to be hoping to negotiate with relevant parties to resolve the disputes without the involvement of the United States and other countries.

Myanmar has opted out of Tuesday's online summit of the Association of Southeast Asian Nations, apparently to protest the fact that its military chief was not invited.

ASEAN leaders are believed to have discussed the crisis in Myanmar, which has been in turmoil since the military seized power in a coup in February. They are also believed to have exchanged views on territorial disputes in the South China Sea and other issues.

Diplomatic sources say no representative of Myanmar joined the meeting.

The 10-nation bloc invited to the summit a senior official of Myanmar's foreign ministry, rather than the head of its military.

The military had repeatedly criticized what it called ASEAN's violation of its principles of noninterference in domestic affairs and unanimity.

ASEAN members rarely skip the group's summits.

China's foreign minister has offered continued support for Afghanistan in a meeting with a senior Taliban official in Qatar.

China's foreign ministry said Minister Wang Yi held talks with Mullah Abdul Ghani Baradar in the Qatari capital, Doha, on Monday. Baradar is the acting first deputy prime minister of the Taliban's interim government.

During the meeting, Wang said China has been urging the United States and other Western nations to lift sanctions against Afghanistan to help the country pursue a path of sound development.

Wang then urged the Taliban to protect the rights of women and children, and keep a distance from all terrorist organizations including the East Turkestan Islamic Movement.

It seeks independence for the Xinjiang Uygur Autonomous Region of China, which borders Afghanistan.

Baradar expressed gratitude for China's support. He said the Taliban intend to protect the rights of women and children and will not deprive them of access to education and opportunities to work.

He went on to say the Taliban will not allow any individual or group to do any harm to China.

Wang is also expected to meet the Taliban's acting foreign minister Amir Khan Muttaqi.

Observers say China apparently wants to increase its influence over Afghanistan as the United States and other Western countries wait to see what steps the Taliban interim government takes.
