Japan has doubled the daily limit on the number of people entering the country to 20,000, starting on Wednesday.
The country resumed new entries of foreign visitors other than tourists on March 1. The government raised the daily cap on arrivals to 5,000 on the same day, to 7,000 on March 14 and to 10,000 on April 10. It did so while watching the infection situation in Japan and around the world. They also observed quarantine measures at domestic airports.
The government also eased COVID-19 quarantine measures. Countries and regions have been divided into three groups, depending on risk factors such as rates of positive test results upon arrival in the past.
Visitors from 98 countries and regions in the low-risk group will be exempt from virus testing and self-quarantine even if they have not been vaccinated against the coronavirus.
People from 99 countries and regions in the medium-risk group are exempted from tests and self-quarantine if they have received three shots of COVID-19 vaccine.
The government plans to resume accepting foreign tourists from June 10 for the first time in about two years. Those tourists will be limited to people from the low-risk group and must be part of tours accompanied by attendants.
The government will consider further easing while closely watching the infection situation.
Observers say the challenge is whether new steps will lead to a recovery in social and economic activities while controlling infections.

Authorities in Shanghai have lifted coronavirus lockdowns in most parts of the city, after more than two months of restrictions took a toll on people's livelihoods and the economy.
Local officials started allowing 22 million residents, or about 90 percent of the city's population, to go out at the start of Wednesday.
Severe restrictions on people's movements have helped curb the number of infections.
The city's new daily infections topped 20,000 when the outbreak peaked in April, but only about 30 new cases were reported on Monday.
When the lockdowns began on March 28, they were supposed to end on April 5, but they were extended as infections continued to spread.
Residents became angry at being unable to receive proper medical treatment or to get food.
Social media users shared a video that purportedly shows citizens confronting Shanghai's top Communist Party official Li Qiang.
The lockdowns have forced many companies to suspend operations and disrupted logistics.
Authorities will allow full resumption of production activities, operation of commercial facilities and public transportation services to bring the city back to normal.

Taiwan President Tsai Ing-wen has expressed hope that a new economic framework will be created to deepen ties with the United States.
Tsai made the remark during her meeting with visiting US Senator Tammy Duckworth in Taipei on Tuesday.
Tsai said Taiwan will keep expressing its willingness to participate in the Indo-Pacific Economic Framework, or IPEF -- a new US-led initiative apparently aimed at competing with China.
US President Joe Biden on a visit to Japan last week revealed plans to start talks aimed at launching the framework.
Taiwan was not included in the roster of IPEF members despite its lobbying efforts.
Tsai told Duckworth that in the near future, she looks forward to Taiwan and the US taking steps to develop concrete plans to further strengthen the economic partnership.
On May 20, US Trade Representative Katherine Tai's office announced that she met with the Taiwanese minister in charge of trade negotiations, Deng Chen-chung. The office said they agreed to look for specific measures to deepen bilateral ties in trade and investment, and that they also agreed to meet again several weeks hence.
