Russia's Foreign Ministry says it will suspend the implementation of a 1998 agreement with Japan that allows Japanese fishing boats to operate safely near the four Russian-held islands claimed by Japan.
Ministry spokesperson Maria Zakharova said in a statement on Tuesday that "Tokyo sticks to freezing payments stipulated by the agreement."
She also said, "In this situation we are forced to take a decision on suspension of implementing the agreement of 1998 until the Japanese side meets all its financial commitments."
The deal was signed to prevent fishery workers operating in waters near the islands from being detained by Russian authorities.
The two governments hold negotiations each year to decide the fishing period, size of catches and amount of money the Japanese side pays.
The agreement mainly covers walleye pollack, Okhotsk Atka mackerel and octopus.
Russia controls the islands. Japan claims them.
The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

The chief of NATO's military committee and the top officer of Japan's Self-Defense Forces have discussed the Ukrainian situation and agreed to step up cooperation.
Admiral Rob Bauer of NATO and the SDF's chief of Joint Staff, General Yamazaki Koji, met in Tokyo on Tuesday. Bauer is on a two-day visit to Japan.
Yamazaki said not allowing attempts to change the status quo by force is a common security challenge for the international community. He also said strengthening cooperation by Japan, NATO and NATO members is essential.
Bauer responded that cooperation among free democratic nations is needed to defend order based on international rules. He added that Japan is a very important partner for NATO.
They exchanged opinions on the situations in Ukraine and the Indo-Pacific region, where China is stepping up maritime activities.
After the meeting, Yamazaki told reporters that unilateral attempts to change the status quo by force must not be tolerated in any part of the world. He said Japan is committed to maintaining open and free international order based on the rule of law, and will strengthen cooperation with NATO.
Bauer stressed that it is important to firmly maintain international order based on rules nurtured over 70 years after the two world wars.

The Japan Tourism Agency has disclosed guidelines for travel agencies as the country prepares to allow guided tours groups to visit from Friday.
The guidelines released on Tuesday reflect the results of a trial tour that visited Japan in late May. They require travel agencies to ensure that all tourists follow Japan's infectious disease control measures.
The travel agencies are required to explain to participants that they will need private health insurance in case they require medical treatment in Japan, and obtain their consent.
Officials say people may not be allowed to take part in the tours if they do not abide by these procedures.
The tour guides are expected to meticulously ensure that visitors observe anti-infection measures in various situations.
The travel agencies are being told to confirm in advance who they should get in touch with at local government offices, in case a tourist becomes infected with the coronavirus. They are also required to have tourists visit a medical institution if they become infected, and to identify any close contacts.
Tourism minister Saito Tetsuo said strict adherence to the guidelines will allow the smooth resumption of foreign tourism in Japan.
