North Korea has decided to recognize two breakaway regions in eastern Ukraine as independent states. The areas in Donetsk and Luhansk are effectively controlled by pro-Russian separatists.

North Korea's state-run Korean Central News Agency says Foreign Minister Choe Son Hui sent letters on Wednesday to pro-Russian armed groups, informing them of the decision.

In the letters, Choe expressed her country's intention to "develop the state-to-state relations with those countries in the idea of independence, peace and friendship."

Ukraine's foreign ministry strongly condemned the move, calling it a gross violation of the country's constitution, the UN Charter, and the fundamental norms and principles of international law.

The ministry said Ukraine has severed diplomatic relations with North Korea in response.

The ministry added that Ukraine will continue to react to infringements on its sovereignty and territorial integrity.

Russia unilaterally recognized the independence of the breakaway regions in February, followed by Syria in June.

Myanmar's state-run broadcaster reports the country's top military commander met senior Russian defense ministry officials on Monday in Russia.

Russia's defense ministry on Tuesday released a statement reaffirming that Russia and Myanmar will deepen technological cooperation in military fields.

It's the second time that Myanmar has announced a Russian visit by Senior General Min Aung Hlaing since he took power in a February 2021 coup.

Myanmar apparently wants to show it has close ties with Russia as the Southeast Asian country has become more isolated from the global community.

Myanmar gets many of its weapons from Russia.
Chinese Foreign Minister Wang Yi visited Myanmar earlier this month for the first time since the coup.

Energy ministers from the so-called Quad nations have agreed to promote the use of ammonia and other clean fuels.
The ministers from Japan, the US, Australia and India met in Sydney.

They discussed how they can cooperate in the energy sector at a time when Russia's invasion of Ukraine has created instability in international energy markets.

They agreed to work together on developing next-generation clean energy technologies, including the use of ammonia. Ammonia does not emit carbon dioxide when burnt.

An energy forum held on the sidelines of the meeting was attended by government and corporate officials.

Japan's industry minister Hagiuda Koichi explained that Japan intends to play a leading role in establishing ammonia supply chains.

After the meeting, Hagiuda told reporters that a plan to burn ammonia mixed with coal had been poorly received last year. But this time the Quad was more agreeable to the idea. He said he hopes to promote cooperation among the four countries to set up supply chains.

In May, ministers from the Group of Seven industrial economies identified ammonia as a fuel that would meet the need for decarbonization and energy security in a joint statement issued after their meeting in Germany.

President Gotabaya Rajapaksa has fled Sri Lanka in the face of massive anti-government protests.

Rajapaksa and his wife flew to neighboring Maldives aboard a military aircraft on Wednesday.
They are expected to head to a third country later.

Rajapaksa reiterated through the Parliament speaker on Wednesday that he would resign the same day and transferred power to Prime Minister Ranil Wickremesinghe, in line with the country's Constitution.

In the country's largest city of Colombo, protesters stormed the prime minister's office and clashed with security forces.

The government has declared state of emergency and imposed a night curfew.

So far, neither the government nor Parliament have announced that Rajapaksa has officially tendered his resignation.

Sri Lanka, which is battling an economic crisis, may also find itself in prolonged political turmoil.

A Japanese government panel of experts has discussed emergency proposals for coping with a seventh wave of coronavirus infections.

The panel on Thursday discussed measures to avoid putting a strain on the country's healthcare system, as the spread of the Omicron subvariant BA.5 leads to more people getting hospitalized or seriously ill.

It calls for more tests, and for government-approved antigen test kits to be made readily available at pharmacies.

It also calls for a system for people to be tested before traveling home for the summer to visit elderly relatives.

The panel urges ventilation to prevent infection through airborne microdroplets and aerosol particles in closed rooms.

It is asking that vaccination programs be sped up, hospital beds and staff be secured and that basic anti-infection measures be taken.

The panel adds that if an end to the seventh wave comes into view, they need to start considering the coronavirus as just another disease that should be given normal medical treatment.

The panel is expected to finalize its proposals later in the day.

Coronavirus infections have been increasing massively in South Korea, with daily cases exceeding 40,000. The government is increasingly concerned that the tally could become five times higher.

South Korea's health authorities confirmed 40,266 coronavirus cases on Tuesday. That's nearly four times the level two weeks ago. It was the first time in about two months that the daily count topped 40,000.

At a meeting to discuss antivirus measures on Wednesday, Prime Minister Han Duck-soo warned that the more transmissible BA.5 subvariant of Omicron has been spreading.

He said up to 200,000 people could be infected per day from around mid-August to the end of September.

Han suggested the possibility of implementing restrictions in phases depending on the situation.

The government decided to lower the eligibility age for fourth vaccine doses to 50. Currently, people should be 60 years of age or older in principle to receive a fourth shot.

South Korean company SK Bioscience has developed the country's first domestically developed COVID-19 vaccine. It was approved by healthcare authorities in June.

On Wednesday, the company unveiled its research facility to foreign media.

It explained that the vaccine can be stored in refrigerators, and that the firm is preparing to supply doses in the country as soon as possible, and to developing nations.

China's latest trade data shows that exports soared in June, indicating a continued recovery from the impact of the coronavirus pandemic.

Customs authorities say exports last month came to 331 billion dollars, up 17.9 percent from a year earlier.

The end of coronavirus lockdowns in Shanghai led to improvements in logistics and other corporate activities.

Li Kuiwen, a spokesperson of the Chinese General Administration of Customs, said that uncertain factors still remain, but was optimistic about the business outlook.

He said "China's economy continues to grow, and corporate output is picking up swiftly. We are confident that exports will increase in the latter half of the year."
Overall imports in June, however, rose only 1 percent year on year, to 233 billion dollars, suggesting that demand remains weak at home.

But imports from Russia were strong, increasing 56 percent, likely due to greater shipments of crude oil and natural gas.

The Tokyo District Court has ordered four former directors of Tokyo Electric Power Company to pay about 97 billion dollars in damages to the utility.

The shareholders claimed the company incurred massive losses from the 2011 accident at the Fukushima Daiichi nuclear plant.

They include costs for decommissioning the plant's crippled reactors and compensation for local residents who had to evacuate.

The shareholders had demanded 22 trillion yen, or more than 160 billion dollars, from five individuals who held top managerial posts.

On Wednesday, presiding judge Asakura Yoshihide ordered four of the five individuals to compensate the utility a total of 13.3 trillion yen or about 97 billion dollars.

The four directors are former chairman Katsumata Tsunehisa, former president Shimizu Masataka and former vice presidents Takekuro Ichiro and Muto Sakae.

The judge found the long-term assessment of possible seismic activities issued by a government panel in 2002 scientifically reliable.

He said the assessment made it obligatory for the company's managers to take measures against tsunami.

The judge said the former directors were aware of the risks of a serious accident, but failed to call for quick implementation of minimum measures.

He added the accident could have been avoided if steps had been taken to prevent flooding.

The judge cleared former managing director Komori Akio of responsibility for damages, noting that he took up his post less than a year before the accident, so his instructions would not have been carried out in time.

Wednesday's decision is the first civil court ruling on the liability of the utility's former directors for losses stemming from the 2011 nuclear disaster.

The amount of damages is believed to be the highest-ever ordered by a court in Japan.

The lawyer representing the defendants of Katsumata and Shimizu has reportedly refrained from commenting on the ruling, saying its contents have not been fully examined.

The TEPCO officials said they sincerely apologize again for causing distress and anxieties to people in Fukushima and elsewhere over the accident of the nuclear power plant.

NHK has learned that the suspect in the fatal shooting of former Prime Minister Abe Shinzo has admitted to making gunpowder for the attack.

Abe was shot last Friday while making a campaign speech in Nara City, western Japan. The suspect, 41-year-old Yamagami Tetsuya, was arrested on the spot.

Police have learned that Yamagami studied online video on how to hand-manufacture guns, using steel pipes and other materials.

He apparently prepared for the attack by repeatedly test-firing guns he made.

The suspect is reportedly telling investigators he made gunpowder by mixing ammonium nitrate, sulfur and charcoal, and also extracted gunpowder from fireworks. He says he looked up the process on the Internet.

Ammonium nitrate has been used for explosives in terrorist bombings overseas. But it's also used for fertilizer, so it's easy to obtain.

Police are analyzing evidence confiscated from the suspect's home and vehicle.
