Top officials from the United States and Russia are sitting down to discuss ending the fighting in Ukraine. Moscow's invasion of the neighboring country began roughly three years ago. The US side is being represented by Secretary of State Marco Rubio, National Security Adviser Mike Waltz and Special Envoy to the Middle East Steve Witkoff. The Russian delegation includes Foreign Minister Sergei Lavrov and Presidential Adviser Yuri Ushakov.
Ushakov had previously said the important thing will be agreeing on how to start the negotiations. Kremlin spokesperson Dmitry Peskov said on Monday that the talks will involve laying the groundwork for a possible summit with Putin and US President Donald Trump. Speaking with CBS News over the weekend, Rubio said that the US side will have to determine whether Russia is serious about solving the conflict. And he said the path to peace will likely involve more than one meeting. For more earlier, I spoke with NHK World's Takasu Eri, who's in Kiev.
Eri, you've been speaking with Ukrainians. How are they seeing the talks between the United States and Russia?
There are a lot of feelings in Kiev, including anger and anxiety.
People here say they're not happy their side is being left out after coming under attack for almost three years.
It's absolutely not right, and the peace that will be negotiated without us would definitely be unjust.
I don't understand it. Ukraine's diplomatic position seems so weak. I have a feeling that they have already decided everything without us, which is just unacceptable.
Ukraine's leaders are also frustrated.
President Volodymyr Zelensky is set to visit Saudi Arabia as these U.S.-Russia talks are happening,... but he's not expected to take part in them.
Before heading out,... he issued a firm statement. Zelensky says his country will not recognize any agreement reached without Ukrainian involvement.
So Eric, what is Ukraine's next move?
Well, they still have lines of communication with the U.S. Kiev is getting ready to host Trump's special envoy, Kiev Kellogg, on Thursday. This will be a chance to fully explain Ukraine's position, including on the battlefield. Zelensky says he may invite Kellogg to visit the front line with him to show the reality facing Ukrainian troops, essentially painting a fuller picture of Kiev's situation for Trump. Barring that Ukraine does not have economic leverage, Trump has made it very clear his interest is in the country's natural resources.
He proposed exchanging continued military support for access to Ukraine's rare earth minerals and oils. But what Keith wants is guarantees from the US that its security and sovereignty will be upheld after any peace treaty has been signed. We can expect that to be a big part of these upcoming talks with Kellogg,... as well as any future meeting between Zelensky and Trump whenever that happens.
European leaders are also on edge over Ukraine. They met for emergency talks in Paris,... as Washington and Moscow forge ahead toward ending the fighting without them. French President Emmanuel Macron called the meeting on Monday. Leaders reportedly discussed whether to send peacekeepers to Ukraine after a ceasefire. The US has demanded that European nations decide what they can contribute to guarantee Ukraine's security.
Europe must play its role, and I'm prepared to consider committing British forces on the ground, alongside others, if there is a lasting peace agreement.
The discussion was met with pushback from some participants, including German Chancellor Olaf Scholz.
It is quite clear that this debate is inappropriate at the wrong time and on the wrong subject. We are not yet at a point of peace, but in the middle of a war brutally waged by Russia.
Experts say the clock is ticking for Europe to find a unified approach or risk being sidelined from future negotiations.
Leaders in North Korea are in no rush to return to the negotiating table with Washington, Tokyo, and Seoul. A foreign ministry spokesperson says Pyongyang is pursuing the exact opposite of denuclearization. The foreign ministers of the United States, Japan, and South Korea met on Saturday in Germany. They agreed to work together to realize the complete denuclearization of North Korea. A North Korean foreign ministry spokesperson responded on Tuesday in the ruling Workers' Party newspaper. A statement says denuclearization is becoming more impossible and nuclear weapons are a legitimate means of self-defense entrusted by the Constitution. The statement also says North Korea's nuclear and missile development programs will continue. Some experts in South Korea say Pyongyang is hardening its position after U.S. President Trump said he's open to dialogue with Kim Jong-un.
Mizuho Bank said on Tuesday that the employee stole cash worth tens of millions of yen from the deposit boxes of two customers in 2019. The bank said it penalized the employee when it learned about the theft and that the person no longer works for it. Mizuho said the cases have been reported to the Financial Services Agency. Trust in Japan's megabank may be undermined by the latest revelation. Mizuho had not disclosed the theft until now. But a Mizuho official explained that the bank dealt with this case with sincerity and earned the understanding of the affected customers. It stopped accepting new users for its safe deposit boxes nationwide in January following reports of the MUFG thefts.
Tokyo police last month arrested a former MUFG Bank employee who had stolen cash and gold bullion worth around $9 million from about 70 customers.
The Japanese government is about to widen the scope of the nationality entry in official family records. It's going to allow the names of both countries and regions to be used, meaning people from Taiwan married to Japanese nationals will be able to list Taiwan in the registry.
The Justice Ministry plans to amend an ordinance related to the familyregistry law in May. The change will allow both countries and regions to be used for registering nationalities. Currently, foreign spouses of Japanese nationals can basically only register countries as their places of origin. The use of region names is already allowed for other official documents, including residency cards. Taiwan's foreign ministry expressed gratitude for the move.
It will not only demonstrate respect for the identity of residents in Japan, but also provide greater clarity in identification.
Meanwhile, Chinese Foreign Ministry spokesperson Guo Jiakun has expressed displeasure, urging Japan to abide by the One China principle. Guo told reporters on Monday, no gimmicks on the Taiwan question and do not send any conflicting or wrong signals.
Japan's Maritime self-defense Force and the navies of the United States and France have conducted their first joint exercises involving aircraft carriers.
The nine day exercise began on February 10th in waters east of the Philippines, where China has been increasing its maritime activities. 11 vessels, including Japan's de facto aircraft carrier Kaga, took part in the drills.
The American carrier, USS Carl Binson, and the French carrier Charles Dugal, were also deployed. Participants confirmed procedures to jointly respond to submarines and aircraft. The French Navy has deployed its carrier fleet in the Pacific region for the first time since the 1960s. Rafale fighter jets and E2C early warning aircraft joined the drills.

A US passenger plane crashed and flipped on its back while trying to land at Toronto's International Airport in Canada on Monday. All 80 people on board were able to evacuate from the aircraft. 18 were reportedly injured. The plane was arriving from the U.S. city of Minneapolis. Delta Airlines says it is operated by one of its subsidiaries.

Delta officials say the injured were transported to hospitals. Three individuals suffered severe injuries. The airport was closed temporarily following the incident.

Now to world weather. Heavy snow and powerful winds are going to batter northern parts of Japan going into Wednesday. Our meteorologist Jonathan Oh has the details.
Hello, we have a winter pressure pattern that is intensifying and that's going to bring a lot more snowfall with strong winds along the Sea of Japan side of the country from the north to northeastern regions. Take a look at this video that's coming out from the area and that that's a lot of snow as a strong cold snap is hitting the country and more than 470 centimeters of snow depth has been reported in parts of Amari Prefecture, which is the highest of the season. Many cities along the Sea of Japan side have all seen more than 40 centimeters in 24 hours, and officials are warning of power outages, fallen trees and avalanches as more snow is expected, with authorities are urging people to avoid unnecessary travel and check the latest traffic information as they plan to close. Many sections of highways in the area. We've got that low located toward the north and high back toward the West that's really dragging in that cold air over the Sea of Japan and that's going to really churn up the snow machine. We're looking at some places getting 70 centimeters or up to 70 centimeters of snowfall in a 24 hour period and an additional 50 centimeters of snow from that point forward. Strong winds kicking up the waves as well. So once again, if you don't have to travel, stay indoors because this is going to really mean business over the next 24 hours for sure.Sapporo into Niigata looking at snow and that cold are really pushing its way over to the Pacific side with a high of only eight in Tokyo as we go through Wednesday. Speaking of snow, plenty of it developing over into the Rockies and we're looking at this snow to really start spraying toward the east. Talking of snow and maybe even some sleet ice possibilities into North Carolina by Wednesday, so it's going to be a mess once again for the East Coast as well, playing snow from Denver even into Oklahoma City. the snow with a high of -2 as you go through Tuesday. And look at the dip of cold air, the blue indicating the really frigid temperatures Winnipeg topping off at minus 21 for Tuesday.
