US Secretary of State Mike Pompeo has announced that the country will begin procedures to withdraw from the Intermediate-Range Nuclear Forces Treaty, or INF.
Pompeo told at a news conference on Friday in Washington.

He said "Russia's violations put millions of Europeans and Americans at greater risk. It aims to put the United States at a military disadvantage, and it undercuts the chances of moving our bilateral relationship in a better direction. It's our duty to respond appropriately".

He added "the United States will, therefore, suspend its obligations under the INF treaty effective February second. We'll provide Russia and the other treaty parties with formal notice that the United States is withdrawing from the INF treaty effective in six months, pursuant to Article 15 of the treaty".

If the county formally report the decision to Russia and no concession is made from the Russian side, the pact will permanently expire in six months.

The INF treaty was signed in 1987 by US President Ronald Reagan and Soviet Union leader Mikhail Gorbachev.

It prohibits the possession, production and flight-testing of ground-launched intermediate-range ballistic and cruise missiles.

Nearly 2,700 missiles were eliminated on both sides, easing tensions and contributing to the end of the Cold War.

Over the past 5 years, the US has been calling on Moscow to comply with the pact, but officials have failed to bridge their differences.

US President Donald Trump says he wants to hold talks to create a new arms control framework. He told this to reporters at the White House on Friday after his administration announced that it would withdraw from the INF Treaty.

The President blamed Russia, saying that "one side has not been adhering" to the deal, and "unless they're going to adhere, we should not be the only one" to do so.

Trump added: "I hope that we're able to get everybody in a big and beautiful room and do a new treaty that would be much better. I would like to see that".

Russian President Vladimir Putin says his country will temporarily suspend the Intermediate-Range Nuclear Forces Treaty with the United States and start developing new missiles.

Putin also said Russia's attitude will mirror that of the United States. If that country stops taking part in the treaty Russia will as well. He made the remarks during a meeting with Foreign Minister Sergey Lavrov and Defense Minister Sergei Shoigu on Saturday.

The remarks follow a decision made by the United States to suspend the implementation of its obligations under the treaty and to notify Russia accordingly.

An atomic bomb survivor in Japan has called on the US and Russian presidents to fulfill their responsibilities after the US notice of withdrawal from the Intermediate-Range Nuclear Forces Treaty.

Koichi Kawano is a survivor from Nagasaki and heads Gensuikin, the Japan Congress against A- and H-Bombs.

He called on Donald Trump and Vladimir Putin to listen to the opinions of people around the world and live up to their responsibilities as the leaders of major powers.

Kawano said the number of nuclear warheads has been kept at around 14,500, but scrapping the INF Treaty will increase that figure.

He said he wants to tell the US and Russian presidents that they should not play with nuclear weapons.

Kawano said his group hopes to further enhance its activities to call for the abolition of all nuclear arms through the Treaty on the Prohibition of Nuclear Weapons adopted by the UN in 2017.

ICAN, the International Campaign to Abolish Nuclear Weapons, condemned President Trump's decision. The group won the 2017 Nobel Peace Prize.

ICAN Executive Director Beatrice Fihn said in a statement that the demise of the INF Treaty endangers the entire world. She said the US withdrawal is an irresponsible move that opens the path for a new nuclear arms race.

Fihn said Trump has fired the starting pistol on Cold War Two -- one that could be bigger and more dangerous, adding that the world may not be so lucky this time around.

She called on European leaders to make it clear that withdrawing from the INF Treaty is a threat to European security.

She urged European governments to work toward removing all nuclear weapons from European soil by joining the Treaty on the Prohibition of Nuclear Weapons.

Russian authorities have seized a Japanese crab fishing boat in the Sea of Japan. They claim the vessel was illegally operating in the country's exclusive economic zone.

The boat, Number 68 Nishino-maru, belongs to a crab fishery cooperative in Shimane Prefecture, western Japan.

Prefectural officials say the vessel departed from Sakai Port in Tottori Prefecture last Saturday to fish for crabs.

The officials say they learned of the seizure from the Fisheries Agency on Wednesday.

The president of a local fishing firm, Hideji Kagami, and nine other crew members are on board the vessel.

Russian officials have told NHK the boat is currently docked at the port of Nakhodka in the country's Far East.

They say they are investigating the vessel's papers and catch. No details have been given on when the crew members may be released.

The Japanese Consulate General in Vladivostok says the crew is in good health.

Senior diplomats from Japan and China have agreed to work closely in an effort to arrange a visit by President Xi Jinping to Japan.

Senior Deputy Foreign Minister Takeo Mori held talks with his Chinese counterpart, Kong Xuanyou, in Beijing on Friday.

A participant from the Japanese camp said the pair discussed the diplomatic schedule for the year ahead, which includes visits by top Chinese officials to Japan and reciprocal visits by ministers of both nations.

They also talked about a visit to Japan by China's third-highest ranking government official, Li Zhanshu. Li serves as the Chairman of the Standing Committee of the National People's Congress.

Earlier in the day, Mori and Kong took part in the Japan-China Security Dialogue, which also involved senior defense officials of both countries.

The sides talked about the security policies of each nation, and shared their concerns. The talks also covered defense exchanges between the countries, and the situation on the Korean Peninsula.

The officials confirmed the importance of tightening control over ship-to-ship transfers by North Korea in violation of UN Security Council sanction resolutions.

Sources say the Chinese side expressed its commitment to implementing the UN resolutions.
