The Tokyo metropolitan government says the number of new coronavirus cases has topped 100 for the second straight day -- sparking concerns that the capital may be on the precipice of another wave.

The number of virus cases has been steadily growing in Tokyo. One-hundred-seven were reported on Thursday and more than 120 on Friday -- the highest daily tally since a national state of emergency was lifted in late May and business activities began to resume.

Chief Cabinet Secretary Suga Yoshihide said, "The number of seriously ill patients is decreasing. Analyzing other data on the infection, the situation does not meet the standard for the government to immediately declare a state of emergency again."

The government attributes the rise in part to people who either work at or visit nighttime entertainment spots, such as host or hostess bars. It is urging employees and customers to get tested.

Over 19,000 cases have been confirmed across Japan as of Thursday. The death toll stands at more than 970.

Japan's health ministry resumed its coronavirus contact-tracing app service on Friday.

The ministry said on Thursday that it fixed a glitch which was found just days after the smartphone application was rolled out on June 19.

The app records data sent out by other smartphones within a 1-meter radius after 15 minutes of contact.

People who contract the virus are supposed to register their infection by entering into the app a personal number assigned by public health centers. The app will then notify users who were in close contact with that person.

Officials had stopped issuing personal numbers since the glitch was found.

The ministry says users need to update their app to the latest version.

The app was downloaded around 5 million times as of Thursday evening.

A medical society in Japan is to research lingering symptoms that some people suffer after recovering from COVID-19 and testing negative.

Members of the Japanese Respiratory Society plan to begin collecting data on infected people from medical institutions across Japan as early as next month.

They say they will focus their research on damage to lung functions, along with other problems.

The research was planned as many people complain of persistent fever, sense of fatigue and shortness of breath for months after being released from hospital.

Some face difficulty going about their daily lives due to declines in their lung functions and physical ability.

Such prolonged symptoms have also been reported abroad.

People suffering what appear to be aftereffects of the virus are seeking understanding and support, including financial assistance.

As COVID-19 is a designated infectious disease in Japan, all related medical costs are covered by public funds while patients are hospitalized. But they must pay part of the costs after testing negative and leaving hospital.

The chairman of the society's board of directors, Yokoyama Akihito, says there are many reports abroad of people suffering lasting lung problems despite testing negative, and that Japan has seen similar cases.

Yokoyama says details of such aftereffects are not known, so the society hopes to use studies of collected data to improve the country's coronavirus response.

A prominent Hong Kong pro-democracy activist says he has left the territory, as he felt at risk after testifying before the US Congress about China's national security law.

Nathan Law made the comment in a Facebook post on Thursday.

Law called on Hong Kong people to speak up and urge other countries to be vigilant for the expanding authoritarianism of the Chinese Communist Party.

He added that he had braced himself for the possibility he would have to leave the territory when he decided to testify before the US Congress.

Law did not disclose his current whereabouts. But he said he will continue his advocacy on an international level.

Law testified before a hearing of the US House of Representatives via a video link on Wednesday. He spoke about the human rights situation in Hong Kong following the introduction of the national security law for the territory on Tuesday.

Observers believe Law feared his remarks at the hearing would expose him to the charge of collusion with foreign or external forces endangering national security under the new law.

Law was one of the leaders of the 2014 Umbrella Movement, in which young people called for democratic elections. He recently expressed his intention to stand in the September elections for the Legislative Council, the territory's legislature.

The US Congress has passed a bill to impose sanctions on Chinese officials involved in efforts to undermine Hong Kong's autonomy.

The Senate unanimously approved the Hong Kong Autonomy Act on Thursday. The legislation had passed the House of Representatives the previous day.

The bill targets Chinese officials involved in restricting Hong Kong's autonomy. Financial institutions that do business with these people would also face sanctions, including asset freezes and a ban on transactions with US banks.

The bill becomes law once it is signed by President Donald Trump.

Republican Senator Pat Toomey, who co-sponsored the bill, warned that China is a threat to the US as it tries to impose its influence on Hong Kong and the world.

Toomey said the legislation sends a message that "the United States and the free world are no longer willing to look past some of the worst behavior that's been occurring." He added that "our patience has run out."

At a news conference on Thursday, Chinese Foreign Ministry spokesperson Zhao Lijian criticized the US move, urging Trump not to sign the bill. He warned that China "will react strongly and the US shall bear all consequences."

A former employee of the UK's consulate in Hong Kong who alleges he was tortured in China says Britain has granted him political asylum.

Simon Cheng disclosed the British government's decision on social media on Wednesday.

Cheng told British media that he was detained in mainland China in August last year. He said he was beaten and urged to provide information about protests against the Chinese government.

He wrote that Britain had recognized his case as political persecution.

He also wrote, "Leaving means just a beginning. We continue to fight against the expanding totalitarianism," and vowed to fight for democracy and freedom from the UK and return to Hong Kong one day.

Cheng expressed hope that his case can be a "precedent for other HongKongers to seek protection."

Experts are warning of a spike in coronavirus infections in the United States as large crowds are expected to gather to celebrate the country's Independence Day over the weekend.

The Fourth of July celebrations come as the number of new daily cases in the US topped 50,000 for the first time. Data compiled by researchers at Johns Hopkins University showed a record 50,655 infections were reported in the US on Wednesday.

Infections are surging in the Midwest as well as Texas and Florida in the south and California in the west.

Measures have been taken at tourist spots and restaurants to prevent the spread of the virus.

In New York City, this year's fireworks are being held over four nights at different locations so people can watch the show from their homes.

Beaches in California and other places have been closed as mass infections have been reported among beach visitors.

But concerts and other events are planned in Texas and Florida. There are fears that the virus could spread rapidly as people gather.
