The rising number of coronavirus cases has become a stumbling block for plans to boost Japan's economy. The Tokyo Metropolitan Government reported a new daily high for infections on Thursday, breaking a record set only a week before.
The capital confirmed 286 cases -- a return to a recent trend following slightly lower counts.
The numbers prompted officials to exclude Tokyo from an upcoming tourism campaign.
Those in charge of Japan's coronavirus response consulted experts after local governments and opposition lawmakers raised concerns about the campaign.
Japanese Economic Revitalization Minister Nishimura Yasutoshi said on Thursday that the experts approved a plan to exclude from the "Go To" campaign trips to Tokyo, including travel within the capital, and travel by Tokyo residents.
People in other parts of the country will still be eligible for travel subsidies aimed at promoting domestic tourism.
The government hopes it will encourage spending as people adjust to a new normal.
More than 600 cases were confirmed across the country on Thursday, marking the highest number of daily infections in about three months.
This brings the national total to more than 23,000 cases. Nearly 1,000 people have died.

The total number of coronavirus infections in Brazil has surpassed two million.
The government says a daily figure of more than 45,000 new cases had been reported as of Thursday, bringing the total number of people who have tested positive in the country to 2,012,151. The figure has doubled in the space of less than a month. The virus is spreading rapidly, mainly in deprived areas.
Brazil has the second-highest death toll after the United States, at 76,688, up by 1,322 from a day earlier. It also has the second-largest number of reported cases.
However, the Brazilian government is pressing ahead with the reopening of economic activities. Officials say the number of intensive care units has been doubled in hospitals in urban areas, including the state of Sao Paulo, where the situation is particularly serious. They say they can cope with a spike in cases.
Earlier this month, Brazilian President Jair Bolsonaro said he had tested positive for the virus. But he continues to prioritize the economy over preventive measures, despite the growing concerns of experts.

The number of confirmed coronavirus cases worldwide has topped 13.8 million.
Data compiled by researchers at Johns Hopkins University in the United States show that 13,805,296 cases around the world were reported as of 6:00 UTC on Friday. The global death toll has reached 589,911.
The US has the highest number of cases at 3,576,157. Next is Brazil with 2,012,151 cases, and India with 1,003,832. Russia has 751,612 cases, and Peru 341,586.
The US also has the highest number of fatalities at 138,358, followed by Brazil with 76,688, Britain with 45,204, Mexico with 37,574, and Italy with 35,017.

The United States, Britain and Canada say a Russian group is very likely to have mounted cyberattacks to collect research data on coronavirus vaccines.
The three countries' intelligence agencies made the announcement in statements on Thursday.
The US National Security Agency says a cyber-espionage group publicly known as APT29 has targeted various organizations in the three nations. It says the targets include governmental, think-tank, healthcare and other institutions.
The agency says it is "highly likely" that the group intends to steal information and intellectual property relating to the development and testing of COVID-19 vaccines. It says the group is "almost certainly part of the Russian intelligence services."
The statements do not mention whether or not any vaccine information has been stolen.
The US statement says APT29 is using custom malware known as WellMess and WellMail to target a number of organizations globally. The NSA is disclosing information on the malware and is calling on other countries to stay on the alert.
In response, Russian President Vladimir Putin's spokesperson Dmitry Peskov said, "We can say one thing: Russia has nothing to do with these attempts."
The Russian Direct Investment Fund is seeking to develop a vaccine against the coronavirus. Its Chief Executive Officer, Kirill Dmitriev, said people apprehensive of a Russian vaccine success are trying to tarnish its reputation.

France's prime minister has revealed a plan to make it compulsory to wear masks in enclosed public spaces, amid signs of a resurgence in coronavirus infections.
Jean Castex told the Senate on Thursday that wearing masks will be mandatory in all buildings where ordinary citizens can freely enter.
He said the measure will take effect next week.
As France eased restrictions on economic activities, new cases started popping up in parts of the country, raising fears that the virus could spread again nationwide.
Speaking in a TV interview on Tuesday, President Emmanuel Macron suggested that his government would make masks mandatory in all closed public spaces in the coming weeks.
Similar measures are being taken in other parts of Europe.
The British government plans to make it mandatory for people to wear face coverings in shops and supermarkets in England from July 24.
In parts of Spain, including Catalonia and Andalusia, wearing masks has been compulsory in both indoor and outdoor public spaces.

Banksy posted a video of his artwork on his Instagram page on Tuesday showing a man, who is presumed to be himself, painting a rat that appears to be sneezing and others using a mask as a parachute or a body cover.
The mask-themed painting is believed to promote the use of face coverings, which is mandatory on all public transport in London and the rest of England but not widely practiced.
London Transport said in a statement that the art was removed some days ago in line with London Underground's strict anti-graffiti policy.
The authorities said that they would like to offer Banksy the chance to do a new version of his message for their customers in a suitable location.
British media report that cleaners were unaware that the graffiti was by the world-renowned artist when they removed it.

NHK has learned that the Japanese government will financially help companies that produce face masks and other products to relocate or diversify their production bases from China and elsewhere. It is hoping to reduce the risk of concentrating output in certain parts of the world.
Earlier this year, shipments to Japan of face masks and other products stalled amid the global spread of the coronavirus. This was partly because the country had been largely relying on production facilities in China for such goods.
Informed sources say the Japanese government plans to subsidize 57 projects to shift factories to Japan. Their operators include Iris Ohyama, which produces masks, and Saraya, which makes alcohol disinfectants.
The government also plans to extend financial support to 30 other business projects to relocate the manufacture of masks and auto parts from China and elsewhere to Southeast Asian countries such as Vietnam and Thailand.
The subsidies will likely total about 70 billion yen, or roughly 650 million dollars.
The government is publishing the names of the subsidy recipients as early as Friday.

US streaming service Netflix got a bump in both sales and profit for the April to June quarter as the coronavirus kept many people at home. But the firm predicts slower subscriber growth for this quarter as countries start to ease restrictions.
Sales for the period stood at about 6.1 billion dollars. That's up around 25 percent from the same period last year. Net profit more than doubled.
Netflix added more than 10 million subscribers around the globe during the quarter, bringing the total to about 192 million.
But new signups are expected to slow to about 2.5 million for the 3 months ending in September.

US Attorney General William Barr has accused Hollywood and major IT companies of collaborating with the Chinese government. He called for cooperation from the private sector to counter Beijing's ambitions.
Barr made the remarks on Thursday in the Midwestern state of Michigan during a speech on China policy before business people and others.
Barr blamed Hollywood for regularly censoring its own movies to appease the Chinese Communist Party.
He criticized Google, Microsoft, Yahoo and Apple by name for being too willing to collaborate with Beijing.
He noted that Apple recently removed a news app from its app store in China over coverage of the Hong Kong democracy protests.
Barr said that China is engaged in an economic blitzkrieg and an aggressive, orchestrated campaign to surpass the United States as the world's preeminent superpower.
He stressed the Chinese government has used a wide array of tactics such as cyber-attacks and intellectual property theft.

The administration of US President Donald Trump will enforce a law next month that bars government agencies from doing business with companies that use products and services from five Chinese high-tech firms.
The legislation will come into force on August 13. It will essentially press companies around the world not to buy goods or services from the Chinese firms, which include Huawei and Hikvision.
Companies, including Japanese businesses, will in effect have to choose between doing business with the US government or with the Chinese firms.
Analysts say the law's enforcement will further strain US-China relations that are already tense over the coronavirus and Hong Kong issues.
The Trump administration has since last August prohibited government agencies from procuring and using equipment from these Chinese firms.
