The local government says floodwaters have swept away several houses. Officials say 15 people have been found without vital signs including 14 at a nursing home for the elderly.
They're still unable to make contact with nine people.
Rescuers trying to reach stranded residents are facing blocked roads.
Many people are seeking shelter at evacuation centers.
A woman said, "It wasn't like normal rain. I honestly never imagined it could be so powerful."
A man said, "The smell of the river and the muddy water was intense. I could feel the vibrations from the churning water through the road next to the riverbank."
The Japanese government is sending some 10,000 Self-Defense Force members to the region and the Disaster Management Minister will also head to affected areas.
Weather forecasters warn the front could bring more rain to both eastern and western parts of Japan.
They say there's a risk of flooding in low-lying areas, overflowing rivers, lightning strikes, and sudden gusts of wind.

The US Navy says two of its aircraft carriers are taking part in exercises in the South China Sea at the same time as China is holding drills in the area.
Navy officials told NHK that two nuclear-powered aircraft carriers -- the USS Ronald Reagan and USS Nimitz --began drills in the South China Sea on Saturday.
An official said the drills were meant to highlight the country's "enduring US commitments to stand up for the right of all nations to fly, sail, and operate wherever international law allows."
China has been holding military exercises since Wednesday around the Paracel Islands. The drills are scheduled to end on Sunday.
The US Defense Department condemned China in a statement on Thursday, saying that its actions will further destabilize the situation in the South China Sea.
The US government is increasingly worried that China is taking advantage of the confusion resulting from the coronavirus pandemic to boost its maritime activity in the South China Sea.
US media describe the US drills as the largest exercises in recent years in the South China Sea.
It's rare that the two countries hold large military exercises at the same time in the same waters. The US Navy is apparently hoping to send a strong message to Beijing.

The Philippines has enacted an anti-terror law that gives greater power to security authorities.
President Rodrigo Duterte signed the Anti-Terrorism Act on Friday.
The law enables police and the military to arrest and detain suspects without warrants for up to 24 days -- longer than the previous set period of three days.
The law also allows authorities to detain not only perpetrators, but also those who have abetted them or recruited them into terrorism organizations.
In 2017, the Philippine military engaged in fierce battles with Islamic militants on the southern island of Mindanao, leaving more than 1,000 people dead.
The country has also seen a number of bombing and other terror attacks.
The Philippine government has explained that the new law is a comprehensive means to contain the threat of terrorism.
But human rights groups say the definition of terrorism under the law is so obscure that authorities could make arbitrary arrests and detentions of government critics. They say the new legislation would boost Duterte's authoritarian stance.

French President Emmanuel Macron named Jean Castex as his new prime minister on Friday.
It comes after the resignation of Edouard Philippe, and ahead of a widely anticipated overhaul of the government by Macron.
Castex, 55, has worked as a career public servant. He is considered an expert in social affairs and health policies.
He coordinated the easing of France's coronavirus lockdown while keeping the outbreak under control.
Observers say Macron wants to revamp his administration and win back voters as he seeks reelection in 2022.
Last month, his ruling party suffered a heavy defeat in the second round of local elections. Macron's approval rating is hovering around 35 percent.

Germany's parliament passed a legislative package on Friday that will phase out coal-fired power stations in the country by 2038.
The legislation also allocates 40 billion euros, or about 45 billion dollars, to coal-dependent regions to help them prepare for the transition.
Economy and Energy Minister Peter Altmaier told reporters that the passage of the legislation marked a historic turning point. He said Germany will continue to make a successful energy transition.
Germany has already decided to phase out nuclear power plants by 2022. The policy was drawn up following the 2011 Fukushima nuclear disaster.
Forty-two percent of Germany's total power consumption came from renewable energy in 2019. The country aims to increase the rate to 65 percent by 2030.

A series of explosions at a fireworks factory in Sakarya province, northwestern Turkey, on Friday has left four people dead and 108 others injured.
Fire crews extinguished the resulting blaze by the evening, but rescue workers are still searching for three missing people.
Local media say the factory was storing 110 tons of fireworks that had not been sold due to coronavirus-related event cancelations.
Reports say Turkey's interior, health and labor ministers have visited the site to monitor the situation.

Seven people have stood trial in Turkey on charges of helping former Nissan Motor chairman Carlos Ghosn flee from Japan. All pleaded not guilty.
Ghosn was smuggled out on a private jet in late December last year. He flew to Turkey and then to Lebanon. The former auto industry titan was out on bail in Tokyo while awaiting trial for a series of alleged financial misconduct charges.
Turkish prosecutors indicted a manager of Istanbul-based aircraft operator MNG Jet and six others, including four pilots.
They allegedly aided Ghosn's escape upon the request of an individual based in Lebanon.
In the trial that opened on Friday, the manager, Okan Kosemen, claimed he had not been aware that Ghosn would be on board the flight.
Asked about deposits in his bank account totaling about 300,000 dollars that were made before the incident, the defendant said it was for other work.
In May, US authorities arrested two Americans for their alleged role in the escape. Japan is formally asking for their extradition.
