Japan is bracing for more torrential downpours through Friday as a lingering seasonal rain front threatens the western and eastern parts of the country. The rain has already left flooding and landslides along Japan's archipelago in its wake.

In Kyoto, a powerful mudslide swept away three cars near an interchange of an expressway. Officials say no one was injured.

In Yufu, in southwestern Japan's Oita Prefecture, a car believed to have a family inside was also swept away -- in this case, by flooded river water. Police are searching for passengers.

Across the affected areas of the country, 59 people are confirmed dead, four have no-vital signs, and 16 others are still missing.

Kuma Village in Kumamoto Prefecture has seen the majority of casualties. Self-Defense Forces personnel rescued stranded residents, who expressed both a desire to stay positive, and confusion over what steps to take now.

There are still 64 households -- comprising 125 people -- in two other towns in the prefecture that remain isolated and await help.

Japanese financial institutions are offering support for victims of the heavy rains that have battered southwestern and central Japan. Four major banks say they will lend money at reduced interest rates to people who need their homes rebuilt or renovated.

The banks are Sumitomo Mitsui, Mitsubishi UFJ, Mizuho, and Resona.

They will also offer lower rates to individual business owners and companies that have suffered damage to their premises.

Local banks on Kyushu island in the southwest say they will offer special interest rates for residential renovations and auto loans. They are also willing to review mortgage and other lending terms if necessary.

Meanwhile, major insurers say they will offer a grace period on premium payments. Life insurers will also make payouts even if the policy certificate has been lost.

The head of a national institute in charge of Germany's response to the new coronavirus outbreak has highlighted efforts the country has made to increase the capacity of PCR virus testing.

The president of the Robert Koch Institute, Lothar Wieler, gave a briefing on ongoing antivirus measures to members of the media that gathered in Tokyo on Wednesday. Wieler took part in the event online.

The briefing comes as Germany, as of 9:00 UTC on Wednesday, has confirmed more than 190,000 infections and over 9,000 deaths. But new cases, which at one point topped 6,000 a day, have declined to about several hundred on a daily basis.

Wieler stressed Germany has continued to increase its polymerase chain reaction testing rate to the current 1.1 million a week to detect infections at early stages.

He also pointed to the need to utilize digital technology, including virus-tracing apps, to strengthen local health systems.

Britain will slash its value-added tax in several service industries in a bid to stimulate consumer spending amid the coronavirus pandemic. The cut will affect restaurants and hotels, two of the hardest-hit industries.

The Chancellor of the Exchequer Rishi Sunak has told Parliament that the rate will come down to 5 percent from July 15 to January 12 next year from 20 percent. Customers at pubs, movie theaters and theme parks will also enjoy the lower rate.

Sunak noted that the restaurant and tourism industries employ more people than other sectors, and have seen the biggest drops in business. The finance minister stressed the importance of invigorating consumer spending. He added that the cut will help protect jobs and boost the economy, not only in big cities but rural areas as well.
Germany lowered its VAT rates on July 1.
