A Chinese aircraft carrier group, led by the Liaoning, has conducted a naval exercise in waters near Taiwan.

Chinese People's Liberation Army Navy spokesperson Gao Xiucheng announced on Monday that the drill was part of annually scheduled regular training.

Gao also said the exercise was aimed at examining the aircraft carrier group's achievements and enhancing its capability to safeguard national sovereignty, safety and interests.

The spokesperson said similar drills would be conducted on a regular basis in the future.

Japan's Defense Ministry has been on alert since it confirmed that the Liaoning, accompanied by five other vessels, sailed between two Japanese islands into the Pacific Ocean over the weekend.

The latest exercise is seen as an attempt by China to show off its naval strength at a time when the administration of US President Joe Biden appears to be increasing its involvement in Taiwan.

Last month, a White House spokesperson told reporters that the US would "continue to assist Taiwan in maintaining a sufficient self-defense capability."

The foreign and defense chiefs of Japan and the United States recently reaffirmed the importance of peace and stability in the Taiwan Strait.

Japan's Foreign Minister Motegi Toshimitsu and his Chinese counterpart, Wang Yi, have held discussions over the phone. The talks took place on Monday night.

Japan's Foreign Ministry said Motegi expressed hope for progress in a wide range of bilateral issues, particularly as next year marks the 50th anniversary of the normalization of diplomatic relations between the countries.

Motegi also expressed concerns over a new Chinese law that allows the country's coast guard to use weapons, and Beijing's increased activities in the East and South China seas.

He also said he is worried about the situation in Hong Kong and human rights issues in Xinjiang and urged Beijing to take concrete action.

China's foreign ministry said Wang agreed with Motegi that their countries would support each other in staging the Tokyo Summer Olympics and the Beijing Winter Olympics.

Wang also said Beijing is willing to help improve the feelings Japanese and Chinese people have toward one another ahead of the 50th anniversary.

The ministry, however, said Wang warned Tokyo against interfering in China's internal affairs, like those concerning Hong Kong and the Xinjiang Uygur Autonomous Region.

It said Wang told Motegi that Japan is obliged to comply with a peace and friendship treaty it signed with China, even though the country is an ally of the US.

North Korea says it will not send athletes to the Tokyo Olympics due to the pandemic.

It broke the news in a post published on its sports ministry's website.

The post says the DPRK Olympic Committee "discussed the suggestions of its members" on March 25. They "decided not to participate in the 32nd Olympic Games in order to protect players from the world public health crisis caused by COVID-19."

The Summer Games are scheduled to kick off July 23.

North Korea claims it has had no confirmed coronavirus infections.

Pyongyang has severely restricted movement of people between the North and its two neighbors -- China and Russia -- by closing its borders in response to the coronavirus.

Meanwhile, Japan's minister for the Games, Marukawa Tamayo, says she is still confirming details about North Korea's announcement and cannot comment.

Japan and Germany plan to hold the first-ever talks between their foreign and defense ministers as early as next week.

The sides are making arrangements to hold the "two-plus-two" talks in a teleconference format.

Japan's Foreign Minister Motegi Toshimitsu and Defense Minister Kishi Nobuo are expected to hold discussions with German Foreign Minister Heiko Maas and Defense Minister Annegret Kramp-Karrenbauer.

The sides are expected to confirm the view that recent activities by China, including efforts to expand its maritime reach in the East and South China seas, reflect increasingly hegemonic ambitions.

They are also expected to exchange opinions on how to work together toward ensuring a free and open Indo-Pacific based on the rule of law. The German military plans to send a frigate to the region this summer.

The ministers will also likely confirm a plan to deepen security cooperation through joint exercises held by their defense personnel.

Last year, the German government compiled guidelines on security in the Indo-Pacific region among other matters which signaled that the country is shifting from a China-centered diplomatic strategy in Asia. It is now looking to strengthen ties with countries like Japan.

Meanwhile, the Japanese government has been seeking to deepen cooperation with countries, like Germany, that it says share Japan's values.

Former prime minister Nguyen Xuan Phuc was sworn in as Vietnam's new president on Monday while Pham Minh Chinh became the new prime minister.

In the capitol Hanoi, the new president and prime minister were sworn in at Vietnam's National Assembly after the ruling Communist Party leader was elected for rare third term earlier this year.

Phuc, 66, was Vietnam's prime minister for the last five years, a period during which the country's economy thrived.
Chinh is 62 years old. He has held several high-ranking positions in the Ministry of Public Security and is the chairperson of the party's central organization commission.

The ruling Communist party elected Nguyen Phu Trong as its general secretary for another five-year term at a party congress earlier this year. Party rules limit the general secretary's tenure to two consecutive terms but the 76-year-old Trong apparently received an exception for his leadership in efforts to fight corruption and contain the coronavirus.

The Vietnamese economy steadily grew last year even as the coronavirus pandemic stalled the global economy.

On the diplomatic front, the country has an ongoing territorial dispute with China in the South China Sea.

The new leadership is expected to face challenges as tensions escalate between Washington and Beijing over China's activities in the region.

Executives at South Korea's LG Electronics are planning to wind down their loss-making mobile phone business by the end of July.

LG has struggled to compete with Apple and domestic rival Samsung Electronics in the market for high-end smartphones.

The company has also been losing ground to Chinese and other makers in the battle over cheaper models.

LG started selling handsets in 1995. South Korean media say the firm once commanded the third biggest share of the global mobile-phone market. But its sales have tumbled since 2015.

LG says it will focus on growth sectors such as AI, robotics and EV components. It also plans to continue developing mobility-related technologies such as 6G.

A prominent Japanese scriptwriter, Hashida Sugako, has died at the age of 95 of acute lymphoma. She was best known as the author of the legendary NHK morning drama series, "Oshin."

Hashida was born in present-day Seoul, South Korea, in 1925. She joined major Japanese film studio Shochiku in 1949 and later became a freelance scriptwriter of TV dramas. More than 500 episodes of her long-running drama series, "Wataru Seken wa Oni Bakari," were aired by a commercial network starting in 1990.

She also wrote the scripts for year-long NHK historical drama series, including "Onna Taikoki" and "Kasuga no Tsubone."

The NHK morning drama series "Oshin" was aired in 1983 and 1984. It followed the life of a fictional woman and the many hardships she endured from her childhood in the Meiji Period until her final days in the 1980s.

"Oshin" not only won high acclaim in Japan but also gained popularity all over the world. It was aired in more than 60 countries and regions, mainly in Asia, the Middle East and Africa.

Hashida was named a Person of Cultural Merit in Japan in 2015, and she received the Japan Order of Culture last year.

The Hashida Cultural Foundation said she died at her home in Atami City, Shizuoka Prefecture on Sunday.
