The Japanese government plans to issue a designation to Osaka Prefecture, western Japan, allowing it to take stricter antivirus measures, without a state of emergency declaration, as coronavirus cases are rising again there.
The government is expected to reach the decision on Thursday at a meeting of its taskforce. Osaka will be the first prefecture to be allowed such strong measures against the virus.
The central government is also working to issue the same designation to Miyagi and Hyogo prefectures after listening to experts' opinions.
Osaka Prefecture officially requested the designation from the central government on Wednesday night.
It wants to start intensive measures by next Monday and implement them for about three weeks. The measures will cover Osaka City, where infections are spreading rapidly.
The prefecture plans to ask restaurants and bars in the city to shorten their business hours by one hour to 8 p.m., an hour earlier than the current limit of 9 p.m.
Governor Yoshimura Hirofumi also wants to make it mandatory for people to wear masks when they eat and drink out.
He also says he thinks operators will be obliged to ban people from entering eating and drinking establishments or ask them to leave if they refuse to wear masks.

Governors across Japan held an online meeting on Sunday in the midst of a resurgence of coronavirus cases.
They have put together emergency proposals to the central government calling for financial aid to help restaurants heavily impacted by the coronavirus measures. They also demanded ministries to provide information more quickly on COVID variants.
Three prefectures, Osaka and Hyogo in western Japan and Miyagi in the north, will start on Monday to take stricter measures without a state of emergency declaration. The local rules were approved by the central government earlier this month.
Osaka recorded the highest daily cases on Saturday. Governor Yoshimura Hirofumi said during the meeting that he needs a sense of urgency to contain the virus at time when variants are spreading.
Tokyo governor Koike Yuriko said that she has a strong sense of crisis as experts are voicing concerns about a larger pandemic than the third wave.
Crowds of people gathering to enjoy Sunday in central Osaka, also voiced concerns about the situation.
A woman in her 20s said that the latest regulation was issued too late. She said policymakers should come up with a consistent measure, rather than flip flopping the rules depending on the rise and fall of the cases.

Japanese Prime Minister Suga Yoshihide has commented on his visit to the United States planned for next week. He said he wants to confirm that President Joe Biden is ready to work together to resolve the issue of Japanese citizens abducted by North Korea.
Suga made the remarks on a TV program on Sunday.
The prime minister said what North Korean leader Kim Jong Un cares about the most is the United States, so the first step in resolving the abduction issue is an alliance between Japan and the US.
Suga is also scheduled to attend a summit of world leaders on climate change hosted by Biden later this month. The prime minister said he hopes Japan and the US can lead the talks together.
Suga and Biden's summit will be held in Washington on April 16.

France has entered a third national lockdown as a recent surge in the number of new cases infected with a coronavirus variant has overwhelmed the country's healthcare system.
The coronavirus variant initially confirmed in Britain has spread across France, bringing the daily tally of new cases to nearly 60,000.
More than 5,200 people are being treated in intensive care units. The figure is higher than that recorded in the peak last fall.
The French government extended restrictions on people's outings and operating hours of retail shops in the capital, Paris, and parts of northern regions to the entire country on Saturday evening.
It is the third time that nationwide restrictions on outings are in place following those introduced in the spring and autumn of last year. The current measures will last for four weeks.
This time, the government decided to close schools for the first time for three weeks for kindergarteners and primary school pupils and four weeks for older students starting Tuesday.
Unlike the two previous lockdowns, people are allowed to move within 10 kilometers from their homes during the day.
But there are doubts about the effectiveness of the measure as the restrictions in Paris have had little impact on the number of people out and about since they were imposed in mid-March.
French President Emmanuel Macron seeks to boost the country's intensive care unit capacity from the current 7,000 beds to more than 10,000.
He also plans to speed up the government's vaccination efforts by establishing large venues for inoculation.

Argentine President Alberto Fernandez has tested positive for the coronavirus.
He tweeted on Saturday that, as he had a mild headache and ran a fever of 37.3 Celsius previous day, he took an antigen test which showed he had the virus.
Fernandez turned 62 on Friday. He said he is waiting for the result of the PCR test. He said he is physically well and is staying on the job while in isolation.
His doctor said that his case is mild largely due to the protective effect of the vaccine.
He had received his first shot of the Russian vaccine, Sputnik V, in January and the subsequent injection as recommended.
Reuters reported that Russia's Gamaleya Institute, which developed the vaccine, said in a statement that Sputnik V is 91.6 percent effective against infection and 100 percent effective against severe cases.
The tally by Johns Hopkins University in the United States shows that Argentina has more than 2.37 million coronavirus cases so far. More than 56,000 people died.

A procession of royal mummies has taken place across the Egyptian capital of Cairo as they were moved to a new museum.
The mummies of 18 kings and four queens were transported in a special convoy Saturday night from the Egyptian Museum to the newly-opened National Museum of Egyptian Civilization in the city.
The mummies, which are more than 3,000 years old, were placed in special climate-controlled capsules.
Each mummy was carried on a custom-made vehicle which looked like a royal coffin.
A group of people in ancient costumes led the procession. They moved slowly for about 5 kilometers through a street that had been closed to other traffic.
Egyptian President Abdel Fattah al-Sisi was at the new museum to welcome them.
The mummies will be put on display to the general public in about 2 weeks.
Another new museum is to open this year in Egypt.
The Grand Egyptian Museum is under construction with Japanese aid in Giza outside Cairo.
Tourism is an important source of income for Egypt but it has suffered a heavy blow from the coronavirus pandemic. The government is hoping that the grand parade of mummies will help to attract tourists and revive the industry.

Seventeen-year-old Japanese golfer Kajitani Tsubasa has won the Augusta National Women's Amateur.
On the final day on Saturday, Kajitani got three birdies, one bogey and one double bogey to finish at one over par, and won the title in a playoff.
Kajitani is from Okayama Prefecture in western Japan, and attends high school in Hyogo Prefecture.
She won the world junior championship when she was in elementary school, and finished ninth in the Japan Women's Open in 2019.
The event for the world's top amateurs started in 2019. Last year's tournament was canceled because of the coronavirus pandemic.
The final round was held at Augusta National Golf Club, the same venue as the men's Masters Tournament.
Tiger Woods, who has won the Masters five times, left hospital last month after suffering a severe injury in a car accident. He congratulated Kajitani on Twitter.
He wrote, "Congrats to Tsubasa Kajitani on winning the Augusta National Women's Amateur with an amazing playoff finish. Enjoy the special moment."

A French sports ministry probe has found that more than 400 coaches and other supervisors are suspected of involvement in sexual and other violence, or covering it up.
The ministry launched the investigation last year after former figure skater Sarah Abitbol accused her coach of sexually assaulting her when she was in her teens.
The results released earlier this month showed that 421 people are suspected of sexual assault, harassment or other violence. Ninety-six percent of them were men.
The ministry also reported 83 percent of the victims were women, and 63 percent were under the age of 15.
Calls are growing to address the issue that has been overlooked for years.
Sports Minister Roxana Maracineanu has urged sports federations to take preventive measures to regain trust, and ensure safety for athletes.
The country's capital, Paris, is set to host the 2024 Summer Olympics and Paralympics.

A Tohoku University research group has found that the ecosystems of tidal flats off the Tohoku region in northeastern Japan have largely recovered since the devastating tsunami of 2011.
The group led by Professor Urabe Jotaro researched aquatic life in 11 tidal flats off Fukushima, Miyagi and Iwate prefectures with the help of local people.
The average number of species fell by about 20 percent to 32.3 after the tsunami. It rose to 58.8 in 2013, then fell again before gradually increasing to reach 56.5 in 2019.
The figure is about 40 percent higher than before the tsunami, and increases were seen in all 11 locations.
In Hitsugaura Tidal Flats off Rifu Town, Miyagi Prefecture, the number of species fell by about 20 percent after the tsunami, but increased greatly with the addition of new species such as gazami crabs and breadcrumb sponge.
The number reached 44 in 2019 after rare tideland and shore snails were found. The snails are designated by the Environment Ministry as an endangered species.
Urabe says the tsunami may have reset ecosystems throughout the tidal flats, making it easier for many species to live. Meanwhile, global warming may have made it possible for new species to migrate and settle in the area.
He says tidal flats are a broad source of various marine organisms that warrant continuous research.
