The UN office in Myanmar estimates that 100,000 people are internally displaced in the eastern part of the country due to fighting between armed civilians and security forces.
The office on Tuesday expressed concern about "the rapidly deteriorating security and humanitarian situation in Kayah State" where violence is escalating between security forces and citizens who oppose military rule.
The office says security forces are indiscriminately attacking civilian areas, and that evacuees have fled to relatively safe areas and forests.
The UN calls for "all parties to urgently take the necessary measures and precautions to protect civilians" who have not joined the fighting.
It added that "people fleeing and those remaining in locations affected by ongoing hostilities are in urgent need of food, water, shelter, fuel and access to healthcare."
The UN calls on security forces "to allow safe passage of humanitarian supplies and personnel."

The International Olympic Committee has decided to reallocate North Korea's qualification spots for the Tokyo Olympics following the country's withdrawal from the Games.
The IOC Executive Board held an online meeting on Tuesday to discuss issues involving North Korea and the Refugee Olympic Team.
In April, North Korea's Olympic Committee announced it would withdraw from the Tokyo Games in order to protect its athletes from the coronavirus pandemic.
IOC spokesperson Mark Adams held an online news conference after the meeting.
He said that the IOC continued negotiations with North Korea to urge the country to reverse the decision, but the committee could not wait any longer, with less than 50 days to go before the opening of the event.
The spokesperson said that the executive board made the decision to respect the interest of athletes who are next in line and can't wait any longer in their preparations.
Two members of the Refugee Olympic Team, Yusra Mardini from Syria and Abdullah Sediqi from Afghanistan, also took part in the news conference.
Sediqi expressed excitement for being selected for the team. The taekwondo athlete noted that he wants to do his best and show the world that even a refugee can make his dream come true.
Mardini, who will compete in swimming, expressed her gratitude toward Japan for making preparations for the Games, as she was unsure a year ago whether they could really take place.

The Japanese Olympic Committee is expected to raise the ratio of women on its board to at least 40 percent from the current level of 20 percent.
The JOC reviewed its rules on executive positions to ensure transparency in management and promote gender equality, based on the governance code for sports organizations adopted in June last year.
It set numerical targets, limiting board members to 5 terms maximum, or 10 years, and raising the percentage of women to at least 40 percent and that of external directors to at least 25 percent.
The selection committee for executives has put together a list of candidates for the board's election, which will be held later this month for the first time under the new rules.
Sources say the JOC has chosen athletes and outside personnel, who have been involved in the organization's management, as the candidates.
They say among the 30 candidates, the number of women has increased significantly from the current five directors to at least 12.
They reportedly include Tanimoto Ayumi, who won a gold medal in judo at the 2004 Athens Olympics, and Taguchi Aki, who competed in three consecutive Paralympics as a shooter.
The ratio of external directors is to top at least 25 percent.
About half of the board will consist of new members. The members will be officially decided by the JOC council in late June.
The president and secretary general will be chosen at a subsequent executive board meeting.
Judoka Yamashita Yasuhiro appears certain to become president for a second term.
