Russian troops continue to make advances across Ukraine. Reports say their forces are expanding their offensive to previously unaffected regions.
Ukrainian officials say that for the first time on Friday the Russian military launched air strikes against the eastern city of Dnipro. They say shelling hit civilian targets such as homes and businesses, and even narrowly missed a kindergarten.
Elsewhere, Russian troops continue to besiege the strategic port city Mariupol. Residents have been without power or water.
Ukrainian Deputy Prime Minister Iryna Vereshchuk said, "Please save Mariupol. It's seeing a grave humanitarian disaster. We've tried to deliver aid many times ... without success."
A US defense official says Russian forces have advanced to within about 15 kilometers of the capital, Kyiv, but have been surprised by the resistance they've faced.
Ukrainian President Volodymyr Zelenskyy said, "We have already reached a strategic turning point. We are moving toward our goal, toward our victory." Zelenskyy declared the conflict a patriotic war, one against a "stubborn enemy."
Russian President Vladimir Putin says his side views this as an "opportunity" to strengthen its skills. He sat down with Alexander Lukashenko, president of Russian ally Belarus, in Moscow and complained about sanctions from the West.
Putin said, "Attempts to limit and restrict our development have always been undertaken. Now it is being done at a larger scale obviously. I am sure that we will pass through these difficulties."
Lukashenko said he supports Russia's military actions in Ukraine, adding that Ukraine represents a threat to his own country.
Putin said at a security council meeting in the Kremlin on Friday that he welcomes foreign "volunteers" to join the Russian fight. Defense ministry officials say they've received applications from more than 16 thousand people, most of them from the Middle East.

As Russian troops continue to make advances across Ukraine, including the capital Kyiv, there are concerns that Belarus may step up its engagement by joining forces with the Russian side.
Russia's defense ministry said on Saturday that the Russian military has so far destroyed about 3,500 military facilities and vehicles during its invasion of Ukraine.
Russian troops are approaching Kyiv from three directions.
The defense ministry said Russia has also struck military airfields in Lutsk and Ivano-Frankivsk in western Ukraine with long-range missiles. The US Department of Defense is analyzing the strikes in the western region.
On Friday, Russian President Vladimir Putin met with the president of Belarus, Alexander Lukashenko, in Moscow, and stressed their countries' unity.
A spokesperson for Belarus's presidential office says the leaders have agreed that Russia will soon provide Belarus with state-of-the-art weapons.
Ukraine's air force said on Friday that Russian aircraft had attacked positions in Belarus near the Ukrainian border.
Belarus's defense ministry and border guards deny the allegation, but a senior official at Ukraine's presidential office said it could be a false-flag attack by Russia aimed at drawing Belarus into the conflict.
Observers say Russia apparently wants to get Belarus involved in the war so as to improve its situation.

A senior US defense official says that over the past 24 hours, a line of Russian troops advancing from the northeast of Ukraine has moved closer to the capital, Kyiv.
The high-ranking official at the US Defense Department spoke to reporters on Friday about developments in the Ukraine situation.
The official said Russian forces advancing from the northeast are believed to be about 20 to 30 kilometers from central Kyiv, having covered 10 to 20 kilometers over the past day. They were confirmed to be around 40 kilometers from the city center on Thursday.
The northwest line of Russian troops closest to Kyiv, at about 15 kilometers from the city center, has not moved any closer since Thursday.
The official said that the rearguard of the northwest line has moved up and is now closer to the advance elements.
The official noted that other Russian troops moving in from the north are still in and around the northern city of Chernihiv, and that the city is likely to be isolated and under increasing pressure.
The official said Russian forces are believed to have launched around 810 missiles in total since the start of the invasion.
The Pentagon official also said Russia has struck some military airfields in the western cities of Lutsk and Ivano-Frankivsk. The official said the strikes are unusual as until now, Russian forces haven't targeted western Ukraine, and that it remains to be seen whether this is indicative of more strikes to come.
The Pentagon estimates that both the Russians and Ukrainians have about 90 percent of their combat power available to them.
But the official said the Russians clearly have the advantage in sheer numbers across all combined arms capabilities.

An official at the International Committee of the Red Cross has tweeted about the dire situation in the Ukraine city of Mariupol, which has come under intense Russian bombing. The official says many people are suffering from shortages of electricity, gas and drinking water, while living in extreme cold.
The ICRC tweeted the voice of Sasha Volkov, its deputy head of sub-delegation Mariupol, on Thursday and Friday.
Volkov said approximately 65 people are living in the building that houses the ICRC local office. He said mothers and their children under 12 are sleeping in the basement, while others are staying in the office. He said some have started to fall sick due to the damp and cold, and electricity is only available three to four hours a day.
He added he had tried to maintain hygiene standards, but this was not always possible.
Volkov said people in the building still had some stores of drinking water, but will have to boil water from a stream when they run out.
He described living conditions outside the building as worse than inside.
For the time being, he said people could still find water as the city council was delivering bottles to some major locations, although supplies were not enough.
He said all shops and pharmacies had been looted four to five days ago, and while some people still had food, he was not sure how long it would last. He added that many people need medicines, especially patients of diabetes and cancer.
He said he is doing what he can to help others, including providing people from the street with electricity from a generator. He said they can charge their phones to use as flashlights at night.

Zelenskyy referred to the eastern city of Mariupol, where Russia's defense ministry says it has set up an evacuation route.

United Nations Security Council members have accused Russia of spreading false information that Ukraine is developing biological weapons.
The Security Council met on Friday to discuss Russia's claim that Ukraine is operating biological weapons laboratories with US support. The meeting was convened at Russia's request.
UN High Representative for Disarmament Affairs Nakamitsu Izumi told the meeting that she is "aware of media reports regarding allegations of biological weapons programs." But she added, "The United Nations is not aware of any biological weapons programs."
Her remarks were followed by a barrage of criticism against Russia by Security Council members.
Britain's UN Ambassador Barbara Woodward said, "We should not allow Russia to abuse its permanent seat to spread disinformation and lies and prevent the purpose of the Security Council."
Ireland's UN Ambassador Geraldine Byrne Nason criticized Russia's claim as a harmful act that undermines the role of the Security Council to protect the peace and security of the international community.
The US Ambassador to the UN Linda Thomas-Greenfield said, "The intent behind these lies seems clear." She expressed serious concerns that "Russia may be planning to use chemical or biological agents against the Ukrainian people."

Talks on reviving the 2015 Iran nuclear agreement have been put on hold after a senior official of the mediator European Union called for a "pause."
EU foreign policy chief Josep Borrell tweeted on Friday that a suspension was needed "due to external factors." He did not provide details about the decision.
The EU, Russia and other parties had been mediating indirect talks between the United States and Iran on salvaging the nuclear deal. The possibilities of limiting Iran's nuclear development and lifting US sanctions were on the table.
The negotiations recently entered their final stage, but the Russian invasion of Ukraine has cast a shadow over proceedings.
Last week, Moscow suddenly demanded a guarantee from Washington that its sanctions upon Russia will not affect its economic relationship or trade with Tehran.
The call came as the US and allies have been stepping up their sanctions.
Western countries have criticized Russia, saying their sanctions are unrelated to the nuclear deal.
