Russia's defense ministry has demanded the defenders of the eastern Ukrainian city of Mariupol lay down their weapons from 6 a.m. on Sunday, Moscow time.

The ministry posted the demand on Telegram on Sunday.

The post promises that defenders will spare the lives of all those who lay down their weapons.

Russia also calls on the Ukrainian forces to decide on their own as Moscow understands that the Kyiv headquarters will not order them to surrender.

Analysts say the demand may be intended to lower the morale among the defenders of Mariupol, where Russia is reported to be gaining ground.

Russia's defense ministry says the country's forces have destroyed an armored vehicle factory with missiles in the Ukrainian capital Kyiv.

Saturday's attack came after Russia destroyed another military facility in the city with cruise missiles on Friday, in a sign that Russia is again stepping up its attacks on Kyiv.

Kyiv Mayor Vitali Klitschko said in a Telegram social media post that rescue operations are underway after an explosion outside the capital on Saturday. He called on citizens to stay at safe places.

Russian forces on Saturday also continued attacks in eastern Ukraine, which they aim to bring under control, and the southern Odesa region.

They say they destroyed a military equipment repair factory in the southern Mykolaiv region.

The governor of the eastern Kharkiv region says shelling of a residential area by Russian forces on Friday left seven people dead, including an infant, and injured 34 others in the second largest Ukrainian city Kharkiv.

The governor also said a total of 503 civilians, including 24 children, had been killed in the Kharkiv region by Thursday.

US media say Russia officially warned the United States that if the country continues its military support to Ukraine, it could face "unpredictable consequences."

A US think tank, the Institute for the Study of War, said on Friday that Russian forces have not made any progress, though they continue to attack eastern Ukraine.

The think tank also says that ceasefire talks between Russia and Ukraine have virtually collapsed, and that neither side is prepared to have negotiations in any form in the next few weeks.

Western media as well as Russian media outlets have reported that Thursday's sinking of the flagship of the Russian Black Sea Fleet is likely to have an impact on Russia's military operations in Ukraine.

The cruiser Moskva sank after apparently being hit by Ukrainian cruise missiles. The ship had served a key role as both a command vessel and air defense platform for the fleet.

Experts say its sinking is expected to give an advantage to Ukraine's air force operations in the fighting in southern Ukraine facing the Black Sea.

The incident is also expected to make it difficult for Russian forces to land along the Black Sea coast in the operations to expand control of the coast and seize the port city of Odesa.

Observers say the sinking of the symbolic ship could also affect the morale of Russian troops.

Under these circumstances, Russian forces have resumed missile attacks on the Ukrainian capital, Kyiv, raising concern over further casualties among civilians in the region.

Russia's Defense Ministry announced on Saturday that its troops conducted missile attacks on various locations around Ukraine, and shot down a Ukrainian SU-25 aircraft in Izyum in the eastern region of Kharkiv, as well as a Ukrainian transport plane in the southern region of Odesa.

Hundreds of people have protested in the German capital, Berlin, against Russia's military invasion of Ukraine, and demanded a ban on importing energy from Russia.

About 700 people gathered in a square in the heart of the city on Saturday in response to an appeal by a group of ethnic Ukrainians and others in Germany.

The demonstrators included many of those who had fled Ukraine following the Russian invasion. They held up signboards carrying such messages as "Stop the War" or "Help Ukraine."

One protester was wearing clothes stained blood-red, with her hands tied, desiring to portray civilian killings near the Ukrainian capital, Kyiv.

The demonstrators also repeatedly shouted slogans demanding a ban on imports of natural gas and other energy resources from Russia to step up pressure on the country.

A woman in her 20s, who had fled the southern city of Odesa, told NHK that she wants Germany to demand of Russia's President Vladimir Putin that he must stop the war in Ukraine. She also urged Germany to end transactions with Russia for its energy imports.

A man in his 60s said he cannot stand what Russia has been doing in Ukraine. He added that military assistance is needed for Ukraine although he doesn't agree with the idea in principle.

North Korea says it has successfully conducted a test launch of what it calls a "new-type tactical guided weapon."

The newspaper of the country's ruling Workers' Party, Rodong Sinmun, reported in its Sunday edition that the launch took place in the presence of the North Korean leader Kim Jong Un.

It is believed the weapon was a short-range ballistic missile. The launch likely took place on Saturday.

The paper published photos of the projectile shooting up from a launcher and hitting a target island. One showed Kim clapping and smiling with soldiers.

The report said the weapons system will help strengthen the effectiveness of the country's tactical nuclear operations and diversify its firepower.

It also said Kim gave instructions on further strengthening the country's defense capacity and nuclear combat forces.

Observers say North Korea may have carried out the launch in response to upcoming joint military exercises by the United States and South Korea. The drills are due to begin on Monday in South Korea.

North Korea unveiled a five-year defense plan in January of last year, and has repeatedly conducted test launches of weapons such as ballistic missiles.

The South Korean military says North Korea launched two projectiles from the eastern part of the country into the sea on Saturday.

The Joint Chiefs of Staff of South Korea said the launches took place at around 6:00 p.m. from near the eastern city of Hamhung.

It said the projectiles flew about 110 kilometers and reached an altitude of about 25 kilometers.

It said officials are analyzing the launches with the US military.

Friday marks the 110th anniversary of the birth of North Korea's founder, Kim Il Sung. The occasion has prompted speculation that Pyongyang may carry out a ballistic missile launch or nuclear test.

North Korea regards the birth anniversary of the grandfather of the country's current leader Kim Jong Un, as one of its most important national holidays. Pyongyang says this year's anniversary will be celebrated on a grand scale.

North Korea held a military parade in central Pyongyang in 2012, when it celebrated the 100th anniversary of Kim Il Sung's birth.

On that occasion, Kim Jong Un delivered his first public speech after becoming the first secretary of the ruling Workers' Party just days earlier. It was a new title signaling his leadership of the nation and its military.

Observers say North Korea may conduct a military parade for the 110th anniversary with Kim Jong Un in attendance and showcase its latest weapons to boost national morale.

The last time North Korea held a parade by its regular military was in January 2021, when the procession featured weapons including what was believed to be a new type of submarine-launched ballistic missile.

North Korea staged military parades in 2020 and 2021 before dawn or at night with illumination effects.

Observers also say that North Korea may mark the anniversary by launching a ballistic missile, possibly one with intercontinental range, or carrying out its seventh nuclear test.

North Korea's state-run TV has aired footage of the country's leader Kim Jong Un visiting the mausoleum of his grandfather Kim Il Sung to mark his birth anniversary.

Korean Central Television broadcast the footage on Sunday. It said he made the visit on Friday, the 110th birth anniversary of the country's founder.

The footage showed Kim accompanied by his wife, Ri Sol Ju, and senior Workers' Party officials. They are seen paying respects to Kim's grandfather, and father Kim Jong Il.

Kim Jong Un's younger sister, Kim Yo Jong, was also present.

Observers say the broadcast is aimed at stressing the authority of the current leader that goes back generations.

South Korea's President-elect Yoon Suk-yeol has decided to send a delegation to Japan later this month. It is expected to talk with the Japanese side on North Korea, wartime labor and those referred to as comfort women.

A spokesperson for Yoon's transition team said on Sunday that the delegation will visit Japan from April 24 through 28. Yoon will officially become president on May 10.

She added the seven-member delegation includes National Assembly Deputy Speaker Chung Jin-suk. They will meet Japanese Foreign Ministry officials, Diet lawmakers and others.

The spokesperson said the delegation will hold policy consultations on North Korea as well as cooperation between South Korea and Japan and their collaboration with the United States.

She explained the transition team expects the visit to lay the foundation for the resolution of pending issues between South Korea and Japan.

The delegation will be the second sent overseas by Yoon after he won the presidential election last month. The dispatch apparently signals his willingness to enhance ties with Japan for better trilateral relations involving the US.

The White House says the leaders of the United States and the Association of Southeast Asian Nations will meet next month in Washington.

A statement issued on Saturday says President Joe Biden will host a special summit on May 12 and 13.

It says a top priority of the Biden administration is to serve as a "strong, reliable partner in Southeast Asia."

The summit is seen as a US attempt to demonstrate its unwavering commitment to the Indo-Pacific region, with China in mind.
The US regards China as a top diplomatic priority even with the latest developments in Ukraine.

ASEAN members are at odds over regional issues, including Myanmar and tensions in the South China Sea, while China accelerates its diplomatic offensive.

ASEAN members are also concerned that the deepening tension between the US and China could divide the organization.

They are expected to call on the US to find ways to engage in the region in a way that does not undermine its stability.
