Japan's Prime Minister Kishida Fumio has condemned the killings of those who are believed to be civilians near Ukraine's capital, Kyiv.
Kishida spoke to reporters on Monday following reports on the discovery of the bodies in the town of Bucha.
The prime minister noted that harming civilians violates international law and poses humanitarian problems. He said he is aware of the growing international criticism of the act, and said Japan also must condemn it.
Kishida also spoke about whether to slap additional sanctions on the party responsible for the killings. He said his country will closely work with the international community to do what should be done.

Ukrainian authorities say they're investigating potential war crimes after hundreds of civilians were found dead in the suburbs of Kyiv. But Russia is denying the allegations.
Ukraine has retaken the region around the capital from Russian forces. Officials say when Ukrainian troops moved into the town of Bucha, they found civilians dead in the streets. The town's mayor told Reuters that some had their hands and feet bound and had been shot at close range.
Ukraine's Prosecutor General Iryna Venediktova said the bodies of 410 civilians had been found in the towns near Kyiv. Ukrainian prosecutors are investigating possible war crimes by Russia.
Ukrainian President Volodymyr Zelenskyy is accusing Russian forces of committing "genocide" in the region.
Zelenskyy said, "Looking at what happened in Bucha and in other cities from where the invaders were expelled you can see hundreds of people have been killed. Civilians were tortured and shot and there are bodies on the streets. The area has been mined. Even the bodies of the dead were booby-trapped. "
Russia's Defence Ministry claims the images of dead bodies have been stage-managed by Ukraine's government for the Western media. It says civilians were not targeted while the town was under Russian control.
World leaders are condemning the reports.
In a statement, British Prime Minister Boris Johnson said Russia's attacks against innocent civilians are evidence the military is committing war crimes.
French President Emmanuel Macron tweeted that Russian authorities will have to answer for the crimes.
Japan's Prime Minister Kishida Fumio told reporters his government will consider more sanctions against Russia. Kishida said, "Japan must also severely criticize and condemn these kinds of acts that could constitute a humanitarian crisis and violate international laws."
The allegations come at a critical time. Negotiators from Ukraine and Russia are set to resume ceasefire talks on Monday, more than five weeks after the start of the invasion.

Japanese Foreign Minister Hayashi Yoshimasa is scheduled to meet Polish government leaders on Monday to discuss Ukraine. He is expected to fly back to Japan with some evacuees from Ukraine.
Hayashi is visiting Poland as a special envoy of Prime Minister Kishida Fumio. He will meet Polish Prime Minister Mateusz Morawiecki and Foreign Minister Zbigniew Rau on Monday.
They will talk about ways to support people fleeing the Russian invasion of Ukraine. The UN says Poland has accepted about 60 percent of the more than four million evacuees from Ukraine.
Hayashi is due to leave Poland for Japan on a government plane later in the day.
Japanese government officials say about 20 evacuees are hoping to board the flight.
Hayashi traveled to the Polish city of Rzeszow on Sunday, near the border with Ukraine. He met officials of the UN refugee agency and other international organizations helping evacuees.
Hayashi said he learned about some challenges during the visit. He said he will use what he saw and heard on the ground to improve Japan's assistance for evacuees.

Officials in Shanghai have ordered the city's 26 million people to take PCR tests amid a record coronavirus surge, but anger continues to grow over the way authorities are tackling a surge of cases.
The Chinese government sent its military and thousands of healthcare workers to the city to conduct mass testing. It's China's largest public health response since the initial outbreak in Wuhan in early 2020.
Officials in Shanghai reported a record high of more than 9,000 new cases on Sunday. The situation is seen as a test of China's hardline "zero-COVID" approach.
Residents have complained about a lack of access to medical care and food during the city's sweeping lockdown which began last week. It was supposed to end for people in half of the city on Friday, but officials decided to extend the measures in most areas.

Chinese authorities reported 13,146 community transmissions of COVID-19 across the country, including infected people without symptoms, on Saturday. A record 8,226 new cases were confirmed in Shanghai.
The city authorities divided Shanghai in two and began to implement a lockdown in phases on March 28.
The lockdown in the eastern half of Shanghai, which was due to be lifted on Friday, was extended in most residential areas, including the Pudong New Area.
In the western part of the city, where many Japanese live, residents have been placed under a lockdown from Friday to Tuesday in most areas.
The Shanghai authorities said they would conduct antigen tests for residents in all parts of the city on Sunday and carry out PCR tests on Monday.
The Chinese government sent Vice Premier Sun Chunlan to Shanghai on Saturday. She stressed the government's stance to quickly contain the spread of the virus under its zero-COVID policy.
The continuing spread of the virus may prolong the lockdown in wide areas of Shanghai.

Trading got underway on the Tokyo Stock Exchange on Monday after a major restructuring. The goal is to invigorate Japan's economy and attract investment from around the world.
Kiyota Akira, Group CEO of Japan Exchange Group says "We hope listed companies see the market restructuring as an opportunity to press ahead with efforts to increase corporate value."
The TSE has been divided into three segments: Prime, Standard and Growth.
The Prime market is geared toward companies that are internationally competitive. They have higher standards of corporate governance and commitments to sustainable growth.
The listing criteria are more demanding than for companies that were on the first section of the market under the previous structure.
Still, over 1,800 firms, or more than 80 percent of those that were on the first section are now on the Prime market.
Some initially fell short of the listing criteria, but were allowed to join after submitting business improvement plans.
Some companies are looking to improve their ability to raise funds from a wider spectrum of investors.
The Standard Market is for firms expected to grow at a steady pace, despite having lower capitalization than those on the Prime Market.
Over 330 firms have shifted to the Standard Market from the first section under the previous structure. Some believe they can execute bolder business plans than they could on the Prime Market.
Another 1,100 companies transferred from three other segments under the previous structure.
The Growth Market is for startups with high growth potential, but with higher investment risk.
The reorganization comes as competition among stock markets around the world heats up.
The World Federation of Exchanges says the total market capitalization of companies listed on the TSE was 6.1 trillion dollars at the end of February.
That was well below the world's largest market, the New York Stock Exchange, at 26.1 trillion dollars. It is also behind the Shanghai Stock Exchange, at 7.8 trillion dollars.
Daiwa Institute of Research senior researcher Kamio Atsushi says the TSE's reorganization will make it difficult for companies to stay listed unless they achieve sustainable growth.
Kamio says companies have been trying to explain their growth strategies in ways that are easy to understand, with a view to improving shareholder returns. He says competition to provide clearer disclosures "will likely intensify, and this may lift the Japanese market."
But he says investors may question whether companies on the Prime Market that initially failed to meet the listing criteria can achieve their business improvement plans.
He says such firms may need to revise their plans, or provide updates to explain their progress.
Kamio says the market reorganization will likely increase the number of companies entering and leaving the market.
He says businesses will face growing costs in maintaining their listings. "Some companies might weigh the pros and cons, and choose to delist. I think such moves, along with new listings, could lead to an improved market metabolism."
Kamio adds that it will take time for investors to see the effects of the changes. He says their success will depend solely on whether companies live up to investors' expectations.

Myanmar's state-run TV says China has agreed to provide the country with about 102 million dollars in aid.
It reported that Myanmar's Wunna Maung Lwin, who was appointed foreign minister by the military after it seized power in a coup last year, met with Chinese Foreign Minister Wang Yi in China on Friday.
The broadcaster said the two ministers discussed the situation in Myanmar, as well as how the two countries should cooperate in the framework of the Association of Southeast Asian Nations and the United Nations.
They also reportedly agreed on opening a Myanmar consulate general in Chongqing.
The head of Myanmar's military is not allowed to attend ASEAN summit meetings. It is apparently seeking close ties with China to gain a strong supporter in the international community as it becomes increasingly isolated.
Meanwhile, with Europe and the United States stepping up sanctions against Myanmar, China is believed to be trying to strengthen its influence on the country to push ahead with its Belt and Road initiative for creating a huge economic zone.

Hong Kong's incumbent leader says she will not seek a second term. Carrie Lam was Hong Kong's chief executive when massive pro-democracy protests led China to impose a sweeping national security law in the city.
Lam told reporters she has decided to focus on her family. Her announcement comes a month before an election to choose Hong Kong's next leader.
The nomination period ends on April 16. No front-runner has emerged so far, but local media reports suggest Beijing-backed John Lee Ka-chiu will run to replace Lam. Lee was a security official during the protests in 2019. He was later promoted as the city's second most senior official.
Hong Kong's chief executive is selected by a 1,500-member election committee, which is mostly loyal to Beijing.

There is no apparent front-runner in a leadership contest in Hong Kong as a nomination period begins on Sunday.
The election to choose a chief executive is held every five years. Voting was originally scheduled to take place on March 27 but was postponed to May 8 due to a surge in the number of coronavirus infections.
Around 1,500 election committee members, who are mostly pro-Beijing, vote on candidates who have a sufficient number of pledges from among them.
So far, no one who has enough pledges has given an indication of intending to run. Incumbent Chief Executive Carrie Lam has not said if she would seek a second term.
Observers say the election may be postponed for a second time but Lam's term will expire at the end of June.
Hong Kong media speculate that a person with the backing of the Beijing government would emerge as the only candidate before the nomination period ends on April 16 and that the committee would vote to approve the candidate.

A spike in the price of cooking oil has hit Indonesia, where the Islamic fasting month started on Sunday. Behind the price hike is an increasing global demand of palm oil produced in Asia amid concerns of a shortage in the supply of sunflower oil, which is made mainly in Ukraine and Russia.
More than 80 percent of Indonesia's population are Muslims. During the month of Ramadan, they only eat and drink between sundown and sunup.
Before sunset on Sunday, stalls in Jakarta were crowded with customers buying deep-fried food.
But this year round, many shops have raised prices or reduced the size of their merchandise.
That's because the price of cooking oil has risen up to 70 percent from last year.
There have been protests in Indonesia demanding a reduction in the price of cooking oil. The government has decided to provide subsidies to help low-income people.
