US President Donald Trump has stressed his success over tax cuts in his State of the Union address. He also called for bipartisan support toward achieving fairer trade and a boost in infrastructure investment.
Trump delivered the speech at Congress on Tuesday night.
The president said Americans are building a safe, strong, and proud America together. He said this is a new American moment.
He highlighted his tax reforms, including massive corporate tax cuts, as achievements during his first year in office.

Trump said his administration's immigration reform package includes offering a path to citizenship for illegal immigrants who were brought to the United States by their parents at a young age.
At the same time, he called for bipartisan support in approving a budget to build a wall along the border with Mexico.
The president spent an unusually long time harshly criticizing North Korea as an oppressive government on humanitarian grounds. He said that no regime has oppressed its own citizens more than the cruel dictatorship in the North.
Trump introduced a defector from North Korea and described his sufferings there.
He also warned that North Korea's nuclear missiles could soon threaten the US.
He said the US will put maximum pressure on North Korea to prevent that from happening.
Trump characterized China and Russia as rivals in the diplomatic and security fields. He said that "unmatched power" is the best way to defend the US. He indicated that the US will modernize and rebuild its nuclear arsenal.
Trump said he is proud to report about successes in the US-led coalition's fight against the Islamic State group in Iraq and Syria. He added, however, that the efforts will continue until the extremist group is defeated.
In a contrast to his predecessor Barack Obama, Trump said he intends to keep open the detention facilities at Guantanamo Bay, Cuba, for foreign terrorist suspects.
Trump highlighted his achievements and policies in the prime time address, with an eye on the mid-term Congressional elections in November.

Last Friday, the exchange Coincheck lost more than 500 million dollars' worth of cryptocurrency called NEM in a hacking attack.
It's been discovered that the money was transferred to 10 accounts on the Internet.
NHK has been monitoring the accounts using online trade records. It found that less than 100 dollars' worth was transferred from one account to another late on Tuesday.
After that, similar amounts were moved to other accounts in 14 transfers. The stolen currency has now been spread to 19 accounts.
There have also been transfers of less than 10 dollars each into the accounts from completely different accounts.
Cyber-engineers continue to track the lost funds. An expert in cryptocurrency security, Masanori Kusunoki, says similar moves have been observed in past thefts of virtual currencies.
He says the hackers are probably trying to involve many accounts to make it difficult to track the money.

The company says the new rule will apply across all its platforms, including Instagram.

A delegation of 45 people took a chartered plane on Wednesday morning from Yangyang airport in the northeast of South Korea bound for North Korea.
The skiers, who are not participants in the Olympic Games, will take part in training along with North Korean skiers at the Masikryong Ski Resort.
The resort in eastern North Korea was developed under the instruction of the country's leader Kim Jong Un.
South Korea's Unification Ministry spokesperson Baik Tae-hyun told reporters on Wednesday that the South Korean skiers are scheduled to return home on Thursday evening.
He said the plane will also carry North Korean skiers and others taking part in the PyeongChang Games.
On Monday, Pyongyang abruptly canceled a joint cultural event, which was planned as part of the pre-Olympic goodwill events.
Observers say all eyes are on what moves the North will take in the run-up to the Games that begin on February 9th.

Chief Cabinet Secretary Yoshihide Suga says it is unacceptable that China has ordered that maps distributed by a Japanese firm be discarded.
The maps appear in catalogs made by Japanese retailer Ryohin Keikaku, the operator of Muji brand stores. Chinese authorities took issue with how the Senkaku Islands in the East China Sea are represented.
Suga told reporters on Wednesday it is obvious that the islands are an inherent part of Japan from both a historical perspective and in terms of international law. He said there is no dispute over territorial rights to be resolved.
Japan controls the islands. China and Taiwan claim them.
Suga added he is worried about the possible impact on Japanese corporate activities in China.
He said the Japanese government has conveyed its stance on the matter to China through diplomatic channels, and has requested an explanation.

Volcanic activity is continuing at Mount Kusatsu-Shirane more than a week after it erupted.
The Meteorological Agency says volcanic earthquakes are still taking place on the mountain, located north of Tokyo in Gunma Prefecture, although the number is declining.
The agency says more than 600 volcanic earthquakes were observed on January 23rd, the day it erupted. This number had dropped to 12 by Tuesday this week and 2 by Wednesday.
The agency also says that camera images taken on Wednesday show no steam or gas near Mount Motoshirane, which forms part of the same mountain.
Its alert level is currently at 3 on a scale of 5, with warnings issued against approaching the volcano.
The agency has also urged people in the area to look out for flying rocks, cinders and ash blown downwind and volcanic gas.
Members of the Ground Self-Defense Force were training on a ski slope when the mountain erupted last Tuesday. One member died after being hit by volcanic rock. Seven other members and 4 civilian skiers were also injured.

New York City has designated January 30th as a day honoring a second-generation Japanese-American who fought against racial discrimination.
Fred Korematsu was arrested during World War Two for refusing to comply with an internment order. The US Supreme Court upheld his conviction, but it was overturned about 40 years later.
Korematsu died in 2005 at the age of 86. New York City will commemorate his birthday starting this year.
At Tuesday's ceremony in New York, Korematsu's daughter Karen stressed that her father helped change American society.
She asked that all voices be heard, including those of immigrants, and urged people to continue the fight for social justice.
Her remarks were a reference to US President Donald Trump's tough immigration policies, and the attempt to ban entrants from Muslim countries.
California has already designated January 30th Fred Korematsu Day.
His supporters are pushing to make it a national holiday.
A participant at the ceremony said it is important during these exclusionary times to learn from those who resisted discrimination.

Trade officials of the United States, Canada, and Mexico have failed to narrow their differences on auto tariffs in their sixth round of negotiations on the North American Free Trade Agreement.
Trade ministers of the 3 countries held a joint conference on Monday, after week-long negotiations in Montreal, Canada.
US Trade Representative Robert Lighthizer called the latest round "a step forward." But he also expressed frustration, saying the talks are "progressing very slowly."
Lighthizer said 3-party negotiations are more difficult than 2-party ones as issues often become more complicated.
The 3 nations are still divided over conditions for auto tariff exemptions. The US wants to change the so-called rules of origin, so that vehicles have at least 50 percent US-made content to qualify for tariff breaks.
The next round of talks will likely be held in late February in Mexico, with an aim of reaching an agreement by the end of March.
But it's unclear whether there will be a breakthrough, given Mexico's presidential election in July, and the US midterm congressional elections in November.

Hong Kong media are speculating that Chinese President Xi Jinping's trusted ally, Wang Qishan, may win the post of vice president. Wang retired from the Communist Party leadership last year.
Wang was known for spearheading Xi's anti-corruption drive. He left the Politburo Standing Committee last year after reaching the customary retirement age of 68. The decision that he should leave was made in October at the Communist Party Congress where Xi cemented his grip on power.
But, Chinese media reported on Monday that Wang has booked a spot in the country's parliament that convenes in March, as a delegate from Hunan Province.
It is rare for a retired member of the party's top leadership to be named a delegate to the National People's Congress.
This means Wang is not fully retiring.
China watchers say that if Wang is appointed vice president, he will remain influential as an ally and deputy to President Xi.

A Chinese military vessel and aircraft passed through the Tsushima Strait off western Japan on Monday.
Japan's Defense Ministry says a Chinese navy frigate sailed north from the East China Sea through the strait to reach the Sea of Japan on Monday.
It then turned around and headed back to the East China Sea.
Around the same time, a Chinese Y9 surveillance plane flew near the area in the Sea of Japan and returned to the East China Sea.

A Cambodian opposition politician is calling on Japan to end assistance of her country's general election scheduled for July. She says it will not be a fair election.

Company officials say the Toyota group including Daihatsu Motor and Hino Motors sold over 10.3 million vehicles last year. That's a 2.1 percent increase from 2016.

The Renault-Nissan-Mitsubishi group sold 10.6 million vehicles. All three automakers sold a record number of vehicles in 2017.
Analysts say Toyota's position sank as it failed to boost sales in China compared to its rivals. The carmaker lost the top slot in 2016 for the first time in 5 years.

Matsumoto has since stepped down.
Abe stressed that politicians must take responsibility for their words and show respect to win voters' trust.
He also said the heavy burden being shouldered by Okinawa is not acceptable, and that the government will do whatever it can to reduce it.

A resort town whose economy has been hit by a volcanic eruption plans to solicit donations through a national tax program to shore up the local tourism industry.
The town of Kusatsu in Gunma Prefecture, north of Tokyo, made the decision about a week after Mount Kusatsu-Shirane erupted.
The incident has forced the temporary closure of ski slopes. Traditional Japanese inns and hotels at a hot spring resort have been flooded with cancellation requests.
In return for the donations, the town plans to present shopping certificates that can be used at local inns, restaurants and pubs.
Officials are calling on people to visit their town. They say many areas in the town, excluding the no-go zone near the craters, are safe.
Mayor Nobutada Kuroiwa says he hopes the shopping certificates will encourage many people to visit Kusatsu and to spend money. He says he hopes this will help support the tourism industry.
Municipalities in Japan are making use of a tax program through which people around the country can donate money to local governments of their choice and receive tax deductions. The municipalities often send local produce and other gifts in return for donations from non-residents.

A fire and multiple blasts have occurred at an oil refinery near an urban district in northern Taiwan.
The refinery in the city of Taoyuan exploded early on Monday.
Footage posted on the Internet shows raging flames and plumes of black smoke.
Local media quote residents in the area as saying they were awoken by the sound of explosions.
About 40 fire vehicles were sent to the scene, and the fire was brought under control about an hour later.
There are no reports of injury so far.

He spoke with news media on Monday, the day after completing the 15-day New Year Grand Sumo Tournament with 14 wins and one loss. Tochinoshin is the 1st Georgian to win the championship.

A Japanese joint venture has disclosed a plan to build the first private-sector launch site in the country for rockets to send ultra-small satellites into space.
The venture was established by 4 companies, including Canon Electronics and IHI Aerospace.
Canon Electronics say officials will conduct feasibility studies at candidate sites in and outside Japan, aiming to complete the construction by 2021.
Ultra-small satellites weighing less than 100 kilograms are expected to attract demand, especially in emerging economies. Usage could include detecting natural disasters, pipeline maintenance and inspection, and monitoring growth of agriculture products.
Japan now has 2 launch sites for satellites in Kagoshima Prefecture, southwestern Japan. Both are operated by the country's space agency.

The spokesperson for one of Japan's largest digital currency exchanges has told NHK that it will use its own funds to reimburse customers who were affected by the recent hacking attack, but doesn't know when it will be able to do this.
The site operator, Coincheck, announced on Sunday morning that about 530 million dollars of the crypto-currency NEM disappeared early on Friday and as many as 260,000 customers are affected.
The firm said it would reimburse customers with Japanese yen. The amount will be based on the price at the time trading was suspended and at other exchanges since then. The total is expected to be about 420 million dollars.
The spokesperson later told NHK that Coincheck has suspended the trading and withdrawal of all virtual currencies until the security of transactions can be confirmed.
The official added that the company does not have enough staff and should have had stricter security.
The spokesperson said customers are asking if their assets are protected and what kind of security measures were in place.
The official apologized for the situation, and said Coincheck will investigate the cause and strengthen security measures so that regular services can be resumed as soon as possible.
Virtual currency exchanges have been required to register with the Japanese authorities since last October.
Coincheck's application is currently being screened.
Japan's Financial Services Agency heard from the company on Sunday, and will consider imposing a penalty.

The government of Afghanistan says at least 95 people were killed and about 190 injured in a suicide bomb attack in the capital, Kabul, on Saturday.
A vehicle loaded with explosives was used in the attack, which was carried out in the city center.
Taliban insurgents claimed responsibility for the blast, saying they targeted police officers who were gathering in front of the former interior ministry building.
Roads in the area are normally closed to ordinary cars, but the interior ministry says it admitted the vehicle as it looked like an ambulance.
The ministry also says 4 people were detained in connection with the attack.
The incident follows an attack that killed more than 20 people a week ago at a Kabul hotel that is popular with foreigners.
A series of suicide attacks by Islamic State militants have also occurred, adding to a deteriorating security situation in the country.

More than 1,000 people have rallied in Washington to call for the impeachment of President Donald Trump.
They marched to the White House on Saturday, just a week after the first anniversary of Trump's inauguration. They chanted that the president is a racist, or that he should resign.
One person called for a thorough investigation into alleged collusion between Trump's campaign team and Russia in the 2016 presidential election. She said that the president should be impeached.
Special Counsel Robert Mueller is reportedly seeking to interview Trump in the coming weeks over the allegation.
There are also media reports that Trump tried to fire Mueller last year. This has led to increased suspicion that the president obstructed justice.
Observers say if the Democratic Party does well in the mid-term Congressional elections in November, calls for Trump's impeachment may grow.

Spain's Constitutional Court has ruled that former Catalan President Carles Puigdemont cannot become leader again without being physically present at the regional parliament.
The Catalan parliament was dissolved by the Spanish government in October after unilaterally declaring independence. The Catalan government was also dismissed. Puigdemont remains in exile in Belgium as he faces rebellion and sedition charges.
But in December, separatists won a majority in a regional parliamentary election. They have been planning to vote on Tuesday to approve Puigdemont's re-election as Catalan president. He is the only candidate for the post.
The Constitutional Court ruled on Saturday that Puigdemont cannot receive the authority to form a government unless he is present in parliament with a judge's permission to attend.
It also ordered the regional parliament to suspend the confidence vote.
The ruling came in response to a request by the central government.

The foreign and defense ministers of Japan and France have confirmed they will cooperate to prevent North Korea from evading economic sanctions.
Japanese Foreign Minister Taro Kono and Defense Minister Itsunori Onodera held the so-called "2-plus-2" meeting with their French counterparts Jean-Yves Le Drian and Florence Parly in Tokyo on Friday.
The ministers stressed the importance of a rules-based maritime order and agreed to cooperate in the Indo-Pacific region.
In apparent reference to China, they expressed opposition to any unilateral action that could raise tensions in the East and South China seas.
The ministers confirmed they will never approve of a nuclear-armed North Korea. They agreed to work together to prevent sanctions evasions by Pyongyang, including illicit ship-to-ship cargo transfers at sea.
The ministers reached a broad agreement on signing a bilateral acquisition and cross-servicing agreement, or ACSA, for the Self-Defense Forces and the French military in disaster relief and other operations.
They also agreed to hold a joint maritime defense drill next month, and to start joint research on minesweeping technology at an early date.
At a joint news conference after the meeting, Kono welcomed France's further involvement in the Indo-Pacific region.
Ahead of the meeting, the French ministers visited Prime Minister Shinzo Abe and offered an invitation from President Emmanuel Macron to a July military parade in Paris.

Japanese officials have welcomed indications by President Donald Trump that the US may return to the Trans-Pacific Partnership free trade deal. But they warn amending the agreement now may be almost impossible.
Trump pulled the US out of the 12-member pact a year ago as one of his election promises.
Trump said on Friday at the World Economic Forum in Davos that the US is prepared to negotiate what he called "mutually beneficial, bilateral trade agreements" with all countries, including those within the TPP.
He added the US would consider negotiating with nations either individually or as a group.
Japanese ministers welcomed his remarks. They said they expect the world's largest economy to return to the TPP in future. They said the comments show Trump recognizes the significance of the pact.
But Japan opposes any change to the agreement. Japan led the TPP negotiations among the 11 remaining members after the US departure.
Deputy Chief Cabinet Secretary Yasutoshi Nishimura said it is now practically impossible to renegotiate the agreement to accommodate the US. He described the TPP as a glass sculpture built on years of work.
Japanese officials say the remaining 11 nations should focus on putting the pact into effect at an early date and without the US.

The yen has surged after Bank of Japan Governor Haruhiko Kuroda said consumer prices are finally approaching the 2 percent target set by financial policymakers.
Kuroda made the comment in a World Economic Forum session at the Swiss resort of Davos on Friday.
The BOJ chief said the Japanese economy is recovering moderately, but improvements in prices and wages are weaker than in the US and Europe.
Kuroda said years of deflation have created a negative mindset among Japanese people, who don't expect prices and wages to rise.
Despite that, he said there are indications that prices have already started to rise.
In response to his comments, the dollar fell against the yen on speculation that the BOJ may scale back its monetary easing program, just as the US Federal Reserve and European central banks have done.
In New York, the dollar was traded at the lower 108 yen level at one time on Friday. That's the lowest level in more than 4 months.
On Thursday, the dollar rose to around the upper 109 yen level following remarks by US President Donald Trump, who said that he wants to see a stronger dollar.
In Switzerland, the Davos talks wrapped up on Friday. World political and business leaders who attended expressed concerns about Trump's America First policy.

South Korean Unification Minister Cho Myoung-gyon says North Korea will very likely hold a threatening, large-scale military parade on the eve of the Winter Olympics in the South.
In a speech at a symposium in Seoul on Friday morning, Cho commented on reports that the North is planning such a parade to mark the anniversary of the founding of the Korean People's Army on February 8th. The PyeongChang Olympics start the next day.
According to South Korean media, Cho said the North is preparing a large-scale event at Mirim Airport on the outskirts of the capital, Pyongyang. He said a parade would include many personnel of the country's military and almost all of its weapons.
Cho noted concerns about the possible parade among the South Korean people and the international community. But he suggested that South Korea will continue to serve as a bridge between the North and the US by holding the games as agreed and proceeding with inter-Korean dialogue.
Under an agreement with the International Olympic Committee and South Korea, the North is to send 22 athletes to the Olympics to take part in 3 sports and 5 disciplines, including pair figure skating and women's ice hockey. The 2 Koreas are fielding their first unified women's ice hockey team.
North Korea said on Tuesday that it will change the anniversary of its military's founding from April 25th to February 8th.

Japanese families who believe their loved ones may have been abducted by North Korean agents have renewed their call for an international investigation.
Family members and their supporters on Wednesday submitted an appeal to the International Criminal Court in The Hague. They want the court to consider if Kim Jong Un can be held responsible for crimes against humanity.
The group says that Kim has infringed on the human rights of more than 500 alleged abductees by failing to release any information on them.
The families are urging a prosecutor at the ICC to launch an investigation.
It is unclear whether the matter meets the conditions for an investigation under ICC rules.
One of the family members, Shoichi Osawa, said that he will continue his campaign to raise awareness.
His brother Takashi went missing in Niigata Prefecture in 1974.
The possible abductees are separate from 17 people that the Japanese government has officially recognized as being abducted by the North in the 1970s and 80s. Five of the 17 have returned to Japan.

The main Syrian opposition group says it will not attend a peace conference to be held in Russia next week.
Russia, which supports the Syrian government of President Bashar al-Assad, will host the 2-day talks opening on January 29th in Sochi. Turkey, which has aided Syrian opposition forces, cooperated with Russia for the peace conference.
A spokesman for the main opposition said his group will boycott the Sochi conference. He made the remarks on Saturday, after the end of 2 days of UN-brokered talks in Austria between the Syrian government and opposition.
Opposition forces appear to be concerned that the Russian-led peace initiative will favor the Assad government.
UN special envoy for Syria, Staffan de Mistura, said Secretary-General Antonio Guterres will determine if the organization takes part in the conference.

Japan's Prime Minister says he wants to pursue a world free of nuclear weapons from a realistic standpoint, at a time when the imminence of the North Korean threat makes the US nuclear umbrella an absolute imperative.
Shinzo Abe's comments on Friday before the Upper House were in response to the leader of the ruling coalition partner, Komeito.
Natsuo Yamaguchi referred to the fact that Japan has not signed the legally-binding UN Treaty on the Prohibition of Nuclear Weapons. He called the treaty a "landmark effort" to create an international standard.
Yamaguchi said Japan should play a leading role, as the only country to have suffered atomic bombings, in bridging the gap between nuclear powers and other nations.
Abe responded that North Korea's nuclear and missile development programs constitute a grave and imminent threat to Japan's peace and security. He said maintaining deterrence with both conventional and nuclear weapons under the Japan-US Alliance is essential to counter such a threat.
Abe added that Japan needs to maintain a realistic stance by dealing appropriately with real security threats, while at the same time leading efforts to achieve a world without nuclear weapons.
The prime minister criticized North Korea for pushing ahead with its nuclear and missile programs, but he also welcomed the recent resumption of inter-Korean talks.
He said the opening ceremony of the PyeongChang Olympics next month will be an opportunity for him to urge South Korean President Moon Jae-in to keep applying maximum pressure on Pyongyang.
Abe added he wants to reaffirm the close cooperation between Tokyo, Seoul and Washington over the North Korean issue.

Abe met members of a group of abductees' families in Tokyo on Thursday. The meeting came 4 days after the group agreed on an action plan for this year, which calls for resolving the abduction issue by the end of the year. More than 40 years have passed since the first abduction occurred.
Abe said it is extremely regrettable that the issue remains unresolved even though many years have passed since the first abduction.
He said attention must not be focused on Pyongyang's nuclear and missile programs to the detriment of the abduction issue.
Abe said his government will coordinate with the international community to resolve the issue. He said he will do all he can and work in a shared spirit with the group members.
The relatives of abductees are old. Abe said he understands the group members' concern that they have little time left.
The group's action plan urges the Japanese government to hold substantive talks with North Korea by offering it such rewards as lifting Tokyo's unilateral sanctions.
The group's leader, Shigeo Iizuka, attended the meeting. He said the abductees in North Korea and their families in Japan cannot wait any longer.
Iizuka said he wants the Japanese government to use the current tense situation to hold substantive talks with the North in order to rescue the abductees.

An F-35 stealth fighter has arrived at an airbase in Misawa in Aomori Prefecture, northeastern Japan. It is the first of 10 F-35s that will be deployed at the base.
The aircraft flew into the Misawa Air Base of the Japan Air Self-Defense Force on Friday morning from the Komaki Air Base in Aichi Prefecture, central Japan.
The pilot was given flowers in a welcome ceremony attended by about 400 people, including Commander Kenichi Samejima.
The commander said in a speech that the F-35 stealth fighters will greatly contribute to ensuring peace and safety amid the increasingly severe security environment.
He added that the personnel at the base will swiftly and steadily establish a system for operating the aircraft.
Japan's Defense Ministry plans to deploy 9 more F-35s at Misawa in the fiscal year that starts in April. They are among 42 F-35s that will be deployed in Japan as the country's next-generation mainstay fighter.
The F-35 was jointly developed by the United States and 8 other countries. Its stealth capabilities make it difficult to detect by radar.
The ministry plans to equip the aircraft with Norwegian-made long-range Joint Strike Missiles. With a range of 500 kilometers, the missiles will enable Japan to target enemy bases.

US President Donald Trump has indicated a possible return to the Trans-Pacific Partnership free trade agreement.
In an interview with CNBC on Thursday, Trump noted that his administration may return to the TPP if the US has a much better deal than it had.
It remains unclear whether Trump intends to ask for renegotiations on the TPP. But the 11 member nations of the TPP are expected to welcome his comment. They have agreed to push for a signing of the pact in March.
Trump pulled the US out of the TPP one year ago.
The Trump administration has been promoting bilateral trade deals, instead of multilateral ones. It has shown willingness to enter free trade negotiations with Japan.
Separately in the interview, Trump commented on the dollar.
He said the US economy is gaining strength, and predicted the greenback will rise over time.
Trump said, "The dollar is going to get stronger and stronger, and ultimately I want to see a strong dollar."
US Treasury Secretary Steve Mnuchin had suggested a day before that he welcomes a weaker dollar.
Trump said those remarks were taken out of context, and his administration has a unified view on the currency market.

Japan's Consumer Price Index for the year 2017 rose for the first time in 2 years.
Officials at the internal affairs ministry say last year's CPI stood at 100.2 against a base of 100 in 2015. That's an increase of 0.5 percent from 2016.
The index includes the prices of energy-related items, but not fresh food.
The officials say higher energy prices pushed up the overall figure. Gasoline and electricity cost more due to a rise in crude oil prices. Consumers also had to pay more for rice.
The CPI is also at its highest level in nearly 20 years. The annual figure has come in below the 100 mark almost every year since 2000.

The Japan Chamber of Commerce and Industry has sent a delegation of business leaders on a 3-day visit to Sri Lanka's largest city, Colombo. It's the first time the chamber has sent a mission to the country.
On Thursday, the second day of their visit, the group led by chamber head Akio Mimura took part in an economic forum with Sri Lankan government officials.
Sri Lanka's Development Strategies and International Trade Minister Malik Samarawickrama touted his country's economic reforms. He said they've simplified policies to promote investment and free trade.
Officials also pointed to the country's geographical advantages and merits as a production base. Sri Lanka has been posting strong growth since a civil war ended nine years ago.
China is heavily involved in the development of port facilities there. But only 130 Japanese companies are doing business in the country.
After the forum, Mimura said he hopes to promote opportunities in Sri Lanka to businesses in Japan.
He also said that he has been convinced that Sri Lanka has enthusiastically opened up to the rest of the world and is working hard to improve its business environment. He said he will convey what he's learned at the visit to member companies.

A Japanese research team says that in an experiment it conducted, poorly protected webcams were hacked only one hour after the devices were set up.
The team at Yokohama National University was trying to find out how hackers exploit Internet-linked cameras that people use to remotely monitor their homes and offices.
The team installed 4 webcams not protected with personal passwords and another that used a password but had a security flaw.
In just over one month, 148 unknown sources accessed the webcams. 33 of them manipulated the devices, such as by changing their angles.
Further studies showed that the hackers used software that automatically searches for unprotected webcams.
The team says the software allowed a few hackers to use its webcams only an hour after they were installed. It says the camera that used a password was likely hacked automatically.
Associate Professor Katsunari Yoshioka, who leads the team, says security measures are failing to catch up with the spread of Internet of Things technology.
He says manufacturers and users need to take adequate countermeasures.

Health officials are warning this year's influenza is spreading at a record high pace world-wide.
The World Health Organization says the number of people diagnosed with influenza in the US has reached a 7-year high. Other countries are also reporting spikes in cases.
In Japan, the National Institute of Infectious Diseases says 2.8 million people were infected with influenza last week.
That's more than double the number from the week before and the most cases reported since the institute started taking records in 1999.
Authorities say both type A and type B influenzas are on the rise and warning the numbers could continue to rise in the coming weeks.

ICAN Executive Director Beatrice Fihn took part in the session on nuclear threats to international security on Wednesday at the World Economic Forum held in Davos, Switzerland. ICAN won the Nobel Peace Prize in 2017.
Other participants included India's minister of state for external affairs M J Akbar. His country is a nuclear state.

Fihn argued that if nuclear arms were bringing peace and stability, why is the world not welcoming the possession of nuclear weapons by North Korea.
Hiroshima Governor Hidehiko Yuzaki, a strong advocate of the abolition of nuclear arms, questioned the panel members, expressing the need for nuclear states to clarify their efforts to eradicate those weapons.
Yuzaki later told reporters that even though a treaty to ban nuclear weapons has been adopted, he felt nuclear states and non-nuclear states remain worlds apart.

Female ice hockey players and an advance team of sports officials from North Korea have arrived in the South to prepare for the upcoming PyeongChang Winter Olympics.
South Korea's Unification Ministry says a 15-member hockey team and a delegation of 8 inspectors crossed the military demarcation line separating the 2 Koreas on Thursday morning.
The players are heading for Jincheon, where they will practice with their South Korean counterparts. North and South Korea have agreed to field a unified team at the Games, which open on February 9th.
The unified team is scheduled to play Sweden in a practice match early next month.
Meanwhile, the advance team is heading for the eastern city of Gangneung. The officials will inspect the venue for women's ice hockey, accommodations for North Korean players and other facilities in the afternoon.
They are scheduled to move to Pyeongchang on Friday to visit the site of the Olympics' opening ceremony and the international broadcasting center.

A US research group monitoring North Korea says preparations for a military parade are underway on the outskirts of Pyongyang.
North Korea has announced it will move the anniversary of the founding of its military to February 8th, the day before the opening of the PyeongChang Olympics in South Korea. This has raised speculation the North will likely hold a military parade on that day.
Researchers from Johns Hopkins University on Wednesday disclosed satellite images of a parade training facility in the suburbs of Pyongyang.
A photo from November 24th shows as many as 67 parked buses, suggesting a meeting of parade officials being held.
Images from January 6th and 10th show a group of people, believed to be soldiers, marching in about 30 columns in front of the bleachers.

Police and firefighters have resumed search operations at a ski resort at Mount Kusatsu-Shirane, which erupted on Tuesday, killing one and injuring 11.
More than 40 members are combing the Kusatsu ski resort in Gunma Prefecture on Thursday to see if anyone is stranded.
Search operations were suspended on Wednesday after volcanic tremors were observed. Such tremors are believed to be caused by movements of underground hot water and gasses.
Tuesday's eruption occurred near a pond at the Moto-Shirane peak of Mount Kusatsu-Shirane, spewing volcanic rocks and ashes. Debris hit 8 Ground Self-Defense Force personnel drilling nearby. A 49-year-old member died. Four skiers were also injured.
The search covers several ski runs including the one where the GSDF members had been drilling.
The search parties are also examining debris and other conditions on the ski area. Rocks up to 60 centimeters in diameter were found on a run along the ropeway.
The Meteorological Agency maintains the alert level at the volcano at 3 in the scale of 5, warning of a possible eruption again.
Officials are calling for caution against flying rocks within a 2-kilometer range from the craters near the pond. Local authorities are restricting entry in the area.
Weather officials say 639 volcanic earthquakes were observed on Tuesday, followed by 23 on Wednesday.
They also say 4 volcanic tremors were recorded on Wednesday, along with other data suggesting volcanic activities continued.
On Thursday, one volcanic tremor was observed shortly before 4 PM, along with a little upheaval of land at the Moto-Shirane peak.

Hundreds of foreign residents of Tokyo took part in an anti-disaster drill on Thursday to prepare for a possible major earthquake.
About 270 people from nearly 40 countries in Asia, Europe and elsewhere took part in the drill held in a Setagaya Ward park by the metropolitan government. Among the participants were embassy officials and students.
To get a sense of what it would be like to be hit by a major earthquake, they boarded a special vehicle that simulates a tremor of 7--the maximum intensity on the Japanese scale.
They also learned techniques for rescuing people trapped under fallen buildings, including how to make a first-aid stretcher, using blankets and sticks.
The event also offered an opportunity to experience what it's like living in a shelter. With the help of interpreters, the participants learned how they could live with many others in limited space.
A woman from France, who's been in Japan half a year, said the training was very helpful in preparing for a disaster.
Tokyo officials say they hope to help increase awareness among foreign residents of the need for such preparations.
About 510,000 foreign nationals lived in Tokyo as of last October. That's 3.7 percent of the capital's total population. Their number is expected to rise further.

Abe said he would also firmly convey Japan's stance regarding its agreement with South Korea on the issue of those referred to as comfort women.
The agreement was reached in late 2015 under Moon's predecessor, Park Geun-hye. It confirmed a final and irreversible resolution of the comfort women issue.
Moon suggested earlier this month that the agreement was flawed and that Japan needed to do more to resolve the issue completely, including a wholehearted apology to the victims. But he said South Korea would not seek to renegotiate the deal. Abe responded that he finds it unacceptable for South Korea to demand further measures from Japan.
South Korea's presidential office has welcomed news of Abe's intended visit.

A US military helicopter has returned to its home base following an emergency landing on a small island in Okinawa.
The AH-1 attack helicopter is based at the US Marine Corps Futenma Air Station in the southern Japanese prefecture.
It landed on a helipad in the village of Tonaki on Tuesday night. It took off from there and stopped over at the US Kadena Air Base in Okinawa on Wednesday.
This is the third emergency landing by a US helicopter in the prefecture this month. Also, in December, a large military copter's window fell onto an elementary school playground.
Okinawa Governor Takeshi Onaga told reporters that the US military seems to be losing control, and is unable to manage and supervise itself. He added there has been no sign of improvement despite repeated protests.
Japanese Defense Minister Itsunori Onodera said the US called the landing precautionary, but that there have been just too many forced landings.
He added that Japan will ask the US if it is inspecting its aircraft thoroughly enough.

The International Monetary Fund has revised upward its forecast for the US economy in 2018, citing President Donald Trump's tax cuts.
The IMF released its latest global outlook on Monday, ahead of the World Economic Forum in Davos, Switzerland.
It says the US economy will grow by 2.7% this year. That's a 0.4 percentage point increase from the IMF's previous update in October.
The fund says tax reforms, including cuts in corporate levies, will give a short-term boost to America's economy.
The IMF also says Japan will grow by 1.2% and Germany by 2.3%. Both figures are half-point upward revisions.
The fund says the global economy will remain on a firm path to growth.

The Bank of Japan has decided to maintain its massive easing measures at current levels, in a bid to meet the target of 2-percent inflation.

Japan's Prime Minister Shinzo Abe says he is determined to achieve labor reforms and develop human resources to deal with Japan's shrinking and aging population.
The prime minister made a policy speech to both houses of the Diet on Monday. He said the government intends to increase Japan's defense capabilities and work with countries including China to build infrastructure in Asia.
In the outset of his speech, Abe noted 2018 is the 150th anniversary of the Meiji Restoration. He said human power nurtured by the advent of the Meiji era and a sense of national crisis from approaching western colonial powers became the driving force of Japan's rapid modernization.
He said Japan is now facing another national crisis in its falling birthrate and greying population, but that this can be overcome by creating opportunities for all of its citizens.
Abe said the government will promote 'work-style' reforms that include equal pay for equal work, overtime caps, and establishing a system to reward people based on results rather than work-hours.
He said he will create care facilities for more than 100,000 children in fiscal 2018, and 320,000 children by fiscal 2020 to ease the burden of caring for the elderly and raising children for struggling families.
He said he will aim to provide free education by 2020 for preschoolers and students in private high schools, and to reduce college tuitions and increase scholarships.
Abe said he wants to compile by this summer a new fiscal reform plan for achieving a primary budget surplus.
It is apparently becoming harder for the government to restore fiscal balance. It is now reviewing the use of revenues from the consumption tax to fund projects to develop human resources.
To promote "a revolution of productivity" for the Japanese economy, Abe said the government plans to cut corporate taxes by up to 25 percent for companies that invest actively and raise wages by more than 3 percent.
But he said tax privileges for research and development will be suspended for companies that are reluctant to invest despite increased earnings.
On national security issues, Abe said Japan intends to maintain firm diplomacy to deal with North Korea's nuclear and missile threats. He said the Self-Defense Forces have for the first time escorted US naval vessels and military aircraft under Japan's national security legislation enacted 3 years ago.
As a part of strengthening the nation's defense capabilities, he pointed out a plan to introduce the Aegis land-based missile defense system.
The prime minister said his administration will review the National Defense Program Guidelines by the end of 2018, upholding as its basic premise a defense-oriented policy.
Abe said the vast region ranging from the Pacific to the Indian Oceans must be used as a "public good" to promote peace and prosperity.

Japan's business and labor leaders are kicking off their annual wage negotiations, with the focus this year on whether managers will agree to a bigger pay hike amid robust corporate earnings.
The Japan Business Federation, or Keidanren, begins talks with Rengo, the Japanese Trade Union Confederation, on Monday.
Keidanren Chairman Sadayuki Sakakibara and Rengo President Rikio Kozu will lay out the basic strategies for the negotiations.
Keidanren officials have set a target wage increase of 3 percent. That's in response to Prime Minister Shinzo Abe's call for help in pulling the country out of deflation.
Keidanren says monthly raises at big companies during the past 4 years have remained between 2 and 3 percent.
Rengo officials plan to ask for a base wage increase of about 2 percent for all workers. They will also urge managers to raise the pay for temporary workers as well as employees at smaller companies, in order to narrow the income gap with salaried employees at big companies.
Rengo's other key requests include workplace reform to reduce overtime.
Wage talks will reach their peak in March. That's when managers at major corporations are due to respond to demands by labor unions.

The operator of the damaged Fukushima Daiichi nuclear power plant has started clearing rubble at the Number 1 reactor. Workers will remove nuclear fuel from its storage pool as they continue the decommission process.
Tokyo Electric Power Company, or TEPCO, began on Monday vacuuming finer debris scattered over the spent fuel storage pool in the upper part of the building.
The reactor is one of 3 that suffered a meltdown following the earthquake and tsunami of March 11th, 2011.
After the disaster, a hydrogen explosion destroyed the reactor's roof and iron framework.
The fuel pool is covered with about 1,500 tons of rubble.
The rubble has been an obstacle for workers trying to remove 392 units of spent and unspent nuclear fuel.
TEPCO says it has taken steps to prevent the spread of radioactive dust before starting the rubble clearance.
The operator says it will stop the work immediately if monitoring detects the spread of such dust.
Under a revised decommission plan last year, TEPCO plans to start removing nuclear fuel rods from the reactor's storage pool in fiscal 2023, 3 years behind schedule.
TEPCO plans to finish removing the debris, which includes a mix of molten nuclear fuel and internal structural materials, by the end of March 2022.

Okinawa assembly members presented a resolution to the US military asking that it stop flying aircraft over private property in the prefecture.
The assembly last week unanimously adopted the resolution, following a series of incidents involving US military aircraft in the southwestern Japanese prefecture.
Assembly members met with Colonel Darin Clarke in charge of external affairs with Marine Corps command in Okinawa on Monday.
The resolution requests that aircraft based at the Marine Corps Futenma Air Station not fly over schools, hospitals and other private property. The area is densely populated.
It also requests early relocation of US Marines out of Okinawa or Japan.
In December, a window fell from a US military helicopter onto the grounds of an elementary school next to Futenma air station.
Earlier this month, 2 helicopters made emergency landings in Uruma City and Yomitan Village.

A survey by Japan's Defense Ministry shows the number of accidents or incidents involving US military aircraft based in Japan more than double last year.
According to the survey, the total number of such cases was 25 in 2017, compared to 11 in 2016.
Twenty-three happened in Japan, including incidents such as emergency landings. The other 2 cases involving Japan-based US military aircraft occurred outside of the country.
Fourteen, or more than half of the cases, occurred in Okinawa, southwestern Japan.
The Ministry examined the number of cases after the head of the US Pacific Command, Admiral Harry Harris, told Japanese Defense Minister Itsunori Onodera in Hawaii on January 9th that the number of accidents had decreased in 2017.
The admiral made the remark when Onodera requested Harris to prevent a recurrence of accidents involving US military aircraft. Their meeting followed 2 emergency landings by US military helicopters in Okinawa.
