Japan's foreign minister has urged Myanmar's de facto leader Aung San Suu Kyi to ensure the safe and voluntary return of Rohingya Muslims who have fled violence in the country.
Taro Kono, who is visiting Myanmar, met the country's state counsellor on Friday for the first time since he took office last August.
Kono urged her to improve the human rights situation for Rohingya people who have fled to neighboring Bangladesh.
He said Japan will give 3 million dollars in emergency aid to Myanmar to help provide the refugees with daily commodities such as generators and water purifiers.
Kono also pledged some 20 million dollars in assistance through an international organization to encourage job training for women.
Later, he said at a joint news conference that the return of the refugees needs to be handled carefully, and in a way that promotes reconciliation, not division. He added that Japan will offer "maximum assistance."
Aung San Suu Kyi said she knows the international community has great interest in the Rohingya issue. But she added that it is a broad issue.
She said promoting reconciliation and friendship between communities is very important, and that it is up to the people of Myanmar to decide how to go about doing that.

A senior US government official says the upcoming foreign ministers' meeting on North Korea will focus on how to put more pressure on the country.
State Department Director of Policy Planning Brian Hook briefed reporters on the meeting, which will be held on Tuesday in Vancouver, Canada.
Japan, South Korea and countries that supplied UN troops to the South during the Korean War in the 1950s will take part.
Hook said the goal is to provide practical "mechanisms to exert continued pressure" on Pyongyang "while demonstrating that diplomatic options remain open and viable."
He said discussions will focus on how to thwart North Korean efforts to evade UN sanctions through smuggling. The possible measures include maritime interdiction to stop and inspect boats carrying goods to North Korea.
Hook also referred to the renewed talks between the 2 Koreas over the North's participation of next month's Winter Olympics in the South.
He said the pressure campaign will not end until the world is assured that the North's pursuit of nuclear weapons has been verifiably abandoned.
Japanese Foreign Minister Taro Kono and South Korean Foreign Minister Kang Kyung-wha will attend Tuesday's meeting. US Defense Secretary Jim Mattis is expected to join a welcome dinner the previous night.

North Korea's leader Kim Jong Un has reportedly said the country can overcome all obstacles, even if sanctions by its enemies continue for 100 years.
State-run media also praised the recent inter-Korean ministerial talks, saying they're a result of Kim's efforts.
The ruling Korean Workers' Party newspaper, Rodong Sinmun, said on Friday that Kim visited the state academy of sciences for the first time this year.
The newspaper reported that Kim decided on special bonuses for the scientists. He said they are doing their best for economic development and improvement of peoples' lives despite difficulties including a shortage of materials. Kim reportedly stressed that putting emphasis on scientific studies helped nuclear and missile developments.
In its editorial, the newspaper said that the country's dignified demeanor as a nuclear power will help its efforts to unite the Korean people.
The editorial said the inter-Korean ministerial-level talks were the result of a plan stated in Kim's New Year address. It stressed that efforts to improve the relationship with South Korea is a turnaround in the inter-Korea relationship.

United Nations Secretary-General Antonio Guterres has called for global efforts to adopt measures to support refugees and migrants.
Guterres told UN member countries on Thursday that the migrant issue is one of the top priorities for 2018.
He said the UN has an opportunity to fashion a truly global response to migration for the first time.
He stressed the need for more concerted and collective action to deal with what he calls the unbearable limbo in which many migrants find themselves trapped.
The UN chief said authorities that erect major obstacles to migration, or place severe restrictions on migrants' work opportunities, inflict needless economic self-harm.
He didn't mention any country by name, but his remark is believed to have been directed at the United States and other countries that take tough stance on migration.
The United Nations aims to adopt a comprehensive document that includes international norms and action plans for migrants and refugees by the end of this year.
The member states have reached a broad agreement on refugees and will start full-fledged talks on migrants next month.
A recent UN report says the number of global migrants has grown by 49 percent since 2000 to reach 258 million. That accounts for 3.4 percent of the global population.

Workers have begun building a major seawall at a site in Okinawa Prefecture, southwestern Japan, for the planned relocation of a US base.
The local defense bureau says it hopes to start full-fledged reclamation work at the site this summer.
The site is where an alternative facility for the US Marine Corps Futenma Air Station is scheduled to be built. The facility is now located in a densely-populated part of Okinawa's main island.
The seawall, the longest one for the site, will extend beyond 1,000 meters off the coast of Henoko in Nago City. An aerial shot on Friday showed rocks being dropped into the sea to build the foundation for the seawall.
Construction on 2 shorter seawalls, as well as a makeshift road to be used for the reclamation, was begun at the site last year.
The defense bureau plans to accelerate related works, and start reclaiming an area surrounded by the seawalls as early as this summer.
Moves by anti-base protesters are likely to gain force.

A new edition of a best-selling Japanese dictionary has hit stores, with new entries that reflect social trends of the past decade.
Publishing house Iwanami Shoten released the 7th edition of Kojien on Friday. About 10,000 of its 250,000 words and names are new entries.
They include "black kigyo," which means "a company that pays little or no heed to workers' welfare."
The Japanese equivalents of "smartphone," "app" and "tweet" have made their debut in the time-honored dictionary.
Some new words are linked to the 2011 earthquake and tsunami that hit northeastern Japan, and the Fukushima-Daiichi nuclear accident.
"Hairo" means "decommissioning a reactor." "Anzen shinwa" means "safety myth," referring to a long-held view that nuclear energy is always safe.
Iwanami Shoten official Yasunari Hiraki says the print dictionary is no match for Internet searches in terms of volume of information.
But Hiraki says dictionaries can help people when they want to know clear-cut definitions. He says he wants people to use Kojien as a gateway for knowledge.
The dictionary was first published in 1955 and has been revised every decade or so.
