North Korea says it will reopen a communication link with South Korea to discuss sending a delegation to the PyeongChang Winter Olympics and other issues. The North cut off the hotline at the truce village of Panmunjom on the demilitarized zone between the two Koreas in 2016.
Ri Son Gwon, the head of North Korea's Committee for the Peaceful Reunification of Korea, made the announcement on state-run TV on Wednesday afternoon.
He said North Korea will reopen the communication line at 3:30 PM on Wednesday. The hotline has been inoperative since February 2016.
Ri said North Korean leader Kim Jong Un highly appreciated South Korean President Moon Jae-in's positive response to Kim's overture in his New Year's address for better inter-Korean relations. Ri said Kim also took Moon's calls for an early resumption for inter-Korean dialogue in a positive manner.
Ri said Pyongyang wants to discuss with Seoul working-level issues over their country's potential dispatch of a delegation to the PyeongChang Olympics. He also expressed his sincere wishes for success of the games.

South Korea's ruling party has welcomed the government's proposal to hold inter-Korean talks next week, while the biggest opposition party has shown a cautious stance.
A spokesperson of the ruling Democratic Party of Korea said in a statement on Tuesday that the party welcomes the swift, appropriate action by the administration of President Moon Jae-in.
The statement said the party hopes that the coming PyeongChang Winter Olympics will help ease tensions on the Korean Peninsula and achieve world peace.
A spokesperson of the conservative Liberty Korea Party warned that the Moon administration should not be tricked by North Korea.
The official said that Pyongyang is trying to foment friction in South Korea and create a rift in relations with the United States.

Japan's Financial Services Agency is planning to allow regional banks to close their branches on weekdays as part of its measures to support struggling banks.
The business situation surrounding financial institutions in Japan is becoming increasingly severe. Low interest rates are squeezing their profits, and fewer customers are visiting their branches as the population declines.
The agency currently allows financial institutions to close their outlets only on weekends, national holidays and several days at the year-end and the New Year.
Planned deregulation measures are aimed at helping them streamline their business and maintain their networks of branches.
Under the new rules being considered, banks will be able to alternately operate 2 branches in nearby areas on weekdays. This will allow staff members to work for both branches.

People in a Japanese town that was devastated by the 2011 earthquake and tsunami are celebrating the New Year with a traditional lion dance for the first time since the disaster.
The dance is an annual ritual to usher in the New Year in the town of Onagawa, Miyagi Prefecture, northeastern Japan.
Dancers dressed as lions visit homes to wish for the safety and good health of the family. But the custom had to be suspended after many of the townspeople lost their homes to the tsunami and moved to temporary housing.
In the hardest-hit district of Takenoura, former residents have begun moving into public housing for disaster victims.
More than 30 households, or half of the district's total, have managed to rebuild their houses.
