Pacific island leaders have referred to North Korean issues for the first time in a joint declaration issued at the end of a meeting in Japan.

Leaders from Japan as well as 18 Pacific island nations and territories ended a 2-day summit in the city of Iwaki, Fukushima Prefecture, on Saturday.

The joint declaration stressed that a free, open, sustainable maritime order, based on the rule of law, will contribute to peace and prosperity in the region.

The leaders pledged to work closely together in maritime security, human resource development, and on other issues.

The declaration said that climate change is the most imminent threat to Pacific island nations. It said the issue should be addressed with a sense of urgency.

The leaders expressed hope that North Korea will take concrete actions following the US-North Korea summit slated for June 12th.

They also expressed deep concerns over the North's attempts to evade international sanctions, including the transfer of goods at sea.

The declaration called for concrete measures to deter such attempts. It proposed canceling the registration of North Korean ships in the Pacific island nations.

The families of Japanese nationals abducted by North Korea have asked the government to step up efforts to secure the return of their loved ones.

Takuya Yokota, whose sister Megumi was abducted at the age of 13, more than 40 years ago, referred to the first-ever summit planned between the United States and North Korea.

He said there will never be an opportunity like this again, so he wants North Korean leader Kim Jong Un to be urged to resolve the abductions issue, in addition to the security issues.

He said that this is the last chance for the families, and that Kim should recognize it is also an opportunity for him.
Yokota said he wants the Japanese government to negotiate vigorously, so that all the abductees can come home at once and not in stages.

Megumi's mother Sakie said if North Korea returns the abductees, trust in the country will be restored and the North may become able to receive aide.

Sakie, who is 82 years old, said many of the family members are not in good health and their nerves have been worn down. She said she prays that Kim will change his mind and soften his evil feelings, so that the situation will head in a peaceful direction.

US President Donald Trump has nominated Admiral Harry Harris, head of the US Pacific Command, to the post of ambassador to South Korea.

The choice comes as the Trump administration increases its efforts to achieve a nuclear-free North Korea through a two-pronged approach of pressure and dialogue.

Harris is the first Japanese-American in his current role. He took on the job in 2015, and has since spent much of his time addressing North Korea's nuclear and missile development and China's increasing maritime activities.

A White House statement on Friday describes Harris as a Naval officer with "extensive knowledge, leadership and geopolitical expertise in the Indo-Pacific region."

Harris was initially nominated by Trump to be the envoy to Australia. But Secretary of State Mike Pompeo wanted him to fill the key post in Seoul, which has been vacant since Trump took office in January 2017.

A small boat carrying 2 North Koreans seeking to defect has entered South Korean waters.

The South Korean Coast Guard says the boat was spotted in waters north of Baengnyeong Island in the Yellow Sea on Saturday morning.

A South Korean Navy high-speed vessel approached the boat, and confirmed that the 2 men wanted to defect to South Korea.

The coast guard initially said one of them was a North Korean military officer based on his explanation, but further investigation by the National Intelligence Service and the military found that both are civilians.

Officials are looking into their motives for defecting.

Cuban President Miguel Diaz-Canel says a special committee will be set up to investigate Friday's jet crash.

More than 100 people are reported to have died when the Boeing 737 crashed shortly after takeoff from Havana's main airport. The plane operated by national airline Cubana was heading for the eastern city of Holguin.

The Mexican firm which leased the aircraft to Cubana says 104 passengers and 6 crew members were on board.

Cuba's state media says more than 100 people were killed. The passengers were mostly Cuban. All of the crew members were Mexican.

The aircraft is said to have made a steep right turn just after takeoff and then plummeted into a field. It had reportedly been flown since 1979.

Police in the US state of Texas say a teenager suspected of carrying out a school shooting wrote in his diary that he wanted to carry out an attack and then commit suicide.

The shooting occurred on Friday morning at a high school in Santa Fe, near Houston. 10 people were killed and 10 others were injured. The 17-year-old suspect, who is a student at the high school, was taken into custody and charged with murder.

Authorities say the suspect wrote about his plans in journals on his computer and cellphone.

They also say a shotgun and a pistol found at the scene were legally obtained by the suspect's father.

Friday's shooting will likely spur more calls for tighter gun control in the United States. In February, 17 people were killed in an another shooting at a school in Florida.

Cabinet ministers from 33 countries have called for a framework to allow an international watchdog to attribute responsibility for chemical weapons attacks.

The ministers gathered in Paris on Friday following a suspected gas attack in Syria last month. France called the meeting.

Currently the Organization for the Prohibition of Chemical Weapons, or OPCW, only determines whether chemical weapons attacks have occurred and what kind of chemicals were used.

The organization conducted an onsite investigation in Syria, but has not reached a conclusion about what happened.

Russia, which supports the administration of Syrian President Bashar al-Assad, has denied that chemical arms were involved.

The ministers agreed that a new mechanism is necessary to allow the OPCW to identify who is responsible for attacks and impose sanctions.

French Foreign Minister Jean-Yves Le Drian stressed the need to give the organization more power.

The head coach of Nihon University's American football team, Masato Uchida, has accepted full responsibility for a serious foul committed by one of his players and says he intends to resign.

During a game in Tokyo on May 6th, a Nihon University defender tackled the Kwansei Gakuin University quarterback from behind, after he had thrown a pass.

The quarterback suffered injuries that will take 3 weeks to heal.

Uchida and Nihon University's vice president, Naoto Kato, spoke to reporters at Osaka Airport after visiting the injured athlete to offer their apologies.

Uchida said he decided to resign after the incident, but waited until he had the opportunity to apologize to Kwansei Gakuin University in order not to appear as being insincere.

He refrained from commenting on whether he instructed the defender to commit the foul, and said he will respond to that question in writing.

Nihon University says it is speaking to all team members, including the defender who committed the foul, and will inform Kwansei Gakuin University of the findings around May 24th.

Kwansei Gakuin University says it will explain its future actions at a news conference after examining the findings.
