The United States says it is withdrawing from the United Nations Human Rights Council due to what it calls the organization's chronic bias against Israel.

US Ambassador to the UN Nikki Haley made the announcement at the State Department in Washington on Tuesday.

Haley said the Council has passed 5 resolutions against Israel this year, which is more than the number passed against North Korea, Syria, and Iran combined.

She said the disproportionate focus and unending hostility toward Israel is clear proof that the Council is motivated by political bias rather than by human rights concerns.

The administration of US President Donald Trump has been criticizing the Human Rights Council for taking a pro-Palestinian stance and its lack of neutrality.

Haley said the administration decided on the withdrawal because its earlier demands to improve the situation have not been met. But she added that her country will be happy to rejoin the Council if it reforms.

The US decision underlines its pro-Israel stance. The US pulled out from UNESCO, the UN's cultural and educational agency, in October of last year, accusing it of having an anti-Israel bias.

The latest move has drawn sharp reactions. The international rights group Human Rights Watch says it is a reflection of the Trump administration's one-dimensional human rights policy, in which the US defends Israeli abuses from criticism above all else.

UN Human Rights chief Zeid Ra'ad al-Hussein tweeted on Tuesday that the US decision to leave the Council is "Disappointing, if not really surprising."

He says, "Given the state of human rights in today's world, the US should be stepping up, not stepping back."

UN Secretary-General Antonio Guterres says he would have "much preferred" the US to remain. In a statement, he says the Human Rights Council "plays a very important role in the promotion and protection of human rights worldwide."

Guterres' comment avoids criticizing the United States. It urges Washington to reconsider the decision, and emphasizes the UN sees promoting human rights as a prime mission.

Israel has welcomed the US decision to withdraw from the UN Human Rights Council.

A statement issued on Tuesday from the office of Israeli Prime Minister Benjamin Netanyahu said that for years, the Council has proven to be a biased, hostile, anti-Israel organization that has betrayed its mission of protecting human rights.

It criticized the body for obsessively focusing on Israel, which it says is the one genuine democracy in the Middle East, instead of dealing with regimes that systematically violate human rights.

The statement said Israel thanks US President Donald Trump for his courageous decision against the hypocrisy and the lies of "the so-called UN Human Rights Council."

It added that the US decision to leave is an unequivocal statement that enough is enough.

Kim is in China on a 2-day visit, his third in recent months. It comes just one week after the historic summit with US President Donald Trump.

Chinese President Xi Jinping welcomed Kim at the Great Hall of the People on Tuesday.

Chinese state media says Xi praised the "positive" outcome of the US-North Korea summit in Singapore.
Xi was quoted as saying that Kim and Trump had reached a basic consensus on denuclearizing the Korean Peninsula, and building permanent peace there.

Kim reportedly told Xi that if North Korea and the United States implement what was agreed at the summit step by step, the denuclearization efforts will reach an important stage.

Observers say that North Korea aims to gain rewards that match its progress. The US plans to maintain its sanctions against the North until Pyongyang abandons its nuclear program.

Japanese weather officials said on Wednesday that intermittent heavy rains are falling across much of the country's west, southwest and central areas. They are warning of possible landslides and flooding.

The Meteorological Agency said rainclouds have formed over Kyushu Island in the south all the way up to the Tokai region in central Japan.

Officials said between 2 PM and 3PM on Wednesday, 60 millimeters of rainfall were recorded in Ebino in the southwestern prefecture of Miyazaki, and 57 millimeters in the town of Minabe in the western prefecture of Wakayama.

Rainfall over the 24 hours from 3PM the previous day exceeded 400 millimeters in Ebino, and 300 millimeters in parts of Kumamoto and Kagoshima prefectures in Kyushu.

They say Osaka Prefecture and surrounding areas in western Japan that were hit by Monday's powerful earthquake are at risk. They say even light rainfall could trigger landslides where the ground has been loosened.

As of 5 PM on Wednesday, authorities had issued evacuation orders or advisories to more than 800 households in Osaka Prefecture.

People in Osaka are still reeling from Monday's major earthquake.

Tremors have been rattling the prefecture ever since. And people are being warned to watch out for rain, which could cause landslides.

The quake left 5 people dead, including a 9-year-old girl. Almost 400 others were injured.

Hundreds of buildings have been damaged across Osaka and 3 other prefectures.

About 110,000 residences are still without gas. The local gas company says it could be another 5 days before it's back on.
The Meteorological Agency is warning that a similar quake could hit the area in the next week or so.

Japan's Foreign Ministry says it has learned that a Japanese man detained in China on suspicion of spying was indicted last month.

This brings the total number of Japanese indicted on charges of espionage in the country to 8.

The man in his 70s, held in the eastern province of Shandong, was among 6 Japanese detained in March last year. The group was conducting surveys related to hot springs development in Shandong and the southern island of Hainan at the request of Chinese companies.

Of the 5 others, 4 were released. Another man in his 50s who was held in Hainan was indicted this month.

Chinese state media earlier reported that the 2 were interrogated on suspicion of stealing national secrets. The 2 allegedly conducted geological surveys without government permission.

China put into force an anti-espionage law in 2014. A number of Japanese have since been detained.

5 of the 8 indicted are already on trial behind closed doors.

Japan's Foreign Ministry is asking Chinese authorities to protect the rights of the indicted during the trials.

Japan's World Cup is off to a roaring start. The Samurai Blue beat group favorites Colombia.

The game was just 3 minutes old when Colombia's Carlos Sanchez handled in the area. The ref reached for a red card and pointed to the spot. Shinji Kagawa stepped up and slotted it home.

But the lead only lasted 33 minutes. Japan's Makoto Hasebe conceded a free kick and Juan Quintero found an angle to level the score.

In the second half, Japan sent on Keisuke Honda. It was Honda who made the difference. He sent in a corner and Yuya Osako headed it home to put Japan 2-1 up.

The result puts Japan well on course to make the knockout stages.

They take on Senegal on Sunday then Poland next Thursday.

Yuya Osako said, "My dream came true. I'm so happy!"
