Canada's tourism minister has postponed a trip to China as relations between the 2 countries sour over the arrest of a senior executive of Chinese tech giant Huawei Technologies.

The Canadian government announced on Friday that Melanie Joly will postpone a trip that had been planned for next week.

She was planning to attend a ceremony in China to mark the end of a year promoting tourism between the 2 countries.

The minister's spokesperson said the 2 countries agreed to the postponement. The official gave no reason.

This year is the Canada-China Year of Tourism. It was agreed by Canadian Prime Minister Justin Trudeau and Chinese President Xi Jinping 2 years ago.

Canadian tourism officials have been using Chinese-language videos showcasing Canada's nature and cuisine to attract Chinese tourists.

China detained 2 Canadians after Canadian authorities arrested Huawei Chief Financial Officer Meng Wanzhou on December 1st at the request of the United States.

The detentions of the Canadians are widely seen as retaliation for Meng's arrest.

Observers say Canada's tourism industry could also suffer.

The United States and Canada have discussed the arrest and possible extradition of senior Chinese telecoms executive Meng Wanzhou in two-plus-two talks between their defense and foreign ministers.

The meeting took place in Washington on Friday. The 2 nations reaffirmed their commitment to upholding the rule of law in the process to extradite Meng, the CFO of Chinese telecoms giant Huawei.

She was arrested in Canada on December 1st at Washington's request. She is accused of fraud related to Iran sanctions, and was released on bail on Tuesday.

Canadian Foreign Minister Chrystia Freeland said at a news conference after the meeting that she and US Secretary of State Mike Pompeo have had discussions since Meng's arrest.

She said, "We all agree that the most important thing we can do is to uphold the rule of law, ensure that Ms. Meng's right to due process is respected and that the current judicial process in Canada remains apolitical."

Pompeo said the US and Canada will cooperate over the detention this week of 2 Canadian citizens in China. He described it as "unlawful" and "unacceptable."

The Chinese government has reacted sharply to Meng's arrest, and is calling on the US and Canada to stop their investigation.

The Japanese government has issued what it says is a "reminder to carriers" of mobile networks that it will take security risks into account when it assigns them new frequencies for ultra-high speed "5G" telecommunication.

Experts say the notice, which comes in the form of government guidelines, is designed to ensure the Japanese mobile operators do not use Chinese telecom equipment in their new networks.

The communication ministry plans to allocate 5G network frequencies next March.

Its guidelines emphasize the importance of security and reliability in planning the networks and buying equipment.

The experts say this is a message aimed at excluding Chinese telecom giants Huawei Technologies and manufacturer ZTE Corporation from the Japanese market.

Four company groups -- NTT Docomo, KDDI, SoftBank and Rakuten -- plan to run 5G networks. All have indicated they will comply with the guidelines when sourcing their equipment.

The Prime Minister of Australia says his country has decided to formally recognize West Jerusalem as the capital of Israel, but will keep its embassy in Tel Aviv until there is a peace settlement between Israel and Palestinians.

Scott Morrison said in a speech in Sydney on Saturday that it is the right of every country to determine its national capital.

He said, "Australia now recognizes West Jerusalem, being the seat of the Knesset and many of the institutions of government, is the capital of Israel."

Morrison said the embassy will stay in Tel Aviv until after a peace settlement is achieved. He said in the meantime, Australia will set up a defense and trade office in Jerusalem. It will also start to look for a suitable site for its embassy in the western part of the city.

Morrison stressed that Australia remains committed to a two-state solution. He said the government has resolved to acknowledge the aspirations of the Palestinian people for a future state with its capital in East Jerusalem.

The announcement is expected to trigger a backlash from Palestinians.

The US administration of President Donald Trump recognized the whole of Jerusalem as the capital of Israel last December. Trump's decision to move the US embassy to the city set off violent protests by Palestinians.

Nissan Motor plans to put off naming a successor to former chairman Carlos Ghosn at its board meeting next Monday.

The decision comes at a time of differences between Nissan and its major shareholder Renault over executive appointments.

Nissan removed Ghosn as chairman after he was arrested on suspicion of underreporting his pay. The company was planning to name his successor based on a proposal from 3 external board members.

But Renault says it wants to make the choice. Unlike Nissan, the French automaker has decided to retain Ghosn as chairman and CEO.

Renault's stance apparently affected Nissan's plan to name a new chairman. Sources say there's a growing view within Nissan that it should discuss the issue more carefully.

Executives now plan to agree at Monday's meeting to set up a new panel of outside experts, who would discuss management issues.

Nissan's external board members are expected to join the panel. A new chairman will likely be chosen following its deliberations.

NBC News says the US military has found that North Korea is continuing ship-to-ship transfers of oil in violation of UN sanctions. It says the US Indo-Pacific Command conducted a top secret assessment and discovered that the country has changed tactics to avoid detection.

The assessment reportedly says Pyongyang is using smaller vessels and conducting the operations beyond the East China Sea since an 8-nation coalition, including the US and Japan, expanded the surveillance effort in September.

NBC says the Command found there has been no decrease in the number of illegal fuel transfers.

US President Donald Trump has stressed that relations between him and North Korean leader Kim Jong Un remain good.

He tweeted on Friday that his administration is "in no hurry" in its negotiations with Pyongyang.

About 300 people in Russia's Far Eastern region have rallied to express their opposition to the possible handover of the Russian-held islands claimed by Japan.

The rally, organized by Russia's opposition Communist Party and others, took place in Sakhalin's capital, Yuzhno-Sakhalinsk, on Saturday.

This comes after Russian President Vladimir Putin and Japanese Prime Minister Shinzo Abe agreed in November that their countries will accelerate negotiations on a peace treaty based on the 1956 joint declaration.

The declaration says Moscow will hand over to Japan 2 of 4 Russian-held islands after the conclusion of a peace treaty.
The Japanese government maintains the islands are an inherent part of Japan's territory. It says they were illegally occupied by the Soviet Union after World War Two.

Rally participants carried placards and chanted that they will not allow Russian territories to be handed over, or that selling of the islands must be stopped.

Some supporters of opposition parties criticized Putin, calling on the president to leave.

A 38-year-old man carrying a portrait of his deceased grandfather said the islands are a symbol of his family, as well as his ancestors' war achievements. He added there is no room for discussions over Russian territories.
