Countries participating in the United Nations climate talks have agreed on a set of rules that will enable them to implement the 2015 Paris Agreement.

Participants at the COP24 conference unanimously adopted the rules on Saturday in the Polish city of Katowice.

They require all nations, including developing countries, to report details of their efforts to reduce greenhouse gases emissions. The first report must be submitted by the end of 2024. This reflects the standpoint of the industrialized nations.

One rule requires industrialized nations to report to the United Nations how much financial assistance they plan to provide for developing countries. Such reports should be submitted every other year.
This rule is apparently in consideration of developing nations that want to secure financial assistance through such commitments.

Island nations and some other countries wanted higher targets for reducing greenhouse gas emissions. But the participants failed to agree on this matter.

With the adoption of the rules starting in 2020, all signatory nations will work together to address global warming under the Paris Agreement.

Japan has offered to help Qatar restore ties with Saudi Arabia and several other countries.

Japanese Foreign Minister Taro Kono made the offer when he met with his Qatari counterpart Sheikh Mohammed bin Abdulrahman Al-Thani on Saturday in Qatar's capital, Doha.

Qatar has been under an economic blockade since Saudi Arabia, the United Arab Emirates, and other countries severed diplomatic relations with Qatar in June, 2017. The countries claim that Qatar provides support for terrorists.

Kono said Japan hopes ties between the countries can be restored peacefully.
He added that Japan maintains friendly relations with all the countries involved and is ready to do whatever it can to serve as a bridge between Qatar and other countries.

Nissan Motor officials say representatives of its ousted chairman Carlos Ghosn have retrieved documents and cash from a corporate apartment in Rio de Janeiro.

The officials say Ghosn's representatives entered the apartment on Friday with permission from a Brazilian court. Nissan's representatives oversaw them in the apartment.

Nissan has changed the locks to the apartment since Ghosn was arrested. The carmaker cited risks of evidence of wrongdoing being removed or destroyed.

Nissan officials visited the apartment on November 30th and found 3 safes.

The carmaker is seeking permission from a court in Brazil to open them, saying part of assets Ghosn inappropriately obtained might be stored in the safes.

But Nissan's representatives said they were not allowed to open them on Friday.

The property was bought in 2012 by a company registered in the British Virgin Islands. A Nissan subsidiary is believed to have been involved in founding the company.

Ghosn stayed at the apartment with his family a few times a year.

A 7-year-old girl from Guatemala has died after being detained by US Border Patrol agents.

Jakelin Caal and her father were in a group of about 160 migrants. They were apprehended crossing the border into New Mexico on December 6th.

Jakelin started vomiting and developed a high fever, and died 2 days later in a hospital.

The cause of her death remains unknown, but US authorities say she may not have been given food or water for days.

White House Deputy Press Secretary Hogan Gidley said the girl's death was a horrific, tragic situation that could have been avoided had she entered the country legally.

The opposition Democratic Party called the girl's death a humanitarian crisis, saying the United States has a moral obligation to allow vulnerable families to safely enter the country.

Jakelin's death may draw even greater criticism of the hardline immigration policy of President Donald Trump, who remains eager to build a wall along the border with Mexico.

Japanese trading companies are stepping up their investment in South American copper mines. They believe that increasing use of electric vehicles will boost demand for the metal.

Mitsubishi Corporation has decided to invest about 4.85 billion dollars in a copper mine in Peru together with a British resources company.

The undeveloped mine is believed to have some of the largest reserves of copper in the world. The companies hope to begin production in 2022.

Sumitomo Corporation will take part in the operation of a copper mine in Chile.

And Marubeni is conducting a survey at another mine in Chile.

The trading firms hope to secure copper resources ahead of a full-fledged shift to electric vehicles in the global market. Production of electric vehicles requires about 3 times as much copper as gasoline-powered vehicles. Copper is also needed for recharging facilities.

The Japan Coast Guard says more than 1,600 North Korean fishing boats were found fishing illegally in Japan's waters off the Noto Peninsula this year.

North Korean squid-fishing boats have been operating for years between early summer and winter in the rich waters of Yamatotai in Japan's Exclusive Economic Zone in the Sea of Japan.

The Coast Guard began patrolling the waters before the fishing season this year, and started to see illegal boats in May.

It warned 1,624 of them to leave Japanese waters, and sprayed water at 513 boats.

No undocumented boats have been spotted since December 3rd, which seems to indicate the North's fishing season has ended for this year.

The Coast Guard stepped up patrols, and the number of North Korean vessels it warned fell by about 300 from last year.

However, the fishing boats are now operating in a larger area, and some started to go as far north as the waters off Hokkaido around September.

The Coast Guard intends to continue to be on high alert next year.

A Japan center has been completed at a university in Colombia. The Japanese government plans to use it as a hub for language education and training personnel.

The center was set up at the University of Los Andes in the country's capital, Bogota, to mark the 110th anniversary of diplomatic relations between the countries.

The center will work with 200 students who are studying Japanese to teach the language to people in Colombia.

The facility is also equipped with the latest internet system as part of efforts to promote Japanese products.

A student who is studying Japanese said the center provides Colombians with a chance to learn Japanese culture and may help increase the number of people who want to visit Japan.

The 2016 peace deal between the Colombian government and FARC guerrillas has helped to improve security in Colombia.

The country is attracting attention as a promising market with its high level of education.

Japanese Ambassador to Colombia Keiichiro Morishita expressed hope that the center will help young Colombians get to know about Japan and help nurture future workers for Japanese companies.
