Japanese prosecutors have slapped a fresh arrest warrant on Nissan Motor former Chairman Carlos Ghosn. The prosecutors re-arrested Ghosn on allegations of breach of trust. This comes as his lawyers were getting ready to file a request for his bail.

Prosecutors now allege Ghosn shifted a private investment loss of over 16 million dollars onto Nissan in the wake of the 2008 Lehman crisis.

Ghosn has been locked up in a Tokyo detention center for nearly a month after being arrested.

He has since been indicted for allegedly conspiring to underreport his income by tens of millions of dollars over a 5-year period starting in 2010.
Ghosn has reportedly denied any wrongdoing.

A court made an unusual move on Thursday by rejecting a prosecutors' bid to extend Ghosn's detention for 10 more days, paving the way for Ghosn's release on bail.
But that's likely no longer the case. His detention will highly likely be extended.

Japan's Cabinet has approved a plan for record government spending for the year starting in April.

The budget amounts to more than 101 trillion yen, or about 900 billion dollars. The increase is partly the result of efforts to ease the effects of a consumption tax hike scheduled for next October.

A record of more than 300 billion dollars will be allocated to social security spending. While much of that increase reflects the graying of Japanese society, some will go to cover the cost of providing free preschool education.

Defense spending will also hit a new high, at about 47 billion dollars. This includes the cost for introducing the Aegis Ashore missile defense system.

Taxation is expected to bring in a record 560 billion dollars, due in part to the planned tax increase.

Newly issued government bonds are expected to generate about 290 billion dollars, or about one-third of the total revenue. The government plans to submit the draft to the Diet in early January.

Japan's National Police Agency's fiscal 2019 draft budget features a significant rise in funding for anti-terrorism measures in preparation for a series of national events.

The draft plan calls for spending more than 33.2 billion yen, or about 300 million dollars, for anti-terrorism measures and responses to disasters and other emergencies. The figure is up more than 180 million dollars from the initial budget for the current fiscal year.

More than 34 million dollars is earmarked for security at ceremonies marking the abdication of Emperor Akihito and the accession of Crown Prince Naruhito.

More than 100 million dollars is allocated for anti-terrorism and other measures for the Group of 20 summit scheduled to take place in Osaka in June.

78 million dollars is for security at the 2020 Tokyo Olympics and Paralympics.

An agency official suggested the budget includes sufficient funding for top-priority matters, such as security and responding to natural disasters and other emergencies.

US President Donald Trump says Defense Secretary James Mattis will leave his post at the end of February.

Trump announced Mattis's departure in a Twitter post on Thursday. He wrote "During Jim's tenure, tremendous progress has been made, especially with respect to the purchase of new fighting equipment." He added that "a new secretary of defense will be named shortly."

Trump and Mattis are believed to have held differing views on the US withdrawal from the nuclear deal with Iran and the creation of a "Space Force" within the US military. Their relationship is thought to have deteriorated after Trump made a series of decisions over Mattis's objections.

Trump went on to announce on Wednesday that he will pull US troops out of Syria, a decision thought to be opposed by Mattis. The news generated speculation that Mattis would resign shortly.

In his letter to Trump, dated on Thursday, the retired Marine general wrote "Because you have the right to have a secretary of defense whose views are better aligned with yours on these and other subjects, I believe it is right for me to step down from my position."

Trump has been reshuffling his administration after the mid-term elections in November.

Mattis is one of the few inaugural members of the Trump administration. He has earned the respect of many politicians and experts regardless of their political affiliation.

The departure of Mattis, who values the country's ties with its allies and international coordination, could fundamentally affect the US government's security policies.

Russian President Vladimir Putin has indicated that Japan will have to take US policies into account during its talks with Russia over four islands. Russia controls the islands. Japan claims them.

At an annual year-end news conference on Thursday, Putin spoke about ties between Russia and Japan. The two nations have not signed a peace treaty, due mainly to the territorial issue.

Putin said he is convinced that the current situation is not normal. He added he will seriously pursue the conclusion of a peace treaty.

This is believed to suggest his willingness to work with Japanese Prime Minister Shinzo Abe.

Putin also apparently referred to the Japanese government's decision to relocate the US Marine Corps Futenma Air Station within Okinawa Prefecture.

Calling the move an effort to strengthen the US base, Putin said things are going ahead despite opposition by Okinawa's governor and local residents.

Putin added Russia does not understand the level of sovereignty Japan has when such decisions are made.

Analysts say he sought to reiterate his strong concern that if Russia hands over the islands to Japan, US troops may be stationed there.

Putin indicated that progress in peace treaty negotiations cannot be expected unless Japan assures Russia that US forces will not be deployed on the islands.

Putin noted the need to clarify what will happen after a peace agreement is signed. He said that without such knowledge, it will be very difficult for Russia to make any major decisions.

The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

Japan's chief cabinet secretary has declined to comment on recent remarks by Russian President Vladimir Putin about bilateral talks on the four Russian-held islands claimed by Japan.

Yoshihide Suga said at a news conference on Friday that commenting on the remarks could negatively affect the talks.

Putin's remarks made on the previous day were related to the situation surrounding US military bases in Okinawa Prefecture, southern Japan.

He apparently referred to the Japanese government's decision to relocate the US Marine Corps Futenma Air Station in Okinawa despite strong opposition by its governor and local residents.

Putin indicated that Japan will have to take US policies into account in its own policy, and suggested concern that if Moscow hands over the islands to Japan, US forces may be stationed there.

Suga said speaking about Japan's policy or views at occasions other than bilateral talks with Russia could negatively affect their negotiations.

He added that Japan's government will tenaciously continue the negotiations based on its policy of concluding a peace treaty with Russia after resolving the territorial issue.

Japan's Foreign Ministry says a group of hackers based in China accused by the United States and Britain of cyber-espionage has also staged attacks in Japan.

The ministry's press secretary said in a statement on Friday that Japan has identified continuous attacks by the group known as APT10 against various domestic targets, including private companies and academic institutions.

The statement expresses "resolute condemnation" of such attacks. It adds that Japan strongly supports the commitment of Britain, the United States and other countries to uphold the rules-based international order in cyberspace.

The US Justice Department said on Thursday that it has indicted two Chinese members of APT10 for allegedly mounting cyber-attacks on firms and government institutions around the world since 2006.

Britain also announced that the group has carried out attacks targeting intellectual property and sensitive commercial data in Europe, Asia and the US.

The Japanese statement urges China to act responsibly, noting that G20 members, including China, have affirmed their commitment to the prohibition of intellectual property theft.

EU member states have given a formal go-ahead to a comprehensive trade deal with Japan.

The Economic Partnership Agreement is set to take effect on February First. It covers about 30 percent of global GDP and 40 percent of the value of the world's trade.

The European Union approved the deal at its ministerial meeting on Thursday. Japan's Diet ratified the pact earlier this month.

Under the agreement, Japan will scrap tariffs on 94 percent of imports from the EU. The EU, meanwhile, will eliminate levies on 99 percent of imports from Japan. The two sides will also open up markets in fields such as investment and services.

The EU estimates that its exports to Japan will rise 34 percent under the deal, pushing up the bloc's GDP by about 0.8 percent.

Japan's government has adopted a fast nuclear reactor development plan that pushes back the target date for full-fledged operations to the latter half of the 21st century.

Relevant cabinet ministers endorsed the plan on Friday. The launch target is the first they've set for such reactors since the 2011 nuclear plant accident in Fukushima Prefecture.

Fast nuclear reactors use plutonium recycled from spent nuclear fuel. They're considered essential for Japan's nuclear fuel recycling policy.

The new operational target is up to 100 years later than stipulated in an initial government plan compiled in 1967.

The initial project centered on research involving the prototype fast-breeder reactor Monju. But the reactor suffered a fire caused by a coolant leak in 1995, and was later hit by more safety problems.

The government finally decided to scrap Monju in 2016, after spending more than one trillion yen, or about 8.9 billion dollars, on the project. The reactor operated for just 250 days during its lifespan of 22 years.

Chief Cabinet Secretary Yoshihide Suga said at Friday's meeting that all parties involved need to strengthen their cooperation to develop a fast nuclear reactor. He added that the government must act in unity.

The number of babies born in Japan this year is expected to be the lowest in nearly 120 years.

The health ministry estimates the number of births at 921,000, based on figures from January to October.

The figure is down 25,000 from last year and the lowest since record-keeping began in 1899.

The number of births has shrunk nearly 30 percent since 1989.

Meanwhile, the ministry says the number of deaths is expected to reach around 1.37 million.

The figure is up 29,000 from last year and likely to hit a postwar high.

As a result, Japan's population would shrink by 448,000, for a 12th straight year of decline.

Ministry officials say family structures and people's lifestyles have changed over the past 30 years, and that this partly explains why the country's population is shrinking and aging.
