The US and South Korean militaries are to start joint drills on Monday in South Korea on the assumption of emergencies on the Korean Peninsula.


South Korean media report the country's Fair Trade Commission has ordered four Japanese companies to pay penalty surcharges for collusion.


The Japanese government says it has lodged a protest with Russia over its plan to hold live-fire drills near one of the four islands controlled by Russia and claimed by Japan.

North Korea has been strongly opposing the joint drills.
Its military fired what are believed to be two short-range ballistic missiles on July 25 in protest and followed it up with two more launches on July 31 and August 2.

Observers say the drills are likely to complicate denuclearization talks between the US and North Korea.

Donald Trump and Kim Jong Un had agreed to resume negotiations when they met in June, but there's been little progress between the two sides since then.

South Korean President Moon Jae-in has called for economic cooperation with North Korea as a way to address trade issues with Japan.

Speaking at a meeting with his aides on Monday, Moon said Japan can never block the progress of the South Korean economy and Tokyo's tighter export controls will only serve as a catalyst for Seoul's resolve to build economic power.

Japan recently tightened export controls on three hi-tech materials and removed South Korea from its list of nations entitled to preferential trade status.

Moon said Japan should understand that it cannot become a world leader based on economic power alone.

He added that when the so-called peace economy materializes through inter-Korean cooperation, South Korea can catch up with Japan quickly.

South Korea says it will invest in 100 key strategic industrial materials and parts to promote their stable domestic supply.

The government made the decision on Monday at a ministerial meeting presided over by Deputy Prime Minister Hong Nam-ki, who doubles as economy minister.

Hong said South Korean industries need to reduce their dependence on foreign suppliers and upgrade their competitiveness in materials and parts.

The decision came after Japan tightened export controls on three high-tech materials and removed South Korea from a list of countries entitled to simplified export procedures.

The government says it aims to diversify suppliers for 20 of the 100 items within a year, including for the three high-tech materials.

The government hopes to achieve stable domestic supplies for the rest within five years.

Officials plan to ease regulations and provide tax incentives in areas where technological development in the country is possible.

In areas that require imported technologies, the government will promote mergers and acquisitions.

South Korean media report the country's Fair Trade Commission has ordered four Japanese companies to pay penalty surcharges for collusion.

The report says the Japanese firms had repeatedly rigged their bids for parts bought by South Korean automakers for over a decade since around 2004.

It says surcharges totaling 9.2 billion won, or about 7.6 million dollars, will be imposed on Mitsubishi Electric, Hitachi Automotive Systems, Denso, and Diamond Electric.

The report says of those companies, Mitsubishi and Hitachi have been criminally charged.

Yonhap News Agency says the commission was to issue the order in mid-July but that it decided to postpone it because of negotiations over export control between Seoul and Tokyo were underway.

The news agency says the commission decided to announce it after Japan removed South Korea from a list of nations entitled to simplified export control procedures.

A general strike in Hong Kong continues to paralyze transportation services and disrupt business operations amid large-scale demonstrations.

Local media say about 500,000 people took part in the strike on Monday. More than 200 flights to and from Hong Kong's airport, a major Asian hub, were suspended.

Demonstrators prevented morning subway trains from leaving stations, sparking outrage among some commuters. The service resumed in the afternoon.

The protestors also paralyzed major roads with barricades.

People again took to the streets to demand the complete withdrawal of a suspended extradition bill that would allow criminal suspects to be sent to trial in mainland China.

Rallies were held in seven locations. Several thousand people, including those who joined the strike, gathered at a park near the government building in central Hong Kong Island.

At a rally on the Kowloon Peninsula, police fired tear gas to disperse the crowds.

Escalating trade tensions between the US and China are sending currency markets on a roller-coaster ride. President Trump's decision last week to impose more tariffs on Chinese imports put heavy pressure on the yuan.

The Chinese currency fell to an 11-year low against the dollar, breaching the key 7-yuan level. Analysts say the yuan will remain under selling pressure as the trade dispute continues.

The South Korean won hit a 3-and-a-half-year low against the dollar. The recent tensions with Japan led traders to sell the currency.

At the same time, investors sought safety in the Japanese currency, pushing the US dollar below the 106-yen mark for the first time in about seven months.

The higher yen and concerns over the accelerating trade dispute between the US and China weighed on stock markets in Asia. The Nikkei Average finished at a two-month low, down 1.7 percent.

Other markets in the Asia-Pacific are also lower.
Seoul's Kospi and Hong Kong's Hang Seng were both down more than 2 percent.

The Japanese government says it has lodged a protest with Russia over its plan to hold live-fire drills near one of the four islands controlled by Russia and claimed by Japan.

Chief Cabinet Secretary Yoshihide Suga disclosed on Monday that the government had protested through a diplomatic channel immediately after Moscow notified Tokyo of the plan.

The Foreign Ministry says Russia gave notice last Thursday that its military would conduct the drills in waters near Kunashiri Island in the Northern Territories from Monday to Saturday.

Russia controls the four islands. Japan claims them. The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

Suga said the exercises will lead to a Russian military buildup on the islands and they run counter to Japan's position on the territory. He said the government has also protested Russian Prime Minister Dmitry Medvedev's visit to Etorofu, another of the four islands, last Friday. Suga criticized the visit for defying Japan's unchanging stance on the islands and hurting the feelings of the Japanese people.

He said arrangements are underway for Prime Minister Shinzo Abe to attend the Eastern Economic Forum in Vladivostok in the Russian Far East next month. Suga said the leaders of Japan and Russia should meet face-to-face, especially when the two sides are at odds.

Iran's state-run broadcaster reports the oil tanker seized on Wednesday by the Iranian Revolutionary Guards Corps was an Iraqi vessel. Iranians say the ship was trying to smuggle fuel.

The broadcaster aired video of the vessel on Sunday. The footage shows an entire view of the ship, what looks like fuel on board, and what appears to be Iranian patrol boats surrounding it.

The Revolutionary Guards have detained seven crewmembers of different nationalities, and towed the tanker to a port in southern Iran.

The Corps said its action was a legitimate crackdown on a smuggling operation. It also says the tanker was an Iraqi ship, but Baghdad denies the allegations.

This is the third tanker Iranians have seized in recent weeks.

Last month, they captured a Panamanian-flagged tanker on suspicion of illicitly exporting oil. They also seized a British tanker for what the Iranians said were a violation of international navigation rules.

As the United States increases the pressure on Iran by imposing a total ban on its oil exports, Iran is increasing its activities in the Persian Gulf, which is an important artery for energy exports.

A former leader in Cambodia's Pol Pot regime in the 1970s has died. Nuon Chea was 93 years old. He was No. 2 in the regime, under which more than 1.7 million people died doing forced labor, and in the genocide carried out by the Khmer Rouge.

A spokesperson at a special court examining crimes committed by the regime says Nuon Chea died at a hospital in the capital Phnom Penh on Sunday.

Nuon Chea is believed to have played the key role in the genocide and forced labor. Last November, he was sentenced to life in prison for crimes against humanity, including the genocide of ethnic minorities. He filed an appeal of his sentence last month.

The death of Nuon Chea leaves former president Khieu Samphan as the only living senior official of the Pol Pot regime. He remains on trial at the special court.

Now that Khieu Samphan is 88 years old, concerns have been raised that it will become increasingly difficult to uncover the truth of Cambodia's dark past.

Japanese rookie golfer Hinako Shibuno has won the Women's British Open with 18-under. The 20 year old is only the second Japanese to win golf's major title and the first to do so in 42 years.

It was her first overseas competition. She has won two domestic tour titles this season.

She was the sole leader going into the final round on Sunday with 14-under, two shots ahead of the runner-up.

She slipped to third place on the front nine, but birdied on the 10th, 12th, 13th , and 15th holes to tie front-runner Lizette Salas. Shibuno birdied again on the 18th to beat Salas by one shot.

The only other Japanese golfer to accomplish the feat was Hisako Higuchi, who won the US LPGA Championships in 1977.

After winning, Shibuno said she cannot describe with words how she feels, adding she has too many goose bumps.

She said she felt as if she was playing in Japan because she heard someone speaking Japanese. She said she was a bit nervous in the first half but became more relaxed on the back-nine, including her birdie putt on the 18th. She said she was determined to win with a birdie.

A large-scale anti-terrorism drill was held in Tokyo on Monday as part of preparations for the 2020 Olympic and Paralympic Games.

It was held near Harumi Pier in the Tokyo Bay area -- the site of the athletes' village and many events.

More than 110 people from the Japan Coast Guard, Metropolitan Police, Tokyo Fire Department and other entities took part.

In the drill, a suspicious man aboard a small boat ignored calls from the coast guard and approached waters near the athletes' village.

Authorities on rubber boats then blocked the intruder.

The Japan Coast Guard says freighters and sightseeing boats will be asked to voluntarily refrain from navigating in waters surrounding the Tokyo Bay area during the Games.

Cameras will also be set up to help guard the area.

A coast guard official expressed the need to be fully prepared for any emergencies, including terrorist incidents, by strengthening teamwork among relevant authorities.

The mercury remained high across much of Japan on Monday. Authorities are urging people to take precautions against heatstroke as the hot weather is expected to continue.

Daytime highs reached 38.2 degrees Celsius in the city of Tajimi in Gifu Prefecture, central Japan. The temperature was just 38 degrees in the city of Koshu in Yamanashi Prefecture and the town of Fukusaki in Hyogo. Central Tokyo had a high of 34.9 degrees.

Temperatures of 35 degrees or higher will likely continue for about a week in many parts of the country.

Weather officials are advising people to drink lots of fluids, avoid exercising outside and to use their air conditioners to prevent heatstroke.

A strong typhoon is heading for Japan's southwestern Kyushu region.

As of 3 p.m. on Monday, Japanese weather officials say Typhoon Francisco was over waters about 250 kilometers south of Cape Ashizuri of Kochi Prefecture. It was moving west-northwest at a speed of 30 kilometers per hour.

The storm had an atmospheric pressure of 975 hectopascals at its center, packing winds of up to 126 kilometers per hour.

The officials say the typhoon will likely approach Kyushu, retaining its strength, and make landfall early on Tuesday.

Humid air brought by the storm is expected to cause unstable atmospheric conditions in wide areas of western Japan. Heavy downpours will likely hit some areas through Tuesday.

Up to 350 millimeters of rain is expected over a 24-hour period in southern Kyushu, while 300 millimeters is expected in northern Kyushu, and 250 millimeters in the Shikoku region.
