Chinese authorities on the frontline of the coronavirus emergency concede they were too slow to respond in the earliest days of the outbreak.

Their admission comes as the death toll in China climbs to 259, with infections surging to nearly 12,000.

Officials are raising the alert over further infections as many people head home from the annual Lunar New Year holiday. Authorities have extended the holiday through Sunday in a bid to contain the crisis.

They hope this will keep people at home and slow the spread of the virus which causes pneumonia.

Authorities in Beijing are directing companies to let their employees work from home until February 9.

Hospitals and clinics in the area where the outbreak began in Hubei Province are being overwhelmed. They say every day, some 30,000 anxious people are crowding into their waiting rooms for consultations.

Residents in rural areas are taking matters into their own hands. Some are using buses and other obstacles to block roads in an effort to stop outsiders from bringing the virus in.

Across the country, people are using social media to criticize the way authorities are handling the emergency.

In a rare admission, the Communist Party chief of Wuhan, the capital of Hubei, says authorities should have acted sooner.

He says they only started checking people at airports and train stations between January 12 and 13, when the number of patients began to surge.

But by then the virus had already reached Thailand -- through a Chinese traveler from Wuhan.

The top official says the city should have halted flights and train services sooner to stop people leaving the city.

Chinese authorities say 258 people have died in the country from the new coronavirus, as the number of confirmed infections has surged to over 11,000.

Authorities in Beijing are stepping up measures to fight the outbreak as the extended Lunar New Year holidays end on Sunday when many people are expected to return to urban areas.

On Friday, authorities issued a notice to companies to have employees work from home until February 9.

Lifeline utilities and firms handling items such as food and medicine are excluded from the measure.

The city of Wuhan in Hubei Province is the epicenter of the outbreak. Medical facilities there are overwhelmed, with more than 30,000 people a day pouring into clinics and hospitals.

In some rural areas, residents have blocked roads with buses, fences and rocks. They are apparently trying to prevent outsiders from bringing in the virus.

The number of cases is also rising elsewhere. Over 150 infections have been confirmed in more than 20 countries and territories.

On Friday, Russia confirmed its first cases of infection of two Chinese people who visited the country.

On the same day, the US government declared the outbreak a public health emergency.

Late on Saturday, authorities in Singapore are set to ban entry and transit for anyone who's recently been to mainland China.

In the Philippines, the president has issued an order temporarily banning the entry of all travelers from Hubei.

Cambodia's prime minister said on Thursday his country will not stop flights and ships arriving from China to avoid adding to concerns.

About 6,000 people are being kept on board a cruise ship at a port near the Italian capital Rome. Local media outlets say one of the passengers is suspected of being infected with the new coronavirus.

The reports say the passenger, a female tourist from Hong Kong, complained of symptoms such as fever. They say she and her husband, who is traveling with her, underwent tests to confirm whether they are infected.

The media say all passengers and crew are staying aboard the vessel at the request of local authorities until the results of the tests are known.

The ship is reportedly carrying roughly 750 tourists from mainland China and Hong Kong.

The cruise liner left Savona in northwestern Italy and called in at Marseilles in southern France, Barcelona in northeastern Spain and elsewhere before docking at the port of Civitavecchia.

Key words : declared public health emergency restriction
https://www3.nhk.or.jp/nhkworld/en/news/20200131_11/

The World Health Organization has declared that the outbreak of the new coronavirus is a public health emergency of international concern.

WHO Director-General Tedros Adhanom Ghebreyesus made the announcement following an emergency meeting in Geneva on Thursday attended by experts and public health officials.

The meeting comes as the outbreak that started in China has spread to more than a dozen countries.

Despite the declaration, Tedros said the WHO does not recommend any travel or trade restriction based on the current information available.

He expressed concern about a possible spread of the virus to countries with vulnerable medical systems. He pledged to offer support to those nations and encourage the development of a vaccine and treatments.

Tedros cautioned countries against actions that promote stigma or discrimination, and called for information sharing with the WHO.

At its first emergency meeting a week ago, the UN health agency concluded it was too early to declare an international health emergency.

The WHO had declared five such emergencies, most recently in last July for an Ebola outbreak in central Africa.

Japan is one of many countries that's implementing tighter border controls in a bid to keep infected travelers out.

Authorities are now denying entry to all foreign nationals who have recently visited Hubei Province.

They've listed the coronavirus as a "designated infectious disease"...which means they can forcibly hospitalize people with infections.

Officials also have the power to compel people to stay away from their workplace for a specified period.
The health ministry has drawn up a questionnaire for all arrivals from China. People will be required to complete it regardless of whether they are showing symptoms.
565 people have returned to Japan on three chartered flights from the city of Wuhan in Hubei Province, the epicenter of the outbreak.

So far, Japan has confirmed 20 cases...including 8 among people who were evacuated from Wuhan. Some of the patients are not showing any symptoms.

The Defense Ministry has sent a private ferry to Tokyo Bay. The ship will be used as a destination for people who return by government-chartered plane.
The ferry has space for about 100 people.

Researchers at a Japanese institute have successfully isolated the coronavirus from a patient and have been able to culture it.

They say that will help them develop a vaccine, drug or a new testing method.

Research institutes in China and Australia have also succeeded in isolating the virus.

US senators have rejected a call to summon new witnesses to testify in the impeachment trial of President Donald Trump.

The Democrats had demanded more witnesses, including former national security advisor John Bolton. But their call was rejected by Republicans in a Senate vote on Friday.

The Republicans now hope to end the hearings and have senators who serve as jurors reach a verdict.

A two-thirds majority is required to convict and remove the president from office.

But Trump could be acquitted as early as Friday as Republicans hold a majority in the Senate.

Trump is charged with abuse of power for pressuring Ukraine for his own political gain and obstructing Congress in carrying out an investigation into the case.

The focus of the trial was on Bolton, who is believed to have damaging information about Trump. Some Republican lawmakers had shown a willingness to subpoena Bolton.
