School operators across China have delayed the resumption of classes as more than 70,000 people have been infected with the new coronavirus in the country.

Elementary and junior high schools in China initially planned to resume classes on Monday after the extended Lunar New Year holidays. But some schools now say they will not reopen until March 2 at the earliest.

The education authorities began providing online teaching materials for elementary and junior high school students on Monday.

They include videos of teachers giving lectures about English and mathematics and instructions on how to avoid catching the virus.

Schools for Japanese students in Beijing, Shanghai and Guangzhou have delayed their reopening to March 2 or later.

The Japanese health ministry says seven people have been taken to hospital after arriving in Japan from China on the fifth flight chartered by the Japanese government.

The flight from Wuhan, the center of the new coronavirus outbreak, landed at Tokyo's Haneda Airport on Monday morning. It was carrying 36 Japanese nationals and 29 Chinese, many of whom are spouses.

During the flight, medical professionals checked each passenger for symptoms such as fever and coughing.

The ministry says seven of them complained of coughing or sore throat and were taken to hospital.

All the returnees, including those without any symptoms, will be tested for the virus. People without symptoms will stay at a government facility in Saitama Prefecture, north of Tokyo.

The government says this will be its last chartered flight to bring people back from Hubei Province for the time being.

The United States says 14 of its citizens evacuated from a cruise ship quarantined near Tokyo have tested positive for the coronavirus.

The patients are among hundreds of Americans who joined two US chartered flights out of Japan early on Monday.

The US citizens were reportedly tested for the virus a few days ago on the 'Diamond Princess' ocean liner. The results came out just as they were about to board the planes leaving Japan.

The US State Department says it allowed the infected people to head home, but separated them from other passengers to avoid further contagion.

Japan's health ministry on Monday announced criteria for medical consultations or treatment for people who may have contracted the coronavirus.

People, including children, with no specific health issues are advised to contact local consultation centers if they have had common cold symptoms or a temperature above 37.5 degrees Celsius for at least four days.

Those feeling severe fatigue or experiencing breathing difficulties, as well as those who need fever medication are also advised to contact the consultation centers.

The ministry urges vulnerable people to seek a consultation if they have cold symptoms or a fever for around two days.

People who fall into this category include senior citizens, diabetics, those with heart or respiratory diseases, or people taking immunosuppressant or anticancer drugs.

The ministry also urges pregnant women to seek such early consultations as a precaution.

It says there have been no reports of infected children becoming seriously ill.

Ministry officials urge people to skip school or work and refrain from going out if they have symptoms of a common cold. People also should keep a daily record of their temperature before contacting the centers or seeing a doctor.

The ministry is also calling on the public to only see doctors introduced by the consultation centers and not to visit multiple doctors without the advice from the centers.

Japan's Imperial Household Agency has canceled Emperor Naruhito's greetings to the public on his birthday on February 23 due to the new coronavirus outbreak.

The occasion would have marked the emperor's first birthday greeting since he ascended to the throne last May.

He was scheduled to appear three times on the balcony of the Imperial Palace with Empress Masako along with other members of the Imperial family.

This is the second cancellation of public greetings on the birthday of an emperor.

The last time was in 1996 during the hostage crisis at the Japanese Embassy in Peru.

Public greetings are held on the emperor's birthday and on January 2 every year. More than 68,000 people thronged the Imperial Palace on January 2 to hear the emperor's greetings.

Organizers of the Tokyo Marathon are planning to cancel entries from the general public for the event to be held on March 1 due to the coronavirus outbreak.

About 170 male and female runners invited from Japan and abroad are expected to take part in the race.

Sources say officials at the Tokyo Marathon Foundation and the Tokyo Metropolitan Government are finalizing the decision.

About 38,000 people were scheduled to run in the event.

The Foundation last Friday called on registered runners residing in China to refrain from joining the event.

The organizers have been discussing with Tokyo officials about how to hold the race in view of the coronavirus outbreak.

Sources say they have agreed to significantly limit the number of runners by canceling entries from the general public.

The Tokyo Marathon will serve as a competition to decide which male marathon runner will join two previously selected runners to represent Japan at the 2020 Tokyo Olympic Games.

Companies in Japan are ramping up efforts to contain the spread of the new coronavirus.

Telecom giant NTT says it has called on employees to work from home or use staggered hours in a bid to prevent infections.

Company officials say the request went out to a combined 200,000 people employed at its group firms.

They asked staff to avoid holding meetings and instead use video and teleconferencing.

The company also says it's going to evacuate its Japanese employees and their families from mainland China.

NTT is one of the latest firms to announce such measures. Yahoo Japan has also called on employees to adopt staggered working hours.

Xinhua reported on Monday that members of the congress' standing committee will discuss the matter on February 24.

Nearly 3,000 delegates from across China attend the annual congress to decide policies for the coming year.

The congress has opened on March 5 since 1998.
The death toll from the new coronavirus in mainland China has risen to 1,770.

Japanese prosecutors have demanded the death sentence for a 30-year-old man charged with killing 19 people with intellectual disabilities at a care home in Sagamihara City, near Tokyo.

The prosecutors told the Yokohama District Court on Monday that Satoshi Uematsu, a former worker at the Tsukui Yamayuri-en home, was fit to be held criminally responsible at the time of the attack.

He is also charged with injuring 26 others in the stabbing rampage at the facility in July 2016.

The prosecutors said a psychiatrist's opinion that the defendant's use of marijuana had little or no effect on the attacks is highly reliable.

They said Uematsu's belief that it is better to kill disabled people who are incapable of communicating runs counter to social values and there is no room for leniency.

The prosecutors also said Uematsu killed defenseless victims one after another in the incomparably cruel attacks.

Uematsu, wearing a black suit, listened calmly to the prosecutors.

The mother of a 19-year-old victim had earlier told the court that she was very happy she had her daughter. She criticized Uematsu for saying people with disabilities create unhappiness.

She also said that whatever the court decides, she will never forgive him.

The defense lawyers are to present their final argument on Wednesday.

They insist that Uematsu cannot be held responsible for the killings because of a mental disorder caused by his use of marijuana. But the defendant himself has said he is capable of being held responsible.

The ruling is scheduled for March 16.

New figures from the Japanese government show that GDP shrank in the final quarter of last year, as the consumption-tax increase weighed on consumer spending.

GDP fell by an annualized 6.3 percent in the October-December period. It was the first contraction in five quarters. It was also the biggest fall since the tax was last raised in 2014. In the second quarter of that year, GDP fell 7.4 percent.

Personal consumption makes up more than half of Japan's GDP. It fell by 2.9 percent following the increase in the tax from 8 percent to 10 percent at the beginning of October last year. Sales of cars and electrical appliances tumbled. A warm winter and a series of powerful storms contributed to the drop.

Corporate investment was down by 3.7 percent. Exports fell by 0.1 percent. Both figures were largely due to the global economic slowdown caused by the trade dispute between the US and China.

Some experts are forecasting another weak quarter for January to March if the coronavirus outbreak isn't contained soon.

Electronics maker Sharp has unveiled the first 5G smartphone made by a Japanese company. The model is due to go on sale in spring, coinciding with the roll-out of the nation's next-generation high-speed wireless network.

Sharp says the new phone will be capable of downloading videos in seconds, instead of about 10 minutes.

It has a 6.5-inch screen and four cameras. Videos can be recorded in the ultra-high-definition 8K format. An AI-assisted function can automatically identify people or pets, and zoom in on them as a video is being played.

The model is likely to be priced at around 100,000 yen, or about 910 dollars.

Executive Officer Yoshiro Nakano said the company hopes to expand the range of 5G services and make people's daily lives easier.

Competition is heating up in the 5G smartphone market, with South Korea's Samsung Electronics and China's Huawei gaining a head-start by launching several models.

The leader of the International Campaign to Abolish Nuclear Weapons, or ICAN, plans to attend events in Hiroshima and Nagasaki marking the 75th anniversary of the atomic bombings of the two cities.

ICAN won the 2017 Nobel Peace Prize for its contribution to the adoption of the Treaty of the Prohibition of Nuclear Weapons.

The group says its executive director, Beatrice Fihn, plans to visit Hiroshima and Nagasaki in August for the annual memorial events.

It would be the first time for her to attend, although she visited the two cities in January 2018.

The group says it wants to take the opportunity to add momentum toward the push to bring the nuclear weapons ban treaty into effect.

The global movement toward nuclear disarmament is currently stagnant. It also remains unclear whether the New START nuclear arms reduction treaty between the United States and Russia will be renewed after it expires next year.

Countries without nuclear weapons are calling on others to sign and ratify the nuclear weapons ban treaty. But nuclear powers, as well as Japan and other countries protected by the nuclear umbrella, have not signed.

Fihn also plans to meet and exchange opinions with Japanese lawmakers during her visit.
